ARTICLE VII. INSTRUCTIONAL GUIDELINES
Section 14. Standard of Instruction.
Institution must maintain a high standard of instruction

The offering of professional nursing subjects and RLEs must be strictly adhered
to

Completion of the course is based on the fulfillment of curricular requirements

Ratio of students in science lab is 1:25; regular class is 1:50

A system of academic evaluation shall be instituted and implemented

Regular audit of instructional resources

Academic records must be maintained and kept properly

Philippine Nursing Core Standards as the


framework for the development of

instructional standards

Section 15. The teaching learning process composed of theoretical and


experiential/RLE

RLEs must be offered simultaneously or immediately after the lecture

Faculty teaching the lecture shall supervise students in their RLE

A documented RLE rotation plan

Faculty compensation shall be based on the computation that 1 hour RLE = 1


lecture hour

Effectiveness and efficiency of the RLE shall consider the following factors:

1. Quality of supervision of clinical instructors and teaching learning process


2. Readiness and capability of the learner
3. Quality of the learning resources
4. Adequate number and variety of clientele
5. Adequate number of qualified nursing staff and other personnel
6. Quality of nursing care services
7. Compliance of 51 hours to 1 unit RLE
8. Ratio of student to clientele

Section 16. Recognition and Accreditation

An increase in student population shall be subject to proportionate increase of


resources subject to CHED approval.

Nursing schools that are in existence for a period of 5 years are encouraged to
undergo program accreditation

ARTICLE XI. SANCTIONS

Non-compliance with the provision may cause the Commission to revoke


government permit/recognition or deny issuance of authority to operate the
nursing program

PNLEs average national passing percentage from 2004 to 2008 is 45.91%. The
basis for the implementation of gradual phase out is 2/3 of 45.91% is 30%.

Implementation of gradual phase out of nursing program (an average of below


30% for a 3 year period) starting from 2013 shall be implemented by the CHED.
Guidelines are:
1.

Official results of NLE from BON of PRC will be the basis in phasing

out of nursing programs


2.

Performance of the school shall be based upon the average rating obtained

within the school year


3.

The average passing rate obtained by HEIs for the past 3 years shall be the

basis of phasing out of the program


4.
The computation of the 30% shall only involve the ratings of examinees
who took NLE for the first time

SUBJECT: Amendments to article XI Sanctions of CMO No. 14 S. 2009 Policies


and Standards for BSN Program

Further promote and enhance relevant and quality nursing education in the
country, the amendments to Article XI Sanctions of CMO 14, s. 20009 on the
conduct of monitoring and evaluation of HEIs offering BSN, the bases for
retention and/or phasing out of nursing programs and corresponding sanctions
to be imposed are hereby adopted and promulgated by the Commission
Results of PNLE has shown a decrease in the percentage which indicates that the
quality of nursing education has suffered setback.
For the general welfare of the enrolling public are entitled to the protection being
implemented by the Commission to ensure that only those schools with compliant
nursing programs and satisfactory performance in the PNLE will be allowed to
operate
Section 8 of RA 7722, Powers and Functions of the Commission defines the
powers and functions:

Set minimum standards for programs and institutions of higher learning

Monitor and evaluate the performance of programs and institutions


1. Determine the extent of compliance of nursing schools to existing policies
and standards/rules and regulations

2. Identify possible reasons that contributed to the level of nursing licensure


performance
3. Gather data for CHED policy direction in the development/formulation of
relevant policies
4. Recommend to the Commission the appropriate actions to be taken on
nursing program that are substandard and with low board performance
percentage in NLE

ARTICLE III. POLICIES


The following shall apply for nursing schools having an average of above 30% for
3 consecutive years (2008, 2009, 2010) shall be monitored starting 2011 and are
determined to be non-compliant with the minimum requirements under CMO No.
30 s. 2001 and CMO no 14. 2009
Minimum requirements must be complied with during actual visit/evaluation and
implementation program:
1.

Dean/Administrator for the Nursing program

2.

Ratio of faculty members vis--vis the number of enrolled students

3.

Valid/effective Memorandum of Agreement with qualified Base Hospital


and Affiliating Hospitals

4.

Nursing Arts Laboratory


Professional nursing books and subscription to the required and foreign
nursing journals

Failure to comply any one with the abovementioned requirements within


30 days after the date of monitoring/inspection, the HEI shall subject to
Immediate phase-out/ involuntary closure of the Nursing program

HEIs that have found with average of 30% and below for a 3 year-period in PNLE
shall be issued orders for immediate phase-out in accordance with the provisions
of this CMO

ARTICLE IV. TRANSITORY PROVISION


Guidelines for the affected students:
a. Non compliant HEI shall not accept enrollees in the 2nd semester of SY
2011-2012 except for qualified graduating 4th year students
b. 1st, 2nd, 3rd year nursing students including 4th year students in the second
semester will be transferred to another HEI with CHED recognized and
compliant
c. For HEIs issued with immediate phase out orders, they are allowed to
continue offering the program only until March or Summer 2012, for the
purpose of the qualified graduating 4th year students.
d. HEIs not affected by the phase out shall encourage to accept the 1st, 2nd, 3rd
and irregular 4th year students and to credit the earned units of the students
from their previous schools
e. The Order to phase out the BSN program shall be immediately executory.
The HEI concerned shall be entitled to file 1 motion for reconsideration within
5 days from receipt of Order of phase out

ARTICLE V. SANCTIONS
Implementation of sanctions under Article XI of CMO No. 14 s. 2009 is hereby
amended, to read:

Effective 2011, nursing programs of HEIs whose average passing

percentage in the PNLE is 30% and below for 3 consecutive examination


years shall be immediately phased out

For Nursing programs whose average is 30% and above and

determined to be non compliant, the phase out shall be implemented


based on conditions:
1. The performance of the school shall be based upon the average passing
percentage in NLE within a year
2. The 3 year average percentage in NLE that will be utilized shall be the
average of the ratings obtained by the HEIs for 3 consecutive years
3. The computation shall only apply to examinees who took the NLE for the
first time
