DUTIES' RESPONSIBILITIES AND POWER OF THE POLITICAL SCIENCE PROGRAM COUNCIL Sectio 1 Duties of the members to the Council0

COMPOSITION OF THE POLITICAL SCIENCE PROGRAM COUNCIL OFFICERS Sectio 1 'he Political Science Program Council shall be com"osed of the

3%ecutive ,oard and 6ouse of 7e"resentatives& Sectio " 'he 3%ecutive ,oard shall com"rise of the President, 8ice President,

Secretary, 'reasurer, Auditor, ,usiness 4anager, and Public 7elation 9fficer& Sectio # 6omeroom 9rgani(ations Presidents are automatically considered as

members of the 6ouse of 7e"resentatives&

ARTICLE VII
DUTIES AND POWERS OF THE OFFICERS Sectio 1 'he President shall0

1!1 ,e the Chief 3%ecutive 9fficer of the Political Science Program Council# 1!" Preside on all meetings of the organi(ation# 1!# 3nforce all the "olicies a""roved by the Political Science Program Council officers and members# 1!4 Sign all resolutions, communications, and "a"ers of the Political Science Program Council#

1!5 7e"resent the Political Science Program in his*her ca"acity as President on occasions or events here the organi(ation needs re"resentation# and 1!% Address the Political Science students on accom"lishments and "lans during the !eneral Assembly& 6e may also a""ear before it at any other time& 1!& Delegate tas)s to other 3%ecutive ,oard officers as deemed necessary& Sectio " 'he 8ice President shall0

"!1 Succeed to the office of the "resident in the event of removal of the latter for hatever cause, to serve the une%"ired term and, in the absence of the "resident shall "reside on all meetings of the Council& "!" Assist the President in all underta)ings& "!# Perform such other functions as may be delegated by the President& Sectio # 'he Secretary shall0

4!1 Act as custodian to all effects and funds of the Political Science Program Council and shall be accountable to them and 4!" Submit financial re"ort at the end of each semester to the Political Science Program Council&

5!1 6ave the "o er, authority, and duty to e%amine, audit and settle all accounts "ertaining to the recei"ts and e%"enditures or uses of funds and "ro"erty of Political Science Program Council and assist the treasurer in "re"aring financial statements of the organi(ation and 5!" 7ender his audit re"ort to the Political Science Program Council& Sectio % 'he ,usiness 4anager shall0

%!1 Serve as the Chairman of the ays and means and %!" Perform such other functions as may be delegated by the President& Sectio & 'he Public 7elation 9fficer shall0

Presidents shall0 (!1 Act as an effective voice for the grievance of the class hich they re"resent& (!" Suggest and comment in the "lanning out of the council$s activities (!# Submit to the Political Science Program Council President the "lans and activities "ro"osed by their constituents& (!4 Act as a liaison officer of the Political Science Program Council to their

res"ective classes and vice-versa&

ARTICLE VIII
FACULTY ADVISER Sectio 1 'he faculty adviser of the Political Science Program Council must be a

faculty member of the Political Science section and have at least one year residency& Sectio " 'he faculty adviser shall certify all the activities, meetings, and*or

functions of the Political Science Program Council& Sectio # A faculty adviser shall have a term of one school year, but may be

rene ed based on the recommendation of the organi(ation& 2f the faculty adviser ithdra before his*her term e%"ires, a ne faculty

adviser should be recommended by the organi(ation to the Dean of College of Liberal Arts to serve the remaining term&

Sectio 5

'he candidate having the highest number of votes shall be "roclaimed

elected, but in case of a tie, one of them shall forth ith be chosen by the vote of ma5ority of all the members of the board "resent in the election& Sectio % V,c, cie1- 'he vacancy in any office because of removal, resignation,

dis+ualifications or any other cause may be filled for the une%"ired "ortion of the term in accordance ith the "rovisions and +ualifications stated in this constitution and by-la s& %!1 2n case of "ermanent vacancy in the "osition of the President, 8ice President shall become the President of the organi(ation %!" 'he President shall nominate a 8ice President from among the officers of Political Science Program Council and ill be sub5ect to confirmation by a vote of

ma5ority of all the members of the organi(ation$s 3%ecutive ,oard& %!# 'he President may a""oint any other officers of the organi(ation as it may deem necessary, agreed by ma5ority of all the members of the 3%ecutive ,oard&

TERMS OF OFFICE Sectio 1 Sectio " Sectio # 'he term of office of all elected officers shall be one academic year& All +ualified officers are entitled to re-election& 'he effectivity of the office of the ne ly elected officers shall be u"on turn

MEETINGS

'he regular meetings of the officers shall be called every last Saturday of

the month& During such meetings, the President shall render re"ort regarding the activities of the Political Science Program Council! Sectio " Sectio # 'he President may call for an emergency meeting as the need arises& 'he ma5ority of the officers shall constitute a +uorum at any regular or

s"ecial meeting of the council& Sectio 4 .otices of the date, time, "lace and agenda of any )ind of meeting shall be

announced in bulletin board, "ersonally, e-mail, tele"hone, cellular "hone or any form of communication by the President& 'he notice must be announced one meeting& ee) before the

students through initiative u"on a "etition of at least the ma5ority of the members of Political Science Program& Sectio # Any amendment to or revision of the constitution shall be valid hen

ratified by a ma5ority of the votes cast in a "lebiscite
