VENDOR DRAWING AND DATA REVIEW The responsibility for proper preparation and timely submission of 'e()o* )*a+,(g- . )a/a 7including those from the S)01. &/O'S$ shall be that of the . &/O'5 while the responsibility for *e',e+ a() a00*o'a1 of 'e()o* )*a+,(g- . )a/a -2a11 3e /2a/ of /2e ENGINEER. The vendor drawings 6 data preparation and submission shall be in accordance with the re!uirements outlined in /ata 6 Standard Specification entitled 8/'A%-&,S A&/ -&ST')*T-O& 2A&)ALS8" .endor drawings 6 data are re!uired by the &,-& ' to check conformance of the . &/O'9S !uipment to the O%& '9S(P)'*+AS '9S Specifications5 to design !uipment layouts 6 foundations5 to specify handling !uipment and to design piping and cabling interconnections" The . &/O' shall be responsible for expediting drawings and data from the S)01. &/O'S" The &,-& ' will return the vendor drawings5 duly corrected5 promptly within the agreed time schedule" The . &/O' shall effect corrections indicated by the ngineer promptly 6 expeditiously" Any manufacturing undertaken prior to the approval of the vendor drawings and data by the &,-& '5 shall be solely at the risk of the . &/O'" The . &/O' shall be responsible for delays if he does not prepare drawings(data properly in the first instance and(or does not take into account all the corrections indicated to him"

4AN"FACT"RING5 INSPECTION5 E$PEDITING AND TESTING 4AN"FACT"RING The responsibility for manufacturing the !uipment as per Specifications of the O%& '(P)'*+AS ' shall be completely and solely that of the 2A&)3A*T)' ' although the O%& '( P)'*+AS ' may carry out inspection at different stages during and final testing after manufacture to ensure !uality control" The 2A&)3A*T)' ' shall be responsible for -e1e6/,o( of 7a/e*,a1- a- 0e* ag*ee) S0e6,f,6a/,o(- and shall use tested materials only" 2aterial Test *ertificates shall be furnished5 and in case they are not available5 the 2A&)3A*T)' ' shall arrange for the material to be tested at his expense" 3abrication shall conform to agreed Specifications and where necessary5 in accordance with the re!uirements or regulations of the statutory bodies" Only !ualified welders shall be engaged and welds shall be subjected to :1ray and(or non1 destructive tests as specified with test certificates furnished" The 2A&)3A*T)' ' shall carry out all shop and running tests as specified"

The P)'*+AS '(O%& ' will carry out shop inspection5 expediting and testing of the !uipment during and after its manufacture through the agency of the &,-& ' to ensure !uality control and prompt deliveries and the 2A&)3A*T)' ' will provide the necessary access and facilities" xpediting will cover vendor drawing(data submission5 ordering of raw materials5 production planning5 manufacture5 testing and shipment" -nspection will be carried out as per a schedule agreed with the 2A&)3A*T)' '5 at several stages commencing from inspection of raw materials up to final testing before release for shipment" The inspection and testing will also cover !uipment supplied by the S)01. &/O'S" 3or detailed description of the inspection procedure5 refer to Standard Specification " 8S+OP -&SP *T-O& A&/ T ST P'O* /)' S8" -nspection by the &,-& ' shall not relieve the . &/O' of the responsibility for furnishing !uipment conforming to the Specifications" &.3 PACKING FOR TRANSPORT The responsibility for properly packing the !uipment shall be that of the 2A&)3A*T)' '" The re!uirements of packing and marking of !uipment have been generally specified in Standard Specification entitled 8PA*;-&,5 2A';-&, A&/ T'A&SPO'T -&ST')*T-O&S 3O' <)-P2 &T8 and specifically given in the Letter of Award" FORWARDING E$!WORKS TO PORT OF S8IP4ENT The responsibility for forwarding !uipment ex1works to the port of shipment shall be that of the . &/O'5 if the *ontract is on 3O0(3AS Port of Shipment basis5 and that of the O%& '(P)'*+AS '5 if the contract is for supply ex1works" The O%& '(P)'*+AS ' will instruct the . &/O' regarding the details of transport from the point the O%& '(P)'*+AS ' assumes transport responsibilities" 3or the O%& '9S(P)'*+AS '9S instructions for transport5 refer to Standard Specification Sec" = entitled 8PA*;-&,5 2A';-&, A&/ T'A&SPO'T -&ST')*T-O&S 3O' <)-P2 &T8" S8IP4ENT i$ S"RFACE S8IP4ENT -n the case of !uipment *ontract for delivery 3O' destination Site5 the . &/O' shall be responsible for ascertaining the transport limitations by rail(road and effecting shipment within the framework of these limitations" The O%& '(P)'*+AS ' may5 however assist him5 if necessary5 in approaching the authorities concerned" &.: RECEIPT AT SITE5 8ANDLING AND STORAGE;

