1 Abstract
This document presents the UMTS RF Design for BSNL in 5 circles of south zone,
which are A.P., Chennai, Karnataka, Kerala & Tamil Nadu.
Huaweis UMTS RF design strictly followed BSNLs tender requirements, which
contains the link budget, radio network dimensioning and simulation for total 134 towns.
This

document

supercedes

the

earlier

submitted

document

(versions/revisions) and shall be final and only reference for BSNL Phase-5,South
Zone UTRAN network design.This document is generated based on the final
decision taken by BSNL HQ(CMD Office) on dated :21st Dec. 2008.

Considering both coverage and capacity, because the converage is the key of initail
phase, the NodeB quantity planning result is mainly based on the coverage only, which is
shown as the following table:

Furthermore, Huawei has finished the coverage prediction and network simulation
and output the RSCP, Ec/Io, Eb/Nt, Best Server, Handover status and throughput plots
for all towns in south zone. The detailed simulation plots please refer to the files
Huawei_3G_Plots_A.P, Huawei_3G_Plots_Chennai, Huawei_3G_Plots_Karnataka,
Huawei_3G_Plots_Kerala & Huawei_3G_Plots_Tamilnadu.

3 Tender Requirement Analysis

Huaweis UMTS link budget strictly followed the tender and consider the real NodeB
type (DBS sites are applicated), parameters are shown below:

Based on the traffic model above, the single site capacity is figured out by using
Multi-dimensional ErlangB. The details about capacity calcuation please refer to the file
Huawei UMTS Capacity Dimensioning Procedure.doc.

4 Link budget & Simulation


This section presents the RF Planning procedure and results conducted for BSNL. It

consisted of UMTS RF planning for the cities as specified by BSNL in the tender
document. The studied area includes 4 different types of environment, which can be
categorised into Dense Urban (DU), Urban (U), Suburban (SU) and Rural (RA).
Since the UMTS design is a data oriented network, it is important to maintain a low
Io level, reasonable cell radius and consistent quality of service.
The planning sequence includes the following main steps:
1.

Generate the Link Budget using the BSNLs assumptions and parameters.

2.

Generate input data files and define parameter values to be used (i.e. traffic
map, RF propagation prediction), based on data provided by BSNL.

3.

Define the polygon of each clutter on the 3D digital map.

4.

Finish the site layout and predict the coverage and quality of network on the
simulation platform

The UMTS simulation platform of Huawei named GENEX U-Net is used to support
BSNLs UMTS project.

4.1 Link budget


Based on the inputs given in the tender documents the various Uplink & Downlink
Link Budgets for various RAB is generated,the link budget for AMR 12.2 Kbps document
in dense urban scenario is mentioned below as an example:

4.2 Simulation parameters


The accuracy and usefulness of running a simulation is dependent on setting the
proper input parameters. the parameter values used in the simulation are listed in the
tables below, other parameters please refer to the table 6, 7, 8 and 9 above.

4.3 Simulation plots


For each city, 6 simulation plots have been generated for evaluate the UMTS
network performance.

RSCP, is the the received power on one code measured on the primary
CPCICH, the common primary pilot channel.

Ec/Io,

which

relates

to

the

energy

per

chip

(prior

to

de-

scrambling/spreading) divided by the interference in the system. The


measure is extremely important as it provides the basic network coverage.
The Best Ec/Io image can be used to evaluate the down-link coverage
condition.

Eb/No, which is defined as the energy per bit per noise power density. In
reality, the noise is not only due to mobile receiver thermal noise (kTB
noise) but also due to noise from other signal sources.

Best server, identifies all the bins associated with a server which have that
server as the dominant pilot.

Handover status, portrays geographic regions where a subscriber unit


would experience a particular state of soft/softer handover.

Throughput, this image consists of colored pixels that represent the position
and assigned data rate value for each of the subscriber units.

5 Conclusion and Summary


The coverage predictions provide a guideline for the expected coverage
performance for subscribers placed and positioned in the coverage expectation boundary

given by BSNL. The coverage requirements as provided in the BSNL tender have been
satisfied by the above design.
Please consider that the design is based on the 3D digital map. The RF designs
have been performed with the boundary conditions and coverage area as indicated by
BSNL. The cities have been designed based on the clutter segregation as provided by
BSNL. However in real time deployment there may be some inaccuracies of the data that
has been provided. For such cases the designs will be mutually discussed and finalized
post award.
The data provided by BSNL has been used for calculating the infrastructure
requirements for the new standalone 3G sites. However there will be cases where the
new standalone 3G sites will be co located with the new 2G sites in the same cities.
