Program Highlights

Dr. Pastor's provocative and insightful presentation will challenge you to “connect the dots” on extremist activity
as a basis to better understand and prepare for the predicted increase in extremist violence. He will explore the
influence of the current economic and political climate on public policy and practical applications impacting
public safety and security.

Dr. Pastor's expertise in defining the relational exchanges between terrorist and extremists of all types, and the
public policy created to prevent or mitigate the violence they threaten and advocate is especially important now.

About the Speaker


Dr. James F. Pastor, Ph.D., J.D.

Dr. James F. Pastor consults, writes and speaks on a variety of public safety and security issues. He also serves as an
expert witness and consulting expert in police, public safety, premises liability and security matters. He approaches these
topics in a critical and substantive manner, being conversant in both the conceptual and practical applications of public
safety and security.

Dr. Pastor is an Associate Professor of Public Safety at Calumet College of St. Joseph, and President of SecureLaw Ltd.,
a Chicago based public safety and security consulting firm. In addition, Dr. Pastor is an adjunct instructor at the
International Law Enforcement Academy in Roswell, NM, teaching Security Technology classes to officials from
policing agencies throughout the world. He previously taught for Northwestern University-Center for Public Safety, and
in the graduate Security Management program at Webster University.
Dr. Pastor practiced law for fifteen years, with an established public safety niche. In his law practice, Attorney Pastor has
represented four security firms, and two police unions. Previously, he also worked in the security alarm industry, where
he served as the Legal Counsel/Operational Auditor for SecurityLink and as Legal Advisor/Senior Consultant at the
Office of International Criminal Justice/Security Programs based in the University of Illinois at Chicago.

Prior to these experiences, Dr. Pastor started his career with the Chicago Police Department. He served as an Assistant
Department Advocate, representing the department in internal disciplinary matters. Previously, he served as a tactical
police officer in the Gang Crime Enforcement Unit, focusing on gang, drug and weapon violations throughout the south
side of Chicago. In addition, he served in a number of environments as a security officer, including The Art Institute of
Chicago, The Ritz Carlton, First Illinois Center, Lettuce Entertainment restaurants, and in several other entertainment,
sports and concert facilities.

Dr. Pastor holds a Ph.D. in Public Policy Analysis from the University of Illinois at Chicago. His dissertation was
entitled: Assessing the Functional & Constitutional Implications of Private Security Patrols on Public Streets. Attorney
Pastor also has a J.D., from The John Marshall Law School; an M.A. in Criminal Justice from the University of Illinois
at Chicago, where his thesis was entitled: A Critical Analysis of Terrorism, and has a B.S. in Law Enforcement
Administration and in Sociology from Western Illinois University.

He is the author of three books: Terrorism & Public Safety Policing: Implications on the Obama Presidency,
Taylor & Francis (2009), Security Law & Methods, Butterworth-Heinemann (2006), and The Privatization of
Police in America: An Analysis and Case Study, McFarland & Company (2003). He also published a chapter
entitled: Private Policing on Public Environments in the ASIS International Protection of Assets (POA) manual,
which is considered the “bible” of the security industry, and wrote several other articles on security, policing and
public safety.
