Agreements The composition has been agreed to be an eightmember (8) group composed of a (1) CHAIRPERSON, a (1) SECRETARY, a (1) TREASURER, and (5) KAGAWAD.

Disagreements NYC proposed that the position for Secretary and Treasurer be voted upon directly and not be appointed by the Chairperson. SKNF and LVG, raised concerns on the issues of transparency and accountability and lines of succession if in case that an elected Secretary and/Treasurer is removed in office. SKREC also reiterated possible political and administrative gridlocks as well as budgetary and election bottlenecks if those positions would be elective since it is not in coherence with the current system of governance that it hopes to become grounded and relevant with. NAPC - YSS SR Gorres also resonated a possible disconnect on understanding our government institutional systems on this kind of set-up.

On the second (2) Publing Hearing held by the Senators, it was agreed upon that the scopes and limitations for the elective positions has been partially agreed upon to be atleast at the age of 18 for the Chairperson for him/her to be able to sign into contracts. However, on the second (2) TWG Meeting, the consensus was to require ALL elective positions to be atleast at the age of 18 to ensure accountability from these officers.

On the second (2) Publing Hearing held by the Senators, it was agreed upon that the constituents would be from 15-30 years old so as not to contradict the constitutional and other provisions on the age bracket. However, NYC has proposed on its focus on the core segment of the youth which is from 15-25 yrs. old on the second (2) TWG Meeting.

On the second (2) Publing Hearing held by the Senators, SKREC LC Bonbon asserted the retainment of the voting powers of the SK Chairperson on the SBrgy./ SBayan/ SPanlungsod/ SPanlalawigan , on an inquiry asked by Sen. Marcos on whether to retain or remove such functions/ duties/ responsibilities as both executive and legislative position, on the merits of the fundamentals of youth rights which is of direct voice and participation in decision-making, hence the right and privilege to vote. Moreover, he suggested that the vote must not be an individual decision but a result of a votation of the members within the framework of the SK collectively through a resolution / ordinance.

Sen. Marcos has expressed his reservations on the Comelec and SKREC, as well as NYC and NAPC Anti-Political Dynasty Provision and siad that it YSS SR Gorres has expressed enjoined should be tackled on another law . affirmations on the inclusion of the Anti-Political Dynasty Provision to create a precedent to the Constitutional Provisions. It was partially agreed upon assertions and justification from SKNF, NAPC - YSS , NYC, and SKREC that honorariums and other privileges must be retained and must also be provided to the members, as a form of performance -based management incentives as may provided by law but must be subject to strict monitoring. Everybody has agreed in a consensus that the funds for the SK must be independently / autonomusly and directly appropriated and must be disbursed without interference from the SB. However, a special set of rules / policies regarding the set of project menus and procurement guidelines is requested to be formulated for this to ensure effectiveness, transparency, accountability and command responsibility.

It was unanimously agreed upon that the SK should not be totally blamed for the issues of corruption since it is in the first place a systemic problem, and the perpetrators of such practices did not emerge from them but from their "supposed" mentors, which are the adults. Hence, the notion that Corruption breeds in their ranks is an unprogressive view and analysis. NAPC - YSS SR Gorres cited studies and research on SK that showed the green patches of governance and development which are most prevalent in the rural areas.

The structure of whether the SKNF should be abolished or still be retained and organised is under debate and even the representation on the higher levels of government systems is being argued. On the other hand, the proposal of a Youth Representative to replace the previous exofficio system, wherein he/ she is to be elected-atlarge is being looked into but still, is under negotiations for a best alternative to a negotiated agreement among the stakeholders.

68 Hon. JV Ejercito Remarks Variations in the appointments process has been noted with the experiences of urban and rural SKs. SKNF Rep. Dy has mentioned that in their area, the usual practice was to select the Secretary and Treasurer from the elected Kagawad Members. SKREC LC Bonbon shared insights on the appointment of different persons outside the elected posts in his city. This led to the debate whether the said positions should be appointed or be voted upon and even if it should be chosen from the elected members or not. Meanwhile, the position of ex-officio members from the Katipunang Pangkaunlaran ng Kabataan (KPK) is yet to be determined and agreed upon.

There are three major aspects that has been being debated on this: 1) Who and what must be the age of the SK constituents/target clientele, 2) Who and what must be the age of the elective and.or appointed leaders, 3) Who must vote and what should be their age? Debates on whether minors (15-17 yrs. old) should be allowed to elect their leaders is in question here and the even the idea of an election-at-large emerged.

DILG proposed that the function of the SK be reduced to an executive function. LVG and DBM opened the debate on finding a greater purpose and re-envisioning the thrusts and level of engagement of the SK. NAPC - YSS SR Gorres provided insights on possible new interventions of the SK towards youth participation by means of the mainstreaming and development of the KPK, which will eventually encourage and facilitate the registration of youth organizations on the grassroots level.

DBM has raised inquries regarding budgetary matters, especially on the Php1 Billion allocation, and the 10% of the IRA share of the Barangay. They wanted a technical walkthrough on how this will be processed. NYC Chair Flores explained various measures included in their version which aims to resolve issues and problems that the SK faced in terms of budget appropriations and disbursement processes.

SKREC LC Bonbon suggests of a sustainable and continuous-type of SK governance which employs the same system that the Senate does in terms of its membership, the idea of seniour and junior (neophyte) members which gets elected and is sustainable in terms of capacity, capability and knowledge-transfer as well as balancing of the core and adult youth segments. NAPC - YSS SR Gorres asserted the inclusion of Transparency and Accountability Mechanisms as espoused by the provisions of HB 3000 by Akbayan Party-list.
