1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the
minimum technical requirements for design, engineering, manufacture, inspection,
testing and performance of Pilot Cable Termination Equipment, intended to be used in
the system of the Saudi Electricity Company, Saudi Arabia.


2.0 CROSS REFERENCES

This Material Standard Specification shall always be read in conjunction with SEC
General Specification No. 01-TMSS-01, titled "General Requirements for All
Equipment/Materials", which shall be considered as an integral part of this TMSS.

This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.


3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be
applicable for the equipment/material covered in this TMSS. In case of conflict, the
vendor/manufacturer may propose equipment/material conforming to one group of
Industry Codes and Standards quoted hereunder without jeopardizing the requirements
of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 The Pilot Cable Termination Equipment to be used in indoor shall be of
manufacturer's standard design and shall meet or exceed the requirements of
this Specification in all respects.

4.2 Each component shall be enclosed in a compact enclosure or box with
provision for natural air-cooling.

4.3 The mean ambient temperature of 25
o
C during 24 hours shall be regarded as
the basic temperature for the Pilot Cable Termination Equipment for indoor
applications.

4.4 The installed equipment shall provide high voltage isolation of up to a peak of
65kV and 20kV RMS continuous to protect telecommunications equipment in
areas where the Ground Potential Rise (GPR) can create hazardous operating
conditions. The equipment shall consist of a pilot cable termination panel,
lightning arrester and hot panel, isolation shelf or shelves, plug-in isolation
cards and a power supply. The equipment shall provide non-interruptible
conditions when high GPR voltages appear on the cable pairs.


5.0 FABRICATION/MATERIAL

5.1 General

5.1.1 The Pilot Cable Termination Equipment shall consist of boxes or
enclosures housing the following components: card shelf, 15 kV
surge arrester (when required), universal telephone cards, pilot
wire/d.c. trip cards and a .d.c. power supply.

5.1.2 All boxes shall be dust proof and waterproof type conforming to a
degree of protection of IP-54 per IEC 60529.

5.1.3 Where metallic boxes are used, the metallic box shall have sufficient
thickness for strength and rigidity to match the intended purpose but
shall not fall below the minimum thickness requirement of UL50. For
non-metallic box, the thickness shall match the strength and rigidity
of an equivalent metal box.

5.1.4 Each box shall be suitable for mounting on the wall with relative
ease.

5.1.5 Insulating materials shall be non-hygroscopic.

5.1.6 All parts of equal size and rating shall be interchangeable.

5.1.7 Cabling, adjustments, removal and replacement of cards, and future
repair activities shall be readily done from the front.

5.1.8 The number of electrical joints shall be kept to a minimum.

5.1.9 All bolted electrical joints shall be secured by tinned copper or tinned
copper-alloy bolts/connectors. Other bolts and studs shall be plated
and shall have corrosion proof locking features. Bolts and studs shall
be minimum of property class 4.6 per ISO R898/1.

5.1.10 The circuit distribution, i.e. pilot lines, telephone lines and spare
lines, shall be as required by the Design Engineer.

5.1.11 An installation/instruction manual and schematic drawings shall be
provided for each Pilot Cable Termination Equipment (shall be in
English. and Arabic language).

5.1.12 Where exposure to lethal voltage is possible, a suitable danger sign
shall be provided.

5.2 Pilot Cable Isolation Card Shelf and Associated Printed Circuit Cards

5.2.1 The card shelf box is a high voltage insulated, non-flammable,
nonmetallic enclosure that is pre-wired to accommodate plug-in type
telephone or pilot wire/dc trip cards

5.2.2 The card shelf box shall be pre-wired to accommodate the circuit
distribution in Section 5.1.10.

5.2.3 Wall mounting fittings, such as bolts, screws, nuts, washers, etc.,
shall be provided by the Vendor.

5.2.4 The cable entry hole of the card shelf box shall be sized to
accommodate the pilot wire cable which is generally conforming to
SEC Specification 48- TMSS-01.

5.2.5 Pilot Cable Isolation Shelf

a. The Pilot Cable isolation shelf is an 8 card shelf, with integral
cable stub, is a high dielectric strength, non-flammable,
nonmetallic enclosure which can accommodate eight Pilot
Cable Isolation Cards. The station cable enters the shelf
through an access hole on the top right side. It is also equipped
with a 1.5 meter (5 foot) cable stub connected at one end to
mate with a Pilot Cable which is routed and interconnected
with a Hot Panel mounted on a separate backboard. This cable
stub enters the shelf through the access hole on the bottom left
side.

b. The shelf shall be made of a high dielectric strength, non-
conductive, flame retardant material that does not generate
corrosive or toxic fumes during combustion. It is screw
mounted to the frame structure of the cabinet. A shelf
accommodates equipment in the form of plugin Pilot Cable

