UniFormat Introduction
UniFormat is an arrangement of construction information based on physical parts of a facility called systems and assemblies. These systems and assemblies are characterized by their function without identifying the products that compose them. Systems and assemblies render a view of a constructed facility different from the view rendered by a breakdown of building materials, products, and activities. UniFormat is intended to complement MasterFormat. The purpose of UniFormat is to achieve consistency in economic evaluation of projects; enhance reporting of design program information; and promote consistency in filing information for facility management, drawing details, and construction market data.

# A need exists for a formally established classification system based on building systems and assemblies. # The classification system should be based on UniFormat developed in the early 1970s. # The classification system should be expanded to encompass all types of construction, not just buildings. # The classification system should be coordinated with MasterFormat to ease transition from one to the other. # Because CSI and Construction Specifications Canada (CSC) have a successful history in publishing and maintaining MasterFormat, the systems-and-assemblies-based classification should be further developed, published, and maintained by CSI and CSC after approval by the ASTM Working Group of the basic standard. Working in cooperation with the ASTM Working Group, a Department of Defense (DoD) Tri Service Committee on Work Breakdown Structure established a similar building-element-based arrangement to classify DoD building project cost information.
The ASTM Working Group and DoD Tri Service Committee each prepared versions of an element-based format in the first half of 1992. The two formats were similar but not identical. In August 1992, the National Institute of Standards and Technology (NIST) published UNIFORMAT II: A Recommended Classification for Building Elements and Related Sitework. UNIFORMAT II was influenced greatly by discussions held at ASTM

Working Group meetings. The first edition of UniFormat was published as an interim edition, based on the work of the ASTM Working Group and the DoD Tri Service Committee. The UniFormat Interim Edition was published with the 1992 edition of CSI Manual of Practice and included coordination with the 1988 edition of MasterFormat. This interim edition was published for trial use and comment. After the publication of NIST and CSI versions, ASTM balloted and accepted UNIFORMAT II in 1993 as ASTM E 1557. The ASTM standard was based on NIST and DoD documents but did not include a numbering system or the low-level detail of other systems and assemblies classifications. In 1996, ASTM adopted the numbering scheme used in CSI's UniFormat for the 1996 edition of ASTM E 1557.

The nine categories above can be used to arrange brief project descriptions and preliminary cost information. Category Z General is designated by the last letter of the alphabet so the system can expand beyond building construction. When so expanded, this category will remain last. The general information is also placed immediately before Project Description when UniFormat numbers and titles are used in Project Manuals organized according to MasterFormat. Titles in Levels 1 through 3 can be applied to most project descriptions and preliminary cost estimates. Levels 4 and 5 are available for use on detailed, complex projects. Level 4 and 5 titles and detailed listings provide a checklist to ensure comprehensive and complete application of UniFormat.

Underlying structures of UniFormat and MasterFormat distinguish them from each other for the benefit of their differing applications. In UniFormat, the nine categories and their associated classes and subclasses define the basic parts of a constructed facility, each characterized by its function. In comparison, MasterFormat arranges information for Project Manuals into six major groups (i.e., Introductory Information, Bidding Requirements, Contracting Requirements, Facilities and Spaces, Systems and Assemblies, and Construction Products and Activities). MasterFormat arranges the construction products and activities group into 16 Divisions. Although not a strict classification, the 16 Divisions are based on an underlying

set of classification tables not fully exposed to view. These underlying classification tables include the following:

The organization of information within MasterFormat is the result of filtering underlying classification tables into a series of interrelated but independent lists. By doing so, the same product or activity could be titled in more than one division. In some cases, various applications of a product may require multiple locations within MasterFormat. The usefulness of MasterFormat for many applications rests on the flexibility stemming from its filtering of various classification tables. The basic challenge to the user is to develop an instinctive feel for the different classifications while relying on the keyword index to locate the title in a specific application. To further understand the different uses in the two organizing principles, consider that MasterFormat, with its list of products and activities, looks at construction in the way the parts are specified, purchased, and installed. The term products here means materials, components, and equipment that a contractor incorporates into the work of a project. Products can be new or existing, may be commodities or manufactured units, can be materials, and are components and finished assemblies or mixes. Products are the basic components of construction. MasterFormat's view of construction emphasizes the perspective of the product manufacturer, supplier, specifier, and contractor. UniFormat, on the other hand, looks at construction the way elements are used. This perspective coincides with the way the user, owner, and designer look at construction. This suggests using UniFormat for organizing design descriptions, cost summaries, and performance specifications of entire systems and assemblies, such as HVAC systems and exterior wall assemblies. UniFormat and MasterFormat titles suggest complementary views of construction products and performance requirements: UniFormat names systems and assemblies that have a determinable function; MasterFormat names components that have specifiable characteristics. Because construction information is viewed, used, and manipulated by people with varying interests, complementing organizational concepts are helpful.

