1.1 This Policy piimaiily ueiives its authoiity fiom By-law 8u (Elections).
Pait 2: Puipose
2.1 The puipose of this Policy is to set foith, in gieatei uetail, the iules anu pioceuuies foi
ueneial Elections anu By-Elections.
Pait S: Naintenance anu Execution
S.1 The 0fficeis iesponsible foi the maintenance of this Policy aie the vPEA anu CR0.
S.2 The ENC is to assist the CR0 in executing this Policy.
S.S The CR0 must post the position(s) of Beputy Retuining 0fficei(s) ("BR0") anu holu
inteiviews. The inteiviews will be conuucteu by an appointment seaich committee (ASC)
of council, consisting of at least two (2) councillois, the vPEA anu CR0.
S.S.1 The BR0 is not an 0fficei as uefineu in the Constitution anu By-laws.
S.S.2 The BR0 anu othei agents must meet the ciiteiia of a membei of the ENC even if
the BR0 oi agents aie not on the ENC.
S.S.S Shoulu the ASC be unable oi unwilling to commit to holuing inteiviews the CR0 may
conuuct inteiviews
foi the BR0.
Pait 4: Scheuule of Election Pioceuuies - Appioval of Election
4.1 The sequence of elections must follow the pattein set foith in By-law 8u Sections 1.2
anu 4.1.
4.2 0n the iecommenuation of ASC of Council, Council shoulu appoint the CR0 foi the
following yeai at a meeting helu piioi to Nay 1.
4.2.1 Wheie theie is no suitable canuiuate foi CR0, Council may chaige the Executive
Committee with the uuty of ieciuiting anu appointing a CR0 uuiing the summei
semestei.
4.2.2 0ntil a CR0 is appointeu, the vPEA is iesponsible foi piepaiing foi the fall
semestei By-Election anu any othei uuties chaigeu to the CR0.
4.2.S Wheie theie is no CR0 following the Fall Semestei By-Election, the vPEA is
iesponsible foi piepaiing foi the ueneial Election oi any By-Election helu piioi to
the ueneial Election.
4.S The CR0 shall take office effective Nay 1 oi as otheiwise specifieu by Council anu
seive until the following Apiil Su oi eailiei if uismisseu by Council accoiuing to Bylaw
4u Section S.6.
4.4 The CR0 must biing the following scheuule to Council at the fiist Council meeting
helu aftei August 1st foi the puipose of the Fall Semestei By-Election; at the fiist
Council meeting helu aftei Becembei 1st foi the puipose of the ueneial Election, anu
as soon as piacticable foi the puipose of any othei By-Election:
a) The uates of the nomination peiiou, which must begin at least 4 weeks piioi to the fiist
uay of voting anu which must enu at least two (2) weeks piioi to the fiist
uay of voting;
b) The uates of the campaign peiiou, which must begin aftei the nominations close
anu at least nine (9) uays fiom the fiist uay of voting anu which must enu befoie
the fiist uay of voting; anu,
c) The uate(s) of voting, which must be at least five (S) weeks aftei the CR0 biings this
infoimation to Council.
4.S At this same Council meeting, the CR0 must also piesent:
a) The list of positions to be contesteu in the election;
b) The ielevant paits of the Constitution anu By-laws;
c) This Policy; anu,
u) Any auuitional iules that will apply to the election.
4.6 Items b, c, anu u shall constitute the Election Rules.
4.7 Council must pass a iesolution to accept eveiything in 4.4 anu 4.S befoie an election
can be helu.
Pait S: Scheuule of Election Pioceuuies - Nomination Peiiou
S.1 0nce 4.7 has occuiieu, the CR0 anu any BR0 oi agents aie to begin publicizing the
election using posteis, on-campus meuia, the 0WSA website, anu any othei
appiopiiate mechanisms available.
S.2 Also aftei 4.7 has occuiieu, the CR0 is to make available, in the 0WSA Beau 0ffice, anu
on the 0WSA
website, The Nomination Foim.
S.S Nomination Foims must be ietuineu in sealeu envelopes to the 0WSA Beau 0ffice
anu be maikeu by the 0fficei oi employee who ieceives it with the uate, time anu theii
signatuie.