Isolation Cards. This slide along plastic guides to plug into a
Printed Circuit Board back panel. The Printed Circuit Board and
the back plane connector contacts to be gold plated. A
comprehensive system of identification of sets, cables and
terminating points is used in the system to reduce search time on
rearrangement, or repair visits.

c. The Pilot Cable Isolation Shelf shall be designed and
constructed to withstand 20 kV (RMS) for power frequency and
65 kV (Peak) for lightning impulse level which may appear'
between the inside and the outside of the Shelf. The Isolator
Shelf shall be colored Red and conspicuously marked with -
Danger-, as well as marked with information on the precautions
required with working with the shelf and the Pilot Cable
Isolation Cards contained in the shelf.

5.2.6 Pilot Cable Isolation Cards

The Isolation Card Shelf will be equipped with Pilot Cable Isolation
Cards. Each installed Pilot Cable Isolation card is a plug-in printed
circuit card that bridges the air gap between the pilot cable connectors
and the station connectors.

Each installed Pilot Cable Isolation Card offers common-mode
voltage protection between the pilot cable side and the station side of
up to 20kVrms power frequency and 65 kV peak lightning impulse
level as well as offering protection against high differential mode
voltages (appearing between the wires in the cable pair) which would
damage the installed card, other interconnected equipment and
personnel.

A description of each Pilot Cable Isolation Card appears below:

a. Telephone Card

The telephone card provides high voltage isolation for a single
pair telephone, while enabling the normal AC and DC
transmission and signaling between PABX or other carrier
equipment and telephone set(s).

The telephone card shall have the following characteristics:

Interfacing Requirements:
When connected through an OPX card at the remote end of the
pilot cable, the telephone card will be able to fully regenerate
telephone ringing and other DC and AC signals from PABX
equipment, or other installed Foreign Exchange equipment
included as part of any telecommunications carrier system.

b. The pilot wire/dc trip card provides high voltage isolation while
allowing transparent transmission of protective relay signal in
both directions.

c. The line test card provides isolated test points to station and to
central office, tip and ring, central office sheath and station
(local) power test points and power on light emitting diode
(LED). This card shall be provided when required.

d. AC Card

The AC card provides isolation between a pilot cable and a full
duplex data transmission device (modem) operating within the
voice band (300 to 3400 Hz). The card is also suitable for
transmission at higher frequencies (-6 dB down at 100 kHz),
where line conditioning permits. The card does not require a
power supply.

Options available on the card are:

Five Step Attenuator (0.5 dB, 1 dB, 2 dB, 4 dB, 8 dB) This
feature allows manual amplitude equalization of the card from 0
to 15 dB steps in addition to the nominal 0.2 dB loss of the AC
card.

e. Off-Premises Extension (OPX) Card

The OPX card provides high voltage isolation for a remote PBX
extension located outside the station ground grid influence. The
optional telephone card is required only if a ground grid
potential rise (GPR) is possible at the remote site.

The OPX card provides low-loss, full duplex voice band
communication. It transmits ON/OFF hook, dial pulses or touch
tone signaling, ringing and polarity reversals.

The OPX card is powered from the -24 Vd.c supply located on
the Pilot Cable Isolation Equipment assembly. Each installed
card is isolated at 65 kV peak, 20 kV RMS.

f. T-1 Carrier Card

The T-1 Carrier Card provides high voltage isolation for
balanced cable pairs carrying digital transmission, such as the
standard 1.544 Mbits/sec (T-1) and 2.048 (PCM) digital carrier
systems.

For complete protection, two cards are required, one for the
RX pair and one for the TX pair. Both RX and TX cards are
fully interchangeable.

5.2.7 TWX Card

a. This card consists of two optically isolated solid state relays,
interlocked so they cannot be both closed simultaneously. The
station relay generates a marking condition on the line (relay
OM state) when loop current on the PC exceeds 10 mA (straps
out), or 30 mA (with straps in). The station relay generates a
space condition (relay OFF state), if the C.O. line relay is ON
and loop current on the line becomes less than 10 mA (straps
out), or 30 mA (straps in).

b. In series with the station relay is an adjustable current limiter
which may be used to adjust the loop current to 20 mA (straps
out), or 62.5 mA (straps in).

c. The line relay generates a marking condition on the line (relay
ON state) when loop current on station line exceeds 10 mA
(straps out), or 30 mA (straps in). The line relay generates a
space condition (relay OFF state), if the station relay is ON, and
loop current on the station line becomes less than 10 mA (straps
out), or 30 mA (straps in); the line voltage is 130 to 260 Vd.c in
the space condition.

