2. STAFF OF THE COMMISSION


(a) Staff: Sri Adhar Sinha, I.A.S., assumed charge as Secretary on 17.03.2003 and continued throughout this period i.e., from 1-4-2004 to 31-3-2005. The details of the Sections and the Officers are shown in the Administration Chart of the Commission at APPENDIX-I. The sanctioned strength of the staff members of the Commission is 441 whereas the actual existing strength in the Commission's Office is 369. The details are shown at APPENDIX-II. 3. ACCOMMODATION
The Commission has been accommodated in a 4-storied building (including Ground floor) of the Andhra Pradesh Housing Board, Gruhakalpa Complex, M.J.Road, Nampally, Hyderabad. The plinth area of the Office main building is 29, 986.3 Square Feet. The Commission is paying a monthly rent of Rs. 1, 79,917-00 (i.e. Rs 6-00 per Square Feet), which comes to Rs. 21,59,004-00 per annum. The rent for four garages is Rs. 1,620-00 at Rs. 405/per month for each garage, which comes to Rs. 19,440-00 per annum.

The office is provided with additional accommodation of 1st floor in Block No. 6, A.P.H.B. Building in the same complex with a plinth area 1256 Sq.Feet. The monthly rent is Rs. 7536/- (i.e. Rs.6-00 per Sq.Feet) and the annual rent payable for the accommodation is Rs. 90,432-00.

4. WATCH AND WARD


Two day-time Watchmen and One Night Watch-man are posted in the Office round the clock for security purpose. Whenever, the Commission conducts Examinations the police personnel are being requisitioned from S.A.R. to keep close watch on the Office premises and the confidential material, till the question papers are despatched.

5. RECEIPTS AND EXPENDITURE


The Annual Budget provided for the year 2004-2005 by the Government was Rs. 8,82,,69,000/-- while the expenditure incurred by the Commission was Rs. 7,88,05,000/-. The details are shown at APPENDIX - IV.

6. FUNCTIONS
The Andhra Pradesh Public Service Commission, constituted under Article 315(1) of the Constitution of India, has to discharge its duties and functions enunciated under Article 320. The Commission has to conduct examinations for appointment of candidates for the various categories of posts in the State. The Statutory functions of the Commission fall under the following Heads: 1. 2. 3. 4. 5. The Commission is also entrusted with the following additional items of work:1. Conduct of Departmental Tests twice in a year i.e., May and November. 2. Conduct of Entrance Examination for Admission of Boys to the Rashtriya Indian Military College (RIMC), Dehradun twice in a year i.e., June and December. 3. Conduct of Half Yearly Examinations for the All India Service Officers twice in a year i.e., September and March. 4. Watching the temporary appointments in Government Departments and according concurrence for continuation of the same.

7. WORK LOAD
The Commission dealt with 6528 (Tappals) references received during the year under report. The details of the workload for the last 5 years in a comparative statement are shown at APPENDIX-V. The details of pending Notifications to be issued are indicated at APPENDIX-VI The volume of work under different items handled by the Commission during the year under report is indicated in the following paragraphs.

8. DIRECT RECRUITMENT
a) NOTIFICATIONS: During the year Commission is made certain Direct (General/Limited) Recruitments, and one vacancy SC(W) for limited recruitment. The details of which are as shown at APPENDIX-VII. b) Receipt of Applications:- During the year 1054018 applications received from the candidates and only one application received and rejected for the post of Port Officer SC(W) but there is no required qualifications . The details are shown at APPENDIX-VIII.

9. RECEIPT OF AMOUNT THROUGH IPOs & DDs


During the year under report, the total amount of Rs. 1,04,70,384-60 received through I.P.Os. and D.Ds., has been encashed. The details are shown at APPENDIX-IX.

11. WRITTEN EXAMINATIONS, ORAL TESTS AND FINALISATION OF SELECTIONS DURING THE YEAR UNDER REPORT
(a) WRITTEN EXAMINATION FOLLOWED BY ORAL TEST: During the year under report, the Commission have conducted Written examinations for 23 categories of posts. The total number of candidates who appeared for the above examinations was 47652. After the written examinations, the Commission conducted Oral Tests/Interviews (including additional vacancies of 10/99 Group-II Executive posts) in respect of 4 prime recruitments. The total number of candidates who appeared for the Oral tests was 4016 and the number of days spent for the conduct of Oral tests were 90 days. The details are shown at APPENDIX-VIII & XI. (b) SELECTIONS: The details of selections finalised in respect of 31 categories of posts including 10/99 Executive categories posts after holding the Written Exams followed by Oral Tests are shown at APPENDIX - XII. (c) During the year under report the Commission fill up 982 additional vacancies of Executive posts against 987 vacancies released by the Government on court order pertaining to Notification No. 10/99 Group-II Services. The details are shown at APPENDIX-XII.

12. GENERAL RECRUITMENT


During the period, the Commission finalised 2 General Recruitments and partly 1 General Recruitment for 1331 vacancies. The details are shown at appendix XII.

