RULES AND REGULATION OF 8th UPSI INDOOR HOCKEY TOURNAMENT 2013

1. GENERAL RULES & REGULATION Other than regulations contained, the competition will be conducted according to the "Rules of Indoor Hockey 2011 set by The International Hockey Federation". Equipment 1.2.1 1.2.2 Indoor hockey sticks and ball will be supplied by the organizer except the goalkeepers padding Only indoor hockey sticks and balls supplied by the organizer will be used in this tournament (for the case of using own indoor stick must get approval from the technical officials on duty). 1.2.3 1.2.4 1.2.5 Goalkeepers set (padding) is not provided. Players must use Shin Pad during the match Player must use the same number throughout the competition

TOURNAMENT MANAGEMENT This tournament is organized by UPSI Sports Center with the co-operation of the Perak Hockey Association and Malaysia Higher Education Ministry. PARTICIPATION 3.1 3.2 Participants are open to all primary and secondary schools, universities and colleges in Malaysia and also invitational teams from other countries. Please bring along your Birth Certificate (Players Under 12 Years Old only) Identification Card/ Student Card / Passport (Original) for clarification.

REGISTRATION 4.1 4.2 4.3 Each team shall be allowed to register the maximum of 10 players (8 players and 2 officials) for this tournament. Any team found using unregistered players will be barred for further participation in the tournament and referred to the Discipline Board for further action. No player is allowed to register for more than one team in this tournament. Registration of player additions/alternations must be made in writing and finalized before the Meeting of Team Managers only (24th Oct 2013, Thursday 8.00pm). After the managers meeting of the NO changes will be allowed to The Registration of Players. 4.3 4.4 Rolling Substitutions will be applied in this tournament in front of the technical table. Each player shall be register by number which should be used throughout the tournament.

MODE OF COMPETITION 5.1 5.2 5.3 5.4 The Tournament will be played in a one round league in groups, knockout in the 2nd round till the final. In the Preliminary Rounds points will be awarded such as :- 3 points for a win, 1 point for a draw and 0 point for a lost. The team with the highest points in the group will be consider as the Champion Group and 2nd highest as the runnerup of the Group. If the points ended in a tie, the result will be determined as follow:5.4.1 5.4.2 Goal difference, refer to goal for minus goals against . A positive goal difference always precedence over a negative one. If still remains equal between two or more teams, then these teams will be ranked according to the respective number of goals for . 5.4.3 5.4.4 5.5 If a tie should exist, the winner shall be the team that has beaten the other. Should there still remain equal, the standing of the teams shall be decided on as Rules No.6. Drawn for 2nd round will be done by Technical Committee. The second round till the finals will be on a knockout system. The highest scorer will be considered as winner. If the result ends in a tie after a game the following will decide the winner:5.5.1 An Extra time of 3 (Three) minutes without changing side (for the 3rd, 4th and finals only) will be played. 5.5.2 If after extra time the result is still a tie ( for the 3rd, 4th and finals only ) penalty stroke will be carried out ( for the second Round until the final) as Rules No 6.

PENALTY STROKE 6.1 6.2 6.3 6.4 6.5 Three (3) players from each team will take the penalty stroke alternately towards the opposing goalkeeper. If a tie persist sudden death rules applies. Umpire will decide the goal post to take the stroke. Umpire will toss the coin to decide the team which will take the stroke first. Goalkeeper cant be replace unless he/she is injured

FIXTURES The fixtures of the tournament shall be the responsibility of the Competition Committee. The committee reserves the right to take the changes when and if the necessity arises.

8.

DURATION OF MATCHES 8.1 8.2 A match shall consist of 10 minutes without any interval for the preliminary rounds, 2nd round, quarter finals & semi finals. For the final, 3rd & 4th placing the duration of game will be 7-1-7 minutes.

8.3

The game shall commence as scheduled. If team fails to take the field at the scheduled time, a grace period of 3 minutes shall be allowed after which the team failing to field without valid reasons shall concede a walk-over.

8.4

A walk-over shall be awarded by the umpires against a team unable to field at least FOUR (4) players at any time of the play (inclusive of suspended players during a match because of green, yellow or red cards).

Extra time for the knock-out stage is as 5.5.1 & 5.5.2 above.

APPOINTMENT OF UMPIRES The Malaysia Hockey Confederation (MHC) shall be responsible for the appointment of umpires for this tournament.

10.

PROTEST 10.1 10.2 10.3 Should there be any protest, it should be made in written to Technical Officer. The verbal protest shall be made to technical Officer appointed for that match. A written protest should be handed to SAME the Technical Official within 10 minutes after the game and approved by the registered manager accompanied by a deposit of RM 300.00. Deposit may be forfeited if the protest is found to be frivolous untrue and RM 50.00 will be charge if the protest is adequate.

11.

DISCIPLINARY ACTION 11.1 Players 11.1.1 Three (3) green cards the length of the tournament, suspension of ONE (1) match. 11.1.2 Two (2) green cards and One (1) yellow card along the tournament, suspension of ONE (1) match. 11.1.3 Two (2) yellow cards along the tournament, suspension of ONE (1) match. 11.1.4 One (1) red card, suspension of ONE (1) match OR more depends on the Technical Committee. 11.2 Officials Team officials that commit disciplinary offences will be warned and referred to the Disciplinary Board.

13.

POSTPONEMENTS 13.1 The decision to abandon or postpone a match shall vested with the appointed Technical Official Of the Tournament which will be held or continued at the venue decided whose decision is final. 13.2 If 5 minutes of play had been completed, the result of the game shall be that at the time of interruption of play. The match shall be deemed to have been completed and the score at the time of the interruption shall be recorded as the official score for that match (except for the finals, 3rd n 4th placing)

14.

TEAM LIST The Team Manager or Stand-in Manager shall indicate, on the prescribed form, starting list of the player and hand to the technical Officials on duty at least 5 minutes before the commencement of the match. Team will not be allowed to take the field without submitting the team list. Only a complete team list will be accepted. The team list must bear the signature of the Team Manager or Stand-InManager

15.

MATTERS NOT PROVIDED FOR All matters concerning the management of this tournament not provided in these Rule will be left to the decision of the Technical Committee and their decision will be FINAL & binding. The Technical Committee reserves the right to delete or introduce any changes of Rules