-f the *ontract is for supply and erection of !uipment5 the . &/O'( *O&T'A*TO' may be responsible for receiving the materials5 unloading them and the storage5 or he may only be responsible for taking the materials from the O%& '9S(P)'*+AS '9S stores for erecting them5 depending upon the terms of the *ontract" The *ontract covering erection will be governed by separate ,eneral *onditions of *ontract for rection" &.< 4EC8ANICAL ERECTION 2echanical erection of the !uipment may either be carried out by the erection *O&T'A*TO' or by the . &/O'( *O&T'A*TO'" The !uipment . &/O'5 if provided in his *ontract5 may be re!uired to provide the services of an ade!uate number of competent erection engineers to advise and supervise the O%& '(P)'*+AS ' or erection *O&T'A*TO'" -n such a case5 the !uipment . &/O' shall be responsible to ensure proper execution of the erection work by the O%& '(P)'*+AS ' or the erection *O&T'A*TO'" The !uipment . &/O' shall also be responsible for rectification of manufacturing defects" +e shall be back1charged all relevant costs5 if such rectification work is done in the field" The erection *O&T'A*TO' shall submit for approval and record to the O%& '9S(P)'*+AS '9S Operation and 2aintenance /epartment all final alignment and setting data" /uring erection5 !uipment shall be in1charge of the erection agency from the moment of its handing over to him upto completion of mechanical erection and take over the !uipment by the commissioning agency" All take over shall be by formal documentation" &.= CO44ISSIONING *ommissioning stage extends from the moment of take over for commissioning after 92echanical *ompletion9 upto and including take over under1guarantee at the end of successful completion of 9Performance Tests9 and includes 9Preliminary Operation95 9-nitial Operation>5 Trial Operation9 and 9Performance Tests9" /uring this stage5 the Plant and !uipment will be in the provisional charge of the commissioning agency subject to such control by the . &/O'( 2A&)3A*T)' ' as he may wish to exercise to enable him to meet the responsibilities in respect of efficient and trouble1 free operation and maintenance as specified" *ommissioning will be undertaken by the O%& '9S( P)'*+AS '9S commissioning team consisting of xperienced 6 !ualified personnel from his Operation5 2aintenance 6 Testing /epartments" The O%& ' ( P)'*+AS ' may re!uire the &,-& ' to provide Overall coordination of the commissioning of the entire plant" *ommissioning of each !uipment( system will be carried out under the supervision of the . &/O'9S ( 2A&)3A*T)' '9S startup and *ommissioning ngineer5 if provided in the *ontract or in any case5 strictly in accordance with the 2A&)3A*T)' '9S written instructions" The . &/O'9S(

