Dear Sirs: HAL Aerospace Division intends to carry out the below mentioned work. Sealed Tenders (Single bid system) are invited from reputed contractors/vendors for the work details as mentioned below. The tender notification can also be viewed on HAL corporate website www.hal-india.com. Request for tender documents may be submitted (before the last date of request mentioned against the work) to the office of: Senior Manager (Plant Maintenance) Aerospace Division Hindustan Aeronautics Limited Post Box No 7502 New Thippasandra Post Bangalore-560075 Prequalification Criteria : Following details with supporting documentary proof to be furnished alongwith the tender request for eligibility/qualifying for this tender: i) Annual Turn Over: The Average Annual Financial Turn over during the last 3 years, should be at least 30% of the estimated value of the tender (format as per Annexure 1) ii) Solvency: The solvency should be atleast 40% of the estimated value of the tender. The solvency certificate shall be from a nationalised bank or scheduled bank and issued within a period of 12 months from the due date of submission of tender. iii) Experience: Experience of having successfully completed similar works* (as per Annexure 1). . Details during last 7 years ending last day of March-2012 should be either of the following: Three similar completed works each costing not less than the amount equal to 40% of the approx amount put to tender OR Two similar completed works each costing not less than the amount equal to 50% of the approx amount put to tender cost. OR One similar completed work costing not less than the amount equal to 80% of the approx amount put to tender Note: 1. If completion certificate is from a private organization, same shall be supported with TDS certificate and shall be accompanied with the copies of work order and completion certificates issued by respective clients. 2. The work shall be completed as a whole. Partial value/completion shall not be considered *By similar work is meant Energy Audit in Manufacturing Industries and submitting feasible implementation reports. In Addition to the above, copy of valid proof of being certified energy auditors (Certified by BEE) to be enclosed.

iv) Tender Cost : The cost as specified against the work to be submitted in the form of DD from schedule bank/ Nationalized Bank drawn in favor of HAL, Aerospace Division issued after the date of tender notification and payable at Bangalore clearly super scribing on the sealed envelope Tender notice number/draft contract no/Description of the work and tender due date. The above should reach latest by 1:30 pm on the last date of submission of the request. The cost of tender document will be non refundable In case cost of tender document is not submitted the tender request will be liable for rejection Page 2 of 6

*Note The assessment as to fulfillment/compliance to the pre qualification shall be made by HAL and shall be final and binding. Tender document shall be issued to those who fulfill the above requirements. Otherwise their request is liable for rejection and no correspondence in this regard will be entertained.HAL will not be responsible for any postal delay whatsoever. Tender documents will be posted to the eligible tenderer by post. HAL reserves the right for accepting or rejecting any or all tenders without assigning any reason. No responsibility of HAL due to loss/ delay/Non receipt of application/ tenders sent by post. DOCUMENTS COMPRISING THE TENDER: In addition to the above following documents are to be submitted along with the tender: 1. Constitution and legal status 2. Registration with HAL/other organization if any 3. VAT/CST/WCT/Service Tax registration certificate, as applicable for the Tender called for 4. Copy of PAN Card / GIR No. Registration Certificate issued by Income Tax Authority. 5. Certificate of TIN number. 6. Copy of Authorization/Affiliation from the competent body to carry out energy audits 7. Other information / documents as deemed appropriate by the Tenderer. Following may kindly be noted: 1. Post receipt of the tender document, the tenderer should submit their tender (Sealed Cover) Superscribing the envelope with Tender number, draft contract number, name of the work and due date. You may drop your envelope in the tender Box Labelled Contract Cell-Plant MaintenanceAerospace Division kept in the reception at the material gate of Aerospace Division. OR 2. Alternatively, you can post your envelopes to: Senior Manager (Plant Maintenance), HAL-Aerospace Division, PB No 7502, New Thippasandra Post, Bangalore-560075 Quotations should reach us on or before the DUE DATE and TIME in a fully sealed cover super scribed with our Tender number, draft contract number, name of the work and due date. LATE TENDERS WILL NOT BE opened and will not be considered. 3. EMD: An EMD by way of Bankers Cheque/Pay Order/Demand Draft from Schedule bank/Nationalised Banks in India, drawn in the name of HAL,Aerospace Divisionpayable at Bangalore to be submitted along with the sealed tender document so as to reach on or before due date of opening of the tenders. Vendors should clearly superscribe the Tender number, draft contract number, name of the work and due date on the envelope. HAL is not responsible for any postal delay. No other means of EMD payment will be accepted. In case EMD is not submitted the Bid will be rejected summarily. Vendors exempted from the submission of EMD, etc as per Govt. of India directives must submit certified copy of GOIs authority for such exemption in lieu of EMD, etc. 4. Those Tenderers registered under Micro / Small / Medium Enterprise under the MSMED Act 2006 are exempted only from submission of EMD, provided they submit relevant documentary evidence to prove the same. However, they are required to submit the Tender Document Fee as stated above. 5. The Earnest Money Deposit of unsuccessful Tenderer will be refunded on finalization of the Contract. In case of the successful Tenderer (on whom the order is placed), the Earnest Money Deposit will be returned on submission of the required Bank Guarantee / DD towards Security Deposit. The Earnest Deposit is liable to be forfeited in case the Accepting Officer feels that the Tenderer is not bonafide or the Tenderer modifies or revokes the tender after its submission. The decision of the Accepting Officer is final and binding on the Tenderer. 7. Offers received will be opened on the date and time indicated above. Bidders if so desired may participate in tender opening after producing authorization/ identity. 8. HAL reserves the right to issue / accept any tender, in part or in full or to reject any or all tenders without assigning any reason thereof. 9. HAL shall not be responsible for the delay or non -receipt of the EMD & tender document and fees submitted by post for any reason whatsoever 10. Contractors are subject to be disqualified, even though they meet the qualifying criteria, if they : Make misleading or false representations in the request, statements and attachments submitted in proof of qualification requirements includingholding information and / or Have record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures, requesting for claims not admissible under the contract conditions, etc.

11. The last date for receipt of tender request and tenders will not be extended under any circumstances. The tender request received after the due date and time is liable for rejection. 12.
