1.0 Introduction

Transparency International - Kenya (TI-Kenya) is a not-for-profit organization that aims to promote a transparent and corruption free Kenya, good governance and social justice initiatives. TI-Kenya is part of the Transparency International global movement that is a non-partisan coalition of individuals with a shared vision of a corruption free world. It is an autonomous Chapter in the Transparency International movement, with whom we share knowledge and exchange ideas for the greater good of Kenya and the world at large. Transparency International- Kenya is dedicated to gender equality and ensuring equitable and sustainable human development. As well, the value of democratic principles and basic human rights demand gender equality and advocate for equal representation and participation of both genders.

Evaluation Summary Promoting governance in education sector Initial stages Baseline Study The evaluation purpose is to:Set benchmarks for the project design indicators as per the donor approved design documents such as log frames and the proposal. Generally, the consultant will focus on the impact of corruption in the targets area to the education sector showing clearly the impact to the key indicators on quality of education in the targeted regions Assess the level of integrity in the governance, management and participation of stakeholders in the education sector at the national and the county levels. The counties targeted through this baseline survey are: Kwale, Kisumu and Trans Nzoia

1.2 PROJECT BACKGROUND

TI-Kenya has secured funding from Department for International Development (DFID) through Drivers of Accountability Programme (DAP) to implement a 21 month project titled Improving Education Governance at National and County Level. This project will be implemented in three counties namely, Kwale, Kisumu and Trans Nzoia This project builds on the findings of the integrity study of the education sector conducted by TI-Kenya in 2010. The study was an objective assessment of the governance risks at the various levels of the education sector. It isolated the pertinent governance risks at the various levels of decision-making, resource allocation and utilization including: (1) Widespread mismanagement; (2) General non-accountability; (3) Secrecy shrouded infrastructural development projects in secondary and primary schools; (4) The pervasive powers of the government in making opaque appointments; (5) Multiplicity of institutions and overlapping roles; and, (6) presence of numerous conflicts in the legal framework guiding the sector has numerous, ambiguities and gaps. Others included cases of underperformance in examinations, mismanagement, financial management concerns, high staff turnover and infrastructural deficits that characterized many education and training institutions. The study similarly identified integrity issues within the TSC and the education sector at large including; irregular payments to contractors as a significant aspect of questionable integrity within the procurement system of the ministry of education. In this project, TI-Kenya has proposed to implement actions that would see communities in the projects target counties enjoying a better quality of life through expanded and effective access to basic education services. It is envisaged that this would stem from better governance (improved transparency, integrity and accountability) resulting from a strong and sustainable network of education sector actors pushing for change at both national and county levels. The thrust of the project therefore is enhanced integrity, transparency and accountability, leading to improved delivery of education services. This is broken down into two long-term outcomes: Improved governance of the education sector with increased transparency and accountability at both the national and county levels leading to improved service delivery; and empowered citizens proactively and effectively engaging and demanding for accountable education institutions and governance. The project will directly impact in at least 394 schools in the target counties, with an estimated student population of over 236,400. It will also directly target 50,000 people from the general public with a multiplier effect of 20 through the local media and other avenues.

1.3 Purpose of the baseline survey The purpose of the baseline is to set benchmarks for the project design indicators as per the donor approved design documents such as log frames and the proposal. Generally, the consultant will focus on the impact of corruption in the targets area to the education sector showing clearly the impact to the key indicators on quality of education in the targeted regions

Furthermore, the consultant will assess the level of integrity in the governance, management and participation of stakeholders in the education sector at the national and the county levels. The counties targeted through this baseline survey are: Kwale, Kisumu and Trans Nzoia

1.4 Objectives of the baseline survey The key objectives of this baseline survey will be: 1. To determine the proportion of citizen recording an improved access to quality education in project coverage areas (Kisumu, Kwale and Trans Nzoia) 2. To determine the proportion of school/school management committees recording an improvement in the education governance for quality education service delivery (accountability and integrity) 3. 4. Establish current level of access to quality education in the project coverage area (quality of instruction) Establish current nature and extent of good governance for quality education service delivery as viewed by schools/ SMCs 5. 6. Determine the current average net enrolment and attendance at all levels of schooling in the project area Establish the current performance (a trend analysis for last three years before the project inception) in national exams for both girls & boys (KCPE & KCSE) in the project area 7. Establish the current retention rate (a trend analysis for last three years before the project inception) at all levels of schooling within project area 8. Determine the nature and extent of teacher attendance to classes/commitment to quality teaching and instructing in class 9. Establish the level, nature and extent of learners participation in class room and other curricular and extracurricular activities 10. Identify integrity management tools currently in use by TSC, MoE HQs, NEB/ CEB. What is the level of usage 11. To establish the level, nature, extent and impact of parents and community participation and engagement in school management 12. Establish the availability and uptake (by citizens) of accountability mechanisms in education in the 3 counties 13. Establish current state of duty bearers adherence to good governance in education sector 14. Identify level of youth engagement in anti-corruption initiatives in the education sector in the 3 counties. 15. To explore the effective and efficiency of new education laws such as Basic education act, TSC Act among others in fighting corruption and improving accountability in education sector at both the national and county level 16. To establish the effectiveness and efficiency in the realization of learning outcomes and the application of the acquired skills and knowledge as per the outcomes

1.5 Baseline Survey Methodology The programme intends to employ quantitative and qualitative methods of data collection which will involve structured and unstructured data collection. In general the request for proposal should clearly show how each indicators should be measured from sampling techniques for representative findings per county to calculation of the percentages where applicable. The sampling should also clearly indicate from a professional point of view the key grades or classes at the primary level that may be key to sample. Furthermore, for consulting team should clearly detail how they propose to undertake the baseline survey as per each method of data collection and targeted data sources per indicator as per section 1.4 (Objectives of the baseline Survey).