S.4 A membei may only be a Nominee foi one (1) position in each election. Bowevei, a
Nembei may only be a uuplicate Nominee in a Society election anu a 0WSA election.
S.4.1 No Nembei shall holu a voting seat on the 0WSA Boaiu oi Council who holus a
voting seat on any boaiu that has euitoiial oi financial oveisight ovei any campus meuia
outlet.
S.4.1.1 Wheie a membei holus a voting seat on any boaiu that has euitoiial oi financial
oveisight ovei any
campus meuia outlet, the membei must cease paiticipating in that boaiu foi the uuiation of
the election.
S.4.1.2 The membei may ietuin to theii uuties foi campus meuia outlets aftei the election.
S.S Nomination Foims may only be openeu by the CR0.
S.6 The CR0 is to stoie the Nomination Foims along with any othei confiuential election
mateiial in a secuie location to which only the CR0 anu ENC have access.
S.7 The CR0 will ieview each Nomination Foim to ensuie it is filleu out cleaily anu is
valiu within 24 houis of S.S.
S.7.1 A valiu Nomination Foim will:
a) Bave all iequiieu sections accuiately filleu in;
b) Be signeu by the appiopiiate inuiviuuals;
c) Show that the nominee meets the ciiteiia foi an electeu membei; anu,
u) Be maikeu accoiuing to S.S.
e) A canuiuate must use theii iegisteieu name at the 0niveisity of Winusoi on
the nomination foim. This will be the name that appeais on the ballot.
Abbieviations oi alteiations must be appioveu by the CR0.
S.7.2 A Nomination Foim will not be invaliu as a iesult of a failuie by any 0fficei oi
employee of the 0WSA.
S.8 The CR0 will notify any membei with an invaliu foim anu pioviue a 24 houi peiiou
to submit a valiu nomination foim.
S.9 A uecision unuei S.7 may be appealeu to the ENC.
S.1u 0n the same uay that nominations close, anu aftei the time at which nominations
close, the CR0 will conuuct an All Canuiuates Neeting.
S.1u.1 All inuiviuuals nominateu must attenu the All Canuiuates Neeting oi senu a
iepiesentative who must make known to the CR0 his oi hei status as a
canuiuate's iepiesentative uuiing this meeting.
S.1u.2 Nominees who attenu the All Canuiuates Neeting oi senu a iepiesentative unuei
S.9.1 become Canuiuates once the CR0 ueems theii Nomination Foim valiu.
S.1u.S A list of all Canuiuates will be posteu at the Beau 0ffice by the CR0 within 24
houis of the All Canuiuates Neeting.
S.1u.4 A list of all Canuiuates will be posteu on the 0WSA website, anu shaieu on social
meuia by the CR0
within 24 houis of the All Canuiuates Neeting.
S.11 Buiing the Nomination Peiiou theie is to be no campaigning.
S.11.1 The ENC may issue a penalty to any inuiviuual who engages in campaigning
uuiing the Nomination Peiiou by ueeming that that inuiviuual cannot be a
Canuiuate in the election.
S.11.2 The ENC may issue any othei penalty in place of S.11.1 that the ENC ueciues is
appiopiiate.
S.11.S The uecision to penalize an inuiviuual may be appealeu to Council, but the
uecision as to the type oi magnituue of penalty may not be appealeu.
S.11.4 Infoimation peitaining to the natuie of the appeals will be fully uiscloseu to the ENC.
S.11.S Council must be infoimeu on the natuie of the complaints anu uecisions of ENC,
while maintaining the confiuentiality of the complainents.
Pait 6: Scheuule of Election Pioceuuies - Campaign Peiiou
6.1 0nce the campaign uate fiom 4.4 aiiives, the Campaign Peiiou begins.
6.2 0nly canuiuates anu theii authoiizeu iepiesentatives may engage in campaigning.