13. LIMITED RECRUITMENT


During the period, the Commission notified one women SC limited vacancy but there is no applied qualified candidates. The details are shown at APPENDIX- VIII.

14. UNFILLED VACANCIES


The Commission could not fill up vacancies in various categories due to the non-availability of qualified and suitable candidates in various categories of posts under Limited and General Recruitments during the year under report. The details are shown at APPENDIX-XIII

15. WOMEN RESERVATION


The Commission has implemented the rule of reservation for Women as contemplated under Rule 22(a) of the State and Subordinate Services Rules. During the year, the Commission issued Notifications for Recruitments containing 1723 vacancies. Out of this, 577 vacancies were earmarked for Woman candidates, of which 565 vacancies were filled and 12 vacancies were unfilled due to non-availability of Women candidates in the respective community/zone. The details are shown at APPENDIX XIV.

16. LOCAL RESERVATIONS


i) The Commission finalised recruitments where reservation to local candidates is applicable. The details are shown at APPENDIX - XVI. ii) A comparative statement pertaining to the vacancies for Local candidates selected from 2000-2001 to 20042005 is shown at APPENDIX-XV

17. PENDING RECRUITMENTS


During the year under report 7 notifications in respect of 59 categories of posts in State and Subordinate Services were pending at various stages.

18. STATUTORY RULES


During the period under report, Statutory Rules/Amendments to Statutory Rules were issued by the Government in 61 cases. Commission have issued concurrence in all the above cases.

19. NEW POSTS BROUGHT WITHIN THE PURVIEW OF THE COMMISSION


No new posts have been brought within the purview of the Commission for the year under report.

20. POSTS KEPT OUTSIDE THE PURVIEW OF THE COMMISSION


No new posts kept outside the purview of the Commission during the year under report.

21. RECRUITMENT BY TRANSFER/APPOINTMENT BY PROMOTION


The Commission have accorded concurrence to 10 proposals for 545 posts in various departments by transfer/appointment by promotion to various state services. The list of the cases finalised by the Commission may be seen at ANNEXURE-A shown below. Pending proposals may be seen at ANNEXURE-B. All the Second Level Gazetted Posts are under the purview of the Service Commission till 16/10/2003. According to an amendment issued in G.O.Ms.No. 311, G.A.(Ser.A) Department, dated 17/10/2003 it shall be necessary to consult A.P.Public Service Commission for concurrence inrespect of appointment by promotion from Second Level Gazetted to the third level Gazetted posts. Proposals relating to the third level Gazetted posts. Proposals relating to the third level Gazetted Posts are yet to be received from the Government. Only one proposal of the said cadre is received during the said period. However, during the period under report i.e. 1/4/2004 to 31/3/2005, the Commission have accorded concurrence to the proposal received from various departments, which may be seen at Annexure-I. Proposals pending in the Commission for want of records etc. may be seen at Annexure-II. Proposals for approval of panels in respect of promotions from 2nd level Gazetted to 3rd level Gazetted posts are yet to be received from the various Departments. Government also instructed all Departments of Secretariat to send proposals in time. 22. TEMPORARY APPOINTMENTS


TEMPORARY APPOINTMENTS/PROMOTIONS AND COMPASSIONATE APPOINTMENTS MADE UNDER REGULATION 15 (c) & (16) OF THE COMMISSIONS REGULATIONS TO THE POST OF GAZETTED AND NONGAZETTED OFFICERS. During the period under report from 1/4/2004 to 31/3/2005, the Commission have accorded concurrence to two proposals relating to compassionate appointments to the posts of Assistant Engineer and Assistant Executive Engineers. In respect of Temporary appointments, no such proposal has been received, during the period. The list of cases may be seen at Annexure-I and Annexure-II.

23. DISCIPLINARY CASES


During the Financial Year 2004-2005 i.e. from 1/4/2004 to 31/03/2005, Commission received 188 Disciplinary Cases and all the cases were processed by the section. Even the 15 Disciplinary Cases of previous year which were left unattended were processed. The details are shown in APPENDIX-XVII There are instances where Government have not sent disciplinary cases with connected records and Commission had to requisition the same for processing the cases. There are also instances, where Government have deviated from the advice of the Commission and such cases are incorporated in the Commissions Annual Report as per the provision of Constitution of India.

24. DEVIATION CASES - BY THE GOVERNMENT


A proposal was sent to the Commission in the year 2003, to impose the punishment of withholding entire pension of Sri V. Krishna Murthy, Regional Transport Officer (Rtd.) Commission, after examining the disciplinary case, in the light of the records made available, advised the Government to impose 5% deduction in the pension of the individual, vide its letter dated 13/03/2004, stating that the proposed punishment is unduly harsh. However, Government have not considered the advice of the Commission and passed final orders in G.O.Ms.No.107 of Transport, Roads and Buildings (Vig.III) Department, dated 4-8-2004 deviating from the advice of the Commission and reiterated their stand to impose a punishment of withholding entire pension of Sri V. Krishna Murthy, Regional Transport Officer (Rtd.). A proposal was received from the Government in September 2004, to impose the punishment of 10% cut in the pension of Sri SK. Abdul Khader, A.O.(Rtd.) for a period of 3 years, for dereliction of duties.

