ABSTRACT High economic growth is one indicator success implementation of development economic region. Regency Gunungkidul is one of the districts in the Province Yogyakarta that economic growth has decreased and lowest compared to other regions over the past five years. This study aimed to examine the reasons for the low growth Gunungkidul economy. Objective of this study was to analyze economic aspects that affect economic growth macro ie investment, manpower and technology in Gunungkidul, and provide recommendations to the Government Gunungkidul

as inputs in formulating policies. The technique of collecting data through interviews with experts in these stakeholders, academics and entrepreneurs, both in provincial and district levels about their opinions economic growth in Gunungkidul. The analysis tools used is the analysis of the factors affecting growth economy and the Delphi method. The results of the analysis to explain the small value of the investment coming cause limited job opportunities, unemployment increased, declining incomes, low purchasing power, which in economic growth will eventually lead to lower elevations. Power Inadequate employment as a determinant of both, can not afford use technology properly, will reduce productivity. Role technology as a determinant of the third, where the use of technology is not maximum as a result of the quality of labor inadequate, cause the value-added output and income generated little is low. Recommendations for research investment aspects, namely improving competitiveness in the agricultural sector that could absorb a lot of manpower and simplify investment procedures and improve infrastructure. Aspect labor still require increased education and skills in sustainable. Aspects of the technology requires increased quantity and quality for mentoring and training and increased technological fields agriculture and industry.
