1. Replacement Clothing Allowance New Administration Scheme MISSIONThe Philippine National Police shall provide and ensure the proper utilization of the RCA to improve the presentability/appearance of the PNP uniformed personnel. POLICIES The RCA shall be distributed in kind consistent with the intent of NAPOLCOM circular 2007-182, through an accredited source. The cutoff the uniform, design and standard must conform with the existing specification standard set by the PNP The distribution of RCA in general shall be in kind except when the PNP uniformed personnel is due for compulsory retirement/optional retirement within one year from the last effective date of RCA entitlement. In this case, he may receive the whole RCA in CASH at his option. However, he must present at least two (2) sets of his/her personally owned uniform that area still presentable, and shall be confirmed with substantial proof by the Logistics Officer of his present unit. For PNP uniformed personnel who are entitled to RCA but who died without receiving the same, his/her beneficiaries/dependents may claim the RCA in CASH VALUE. The procurement of such item is under the strict observance of requirements and the intent provided by Executive Order Nr 297 particularly Section 3 in relation to Article 179 of RPC (RA3815) which shall be strictly enforced to ensure improvement of the appearance of the PNP uniformed personnel. - Relative to this, submit to this office attn : PLRDB NLT December 2, 2013 your comments/recommendations on the proposed new guidelines on RCA of the PNP Uniformed Personnel. - Likewise, Prior to the released of Check to the RCA claimant this Quarter, CY 2013; FIRST, show proof of acknowledgement that she/he has procured the GOA cloth (at leas3 for three (3) sets of uniform) from the accredited source or through its Regional and Provincial Branches, and SECOND; show proof that such purchase is confirmed by the Logistics/Su pply Officer.

2. Updating of the Inventory of BER Equipment. For 4th Quarter Inventory of BER Equipments. Those CPS/MPS who has Beyond Economical Repair (BER) Equipments specially Vehicle and Office Equipments should be reach/turn-in to PLRDB on the first week of December CY 2013 for consolidation and proper documentation.
