Montejo on a question of personal and collective privilege. QUESTION OF PRIVILEGE OF REP. MONTEJO Rep. Montejo narrated what he and other survivors of the supertyphoon Yolanda in the Visayas had went through on what they called a second lease on life. After citing a phone call made by Science and Technology Secretary Mario Montejo to warn them of the magnitude and strength of the typhoon, he provided a personal account of the initial days of the onslaught and aftermath of the supertyphoon. He enumerated the grave and harrowing physical conditions that his family and the people from Tacloban City had endured and experienced: the absence of immediate relief and help during the first day in the aftermath of supertyphoon Yolanda; the lack of adequate and coordinated emergency response by national and local government officials to the overwhelming devastation, chaos, looting, and lawlessness; and the absence of relief and food supplies and medical assistance. He underscored that an immediate and coordinated emergency disaster program and relief efforts implemented by the national government agencies, the military and law-enforcement organizations, and sociocivic agencies and the provision for air-transport helicopters, satellite communications phones, and food and medical supplies would have addressed the need for emergency and disaster relief. Rep. Montejo thereafter expressed his gratitude to certain national and local government officials, including the Metro Manila Development Authority and the Bureau of Fire Protection of the Department of the Interior and Local Government, international groups, and his party-list coalition for their active participation in the emergency relief operations for the Yolanda victims. He then enjoined the Members to help in rebuilding and ensuring the rehabilitation of Region VIII. In closing, he requested the Members to stand up in honor of the dead and the victims of supertyphoon Yolanda.

MONDAY, DECEMBER 9, 2013 Thereupon, the Chair recognized Rep. Gus S. Tambunting from the Second District of Paraaque City for his privilege speech. PRIVILEGE SPEECH OF REP. TAMBUNTING Rep. Tambunting focused on the rapid increase in the incidence of HIV-AIDS in the Philippines as evidenced by the data and statistics that he mentioned. During the 19th ASEAN Summit in Bali, Indonesia, Rep. Tambunting said, the Philippines was one of the countries that had reaffirmed its commitment to achieving the global target of getting to zero new HIV infections, zero discrimination, and zero AIDS-related deaths. However, he said that while the rest of the world has either halted the spread or reduced the number of new infections, the Philippines trajectory seemed to be towards the opposite direction, even as the country was able to legislate a law that was once hailed as a model legislation in Asia and the Pacific. He then called on his colleagues to unite towards attaining zero new HIV infections, zero discrimination and zero AIDS-related deaths towards an AIDS-free generation. Thereafter, on motion of Rep. Monique Yazmin Q. Lagdameo, the Chair recognized Rep. Roy V. Seeres Sr. for his interpellation. INTERPELLATION OF REP. SEERES Reps. Seeres and Tambunting discussed the percentage of HIV-AIDS carriers coming from the overseas Filipino workers (OFW) sector and female sex workers, among others. The former then reiterated his request that the latters speech should be acted upon immediately. MANIFESTATION OF REP. ATIENZA Recognized by the Chair, upon Rep. Binays motion, Rep. Jose L. Atienza Jr. commended Rep. Tambunting for a very concise and precise description of the problem on the growing number of AIDS cases in the country without resorting to hysterics and misdirection, and for not saying that the solution to the AIDS problem is contraception and the use of condoms but rather discipline, information and education. Thereafter, on motion of Rep. Ortega (F.), the Chair recognized Rep. Leah S. Paquiz for her interpellation.

MONDAY, DECEMBER 9, 2013 INTERPELLATION OF REP. PAQUIZ Rep. Paquiz likewise commended Rep. Tambunting for proposing the adoption of measures to reduce the incidence of HIV-AIDS cases in the country. When asked by the former whether nurses and health workers are needed to promote AIDS information and education, the latter replied in the affirmative. REMARKS OF THE CHAIR At this point, Deputy Speaker Apostol reminded Rep. Paquiz to address the Chair and not to the other Member on the floor. INTERPELLATION OF REP. PAQUIZ (Continuation) Rep. Tambunting agreed with Rep. Paquiz that health workers should be given the right salary and remuneration to enable them to effectively conduct healthful education and thus lower the incidence of HIV-AIDS in the country. REFERRAL OF REP. TAMBUNTINGS PRIVILEGE SPEECH On motion of Rep. Lagdameo (M.), there being no objection, the Body referred Rep. Tambuntings privilege speech and its interpellations to the appropriate Committee. Subsequently, on motion of Rep. Lagdameo, the Chair recognized Rep. Jonathan A. Dela Cruz from Party-List Abakada to avail of the Privilege Hour. PRIVILEGE SPEECH OF REP. DELA CRUZ Through his recently filed House Resolution No. 564, Rep. Dela Cruz said he wanted an inquiry into the case of fake and unregistered Special Allotment Release Orders (SAROs). This would enlighten all about the governments budgetary funding and disbursement systems and practices which have resulted in the loss of millions of pesos for the country and legal ensnarement of some of the Members, he explained. It would also provide an opportunity for those involved to clear their names, he added. REMINDER OF THE CHAIR At this point, the Chair reminded Rep. Dela Cruz that a pending measure in the Committee could not be the subject of a privilege speech. QUESTION OF PRIVILEGE OF REP. DELA CRUZ (Continuation)