5.3 Hot Panel

5.3.1 Each pilot cable is required to be terminated in a 'Hot- Termination
Panel. 'Hot' Termination panels contain 19 pairs. quick disconnect
blocks. The pilot cables will generally be routed to the "HOT- Panels
in the Substation basement.

5.3.2 The Hot Panel shall be a complete unit for testing, disconnecting and
grounding the pilot cables. Figure 2 shows a typical layout of 38 way
(19 pairs) Terminal Box.

5.3.3 The Hot Panel shall have a terminal mounted on insulated mounting
rail together with the necessary ground bar connections and insulated
gland plate, pilot cable armour disconnect link and removable
transparent covers to protect against accidental touching during
normal operation. The test leads and disconnecting plug shall be
housed safely inside the door enclosure.

5.3.4 The Hot Panel shall have a test terminal, see Figure 3, consist of a
longitudinal disconnect terminal with plug bolts on both sides of the
disconnection, into which ground conductors can be plugged prior to
removal of the disconnect plug.

5.3.5 Removal of this plug can only be effected by the use of special
handle. The creepage and clearance path between terminals, between
terminal and ground and across the disconnect shall give an insulation
test level of 15 kV a.c. for one (l) minute.

5.3.6 The Hot Panel shall have a removable jumpers (with provision for
grounding station [isolated] side pilot cable) to allow for safe
maintenance of equipment on the isolated side.

5.3.7 The Hot Panel shall provide a water-tight enclosure for protection of
pilot cable pairs in substation basements which are considered wet.
The Hot panel shall also have an integral lock fitted on the front cover
to prevent unauthorized personnel from gaining access to the pilot
cable pairs inside.

5.3.8 The Hot panel shall be made from high dielectric strength
nonconductive and flame-retardant material. Its combustion products
shall be nontoxic. The Hot Panel shall be labeled with a 'Danger
High Voltage sign (SEC Standard nameplate per drawing SE-
036809).

5.3.9 The installations of Hot Panel as well as the incoming Lightning
Arrestor shall be located on a separate backboard in the substation
basement.

5.3.10 Another backboard usually located on the main floor at the
substation, the Pilot Cable Isolation Shelf and power supplies will be
mounted.

5.3.11 Metallic portions of the cabinet shall be grounded to substation
ground with a 16 mm (# 6 AWG) or larger wire (green color with
yellow stripes), so as to protect personnel from Injury in event of
contact with the cabinet.

5.4 Lightning Arrester

5.4.1 A fast response type lightning arrester shall be provided inside a
secured grounded box. The lightning arrester should operate below 65
kV spark over on a fast rising lightning, or electrical fault pulse.

A lightning arrestor is always required. The number of lightning
arresters at a particular installation will be specified by the system
designer in accordance with manufacturer's recommendations and
anticipated field conditions at the installation.

5.4.2 The lightning arrester rating shall be at least 3 times above the
expected ground potential rise (GPR) of the site.

5.4.3 The box shall be provided with a hinged special key locking front
door to protect personnel from potentially hazardous voltages and
possible lightning arrester explosion.

5.4.4 Provision for pilot cable entry and exit through insulated bushings
shall be provided.

5.4.5 A suitable connection between the pilot cable metallic shield and the
live terminal of the lightning arrester shall be provided.

5.4.6 The box shall be provided an insulated bushing for the entry of a 16
mm (#6 AWG) grounding wire (green color with yellow stripes).
The connection of this grounding wire to the groundside of the
lightning arrester shall also be provided.

5.4.7 An effective connection of the box to the station ground shall be
provided.

5.5 Power Supply Box

A DC power supply box that will operate the telephone cards shall be
provided. It shall have the following specifications:

The input power requirement of the power supply box shall be provided by
SEC through station batteries. These station batteries shall also provide power
to the pilot wire/DC trip cards.

5.6 Mounting Detail

5.6.1 In the Pilot Cable Isolation Equipment installation, equipment shall
be mounted on two or more backboards, so as to minimize contact by
personnel of possible lethal voltages which may be experienced on
pilot cable during fault conditions on adjacent power cable.

5.6.2 One or more backboards (which will generally be mounted inside the
substation basement) will support the mounting of lightning arrestors
for incoming pilot cable, Hot Panels for the substation installation, as
well as all incoming and outgoing pilot cables and grounding cables
to the Hot Panel and Lightning Arrestor assembly (Note: The total
installation will be known as the Hot Panel/Lightning Arrestor
assembly).

