FOREIGN AID FOR TAJIKISTAN IN FIGURES

Analysis of the updated data in the Aid Information Management System in 2012 made it possible to highlight the following trends in the foreign aid sphere in Tajikistan: - The annual volume of aid to Tajikistan for the period 2002-2009 increased, reaching a peak in 2009 at US$ 576,865 thousand. Since 2010, the volume of aid has fallen and in 2012 amounted to US$ 388,176 thousand. Over the last three years, the overall volume of foreign aid fell by 33 percent; - The trend of overall reduction is observed both in terms of grants and loans, while the volume of loans decreased more rapidly. In 2012, the proportion of grants in the overall aid structure prevails (US$ 250,297 thousand or 64.5 percent) over the share of loans (US$ 137,879 thousand or 35.5 percent), which is a favourable trend in the process of aid provision to the countrys socio-economic development;

- Assistance from donor countries through bilateral cooperation reached its highest volumes in 2008 at US$ 365,979
thousand, but decreased in subsequent years and in 2012 totaled US$ 140,093 thousand. At the same time, from 2007, assistance from emerging donors increased, particularly from the People's Republic of China, which during 2007-2012 allocated US$ 955,056 thousand. Aid from traditional donors increased and in 2010 reached its peak at US$ 414,698 thousand, but for the last two years has decreased and in 2012 totaled US$ 352,201 thousand. In the structure of aid from bilateral organizations, grants followed a falling trend, while the share of aid through loans grew. Thus, for the period 2002-2012, the annual share of aid from bilateral organizations in the total volume of grant aid felt from 45 percent to 34 percent, and in the total volume of preferential loans increased from 1 percent to 41 percent; - Assistance from multilateral aid over the period 2002-2009 increased from US$ 134,293 thousand to US$ 287,651 thousand. In the years following, the volume of aid from these organizations slightly declined and in 2012 totaled US$ 232,818 thousand. In the structure of multilateral aid the share of aid in the form of grants is decreasing, with an increasing share of aid in the form of loans. Thus, over the period 2002-2012 the share of these organizations in the grant aid component increased from 45 percent to 60 percent, while the share of aid in the total volume of loans provided felt from 99 percent to 59 percent; - At the regional level, the largest volume of foreign aid in 2012 was implemented through national level projects, the share of which accounted for 38.8 percent of all projects. Khatlon region received 25.4 percent of total aid, Sughd region, 14.4 percent, RRS, 10.9 percent, Dushanbe, 5.4 percent and GBAO, 5.1 percent; - For the period 2002-2012 foreign aid per capita increased from US$ 35.9/person to US$ 49.8/person. By regions of the country in 2012 the indicator is as follows: GBAO US$ 94.4/person, Khatlon region US$ 35.8/person, Dushanbe US$ 28.2/person, Sughd region US$ 24.4/person and RRS US$23.7/person; - The proportion of aid in Gross Domestic Product (GDP) for the period 2002-2012 decreased from 19 percent to 5 percent mainly due to a steady growth in GDP, the annual average of which in 2002-2012 was 7.7 percent; - In the context of sectors, one-third of all aid for 2012 was directed to two priority infrastructure sectors: transportation (24.3 percent) and energy (9.8 percent). Aid to the development of the government administration sector was 13.3 percent, while agriculture and irrigation received 10.9 percent. In the development of the social sectors, one-third of aid was directed: education received 8.5 percent of aid, health received 13.2 percent), social welfare and labour, 4.8 percent and water and sanitation and HMS, 4.9 percent. The proportion of aid provided to the support and development of the private Sector and industry was 2.8 percent; - During the last three years the volume of foreign aid in all sectors other than the three social sectors, education, health, and water and sanitation and HMS decreased, although in this period there was a slight increase in the volume of foreign aid; - Approximately 70 percent of the total aid attracted to Tajikistan is provided through joint investment projects. The total portfolio of joint investment projects under implementation in 2012 amounted to 60 projects, with a total of US$ 2,078,360 thousand invested, of which US$ 1,887,830 thousand was mobilized from external resources (90.83 percent), US$ 182,121 thousand was the contribution of the Government of the Republic of Tajikistan (8.76 percent) and US$ 8,409 thousand was other assets (0.40 percent). The largest proportion of the portfolio is accounted for the infrastructure sectors: transportation (54.4 percent) and energy (20.7 percent). The investment portfolio also included the following sectors: agriculture and irrigation (9.0 percent), water and sanitation and HMS (4.9 percent), education (4.1 percent), health (3.4 percent), environment (2.7 percent), government administration (0.6 percent) and social welfare and labour (0.04 percent); - Implementation of investment funds during the period 2002-2008 increased, but from 2009 aid provision through the investment projects fell. During this period the proportion of grants in the total disbursed investment funds increased from 15.8 percent in 2002 to 45.8 percent in 2012, while the proportion of loans decreased from 84.2 percent in 2002 to 54.7 percent in 2012; 6

- Total disbursements under the PRS for 2010-2012 amounted to US$ 848,059 thousand (55 percent of PRS needs in foreign aid, or 61 percent of the total disbursements by donors for the development of Tajikistan throughout the period). Approximately 70 percent of disbursements under the PRS were implemented in the real economy sectors; transportation, energy, and agriculture and irrigation, with 25 percent in the social sectors. Through the collaboration with development partners, 205 of 514 measures of the PRS Matrix for 2010-2012 that stipulated a foreign aid contribution were implemented; - During the implementation of the PRS 2010-2012, aid provided for implementation of PRS measures for 2007-2009 continued to flow in, and amounted to US$ 53,834 thousand.