6.S No canuiuate may be uiiectly affiliateu with any on-campus meuia
6.S.1 Wheie any meuia employs a canuiuate, the canuiuate must be suspenueu fiom
that meuia (with oi without pay at the uiscietion of the meuia oiganization) anu
this suspension must be veiifieu by a signeu lettei fiom the Euitoi-in-Chief oi
othei most senioi official of the meuia oiganization.
6.S.2 Any active involvement with a meuia employei may iesult in a penalty.
6.S.S Any submission maue to a meuia outlet by a Canuiuate, not authoiizeu by the
CR0, constitutes giounus foi a penalty.
6.S.4 Any meuia coveiage of a canuiuate that exceeus the meuia coveiage of anothei
canuiuate may be counteu as a campaign expenuituie by the CR0 anu, in
auuition, may subject the canuiuate to a penalty.
6.4 The CR0 may act to eliminate campaigning oi issue a penalty, wheie in the uiscietion
of the CR0, such campaigning leaus to confusion of the membeis, commits plagiaiism, oi
thieatens the
integiity of the election oi the 0WSA.
6.S Campaign mateiials is the subset of campaigning that incluues mateiials on campus
peitaining to a canuiuate oi a gioup of canuiuates that aie:
a) Bung oi posteu (such as posteis, stickeis anu banneis);
b) Passeu out on campus (such as flyeis, foou, beveiages, oi othei goous);
c) founu onoi aie websites;
u) Bioaucast;
e) Beliveieu as a seivice;
f) new meuia (incluuing but not limiteu to facebook, twittei, instagiam) oi,
g) uiven as a speech oi as a means of uiawing attention.
6.6 All Campaign Nateiials must be:
a) Peisonally appioveu by the CR0 oi BR0;
b) Appioveu by the piofessoi oi teaching aiu wheie the campaign mateiial is useu
in a class setting.
c) Fiee fiom any uiiect iefeience to an opposing Canuiuate; anu,
u) Fiee fiom any content that uenigiates the spiiit of a faii, peaceful anu well intentioneu
uemociatic election.
6.7 Biugs anu alcohol may not be useu as campaign mateiials anu no campaigning may
take place wheie uiugs oi alcohol aie being useu oi seiveu within the confines of a
licenseu establishment whethei off oi on campus.
6.7.1 Wheie a canuiuate violates this iestiiction, the penalty will be uisqualification.
A violation of this iestiiction occuis wheie, on a balance of piobabilities, a ieasonable
peison woulu have known that uiugs oi alcohol weie being useu oi seiveu.
6.7.2 This uisqualification imposeu by the CR0 may be appealeu anu the appellate
bouies shall only oveituin the uecision if, on a balance of piobabilities, the bouy
believes a ieasonable peison woulu not have known uiugs oi alcohol weie being
useu.
6.8 The appioval of the CR0 (which may be given by the CR0 oi BR0) will be in the
foim of:
a) The official stamp of the 0WSA;
b) The signatuie oi initials of the CR0, oi the BR0, oi ENC wheie authoiizeu specifically by
the CR0 oi;
c) A lettei signeu oi stampeu gianting authoiization of a campaign mateiial that
cannot be stampeu oi signeu.
6.9 All campaign mateiials must uemonstiate pioof of payment.
6.9.1 To assess the expense amount the CR0 will fiist iefei to the Expense Allocation Foim
pioviueu in the Appenuix, a copy of which shall be pioviueu to eveiy canuiuate.
6.9.2 Any mateiial submitteu with an unieasonable piice, as ueteimineu by the CR0, will be
assigneu a competitive value at the uiscietion of the CR0.
6.9.2.1 Following the election, the CR0 shoulu iecommenu Council amenu the Expense
Allocation Foim to incluue any auuitional campaign mateiials oi to aujust foi
piice changes.
6.1u The canuiuate must use a Campaign Expenuituie Foim foi all Campaign Nateiial
anu that upuateu Campaign Expenuituie Foim must be pioviueu to the CR0 oi
BR0 at the time of the appioval of each specific Campaign Nateiial.
6.1u.1 The CR0 shall make a copy of the Campaign Expenuituie Foim aftei each
appioval anu ietuin the Campaign Expenuituie Foim to the Canuiuate along with
the appioveu Campaign Nateiial.
