National Enterprises, Housing Board Colony, Nasirpur Road, Narnaul Sir, It is humbly submitted that: 1. I had been District Khadi and Village Industries Officer, Faridabad and my office was under the jurisdiction of your Police Station. 2. Haryana Khadi and Village Industries Board introduced marketing scheme and MoU was signed between the Chief Executive and Shri Rattan Singh, Prop. National Enterprises, Narnaul (Copy attached here with for ready references). 3. My official duties were to serve registered suppliers with the Board, to execute the orders received for supply and the Board got 5% service charges from the suppliers, where as these registered suppliers were also duty bound, as per MoU signed between them and Haryana Khadi and Village Industries Board. 4. The registered supplier have to supply the required materials to the purchasers satisfaction, if any sub standard materials reported by the purchaser then supplier will have to replace the objectionable materials, for example Faridabad Education Department asked me to stop the payment to the supplier because some objectionable material was supplied then payment was stopped and same were released by the Board after getting satisfactory reply from the purchaser (Copies attached here with for ready references). It would be pertinent to mention here that after supply, purchaser Department released the payments but after Board was informed about sub standard materials. 5. Haryana Khadi and Village Industries Board do not manufacture any materials demanded by the purchasers and Board has to execute the supply orders through the registered suppliers only not through the open market traders and manufacturers.

6. Payments were released adopting set procedures and it was the responsibility of the purchasers, to verify the quality and quantity of the materials keeping in view the cost of materials supplied by the supplier. 7. After receiving goods receipt, payments from the purchasers along with the bill of supplier then after deduction of 5 % service charges, rest payment was to be released to the suppliers through cheque Bank transactions only and this service charges amount was to be submitted to the Board through DD and then quarterly reports was to be forwarded for acceptance, regularization of supply. 8. It has been learnt that Shri Rattan Singh, Prop. National Enterprises supplied some materials to the DEEO, Gurgaon and same materials was found sub standard in quality and excess payment made to the said supplier were imposed on the DEEO, Gurgaon then holding the post (Copies attached here with for ready references). Keeping in view above said position, it is confirmed that Shri Rattan Singh, Prop. National Enterprises breach trust along with the terms and conditions of the MoU signed between Haryana Khadi and Village Industries Board and Shri Rattan Singh, who was holding position of Chairman, BJRD Public School, Dadri Narnaul Road, Village Pali, District Mahendergarh also at the time of supply, hence FIR may kindly be lodged against him for the said offense. It would be pertinent to mention here that Shri Rattan Singh was also booked and arrested by the State Vigilance Bureau, Rohtak for sub standard material supply to the DEEO, Jhajjar, FIR No. 2 of 2010 dated 42-2010 Was lodged and charge sheet submitted to the concerned court by the SVB, Rohtak (Copies attached here with as ready references).
