QoS Background

QoS and Interconnection Status of STM Telecom Sanchar

QoS is a mechanism to control the performance, reliability and usability of the services. It is necessary to look at delivery of QoS, mainly from the customer's point of view. It is essential to meet the QoS standards and parameters set by the regulatory body and maintain the same on a regular basis. Coverage, Accessibility (including GoS) and Voice Quality are the main parameter ratings for QoS.

Interconnection Background
Interconnection between telecommunications networks is the key to unlocking unlimited value and reach of customers and people to any place or any network in the Country. All telecommunication operators exist to interconnect. The purpose of interconnection is to ensure end-to-end service connectivity and to enable end user customers of interconnected operators to establish communication with each other. Nepal Telecommunications Authority (NTA) has made it mandatory for all operators to interconnect among each other through point of interconnection.

Hurdles regarding issues of QoS and Interconnection


Interconnection A rural operator has to rely on the large operators network. In this scenario, QoS is directly linked with the interconnection partners. The interconnection issues have direct repercussions on the rural operators network. Interconnection Usage Charge High interconnection charges for International and Domestic traffic. Threats Small area intense competition, Grow or die but is huge investment justified, Political instability. The service providers have to incur a huge fixed cost for expansion. Achieving break-even under these circumstances may prove to be difficult. Huge migration results in incoming.

Recommendation
STM Telecom Sanchar, as a rural telecom operator, has experience dominance from large operators, be it interconnection usage charge or network capacity. A good regulatory framework can create an environment that encourage timely conclusion of interconnection agreements and resolve disputes when they arise. STM Telecom Sanchar has, for many years, been requesting for redefining the Interconnection Regime so as to have an Asymmetric Interconnection for calls originating and terminating in the rural network.