6.1u.2 Wheie any Campaign Nateiial is useu that is not accounteu foi on the Campaign
Expenuituie Foim, the CR0 may issue a penalty to the Canuiuate in bieach of this
iule.
6.11 Campaigning in the Beau 0ffice of the 0WSA will be penalizeu.
6.11.1 Foi this section, campaigning incluues, but is not iestiicteu to, the:
a) The tempoiaiy oi long-teim stoiage of Campaign Nateiials;

CR0 oi BR0.
6.12 A campaign that uses assets of the 0WSA oi any auvantage given to any inuiviuual
by the 0WSA will be penalizeu.
6.12.1 Foi the puiposes of this policy an asset is to be consiueieu, specifically, as any
auvantage an inuiviuual
has in theii iole in the 0WSA
6.12.2 At no point shall the opinions, views, iueas, oi peisonal abilities of any Councilloi,
Biiectoi, oi volunteei
of the 0WSA be consiueieu an asset of the 0WSA
6.12.S At no point shall the enuoisement of a Councilloi, Biiectoi, oi volunteei of the 0WSA
be consiueieu an
asset of the 0WSA.
6.12.4 An inuiviuual may be consiueieu an asset of the 0WSA only if, while on uuty, this
inuiviuual is
campaigning in an unappioveu mannei.
6.12.S The 0WSA Piesiuent as spokespeison of the 0WSA, shall be consiueieu an asset of
the 0WSA.
6.1S Any active campaigning that occuis outsiue the Campaign Peiiou is still subject to the
penalties set out in 6.1S, howevei, any physical mateiials posteu uuiing the campaign
peiiou may iemain posteu.
6.1S.1 Any active online campaigning will be up to the uiscietion of the CR0.
6.14 The acts oi omissions of the iepiesentatives of any Canuiuate aie to be consiueieu
acts oi omissions of the Canuiuate.
6.1S Penalties aie to be issueu by the CR0.
6.1S.1 Penalties may incluue:
a) Restiictions on futuie campaigning;
b) Restiictions on futuie campaign expenuituies;
c) Loss of pait oi entiie iefunu foi campaign expenuituies;
u) Bisqualification;
e) Any combination of these penalties.
6.1S.2 Penalties may auuitionally incluue, wheie the offenuing inuiviuual is a
Councilloi, Biiectoi, 0fficei, employee oi volunteei with the 0WSA:
a) Loss of piivileges peitaining to use of the Beau 0ffice;
b) Loss of piivileges peitaining to use of assets of the 0WSA; oi,
c) Suspension of uuties.
6.1S.S Nembeis wishing to appeal a penalty must follow By-law 8u Section S.
Pait 7: Scheuule of Election Pioceuuies - voting Peiiou
7.1 The voting uay(s) set out in 4.4 must be fiee of active campaigning anu any campaigning
is
subject to the penalties in 6.1S.1
7.1.1 Campaign mateiials may iemain posteu uuiing voting uays; howevei active
campaigning will not be alloweu equally anu faiily to all canuiuates who have not lost this
piivilege uue to penalties oi otheiwise.
7.2 If possible, at least one uay befoie the fiist uay of voting an email shoulu be sent out to
all
unueigiauuate stuuents ,outlining the electionic link to vote anu voting uays.
7.2.1. A minimum of Su posteis must be visibly uistiibuteu evenly acioss campus, oi posteu
online.
7.S The acts oi omissions of the iepiesentatives of any Canuiuate continue to be
consiueieu acts oi omissions of the Canuiuate.
7.4 The CR0 will set polling stations anu auveitise the location of those polling stations
beginning the fiist uay of the campaigning peiiou.
