METAL-CLAD SWITCHGEAR


1.0 SCOPE

This specification and associated data sheet DS-1657-IPG-1 describe Solar Turbines
general requirements for design, construction and testing of 50 and 60 hertz NEMA
type metal clad switchgear rated between 1000 and 38000 volts AC.

Compliance with this specification shall not constitute waiver of vendors responsibility
of providing proper design, workmanship and materials to meet the specified operating
conditions.


2.0 CODES AND STANDARDS
Codes and standards shall be applied as follows:

2.1 The latest published revision of the following codes, standards and
specifications, including all references and attachments shall, to the extent
applicable, govern design, construction and testing of metal clad switchgear.
Vendor shall be responsible for obtaining standards and specifications
invoked in Paragraph 2.1.1. Project specifications and / or drawings invoked
in Paragraph 2.1.2 shall be provided by Solar Turbines for vendor use.

certification for arc resistant switchgear is required by the data sheet.

2.1.2 Project specifications and / or drawings as required by the data sheet
and Vendor Document Requirement VDR-00 SWGR.

2.2 In event of conflict between two or more codes, standards, specifications,
references or attachments vendor shall request order of precedence from
Solar Turbines prior to proceeding with work scope in question.

Where departures, variations or substitutions of Section 2.0 requirements are
proposed vendor shall provide alternate codes, standards or specifications
for Solar Turbines review. Departures, variances or substitution of Section 2.0
requirements not specifically authorized in writing by Solar Turbines shall not
be allowed.


3.0 BASIC CONSTRUCTION

Metal clad switchgear shall consist of free-standing vertical, dead-front
structures suitable for installation and operation throughout environmental
range indicated on the data sheet and be suitable for addition of vertical
sections on either end. Where indicated in Data Sheet arc resistant
switchgear shall be supplied.

Materials employed shall be new and shall not support fungus growth. Use of
asbestos products, including those incorporating encapsulated or
impregnated asbestos fibers, is prohibited.


4.0 ELECTRICAL REQUIREMENTS

4.1 Bussing
4.1.1 Power bus shall be copper, completely isolated and insulated with
flame retardant, track resistance, non-hygroscopic, and high-dielectric
insulation. The bus shall be mechanically braced for the close and
latch ampere rating of the breaker having the highest interrupting
rating in each assembly. All bolted bus joints shall be silver-plated,
unless otherwise indicated on the data sheet. The continuous ampere
rating of the main horizontal power bus shall be as indicated in the
electrical one line diagram and the bus connections to the circuit
breakers shall match the breaker rating. Bus supports shall be flame
retardant, track resistant polyester glass with porcelain or
cycloaliphatic epoxy inserts. If indicated on the data sheet grounding
studs with removable shrouds (boots) shall be provided on each
outgoing bus connection in cable compartment for grounding

purposes.

4.1.2 A copper ground bus shall be provided for the entire length of the
switchgear. It shall be equipped with solder-less connectors for
copper cable at each end, sized per code referenced under Section
2.0. The ground bus shall be silver plated, unless otherwise indicated
on data sheet.

4.2 Power Circuit Breakers
4.2.1 The power circuit breakers shall be electrically operated, 3- pole, draw
out type, provided with self-aligning line-side and load-side
disconnecting devices. The breaker shall be equipped with the
"stored energy operation" type, anti-pump-operating mechanism. It
shall be possible to open and close the breakers manually. A closer
plate shall be provided over the close button on breakers intended for
paralleling duty.

4.2.2 The draw out mechanism shall hold the breakers rigidly in the
CONNECTED, TEST and DISCONNECTED positions, with the door
closed. The circuit breaker shall have positive stops at each distinct
position requiring the operator to manually release a mechanism to
allow racking of circuit breaker from one position to the next position.

4.2.3 The circuit breaker continuous ampere and nominal MVA ratings shall
be in accordance with the electrical one line diagram.

4.2.4 The breaker charging, closing and trip voltages shall be as indicated
on the data sheet. Where direct current power source is indicated the
power source will be by others, unless otherwise indicated on the data
sheet. Spring charging, close and trip circuits for each breaker shall
be separately fused. Fuse blocks shall be dead front, pull-out type,
which provide the control power disconnecting means. Where AC trip
voltage is specified on the data sheet a capacitor trip unit shall be
supplied.

