WarriorshavebeenbusywithBWweaponssincetheprehistoricdayswhenshamansfirstpoisonedtheirenemies.(3)Thememoryofthepoliticaluse ofdiseaseduringtheCrusadesandInquisitionmayhavebeentoofreshinHitler'smindtoallowhimtounleashthevastgermarsenalamassedbyNazi scientists(4).TheJapanese,however,hadnosuchcompunctions,and,afterthewar,GermWarfaretrialswereheldwhichconvictedanumberof theirwarcriminals.Thosetrials,moresensationalthantheNuremburgtrials,gotlittleattentionfromthepressoftheday.BWwasnextusedinKorea, theninVietnam(5).PerhapsthemosthideousstoryisthatoftheleakageofanthraxgermsfromweaponsintheremotesecretcityofSemipalatinskin theSovietUnion.There,justafewyearsago,hundredsdiedinhorribleagony(6).CurrentdevelopmentsinRecombinantDNAthreatentounleash mutantBWstrainsfromwhichtheworldmayneverrecover(7).Despiteinternationaltreaty,mostnationstodaycheatwhenitcomestoBW(8). AccordingtorecentlyreleasedPentagondocuments,theSovietsmayhaveusedbothBWandCWweaponsinAfghanistan.

Newsofsecret,leakingArmyWETEYEnervegascanistersinDenver,ColoradosentshiversthroughdenizensoftheMileHighCity.WouldDenver beAmerica'sfirstSemipalatinsk?(9)AcontroversyoverhowtodisposeoftheWETEYEbombshasrageduringthepastfewyearsinUtahand Colorado.TheU.S.governmentwantedtoshipthebombstoaremotelocationinUtah,sincethetaskofneutralizingthebombsseemedimpossible. ThegovernmentannouncedtheywouldloadthebombsonairplanesandflythemfromDenvertotheremoteUtahlocation.Thecitizensofbothstates didn'twantleakingbombsflownoverthecountrysidesoaloudprotestarose.Today,thoseWETEYESsitinastoragedepotnexttobusyStapleton InternationalAirportoozingtheirtoxiccontentswhilelegislatorsofColoradoandUtahbattlePentagonbureaucratsoverthelifeanddeathquestionof whattodowithunwantednervegas.

LikeBW,ChemicalWarfare(CW)wasdevelopedinmostancienttimesandusedduringWorldWarsOneandTwo,KoreaandVietnam.Disguised asa"herbicide"duringVietnam,theCWAgentOrangepoisonedthousandsofAmericanGI's.TodaythoseGI'ssufferonwithoutcompensationfrom UncleSamwhocontinuestodenythedangersofAgentOrange(10).Mockingeverytreatyinthebooks,theSovietUnionattackedAfganrebelsin 1980withdeadly"soman"nervegas.AccordingtoLt.Gen.NikolaiChernov,theSovietsequipeverydivisionwithTMS65decontaminanttrucks. "ApowerfulradiosignalthatmaybeaffectinghumanhealthhasbeenmonitoredinseveralEugenelocationsandintheairthreethousandfeetabove thecity,"proclaimedtheEugeneRegisterGuardonMarch26,1978."Thesourceoftheradiosignalisunknown."Thuscametolightnewsofthe. firstelectromagneticbiohazardssufferedbyamajorpopulationcenter(34).ShortlybeforetheRegisterGuardprintedthestory,amiddleaged Eugeneman,WalterDeposkey,camedownwithsymptomsremarkablysimilartothoseattributedtomicrowavesickness(35).Henotedastrange vibrationemanatingfromwithinhishome.Heheardvoices.Hecouldnotsleep.Hesufferedburningofhiscornea.UniversityofOregonindustrial hygeinistMarshallvanErt,calledtoinvestigateDeposkey'scomplaints,sufferedthesamesymptomsintheman'shome.Disturbed,vanErtrecruited severallocalengineerstoinvestigate.Theengineersmeasuredanunusualradiosignaltheydeterminedwascapableofproducingpotentialbiohazards. MarshallVanErtleftEugeneafterhebegansufferingfromEMRsymptoms.TodayheisstillconvincedhewasvictimizedbysecretIWradiationand agovernmentcoverup. ThepeopleofEugenearen'ttheonlyonescomplainingofEMRbiohazardeffects.SimilarsymptomshavebeenreportedinsuchplacesasTimmons andKirklandLakeinCanada.TheseeffectsweretracedtoanotoriousSovietradiobroadcastdubbedbyamateurradiooperators"the woodpecker."(42)TheseeffectsbearastrongresemblancetothebiohazardsinherentinInvisibleWeaponsliketheelectromagneticpulse(EMP) underdevelopmentbythePentagon.AlthoughthepeopleofEugenedidn'tknowit,boththeU.S.andSovietmilitaryhadbeenworkingforyearsto perfecttheuseofelectromagneticfrequenciesaslethalpsychologicalweapons.