This application guide reflects current practices in the construction industry, supplementing those found in CSI Manual of Practice and CSC Construction Specifications Handbook. It suggests basic strategies for numbering and titling systems and assemblies for information used other than for construction documents. It is not intended to describe rigid methods for applying UniFormat but to develop the user's intuition for using this system consistently. This application guide also includes important considerations for applying UniFormat for organizing cost information, preliminary project descriptions, arranging project manuals, and organizing facility management and construction market information. Discussions are provided for understanding the underlying structure and presentation conventions used and for selecting UniFormat numbers and titles.

Selecting UniFormat Numbers and Titles Not all UniFormat titles will be used for a given project. UniFormat is an expandable structure that can accommodate additional titles to meet specific requirements. However, designated numbers and titles listed should not be changed. This helps set a consistent arrangement. UniFormat titles are generic, descriptive titles independent of the design solution. UniFormat titles are the starting point for systems and assemblies. When creating a user-defined Level 3, 4, or 5 title, incorporate the parent title so systems and assemblies titles are complete, clear, and descriptive. Additional systems and assemblies numbers and titles can be added by users for projects that include items that go beyond building construction. These projects include heavy civil engineering construction and process facilities.

The Structure Underlying UniFormat
UniFormat exhibits a hierarchical organization of titles for systems and assemblies by employing two separate rules for classifying. These two classifying rules are specialization and decomposition. At Level 1, the hierarchy comprises the major categories of construction information separated by their special function. These special functions include the following nine categories:

The letters and titles of Level 1 categories are fixed and should not be changed in application. The first category, Project Description, does not have a letter designation. This allows it to appear first in the list of titles and distinguishes its contents from the other titles. Project Description is not a building system or assembly. Instead, it is a collection of basic information that allows users to give readers an introduction to the project before reading details of building systems and assemblies. Project Description contains Bidding, Proposal, and Contract Requirements and allows UniFormat to be used as a stand-alone contracting structure for construction projects, especially design-build applications. Category Z General, also not a building system or assembly, is designated by the last letter of the alphabet so that the system can expand beyond building construction. When so expanded, this category will remain last. The general information is also placed immediately before Division 1 General Requirements when UniFormat numbers and titles are used in project manuals organized according to MasterFormat. UniFormat divides Level 1 categories into classes of information by separating the categories into the constituent parts that compose them. This method of classifying is known to information specialists as "decomposition." Level 2 classes carry the letter of their parent category, plus a two-digit number. Alphanumeric designations and titles of Level 2 classes are also fixed and should not be changed in application. Levels 3 and 4 are developed by further subdividing Level 2 classes. These subclasses carry the alphanumeric designation of their parent category and class, plus a two-digit number. Alphanumeric designations and titles of Level 3 subclasses are also fixed and should not be changed in application. Alphanumeric designations for Level 4 are unassigned within a group of Level 3 subclasses, and number extensions are assigned by the user. The user-assigned number should carry the alphanumeric designation of the parent Level 3 subclass, plus a two-digit number (as illustrated below by the XX), or the corresponding MasterFormat number. Titles presented below Level 4 are Level 5 subclasses, developed by presenting specialized design solutions of their parent Level 4 subclasses. Particular materials may be identified (e.g., concrete and steel) to differentiate one specialized solution from another. Titles at Level 5 are examples of information included in their Level 4 subclass. No alphanumeric designation is assigned. Extensions may be assigned by the user. The user-assigned number should carry the alphanumeric designation of the parent Level 4 subclass, plus a two-digit number, or the corresponding MasterFormat number.

The numbering system can expand to allow for additional numbers and titles at any level. This allows UniFormat to expand in the future and allows users to add titles and numbers for subjects not in the current edition. User-defined numbers and titles that fit within the established framework of UniFormat can be added.

Extending UniFormat by Using MasterFormat
Some users may want to add MasterFormat materials and methods information to a document organized according to UniFormat. MasterFormat numbers may be included if some materials and methods have been determined. For example, if the building structural frame will be steel but the design solutions for exterior walls have not been determined, MasterFormat numbers could be included for B10 Superstructure but not for B20 Exterior Enclosure. Users may refine documents organized according to UniFormat during subsequent design phases as materials and construction activities are determined. Following are example applications for adding MasterFormat five-digit numbers to the UniFormat alphanumeric designations. D1010 Vertical Transportation Systems is an example where the direct relationship with MasterFormat is referenced at Level 4.