4.2.5 A self-aligning, secondary disconnecting device shall be provided for
the secondary connections between the circuit breaker and the
breaker cell. The disconnecting device shall be positioned and
constructed as to not expose the operator to live parts.

4.2.6 Each breaker shall have a maximum number of normally open and
normally closed auxiliary contacts, wired to accessible terminal blocks,
for Purchaser's use. MOC and TOC contacts shall be furnished and
number of contacts shall be as indicated on the data sheet. All
contacts shall be wired to accessible terminal blocks

4.2.7 Provisions for padlocking breakers in either the test or disconnected
positions shall be provided.

4.2.8 Circuit breaker power draw out contacts shall be silver-plated, unless
otherwise indicated on the data sheet. Interrupting medium of the
breaker shall be vacuum, unless otherwise indicated on the data
sheet.

4.3 Instrument and Control Power Transformers
4.3.1 Current transformers
Each current transformer shall have a 5-ampere secondary and a
primary rating as shown on the electrical one line diagram. Accuracies
shall be in accordance with IEEE (ANSI) Standard, referenced in
Section 2.0, for the metering and relay applications. Each current
transformer shall have a shorting type terminal block located remote
from the high voltage compartment. The first termination of each
current transformer shall be at the short-circuiting device terminal
blocks where the ground connection is also made. The current
transformers shall be sized by the supplier such that the burden
imposed by the impedance of the relays and instruments shall not
impair proper operation of protective devices under fault conditions.

4.3.2 Voltage Transformers
Voltage transformers shall be mounted in a separate draw out
compartment. The transformers shall be mounted on a draw out
mechanism, which is linked to the compartment door. With the
compartment door closed, the transformers shall be completely
isolated and the primary and secondary disconnect contacts shall be
engaged with their respective stationary contacts to complete the
circuit. On opening the door, the transformer shall be automatically
withdrawn, breaking the primary and secondary connections and
grounding the transformer primary terminals. Each transformer shall
have a 120-volt secondary. The accuracy shall be based on IEEE
(ANSI) standard referenced under Section 2.0, meeting the
requirements of the application shown on the electrical one line
diagram. Each voltage transformer compartment shall have a
door-mounted sign reading, "Notice - opening this door disconnects
voltage transformers". The sign shall be laminated plastic with
engraved white letters on a red background.

4.3.3 Control Power Transformers
Control power transformers shall be dry type, mounted in a separate
draw out compartments with disconnecting type current limiting
primary fuses and fused 120-volt secondary.

4.4 Relaying and Metering
Relaying and metering (type and quantity) shall be as shown on one line
diagram.
All protective relays, unless otherwise indicated on the data sheet under
additional requirements, shall be semi-flush mounted, utility grade,
microprocessor based, and integrated protection type with relay functions as
shown on the electrical one line diagram. Relays shall be supplied with
targets and HMI. Lockout relays shall be semi-flushed mounted with white
indicating light. Indicating instruments shall be flush-mounted, 4.5 inch, and
250-degree scale, one percent of full-scale basic accuracy class.

4.5 Miscellaneous
4.5.1 Control switches, meters, position indicating lights, protective relays,
etc. shall be mounted on the front of the switchgear panels and
arranged in an approved, logical, symmetrical manner. Terminals of
relays, meters, switches or other devices mounted on hinged panels
or doors shall be insulated and protected to prevent accidental contact
when panel or door is opened.

4.5.2 Control Switches
Breaker control switches shall not be mounted adjacent to meter
switches, and shall have "pistol grip" handles. Meter switches shall
have "knurled knob" handles. Selector switches shall have oval
handles. Instrument and control switches shall have a readily
removable protective cover over contacts and terminals.

4.5.3 Terminals and Wiring
Terminal blocks shall be supplied and clearly marked for wiring that
will be installed by the Purchaser. A wire label at each end shall
identify each internal interconnecting wire. Wrap-on type wire markers
are not acceptable. Wire numbers shall match the supplier's
interconnection drawing. Terminal blocks shall be UL listed.

4.5.4 Power cable connections shall be arranged to provide adequate
vertical space for terminating incoming cable from entry to connectors
with a bending radius not less than 12 cable diameters. Power cable
connections shall also be arranged to provide adequate space for
installation of window-type current transformers and cable

terminations. Adequate structural supports for cable terminators shall
be provided. Provisions shall be made for supporting the weight of the
cable so it does not hang on the cable terminations.