OnOctober14,1976,radiocommunicationsthroughouttheglobeweredisruptedbypowerfulradiowavesemanatingfromtheSovietUnion(43). Thebroadcastsappearedirregularlyandvariedbetweenveryhighandverylowfrequencies.WhentheU.S.,Canada,GreatBritain,andthe Scandinaviancountriesprotestedthebroadcast,theSovietsapologized,blamingthedisturbanceon"experiments."Butthenthenatureofthe wavelengthschangedandhugeelectromagneticstandingwavesformed,thousandsofmileslong,penetratingtheearthandextendingupintothe ionosphere.Duetoitscharacteristicsound,thesignalwasdubbed"thewoodpecker".Thesoundhamradiooperatorsheardallovertheworldcanbe replicatedbytappingapencilonatableatbetweeneightandfourteentimeseachsecond.Thewavelengthwastracedtoalleged"Teslagenerator" experimentsintheSovietcitiesofRigaandGomel.ThestandingwavesaccompanyingthemstretcheddownbothcoastsofNorthAmericaandalong theEastern.frontieroftheSovietUnion(44).The"woodpecker"hasbeenblamedforsubsequentshiftsinweatherpatternsresultingfromaltered tradewinds.ThechangeofwindscreatedadroughtinthewesternU.S.withsevereeffectsonfarmingandtheU.S.economy(45).Severalagencies fearthatsuchstandingwavesmightwellhavecausedthedisintegrationofships,includingoiltankers,intheAtlantic(46).Buttheirpotentialeffecton humanbeingscausesevengreaterconcern. Justasthehumanbody'snervoussystemoperateselectromagnetically,sotheEarthhasanelectromagnetospherewhich,scientistsclaim,canbe alteredtoproducedramaticweathershifts.Infacttheearth'sionosphereoscillatesatapproximatelythesamefrequencyashumanbrainwavesmaking itaperfect"carrier"offwhichEMRradiations(inthebrainwaverangecanbebouncedwithoutanychangeoffrequency.Therelationshipbetween theelectromagnetosphereandtheEMbasisofthehumanbodycanbeexploitedasastrategicweapon(47).Everyonehasexperiencedmentaland emotionalshiftsduringchangesofweather.Imaginethepoweropentothosewho,byflickingaswitch,couldcontroltheearthsatmosphereand changenotonlytheweatherbutthebrainwavesofentirepopulations. DuringtheearlydaysofMKULTRA,aformerNavalofficer,L.RonHubbard,awareofwhattheNavywascovertlydoingresearchedthe workingsofthehumanmind(100).RefusingtosubmittogovernmentdemandsthatheJointhemindcontrolpsychiatrists,thismanpublishedabook called"Dianetics,TheModernScienceofMentalHealth".Thebookproclaimedmentallibertyandintegrityasthebirthrightofhumanity(101).When thebookbecameabestseller,thousandsbeganusingthetechniquesHubbarddiscovered,testifyingto"increasedmentalliberty."Someofthe techniquesHubbarddescribedforthebenefitofpeopleweresecretlybeingusedbythegovernmentinanattempttoenslave.Otherofthetechniques HubbarddescribedwereactuallyantidotestotheMKULTRAmindcontrolmethods(102). ThegovernmentbeganavicioussmearcampaignagainstHubbard.ItwasrunbytheCIA'smindcontrolsection.Theyoungauthorhadinadvertently blownthewhistleonthebestkeptsecretoftheColdWar,MKULTRA.And,perhapstheyoungauthorhadtippedthecryptocracieshandontheir wholeIWgameplan. Hubbard'sofficewasransackedandamanuscriptwasstolenwhichcontainedinformationwhichparalleledthatwhichwenowknowofas psychotronics.IronicallythatmanuscriptcarriedthesametitleasthelatermanuscriptbyLt.Col.TomBearden.BothhadthenameEXCALIBUR. Hubbardandhiscolleagueswerephysicallyattacked,andtheauthornarrowlyescapedakidnappingattempt.Ablackpropagandacampaignwas wagedagainstallthosewhosubscribedtotheideaof"Dianetics"fornearly30years. Whenaprominentpsychiatrist,Dr.ThomasSzaszbegandebunkingthetotalitarianmindcontrolplansofhiscolleaguesinthe1950's(103),he becamethefocalpointofsimilarattacks.WhenAdrijaPuharichbeganrevealingtoomuchaboutpsychotronicsinhisbooks,hewasattacked similarly. OthermenlikeSzaszandHubbardhavesparkedagrowingmovementtorestorementalfreedom.SzaszhelpedlaunchedthefledglingLibertarian Party,whoseplatformboldlycallsforahalttogovernmentmindcontroloperationsanditsfinancingbyU.S:taxdollars.Indeed,thefinancingthrough taxationofatechnologytoensalvethetaxpayer,mayturnouttobethecruelestjokeyetplayedupontheAmericanpeople.