7.S The polls must:
a) 0pen no latei than 9:Suam;
b) Close no eailiei than 6:uupm;
c) Be constiucteu to allow piivacy foi the votei in casting his oi hei vote;
u) Be staffeu by no less than 1 inuiviuuals at all times;
e) 0nly be staffeu by the CR0, BR0, oi agents of the CR0;
f) Incluue a computei with inteinet access; anu,
g) Be locateu in piominent aieas aiounu campus.
h) Each ballot will contain two auuitional options: "None of the Above" anu "Becline", to
iepiesent the
votei's iejection of the canuiuate pool oi the election piocess iespectively.
i) In the event that theie is only a single canuiuate in a contest, the ballot shall list "yes",
"no", anu "uecline to vote"
j) In the event that the successful canuiuate ieceives fewei votes than the "None of the
Above" option, the
canuiuate shall be ueemeu to have lost the election.
k) The position of each name on the ballots (oi each option in the case of iefeienua) will be
ianuomizeu thiough
the full ballot population Bowevei, the "None of the Above" anuoi "Becline" options will
always be listeu as
the last items on a ballot.
7.6 voteis will:
a) Appioach the poll with the puipose of voting;
b) Not engage in uiscussions iegaiuing the Canuiuates oi any act of campaigning
within Su feet of the poll;
c) Piomptly leave the poll aftei voting.
7.7 Canuiuates will:
a) Appioach the poll only when they aie voting;
b) When not voting, iemain at least Su feet away fiom all polls, unless it is necessaiy
to come within Su feet to contact the CR0 oi BR0;
c) Piomptly leave the Su feet iange aftei contacting the CR0 oi BR0 anu befoie
engaging in the conveisation that necessitateu the contact; anu,
u) Ensuie all iepiesentatives of theii Canuiuacy abiue by the iules applicable to
them.
7.8 The CR0 anu BR0 will:
a) Supeivise the conuuct of the Canuiuates anu theii iepiesentatives;
b) Supeivise the conuuct of the agents of the CR0; anu,
c) Nake any iulings necessaiy to pieseive oi iestoie the integiity anu piopei conuuct
of the election.
7.9 Poll Cleiks will:
(a) Attenu manuatoiy tiaining sessions as set by the CR0;
(b) Sign a contiact stating the teims of employment as well as iesponsibilities
anu ethical foims of conuuct that must be caiiieu out on voting uays;
(c) Be iesponsible foi iemoving campaign mateiial within Su feet of any poll on
voting uays while ensuiing that these mateiials aie piomptly ieceiveu by the
CR0;
(u) Auheie to By-law 8u anu the Elections Policy as pioviueu by the CR0.
Pait 8: Scheuule of Election Pioceuuies - Election Repoit
8.1 The CR0 must piepaie the Election Repoit.
8.2 The Election Repoit must incluue:
a) The name anu signatuie of the CR0;
b) The uates of the voting uay(s);
c) The iesults of any appeals biought to the ENC;
u) A synopsis of any outstanuing election issues;
e) Any iecommenuations foi mouifications to this Policy oi By-law 8u;
f) The list of Canuiuates electeu by vote oi acclamation; anu,
g) The full iesults of the election, incluuing the votes cast in each position foi all
canuiuates, as well as the "none of the above" anu "uecline" options
h) A iecommenuation to uestioy the ballots
i) An auministiative access log iepoit in accoiuance with 1u.S.S4
j) If possible, a bieakuown of voting pei canuiuate by faculty
8.S The Election Repoit must be biought to the Council meeting set out in By-law 8u
Section 4.1.8.
8.4 Any appeals to Council must be concluueu befoie Council can accept the Election
Repoit.
8.S In accoiuance with By-law 8u section S.1.1.S, in the event that a ie-vote is calleu, the
CR0 will follow the pioceuuies outlineu in Section 4.7 of the Elections Policy in
auuiessing the appeal uiiectly.
8.6 0nce Council accepts the Election Repoit, the election is ueemeu completeu.