1.5.1 Qualitative Methods The qualitative data collection methods will involve in-depth Key informant interviews, FGDs observation and document reviews. The documents to be reviewed include DAI Education Governance indicators (found on their website) education sector strategic documents, line ministries development plans and reports, Transparency International Education measurements (Global Corruption Reports)

Qualitative data will be analysed through identification of themes. Focus group discussions should be led by 3 persons and conducted for representative groups (8-12 persons) of community members within the community. These FGDs will also focus on specific project objectives. Key persons in the project coverage areas, both at District and County level will be interviewed to give insights of the objectives of the Baselines. The baseline exercise will also employ observation as a method of collecting data on existing facilities and practices within the project coverage areas. A standard check list should be developed for the same.

1.5.2 Quantitative Methods Quantitative methods will involve the administration of closed ended questionnaires to a sample of adults and children. During the baseline exercise, the team shall pilot the data collection tools to test the validity and reliability of the data. Quantitative data shall be analysed using both inferential and descriptive statistics using Statistical Package for Social Sciences (SPSS). Close ended questionnaires (adult questionnaire and children literacy assessments) will be used to collect quantitative data.

1.5.3 Scope of the Assessment/Survey The baseline survey Must clearly focus on key indicators as outlined in section 1.4 (Objectives of the survey) segregating data as per national, county and sub county level. The main focus of the baseline study should be mainly basic education that is ECD, primary and secondary level with a critical analysis of the ECD and primary levels of the education systems in Kenya and more specifically to the targeted counties (Kwale, Trans Nzoia and Kisumu). The

consultant is expected to clearly demonstrate how they will segregate the data as per the county, sub county and sampled villages and how the findings will be generalised to the entire sub county and county respectively.

1.6 Roles and responsibilities during the Assessment/Survey 1.6.1 Transparency International- Kenya (TI-K)

TI-K will be responsible for the following activities:

Support all the logistics of the measurement for lead consultant (air travel), extra team members will use road transport supported by TI-K. Accommodation and other supporting services will also be provided.

Recruitment, contracting, and payment of experienced enumerators and supervisors, the number of which should be approved by the M&E officer.

1.6.2 The consultant will be responsible for the following activities: 1. 2. Development of data collection tools; to be approved by the M&E officer Preparation of interviewer training curriculum and materials, manuals and implementation of personnel training. 3. 4. Testing, and formatting of questionnaires. Implementation of designed sampling methodology and substitution protocol with the approval of the M&E officer. 5. Implementation of checks and controls designed in conjunction with the M&E officer to ensure the quality of the information being collected during the surveys implementation and a protocol for returning to the field if necessary when errors for a particular questionnaire reach a certain threshold. 6. Creation of a computerized data entry template using software approved by the evaluation team, with relevant quality control strategies to ensure the quality of data entry, including double entry, consistency and range checks. 7. 8. Supervise all the data entry activities, their organization, and coordination. Delivery of entered data in a format readable by common statistical software (e.g. SPSS). Ensuring that data are maintained and stored in a manner that is fully confidential so that no external individual or institution can identify any specific individual in the data. Names and address information should only be made available to the M&E officer. 9. Delivery of (i) entered data for review with a lag of no more than 8 days after data collection in the field, and (ii) upon request of the M&E officer, scans of questionnaires known to be problematic. 10. Submission of a draft report relating to the overall purpose and specific objective of the survey, all data sets and output files in a CD for review to TI-K.

11. Incorporate all comments from TI-K and submit a final report within stipulated timeframe. 1.6.3 Key Deliverable 1. The consultant is expected to undertake clear sampling procedures for representative findings per regions of analysis (county, sub county and ward levels). 2. Implementation of designed sampling methodology and substitution protocol with the approval of the M&E officer. 3. Preparation of interviewer training materials for research assistant capacity building (this should be submitted before onset of the assignment) 4. 5. 6. 1.8 Experience and academic qualifications

Candidates for this Consultancy should possess the following minimum qualifications: i. A post graduate degree in education management and administration, social sciences, strategic management or any other relevant field. ii. A minimum of 5 years experience in monitoring and evaluation. Experience in conducting evaluations of education governance programmes would be an added advantage; iii. Demonstrated experience and understanding of the governance environment in Kenya, including the relevant laws, policies and practice; iv. v. Experience in project management and with demonstrated knowledge of project cycles; Strong communications skills (oral, written and presentation skills among others).

1.9 Terms of payment

The consultancy fees will be paid within 30days after submission of the related reports and deliverables.

1.10 Complaints Process

This call for Expression of Interest does not constitute a solicitation and TI-Kenya reserves the right to change or cancel the requirement at any time during the EOI process. TI-Kenya also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued. Invitations to bid or requests for proposals will be issued in accordance with TI- Kenya rules and procedures. Any grievances and or complaints arising from the evaluation process and final tender award can be addressed, in writing, to the Executive Director and copied to the TI-Kenya Tender Complaints Committee.

1.11 Submission of bids An expression of interest accompanied by a CV, three professional references, and a financial bid well itemized per your understanding of deliverables with daily costing should be forwarded to the undersigned by Close of Business on Friday, the 18th day of October 2013.
