1.0 INTRODUCTION

This Storm Water Pollution Prevention Plan (SWPPP) has been prepared for
implementation during construction activities by Morillo Construction of Pasadena,
CA. for the Hollywood Fire Station #82 project located in The City of Los Angeles,
CA (See Figure 1 - Location Map).

The preparation of this SWPPP is based on the principles of Best Management


Practices (BMP's), and not numeric effluent limitations, to control and abate the
discharge of pollutants into receiving waters.

3.0 STORM WATER POLLUTION PREVENTION PLAN

3.1 PURPOSE AND OBJECTIVE

The purpose of this Storm Water Pollution Prevention Plan is to:

• Identify pollutant sources that may affect the quality of discharges of storm
water associated with the construction activities of the project.

• Identify, construct, and implement storm water pollution control measures to


reduce pollutants in storm water discharges from the construction site during
construction.

3.2 CONSTRUCTION ACTIVITIES WITH POTENTIAL POLLUTANTS

Significant quantities of pollutants are not expected to be present in storm water


discharges from this construction site. However, the following is a list of pollutants
that have potential to be present in storm water runoff in very small quantities (see
control practices are in parentheses and are attached):

1. Silt and debris in site runoff.


2. Pesticides, herbicides, fertilizers and nutrients.
3. Vehicle fluids, including oil, grease, petroleum, and coolants (maintenance,
and cleaning BMP's).
4. Left over construction materials (each construction crew will be responsible for
cleaning up all trash and left over materials generated by its work and disposing
of it properly).
5. Sanitary/Septic materials. (Portable toilets and other sanitary facilities will be
serviced periodically and pumped clean into a truck for removal from the site by a
waste disposal company. Wastewater from cleaning of these toilets cannot be
discharged to the street or storm drain. No toxic or hazardous wastes shall be
disposed in a portable toilet or in the on-site sanitary sewer).
6. Any import fill material to be stocked piled on site shall be covered with l0mil
plastic to and sandbagged to prevent any runoff.
7. Project's dust control ( see dust control BMP)
8. Asphalt materials from paving (see asphalt paving BMP)
9. Paints (materials control, material delivery and storage BMP's).
10. Joint and curing compounds (materials control, material delivery, and storage
BMP's).
11. PVC piping and bonding materials (materials control, material delivery and
storage BMP's
12. Solvents, thinners (materials control, material delivery and storage BMP's).

3.3 ANTICIPATED NON-STORM WATER DISCHARGES

No non-storm water discharges are anticipated during the planned construction


activities.

All non storm water discharges, Line flushing, site watering for dust control and
landscape watering shall be keep onsite at all times.

4.0 HAZARDOUS MATERIALS MANAGEMENT PLAN

4.1 HAZARDOUS MATERIALS TO BE USED OR STORED ON SITE

The following materials may be stored at the site during construction:

Concrete joint and curing compound


Paint and paint thinner
Herbicides and fertilizers

No fuel for construction equipment refueling will be stored on site. No pesticides will
be stored on site. Work crew vehicle fueling will be offsite at commercial facilities.
4.2 SPILL PREVENTION OPERATING PROCEDURES

Spill prevention and control procedures to be employed include:

• Onsite refueling of construction equipment and vehicles is prohibited, except


in specified and protected areas.
• Vehicle and Equipment Cleaning will be performed offsite. Vehicle and
Equipment maintenance will not performed on site unless absolutely
necessary.
• All other hazardous liquids (paints, thinners stored, concrete curing
compound, etc.) and used on site will be stored handled in accordance with
the procedures described in WM-1 included in Appendix A.
• Personnel responsible for management of hazardous materials will be trained
or provided training including procedures for proper delivery, maintenance,
storage, disposal and spill response (see Individual Training Log included in
Appendix D).
• Material Safety Data Sheets (MSDS) will be provided for review prior to
moving any hazardous materials onto the construction site.

4.3 - EMERGENCY RESPONSE PROCEDURES

In the event of an accidental discharge of non-storm water or storm water containing


pollutants, every effort will immediately be made to contain and/or neutralize the
contaminants; using dam referenced in CD 12 Appendix A shall be specifically
described. The initial notification in case of a spill of hazardous materials shall be
made to the Los Angeles Fire Department at (323) 881-2411. Secondarily, the senior
Environmental Coordinator and City Planner shall be notified.

5.0 SAMPLING AND ANALYSIS PLAN FOR NON-VISUALLY


DETECTABLE POLLUTANT DISCHARGES

Sampling and analysis for non-visible pollutants is required only when construction
materials that could pollute runoff are exposed to rain and runoff. Morillo
Construction plans to implement BMP's that will minimize to the extent possible this
exposure, therefore, a sampling and analysis program is not expected to actually be
implemented. However, guidance for preparation of such a plan, if required, is
included in Appendix C.

6.0 BEST MANAGEMENT PRACTICES

BMP's, including run-on and erosion and sediment control BMP's have been selected
from those listed in the Caltrans Storm Water Quality Handbook and narrative
descriptions of each are included on the Erosion Control Plan (ECP) Figure 4,
Appendix A (Caltrans Storm Water Quality Handbook BMPs—CD10, etc.). Key
BMP's are summarized below:

Stabilized Construction Entrances (TC-1), designed to assist in preventing dirt from
vehicle traffic leaving the site from being carried on to local paved roads will be
constructed at the construction site entrance (see Erosion Control Plan),
Sand bags for run-on and runoff control located as shown on the Erosion Control Plan
(SC-8)
6.1 MONITORING, INSPECTION AND MAINTENANCE ACTIVTIES AND
REPORTING

The contractor will inspect the site before and after storm events and at 24-hour
intervals during extended storms. In addition, the contractor will inspect the site
weekly. The results of the inspection and assessment shall be recorded (see
Inspection and Report Log in Appendix D). The inspection report will include the
inspection date, name or contractor representative, and the observations made. A
copy of the inspection report will be submitted to the inspector upon completion of
each inspection. A system to monitor and report on the disposition of identified
deficiencies will be implemented by the contractor. Additional materials to replace or
repair BMP's will be kept onsite.

7.0 UPDATES AND MODIFICATIONS TO SWPPP

This SWPPP follows the general format described in the construction contract and the
General Permit. The SWPPP will be amended whenever there is a change in
construction or construction procedures that may affect the discharge of significant
quantities of pollutants into the receiving waters or when deemed necessary by the
engineer. These amendments may include changes in schedules, staging areas, and
modifications due to unanticipated offsite drainage impacts and failures of pollution
controls. The SWPPP will also be amended if it is in violation of any conditions of
the General Permit or has not achieved the general objective of reducing pollutants in
storm water discharges. Amendments shall be logged in the SWPPP (see Appendix E
for sample amendment log) and attached to the onsite document.

All amendments shall be submitted to the inspector for review and approval. During
the preparation and review of amendments to the SWPPP, construction may continue
with temporary modifications to erosion and sediment control or other BMP's, subject
to approval by the inspector. Once the proposed amendments are approved,
permanent modifications to BMP's shall be implemented immediately.

8.0 REVIEW AND ACCEPTANCE OF PLAN

The SWPPP has been reviewed and approved as acknowledged below.