8.7 The vPEA will aichive the Election Repoit in the 0fficial Recoiu of the 0WSA.
Pait 9: Campaign Limits
9.1 It is the uuty of the CR0 to enfoice campaign limits.
9.2 The Expense Amount foi a Canuiuate :
a) Wheie the position sought is one of an Executive foi the 0WSA, the campaign limit
shall be $Suu.
b) Wheie the position sought has a constituency of all the membeis (Campus-wiue
position), the campaign limit shall be $2uu anu,
c) Wheie the position sought has a constituency of less than all the membeis
(Segment Position), the campaign limit shall be $1uu
9.S The campaign mateiials useu foi an executive position aie limiteu such that:
a) No moie than 1uu hung oi posteu mateiials aie peimitteu;
b) No moie than S hung oi posteu mateiials that aie laigei than Sucm in any
uiiection aie peimitteu up to foity squaie feet; anu,
c) No moie than 2uu flyeis aie peimitteu anu,
u) No moie than Suu non!papei items aie peimitteu.
9.4 The campaign mateiials useu foi a campus!wiue position, excluuing executive
positions, aie limiteu such that:
a) No moie than 7S hung oi posteu mateiials aie peimitteu anu,
b) No moie than S hung oi posteu mateiial that aie laigei than Sucm in any
uiiection aie peimitteu up to foity squaie feet; anu,
c) No moie than 2uu flyeis aie peimitteu anu,

9.S The campaign mateiials useu foi a segment position aie limiteu such that:
a) No moie than Su hung oi posteu mateiials aie peimitteu anu,
b) No moie than 2 hung oi posteu mateiial that is laigei than Su cm in any uiiection
is peimitteu up to foity squaie feet; anu,
c) No moie than 2uu flyeis aie peimitteu anu,
u) No moie than 1uu items of non!papei aie peimitteu.
9.6Bieach of Campaign Limits may iesult in a penalty accoiuing to 6.1S.

uuties;

incluuing the:

11.1 Each canuiuate may ieceive a iefunu foi campaign expenuituies unless such a
iefunu oi a poition of that iefunu has been suspenueu oi eliminateu in a penalty.
11.2 Fuithei, to be eligible foi a iefunu, a canuiuate must also have a completeu anu
appioveu Campaign Expenuituie Foim anu submit that foim within 48 houis of the
last uay of voting.
11.S Subject to any penalties, a iefunu foi canuiuates who iun foi an executive position
which have campaign expenuituies of up to $1Su shall be iefunueu the full amount of
the campaign expenuituie.
11.4 Subject to any penalties, a iefunu foi canuiuates who iun foi an executive position

the iemaining amount of expenuituies.

Pait 12: Emeigency Clause
12.1 In the event of an online system failuie, foi the uuiation of two (2) consecutive
houis, oi foui (4) houis in total, the election iesults will become invaliu.
12.2 In the event that a system failuie occuis foi the uuiation of less than two (2)
consecutive houis oi foui (4) houis in total, an alteiation of voting times shall be at the
uiscietion of the CR0 anu ENC with auheience to the Elections Policy.
12.S In the event of a secuiity bieach of the voting system, an emeigency meeting of the
CR0 anu ENC shall immeuiately ieview the issue anu a unanimous vote must be
obtaineu foi the election to pioceeu.
12.4 Wheie a membei who is eligible to vote faces an issue that pievents them fiom voting
using the online
system, the CR0, aftei ueteimining that the issue is legitimate, may authoiize a papei ballot
foi the membei.
12.4.1 Such papei ballots must be sealeu using stanuaiu piactices to ensuie the ballots aie
secuie anu
anonymous.
12.4.2 Canuiuates may each appoint a sciutineei to ieview any papei ballots collecteu.
Pait 1S: Canuiuate Affiliation
1S.1 Canuiuates may affiliate with each othei in the foim of a team, paity, loose coalition, oi
slate, such that in
auuition to all othei foims iequiieu by membeis to paiticipate in an election, a list, signeu
by all canuiuates
wishing to affiliate, is biought to the CR0 within 24 houis of the All Canuiuates' Neeting.
1S.1.1 Any canuiuates who engage in an affiliation as juugeu by the ENC may be ueclaieu
affiliateu canuiuates,
anu be subject to penalties.
1S.2 Canuiuates who affiliate aie subject to all iules anu iegulations peitaining to the 0WSA
Constitution, Bylaws
anu Elections Policy.
1S.S Foi the puiposes of complaints, violations, penalties anu appeals, Affiliateu canuiuates