Winding up his speech, Rep. Dela Cruz explained that he wanted to ensure more information on and deeper inquiry into the matter. INTERPELLATION OF REP. ATIENZA On motion of Rep. Lagdameo (M.), the Chair recognized Rep. Atienza who asked on the topic of his colleagues speech. RULING OF THE CHAIR The Chair reiterated that a pending measure in the Committee could not be the subject of a privilege speech and read into the records the pertinent portion of Section 121 of the Provisional Rules of the House. REMARKS OF REP. ATIENZA Rep. Atienza however remarked that he could determine the applicability of said rule only after Rep. Dela Cruz had clarified the subject matter of his speech. The Chair then recognized Rep. Terry L. Ridon from Kabataan Party-List upon Rep. Lagdameos motion. PRIVILEGE SPEECH OF REP. RIDON Rep. Ridon discussed the first multilateral trade agreement passed by the World Trade Organization (WTO) since its creation, in the recent Ninth WTO Ministerial Conference in Bali, Indonesia. He stressed that although it was touted as a deal that would result in export, gross output, and employment gains in the global economy, it was also one that introduced unfair trade agreements that would push the economies of developing countries into further bankruptcy and destitution. As he stressed that the Bali package has been presented as a way to ease past mistakes by introducing concessions on food security exemptions and renewed commitments for duty-free trade in order for developing countries and least developed countries (LDCs) to pass the deal on trade facilitation, he however noted that it does not contain any binding agreement for technical and financial support for developing countries to comply with the new standards. As such, he stated that the Bali package would essentially compel Congress to revise the nations laws on taxation, customs and other national economic policies just to accommodate the new WTO policies. Rep. Ridon thereafter enjoined his colleagues to dissent and fight the Bali package because the country does not need concessions and has to overthrow and dissolve the system that continually perpetrates unfair trade policies. REFERRAL OF REP. RIDONS PRIVILEGE SPEECH Thereupon, on motion of Rep. Binay, there being no objection, the Body referred the privilege speech of Rep. Ridon to the appropriate Committee. MONDAY, DECEMBER 9, 2013 RESUMPTION OF SESSION The session resumed at 6:52 p.m. Thereafter, on motion of Rep. Lagdameo (M.), the Chair recognized Rep. Luzviminda C. Ilagan for her privilege speech. PRIVILEGE SPEECH OF REP. ILAGAN In the observance of the International Day against Human Trafficking, Rep. Ilagan rose to strongly urge Congress to use its policy-making functions to reverse the governments labor export program to decisively defeat human trafficking. She stated that fighting human trafficking and exporting human resources are two discordant programs as the government cannot fight human trafficking while actively promoting a program that serves as a vehicle for organized human traffickers. As such, she said that the government has deregulated the environment for recruitment agencies and labor deployment abroad, thus making it easy for unscrupulous individuals to organize and operate illegal recruitment agencies as in the case of Great Provider Services Exporter (GP) which she mentioned in detail in her speech. Rep. Ilagan thereafter disclosed that the victims and their families are calling on the House to investigate GPs operation and for the government to stop illegal recruitment and human trafficking. She also enjoined her colleagues to revisit and abolish, if necessary, the countrys labor export program. EXTENSION OF THE PRIVILEGE HOUR On motion of Rep. Francis Gerald A. Abaya, there being no objection, the Body extended the Privilege Hour. MANIFESTATION OF REP. SEERES Rep. Seeres manifested his support to the speech of Rep. MONDAY, DECEMBER 9, 2013 PRIVILEGE SPEECH OF REP. ZARATE Recognized by the Chair on motion of Rep. Abaya, Rep. Carlos Isagani T. Zarate from Bayan Muna Party-List spoke about the violations of human rights, as he noted the continuing state of impunity that haunts the people, especially those in the rural areas, and the failure of the counterinsurgency program under the PNoy Administration. He lamented that despite the huge appropriation for Oplan Bayanihan, cases of extrajudicial killings, enforced disappearances and bombings continued to rise, and cited cases of military abuse, paramilitary killings and encounters with communist rebels. He urged the government to respond to the call of a human rights group to address the precarious state of media freedom in the country, and to consider the plight of political prisoners languishing in various jails throughout the country. As he stressed the Presidents failure to form and convene the Claims Board that is mandated to craft the implementing rules and regulations for the indemnification of the Martial Law victims pursuant to the Human Rights Victims Reparations and Recognition Act, he challenged the President to hasten the prosecution of those involved in the continuing violation of human rights, and asked the Filipino people to continue to fight for their human rights.
