RocAS SOCIAL INnOVATION FINANCING PILOT PROJECT

Roca is honored to be negotiating with the Commonwealth of Massachusetts Department of Administration and Finance to establish one of the FIRST SOCIAL IMPACT FINANCING PILOT PROJECTS IN THE COUNTRY. These negotiations involve the Department of Youth Services, the Department of Probation, ensuring programmatic integrity, and Third Sector Capital Partners and New Prot, Inc., who will serve as the projects intermediary. Roca will provide its Cognitive Behavioral Intervention Model to deep end young men aging out of the Department of Youth Services (DYS), Juvenile Probation and/or high risk young men on Adult Probation. These young men have extrememly high rates of reincarceration. For example, of those aging out of DYS, 65% will be reincarcerated within ve years of release. Roca has developed and operates an Intervention Model designed to help the most high-risk young people break the destructive cycles of poverty, violence and perpetual incarceration. The Intervention Model engages court, street, gang, and drug-involved 17-24 year old young men to change their destructive behaviors, develop critical skills and get jobs. Given that Rocas target population is dened by young men likely to be involved in crime on a long term basis, it was necessary for us to develop a model for long-term, intensive engagement. The Intervention Model provides these high-risk young men 2 years of intensive, stage-based services and 2 years of supportive follow-up. The model has 3 Phases: Phase 1, Engagement; Phase 2, Behavior Change; and Phase 3, Graduation and Support for Long Term Success. With right support and relentless follow-up, we know these young people can change. To conrm program outcomes, there will be a rigourous impact evaluation conducted. This full, four-year intervention costs an average of $24,500 per young person, compared with an average cost of $47,500 per year of incarceration for the same young men, with an average incarceration period of 2.4 years. Roca will provide services out of its Chelsea and Springeld sites, serving all surrounding communities. This potentially includes services in the following communities: Cambridge, Charlestown, East Boston, Everett, Lynn, Malden, Medford, Revere, Somerville, Winthrop, Agawam, Chicopee, East Longmeadow, Holyoke, Longmeadow, Ludlow, Springeld, West Springeld and Westeld. THROUGH ITS SOCIAL INNOVATION FINANCING PILOT PROJECT, ROCA WILL BE PAID ONLY FOR THOSE YOUNG PEOPLE WHO SUCCESSFULLY AVOID REINCARCERATION AND OBTAIN AND RETAIN EMPLOYMENT. Roca has committed to take on a percentage of the risk involved in this project. To do this, Roca will raise $4.4 million in start up capital. This support will allow Roca cash ow for operations and the potential to leverage these resources ($3.3 million) and generate additional revenues over time for future programming. These funds will also allow for any necessary capacity building ($1.1 million), In addition to these resources, the projects intermediary is also seeking an estimated $22 million in programmatic nancing.