5.6.3 Another backboard or backboards will support the mounting of the
Pilot Cable Isolation shelf, Pilot Cable Isolation cards, Power
Supplies, pilot cable (from the Hot Panel/Lightning Arrestor
assembly) and all terminal blocks (terminating cable from the cold, or
station side of the Pilot Cable Isolation Shelf), as well as all other
associated cables (Note: The total installation will be known as Pilot
Cable Isolation Equipment assembly).

5.6.4 For maximum safety, the Pilot Cable Isolation Equipment assembly
and the Hot Panel/Lightning Arrestor assembly will be physically
separated, with an interconnecting pilot cable (or cables) connecting
the two assemblies. The Pilot Cable Isolation Equipment assembly
will be mounted as close as practicable to the equipment which
requires the communications and protection circuits, while the Hot
Panel/Lightning Arrestor assembly will mounted in an area within the
substation where exposure to working personnel is minimal (e.g. the
substation basement).

5.6.5 Mounting material for the backboards used in both assemblies will be
of suitable material that can withstand the maximum voltage expected
in the equipment that will be mounted on it. Further the backboards
shall be painted in accordance with approved SEC practices.

5.6.6 For design purposes, all mountings of the Pilot Cable Isolation
Equipment assembly and the Hot Panel/ Lightning Arrestor assembly
will be indoors.

5.7 Painting

5.7.1 The inside and outside surfaces of metallic boxes shall be painted.

5.7.2 The paint color shall conform to SEC Paint Color Codes and
Standards 01-TMSS-01.

5.8 Nameplate and Labeling Requirements

5.8.1 Each Hot panel/Lighting Arrestor and Pilot Cable Isolation
Equipment assembly shall bear a nameplate, which will give detail on
manufacturing particulars, as well as information, which is specific to
the installation-at the site. The plate shall be marked in English and
Arabic with the following information:

a. Manufacturers Name
b. Year of Manufacture
c. Manufacturer's Serial Number
d. SEC Item or Stock Number
e. SEC Purchase Order Number
f. The number of the Hot Panel/Lightning Arrestor assembly, or
Pilot Cable Isolation Equipment assembly (E.G. Hot
Panel/Lightning Arrestor Assembly No. 1)

5.8.2 The nameplate shall be made of non-corrodible material and shall be
permanently affixed to the associated backboard through the use of
properly sized screws.

5.8.3 Additionally a detailed sheet shall be supplied with the Hot Panel
(and affixed to the Hot Panel) with information relating to the
position of termination of incoming and outgoing pilot cables, as well
as all information on cross-connects performed at the site. The section
of the detailed sheet indicating information on cross-connections
inside the Hot Panel shall be able to be readily changed, to allow f or
future modifications in cross-connect activity at the site where the
Hot Panel is installed.

5.8.4 Labeling shall also be required on all incoming and outgoing pilot
cables entering the Hot Panel/Lightning Arrestor assembly and Pilot
Cable isolation Equipment assembly. The labels shall be plastic and
permanently affixed to the entering pilot cables on the respective
assemblies. Information on the labels shall be clearly readable and
shall indicate the following information:

a. For pilot cables entering a substation (from another substation),
the destination of the pilot cable (both the termination at the
near end and far end) and pilot cable number (assigned by the
COMPANY) for the specific pilot cable.

b. For pilot cables routed between the Hot Panel/ Lightning
Arrester assemblies and Pilot Cable Isolation Equipment
assemblies within a substation site, labeling shall be provided
on both ends of the pilot cable which Indicates the termination
at the near end and far end of the cable (E.G. Hot Panel/
Lightning Arrestor Assembly No. 1 to Pilot Cable Isolation
Equipment Assembly Cable No. 1).


6.0 TESTS

All test results shall be provided for review and acceptance by SEC

6.1 Type (Design) Tests

All design (type) tests prescribed in the relevant standard shall be performed on
the representative unit or on the first unit of every new design or rating to be
supplied to SEC.

In lieu of the actual design (type) tests, certified test reports of design (type)
tests performed on an identical unit may be submitted to SEC for review and
approval during bidding stage.

6.1.1 Longitudinal Surge Test: The Pilot Cable Termination Equipment
shall be subjected to a 65 kV test voltage at a wave of (1.2 x 50)
microseconds.

6.1.2 Thermal Endurance Test: All pertinent IEC 216-2 tests shall be
applied to the Pilot Cable Termination Equipment.

6.2 Routine (Production) tests

6.2.1 High Voltage Test: The Pilot Cable Termination Equipment shall be
subjected to a 20 kV rms. test voltage for 5 seconds.

6.2.2 Insulation Resistance Test: This test shall be performed using a
megger or similar instrument capable of giving a reading of 1000 M
or greater. This test shall be performed after the Longitudinal Surge
Test and the High Voltage Test contained in the termination for all
components equipment, which are subject to high voltage.