4.5.5 Anti-condensation space heaters shall be provided in each breaker or
auxiliary compartment as well as in each cable area. They shall be
controlled as indicated on the data sheet. Space heaters shall operate
at approximately one-half nominal voltage or be designed for low watt-
density operation. Manually operated space heaters shall be provided
with an appropriately identified switch. Thermostatically controlled
space heaters shall have a manual switch to bypass the thermostat.


5.0 PAINTING

Unless specified otherwise in Data Sheet, paint system employed shall be vendors
standard for site conditions indicated. Vendor shall supply one pint matching paint for
each color used for field touch-up.


6.0 WARNING SIGNS AND TAGGING

Medium voltage switchgear units and sections shall be supplied with permanently
affixed markings, labeling and warning signs indicating hazards (voltage,
temperature, etc.) in accordance with Section 2.0 references. Each feeder section
shall have a laminated plastic nameplate on unit door as indicated on the data sheet. A
permanently affixed stainless steel, aluminum or phenolic equipment tag indicating
the following shall be supplied with each switchgear line up.

Externally-visible, permanent nameplates shall be provided to identify each
instrument, instrument switch, meter, relay, control switch, indicating light, circuit
breaker compartment, potential transformer compartment, and auxiliary
compartment. Equipment and terminal blocks within the compartments shall be
identified. Relays shall be designated as to use and as to the phase to which they
are connected. Nameplates shall be laminated plastic and secured with S.S.
screws. Characters shall be black on a white background. When indicated in Data
Sheet, a mimic diagram, functionally represent the primary circuits, shall be applied
on the front of the switchgear

Engineering data, drawings, manuals, etc. shall be submitted as indicated on Supplier
Drawing and Data Request Form VDR-00 supplied with bid requisition / procurement
package. Switchgear supplier shall maintain during execution of the work one set of as
built drawings reflecting all changes made. Drawings shall be available to Solar
Turbines upon request. All as built changes shall be incorporated on final drawing
issue.


8.0 SPECIAL TOOLS

One set of any / all special tools required for normal operation or routine servicing
shall be supplied. Minimum tool requirements include:
1 Set of secondary couplers.
1 Breaker racking crank.
1 Breaker maintenance closing device.
1 Device for manually charging the operating mechanism.
1 Test cabinet for breaker open and close testing when breaker is fully
removed from the switchgear.
1 Set of necessary test plugs for draw-out relays.


9.0 INSPECTION AND TESTING

In process and final inspection requirements shall be as defined in Form CY505-1,
Quality Level Requirements, provided with bid requisition / procurement package.
The switchgear shall be tested in accordance with requirements of Section 2.0
references and manufacturers standard factory test agenda. Accuracy of
measurement instruments employed shall meet National Bureau of Standards
minimum requirements. Proof of current instrument calibration shall be made available
upon request. When specified on the data sheet additional testing shall be required.


10.0 SHIPPING PREPARATION

Shipping preparation shall be in accordance with the following:

10.1 Shipping preparation shall be vendors standard practice for domestic shipment
of goods supplied. To facilitate handling, medium voltage switchgear shall be
shipped upright, bolted to shipping skid in shipping blocks of one to three
sections. All shipping items shall include removable lifting angles / lugs / etc.
suitable for hooks or slings, or be provided with base rail, pallet, etc. suitable
for forklift. Each "shipping section" shall also be furnished with removable
steel channel base plates which will permit using pipe rollers or dollies

without damaging the frame steel of the equipment. Control relays,
contactors and any other components, which might be damaged due to
corrosion, dampness or vibration encountered in transportation and handling,
shall be suitably protected. Where indicated in Solar Turbines bid requisition /
procurement package additional shipping preparation shall be required.

10.2 Each shipping item shall be provided with securely attached, conspicuously
located tagging bearing the equipment tag number, vendor shop order
number, Solar Turbines purchase order and purchase order item number.
Components shipped separately from their respective assembly shall be
further tagged with their component item number and the number of the
assembly of which they are a part.

Vendor shall be solely responsible for adequacy of shipping preparation to
protect materials during normal domestic commercial carrier transport.
