Subject: Two charge sheets for same reason; replies already submitted regarding. Sir, Kindly have a look on the two charge sheets issued for same reason and inquiry officers appointment letter were signed and conveyed by the Secretary, in fact Section Officer (Legal and Recovery) holding the position of Secretary, which is against the natural law and justice because there are no promotion channel for SO (L&R) to the post of Secretary, where as grade pay for this post is Rs. 4000/- and two Development Officers are also posted in grade pay Rs. 4200/senior then SO (L&R) but these two DOs are reported to the SO (L&R) junior then them, which tortured mentally to every one and double standards are not allowed in a semi Government Organizations.

Suspension orders were conveyed to me by registered post at my Delhi address, which are signed by Establishment Officer, which now re-designated as Secretary, where as Establishment Officer

is not a sanctioned post in the Board, neither any promotion channel for this post. It would be pertinent to mention here that I have submitted my joining report after fitness and I was very much present at Head Office on 2-5-2013 but suspension orders were not handed over to me, in fact I was not aware about suspension on 2-5-2013. It is humbly submitted that I was sick, under treatment with the qualified, registered medical practitioners, sickness is a natural call and every one can move at his own cost and risk during sickness, depends upon the circumstances. In fact I was under treatment since 4-3-2013 to 1-52013 and no one can assess sickness with out qualifications, where as sickness period can not be treated as a profit, undue benefits, I have right to get treatment and free movement at my own cost and risk, my medical leave was very much due, if extra leave required the alternatives are there, half pay and with out pay leave. My leave were not sanctioned, pay was with held many times for no reasons, when I requested for reconsideration the decision about sanction of medical leave, same was being kept un attended at the level of Head Office. It is further stated that now I became permanent diabetic patent due to un necessary harassment and mental torture, my family life also disturbed, all unwanted practices can be treated as a misuse of man power, play with emotions and feelings, which damage moral of the effected officials, if it continues like this then I may be compelled to move on voluntary retirement. Hence you are humbly requested to please sanction my leave on medical grounds and drop both charge sheets, to give natural justice to me. It is further requested to please reinstate me and I feel happy to serve Board at Panchkula, in past I have served many years at Head Office. Please give me personnel hearing, if you are not satisfied with my reply. Sincerely yours,
