SCOPE
The specification is in line with SAES-B-017 which specifies the general principles in designing active fire protection systems. It contains minimum design requirements, safety considerations and mechanical equipment requirements to assist designer/ engineer in developing relevant design details. This Basis of Design does not supersede SAES-B-017 for the project. Where SAES-B-017 includes additional requirements, these shall be followed.

The basic philosophies for the fire water system regarding capacity, operation and common requirement, which should be applied to overall fire water systems at the JIGCC, shall be based on the following: 6.1 Fire water system shall be designed to provide the maximum flow rate requirement of any single risk area served by the system. the system is set by the risk area having the highest flow rate requirement. This follows SAES-B-017 Section 5.20.1. 6.2 The JIGCC fire mains shall normally supply fresh water. The firewater storage and normal contents of the JIGCC fire main shall all normally be fresh water. Required primary storage capacity for the JIGCC shall be sufficient to provide fire water for durations of twelve (12) hours of full capacity operation. This follows SAES-B-017 Section 6.2. HOLDA secondary fire water supply is being provided via the In-Plant Lagoon. This source has enough fire water for over 4 weeks of fire fighting at the maximum fire water demand. An evaluation is being made to determine if this amount could be considered infinite and the fresh water supply reduced to 2 hours. The JIGCC and Refinery fire water distribution systems are entirely separate, stand alone systems from each other. A jumper is being provided between the two distribution systems. The fire water system shall be dedicated only to fire-fighting activities.

FIRE WATER REQUIREMENT


Design capacity for the fire water system of the plant is established on the basis of the largest fire scenario. However, fire water application rates for each specific type of equipment are addressed therein.

7.1.

Process Areas
Fire fighting facilities in the process areas consist of fixed water monitors; fixed water spray system and supplemental coverage from hydrant hose streams. The process facilities are segregated into risk areas for the purposes of fire water system design. 7.1.1 The following applies to process areas with vessels and equipment which contain flammable or combustible liquids or combustible gases: a) Each shall be a logically defined area that may be described in terms of equipment or buildings.

b) The minimum distance between equipment and vessels in one risk area and equipment, vessels, or drainage swales in other risk areas shall be 15 m. c) There shall be clear fire vehicle access to at least two opposite sides of a risk area. Requirements in SAES-B055 shall be met. d) For the purposes of fire water capacity design calculations, when there is a common pipeway located between two risk areas, and the space between equipment and the pipeway is less than 7.5 m from both risk areas, the pipeway shall be a part of both risk areas. If a pipeway is less than 7.5 m from only one risk area, the pipeway shall be included in only that risk area. Finfan coolers shall be considered as pipeways. 7.1.2 Risk areas are limited in extent to 1860 m. Each process unit is therefore subdivided into multiple Risk Areas which will be shown on a unit plot plan. Fire vehicle access shall be reviewed and approved by FrPD in detail design. Access roads for buildings shall meet the requirements of the UFC. Plot based drawings shall be generated indicating the risk areas and the surface area.

System Pressure Control


9.3.1 Fire water pressure shall be controlled by recycling fire water from the pump discharge header back to the suction source of the pumps (i.e. the Utility / Fire Water Storage Tank). The fire water pressure control system shall consist of a dedicated pressure transmitter, a pressure controller with adjustable set point, and a set of pressure control valves installed on the recycle manifold. The pressure control valve system shall be sized to recycle a minimum flow of one half the design capacity of the smallest jockey pump and shall be designed to fail closed. The maximum recycle flow of the system shall be two times the sum of the design flows of one jockey pump plus the largest single fire water pump. Fire water pressure control valves shall conform to SAES-J-700, "Control Valves", and 34-SAMSS-711, "Control Valves General Service".

Operational Sequence
Proper sequencing of the starting pumps is important to minimize the hydraulic surge of the pumps starting simultaneously. In the event of lloss of pressure in the fire water system header, the operating sequence of the pumps shall be: a) Fire water main pressure will be maintained at 8.6 barg by the online jockey pump. The spare Jockey Pump will be in operation in an event when the other is under maintenance. b) When the system pressure drops to 7.6 barg, the first available electric driven fire water pump will start automatically without time delay.

10.1.1 10.1.2 The fire water main system shall be of closed loop design. Fire water main encompasses all piping, fittings and valves extending from the supply source to the isolation valves for fixed fire equipment and entry points into a building. Fire water mains shall satisfy NFPA 24 requirements, except where SAES requirements exceed the NFPA requirements. Selection of FW piping materials shall comply with SAES-L-105, SAES-L-132, SAES-L-310, and all other SAES-L series standards as applicable. Hydro-testing requirements shall be as per SAES-B-017 section 12.6. The need for surge damping (water hammer) shall be studied during detail design. 10.2.2 The maximum allowable velocity in the fire main system (presuming no sections are isolated) shall be as provided in the Basis of Design Firewater System A43-A-DOC-VE-728823. Fire water main distribution piping sizes shall be calculated based on the design flow rates and having 7 barg at the farthest point. 11.3.1. Fire Water Monitor Location Fire water monitors shall be installed in strategic points in areas where fire hazards have been identified. Fire water monitors shall not be located within 6 m of any catch basin or drainage channel or swale. Monitors shall not be locatd inside tank dikes or in drainage swales. b) Cooling towers (including fill) built of combustible materials shall be covered by fixed spray /sprinklers per NFPA 214. c) Other equipment noted in Section 11.3.1 when it cannot be adequately protected by monitors. 11.4.1.2 Design of the spray system shall follow requirements of API 2030 and NFPA 15, except as modified by SAES-B-017. 11.7. Foam System
11.7.1. Foam System Design 11.7.1.1 11.7.1.2 The foam system shall be designed as per SAES-B-018. For floating roof tanks handling flammable liquids, foam system shall be provided for rim-seal fire protection. Foam system shall be capable of controlling and extinguishing the largest single rim-seal fire. The foam system will comprise the piping, fittings, valves and equipment that provides foam to specific storage tank (s) located by zone and notification of plant personal of such an event. The purpose of a foam system will be to extinguish fires in the rim-seal area of a floating roof storage tank located in the JIGCC. Each protected tank will have permanently installed foam chambers specifically designed for rim-seal application. These devices will be designed per NFPA 11. The foam chamber assembly will be included in the scope of the tank manufacturer; therefore, is not a part of this specification. There are no storage tanks in JIGCC that require a foam system.

Each unit area will be physically divided into multiple Risk Areas. The Firewater Demand for that unit will be the highest demand for any risk area within that unit. Typically for a major process unit there will be one or more High Risk Process Areas, and the limiting demand for that unit will therefore be based on supplying an appropriate amount of water to protect a High Risk Process Area within that unit. There is no assumption that all Risk Areas in a particular unit will be of a specific Risk Level, only that at least one Risk Area within the unit matches the designation given, and that the designation relates to the highest category of Risk Area (greatest risk/largest demand) present in the unit. The demands below are to be used in hydraulic calculations to ensure adequate Fire Main sizing for water flow to each unit.