Commission, after examining the disciplinary case, in the light of the records made available, felt that the offence was committed by some one else and the punishment proposed is too high and recommended that the charges may be dropped as he has retired. (Vide its letter dated 19/01/2005) However, Government have issued final orders vide G.O.Rt.No. 940, Home (Ser.I(2) Department dated 28/06/2005 to impose the punishment of a cut of 5% in the pension of Sri SK.Abdul Khadar, A.O.(Rtd.) for a period of 3 years, in deviation of Commissions advice. A proposal was sent to the Commission in the year 2003, to impose the punishment of dismissal from service on Sri C. Madhu Babu Forest Section Officer on the charge of misappropriation of Government funds. Commission, after examining the disciplinary case, in the light of the records made available, advised that a punishment of reduction of time scale of pay by two stages with cumulative effect will meet the ends of justice. Basing on the advice of the Commission, Government have addressed a letter to the Commission dated 2/6/2004 to reconsider its opinion. Commission after re-examining the case have reiterated its decision vide letter dated 12/8/2004. However, Government have issued final orders, vide G.O.Ms.No. 27 of Environment Forests, Science & Technology (For.IV) Department dated 17/3/2005, to impose the punishment of dismissal from service on Sri C. Madhu Babu Forest Section Officer. Government in Panchayat Raj and Rural Development Department, have forwarded a proposal to the Commission, seeking concurrence to impose punishment of 7.5% cut in pension of Sri Y. Bala Bhadra Raju, former Executive Officer, Gram Panchayat, Vanapalli, East Godavari District, vide letter No. 29924/VS.II/A2/2002-03, dated 18/02/2003. Commission accorded concurrence to the Governments proposal and also suggested that the suspension period of the Delinquent Officer be regulated as leave to which he was eligible, vide Lr.No. 363/RT-I/3/2003, dated 5/3/2003. On 8/10/2004, however, Government issued on order (No. 1557) to the effect that after careful consideration of the Report of the Enquiry Officer, explanation submitted by the Charged Officer and on the proposal of the Commissioner, P.R. & R.E, Government have taken a lenient view and decided to drop further action against Sri Y. Bala Bhadra Raju, E.O., G.P.(Rtd.). Accordingly, Government dropped further action against Sri Y. Bala Bhadra Raju and ordered that full pensionary benefits be released to him. Government in Health, Medical and Family Welfare Department have forwarded a proposal seeking to impose a cut of 30% in the pension of Dr. I.V. Prahlada Rao, Principal (Rtd.) Dr. N.R.S.Government Ayurvedic College, Vijayawada for a period of 5 years as punishment for giving false date of birth. Commission, after examining the proposal, opined that as the delinquent Officer had retired from service nearly four years ago, a cut of 10% in the pension for a period of 5 years would be reasonable. The advice was conveyed to Government, vide Commissions Lr.No. 111/RT-I/3/2004, dated 16/03/2004. 25. CAREER ADVANCEMENT SCHEME


Commission notified Career Advancement Scheme for the Government Degree College Lecturers vide Commissions Notification No. 14/2004, inviting applications from the eligible lecturers to be submitted through the five Regional Joint Director of Collegiate Education concerned and through the Director of School Education for award of Senior Scale/ Selection Grade Scale/ Reader (Designation) as per the Government orders and U.G.C. guidelines. In the above process all the five R.J.D.C.Es submitted the applications and the Director of School Education is not in co-operation to process and submit the applications of lecturers (Deed and SCERT) so received by them from the applicants. The applications received through the R.J.D.C.E s were processed. In the above process, 47 subject experts, five R.J.D.C.Es and one principal (nominee of D.S.E.) have participated under the Chairmanship of Honble Chairman of the Commission, apart from Honble Members and the Secretary of the Commission. 28. HALF YEARLY EXAMINATIONS


The Commission conducted Half-yearly Examinations for I.A.S., I.P.S., and I.F.S., Probationary Officers in languages, Law and Revenue subjects. The examinations were held in the month of September 2004 and March 2005 according to the scheduled programme. The number of candidates who appeared for both the terms examinations was 7 and 7 respectively. The details are shown at APPENDIX XXII and XXIII

Bhadrayya visited Punjab Public Service Commission between 26/02/2005 to 1/3/2005.

31. EXPEDITIOUS COMPLETION OF COMMISSIONS RECRUITMENTS AND OTHER ALLIED MATTERS


The Commission strived hard in over coming the hurdles and worked diligently and accomplished the target of releasing the results of various recruitments in time and thereby reduced the anxiety of the candidates and restored confidence in the Commission.
