Dear Team AAP

I wish to contest Lok Sabha Election 2014 from Paschim Champaran (Bettiah) constituency of
BIHAR on Aam Admi Party (AAP) ticket.

I am born in a farmers family of village Ranha, a tiny village on the bank of river Gandak, in the
Paschim Champaran district. I am first graduate of my family. My parents and other family
members are enrolled voters in the same constituency. Though I regularly visit the native place
and have lot of social presence there, I am a registered voter in Dwarka, New Delhi.

I always have a dream to change the life of people for better. I thought that by joining Civil
Services /IAS I will be able to do that. With this in mind I studied hard and after completing
engineering from IIT Kanpur, finally joined IRS (C&CE) in 1996.

As a private individual I have always involved myself for the cause of society. Since 2000, I am
giving a number of cash support and prizes to meritorious students of various places including
west Champaran district. I am also running a public charitable educational trust for supporting
the education to students of West Champaran District. I also run a Guest House in Dwarka,
Delhi where free accommodation is provided to people of west Champaran coming for
treatment or other work to Delhi.

However I found that as a government servant, under the present political system it is
impossible to deliver people friendly decisions. Those who torture people thrive in government
department and those who really help people have to suffer. Ultimately I resigned from
government service and started law practice in 2006.

In my law practice also I noticed that our judiciary is neither independent nor accountable. Court
cases are pending for years. The appointment of judges is opaque and there are a number of
cartels operating in legal field making the justice a distant dream for common man.

Though every law is made in public interest, legislatures are making laws less for public good
and more for torturing common man at the hands of bureaucrats. The power structure is
completely centralized in which common man has no say.

I fully share and committed for your model of SWARAJ. Unless the decision making process is
decentralized and unless common man is made part of this decision making process, our dream
of Swaraj will remain a dream. I am impressed by the recent rise of common man in Delhi and
want to bring same change across the country. The charisma shown by common man under the
leadership of Annajee and Arvind Kejriwal at Delhi needs to be shown everywhere in the
country.

Common man has only three needs, Roti, Kapda aur Makan. Country has no dearth of
resources to meet these requirements. However with mounting corruption and unemployment,
the resources are getting centralized in few hands leading to misery of common man. I

With the support of common man, we will not allow this to happen anymore. Let us get united
and work together so that nobody is able to embezzle the resources meant for common man.

Current Activity
A practicing lawyer and activist specializing in Customs, Excise & Service Tax matters; Anti
Dumping, Counter Veiling and Safeguard measures; Anti-Competitive Litigations. I appear
before Supreme Court of India, High Courts, CESTAT, Settlement Commission, Designated
Authorities for Anti-Dumping and Safeguards, Competition Appellate Tribunal etc.
I have published a number of articles on taxation challenging the vires of the circulars and
notifications issued by government. I have appeared on ZEE TV, NDTV etc for expert comment
on legislative changes on Indirect tax matters.

Philanthropic Work
I Give support for education of unprivileged students in a number of ways. I take a number of
free counselling and other classes in schools, colleges and other forums. Apart from this
following regular and institutionalized work in the education sector is being done by me.
1. 2013. Established Jagriti Pramod Satyagrah Foundation for establishing 10+2 school.
The first school of the trust by the name of Vedanta Public School is going to come up in
West Champaran district of Bihar (Website: Vedantapublicschool.org)
2. 2010, Started a charitable Guest House in Dwarka, New Delhi where free
accommodation is provided to people of west Champaran coming for treatment or other
work to Delhi.
3. 2007, Founded Satyagrah MCM Scholarship for total funding including living expenses
of a meritorious but poor student of Amchishala, Jalna, Aurangabad, Maharashtra
4. 2002, Founded Nirmala Rai Prize for funding of meritorious but poor student of M P
Law College, Aurangabad, Maharashtra.
5. 2000, Founded Bageshwar Rai Prize for meritorious students of K R High School,
Bettiah, Bihar