In the example above, a related MasterFormat number is not available until the material designations of cast-in-place concrete and masonry assemblies are included. The transition from a document organized according to UniFormat to one organized according to MasterFormat may be easier by using MasterFormat extensions. If MasterFormat five-digit number extensions have been added, the document organized according to UniFormat may be searched or sorted according to a MasterFormat five-digit extension to regroup information according to MasterFormat. Such computer searches may help discover, for example, a list of all elements of cast-in-place concrete construction in the project.

Presentation Conventions
The detailed listing of numbers and titles for Levels 1 through 5 is arranged in columns. In the left column, numbers and titles are presented with Level 1 in large, boldface uppercase letters. Level 2 is intermediate-size, boldface, uppercase numbers and letters. Level 3 is boldface, upper and lower case numbers and letters. Level 4 is normal typeface numbers and initial capital letters in titles. Level 5 has no numbers and is presented in normal typeface initial capital letters. The center column cross-references MasterFormat numbers. No MasterFormat titles are presented. The right column clarifies the scope and range of Level 4 titles. There may also be a reference to another UniFormat Level 2 or 3 number and title. In some cases, cross-referencing to MasterFormat is further clarified. Titles in parentheses under Category D Services are ASTM preferred terminology. Titles presented above them are the current industry terms used throughout UniFormat.

Using UniFormat Arranging Cost Information
The list of elements or systems serves as a basis for a system to organize cost information. Cost information may be reported in varying degrees of detail. As design decisions are made, the information can be refined. This arrangement of cost information allows for the comparison of various building elements, particularly during early design phases. The UniFormat cost model can evolve along with a cost model organized according to MasterFormat. These two models render a different view of the same project and provide details appropriate for different requirements. For example, a cost model organized by UniFormat can provide information about the cost of a concrete structure compared with a steel structure, even though there will be more concrete and steel on the project. However, a cost model organized according to MasterFormat can provide information about the cost of all the concrete and steel on a project regardless of the structural system chosen. Value analysis requires a consistent naming scheme carried throughtout the project. UniFormat is particularly useful for value analysis, which requires attaching a cost to a particular use or facility function rather than to particular products and activities. Using MasterFormat numbers as suffixes to element designations helps the value analyst evaluate value-analysis change proposals.

For conventional projects with Project Manuals organized according to MasterFormat, specifiers can include systems and assemblies before Division 1 General Requirements. According to UniFormat, systems and assemblies can be numbered and sequenced in this part of the Project Manual with the appropriate assignment of UniFormat numbers and titles. CSI Manual of Practice, Chapter FF/ 120, "Methods of Specifying," and Chapter SP/090, "Performance Specifying," provide detailed discussions about this application.
Organizing Drawings
UniFormat numbers and titles can be used as a file-naming convention for library files of standard details and schedules. The Uniform Drawing System (UDS) provides a detailed description for this application. Library files are named differently from project files because the classification and indexing requirements are different. Library file naming should be grouped by building systems, assemblies, or use because that is the most natural way to search for them. Project detail files must also be organized to make it easy to produce project contract documents, record documents, and facility management documents from several files. Naming a detail file for a project requires the sheet identification, coordinates on the sheet, and a detail identifier. UDS recommends an eight-character designator for naming library schedule files. A numbering system based on UniFormat can be used for preliminary phases of a project. UniFormat numbers can be used during the construction documents phase for schedules made up of assemblies of materials that might otherwise have separate MasterFormat numbers.

UniFormat and MasterFormat used Together

UniFormat and MasterFormat can be used in all applications that have traditionally been the domain of MasterFormat. This edition of UniFormat includes cross-references to MasterFormat to guide users in applying both organizational principles. These applications include organizing Project Manuals; assigning specification numbers and titles; and organizing and filing cost information, drawing details, and facility management and construction market information. Both systems can be characterized as "single," "serial," or "parallel."
Single applications use only UniFormat or MasterFormat exclusively throughout the application. In serial applications, such as a Project Manual, a number and title are applied to each item based on either UniFormat or MasterFormat. Both organizational principles can be used in the same application. Parallel applications are those in which each item is named with numbers and titles from UniFormat and MasterFormat. This is a powerful method in many applications, such as organizing cost information, in which information about a cost-estimate line item can be tracked to a product and to a system or assembly.