2A&)3A*T)' '9S *ommissioning ngineer shall satisfy himself regarding proper mechanical completion of !uipment erection5 pre commissioning clean up5 electrical testing5 instrument testing and calibration5 and supervise the work of the commissioning team by giving on the spot guidance5 as well as specific written operating and other instructions" +e shall also carry out operating tests to determine appropriate settings for various devices and also direct minor repairs which may have to be carried out in the field by the erection *O&T'A*TO'" All data collected by him during commissioning shall be handed over to the O%& '9S( P)'*+AS '9S commissioning team" ?Performance Tests9 will be carried out as soon as possible after the Plant and !uipment has attained stable operation at 2*' conditions to test the performance of the Plant as per guarantee" The testing will be done by the O%& '9S(P)'*+AS '9S commissioning team with the assistance of the &,-& ' in conjunction with the . &/O'( 2A&)3A*T)' ' who shall provide the specified test instruments and services of competent performance test engineers to supervise the tests" The 9Performance Tests9 will be carried out according to the specified codes and as agreed to between the O%& '(P)'*+AS ' and the . &/O'( 2A&)A*T)' ' prior to the tests" *omputation of 9Performance Tests9 results and submission of the final 9Performance Tests9 report will be done by the . &/O'(2A&)3A*T)' ' and reviewed and approved by the &,-& ' on behalf of the O%& '(P)'*+AS '" On successful completion of testing5 the O%& '(P)'*+AS ' will take over the Plant and !uipment under guarantee through formal documentation" 0esides the specified conditions governing the period under guarantee5 additional conditions may be imposed and agreed to between the O%& '(P)'*+AS ' and the . &/O'( 2A&)3A*T)' ' depending upon the outcome of the results of ?Performance Tests9" &.> OPERATION D"RING G"ARANTEE PERIOD The operation and maintenance of the Plant and !uipment during the guarantee period as stipulated in the Specification after take over under guarantee will be carried out by the O%& '9S(P)'*+AS '9S Operation and 2aintenance /epartment in accordance with the 2A&)3A*T)' '9S Operation and 2aintenance -nstruction 2anuals and specific instructions laid down by the . &/O'9S( 2A&)3A*T)' '9S *ommissioning ngineer or specified by him from time to time" The . &/O' shall be responsible for remedying design5 material5 fabrication and5 if also responsible for construction5 construction defects" /uring this period5 the . &/O' shall provide5 if re!uired by the O%& '(P)'*+AS '5 the services of Operation ngineers to advise the O%& '(P)'*+AS '5 for such periods and in such number as may be mutually agreed upon" The . &/O'9S Operation ngineers shall also train the O%& '9S(P)'*+AS '9S personnel5 act as a liaison between the O%& '(P)'*+AS ' and the . &/O'5 assist the O%& '(P)'*+AS ' in ordering and obtaining spare parts5 generally

monitoring operation and maintenance and trouble shooting and supervising repair work under guarantee" On successful completion of the guarantee period5 the Plant and !uipment will be taken over completely by the O%& '(P)'*+AS ' but with such conditions as may be mutually agreed to between the O%& '(P)'*+AS ' and the . &/O' depending upon the performance of the Plant and !uipment during the guarantee period"

DRAWINGS All drawings submitted by the VENDOR/CONTRACTOR including those submitted at the time of 0id shall be in sufficient detail to indicate the type5 si@e5 arrangement5 weight of each component5 breakdown for packing and shipment5 the external connections5 fixing arrangements re!uired5 the dimensions re!uired for installation and interconnections with other e!uipment and materials5 clearances and spaces re!uired between various portions of e!uipment and any other information specifically re!uested" The . &/O'(*O&T'A*TO' shall submit to the &,-& ' for approval5 within the times named in the specification such drawings5 samples5 patterns and models as may be called for therein or as the &,-& ' may reasonably re!uire5 provided that the . &/O'( *O&T'A*TO' shall not be under any obligation to supply copies of shop drawings" %ithin a reasonable period after receiving such drawings5 samples5 patterns and models5 the &,-& ' shall signify his approval or otherwise" *opies of all drawings which re!uire to be approved by the &,-& ' shall be provided by the . &/O'( *O&T'A*TO'" The . &/O'( *O&T'A*TO' shall supply additional copies of approved drawings in accordance with the details set out in the 9Specification9" /rawings approved as above described shall not be departed from" The &,-& ' shall have the right at all reasonable times to inspect at the factory of the . &/O'(*O&T'A*TO' all drawings" The . &/O'(*O&T'A*TO' shall5 within the times named in the Specification5 provide drawings showing the manner in which the !uipment is to be affixed together with all information relating5 unless otherwise agreed5 only to the supply5 re!uired for preparing suitable foundations"

Any expenses resulting from an error or omission in or from delay in delivery of the drawings and information mentioned in para A"B of this Specification shall be borne by the . &/O'( *O&T'A*TO'" %ithin three weeks from the date of receipt of the Order or as specified in Section1*5 the . &/O'(*O&T'A*TO' shall submit copies of the list of all drawings he proposes to submit for approval identifying each by a serial number and descriptive title and giving the expected date of submission" This list shall be revised and extended5 as necessary5 during the progress of work" After the award of the *ontract5 the . &/O'(*O&T'A*TO' shall submit 7as per the /istribution Schedule enclosed with the specification $ copies of design calculations5 material specifications and detailed drawings as called for in the !uipment specification for the O%& '(P)'*+AS ' or the &,-& '9S review" The . &/O'(*O&T'A*TO' must satisfy the O%& '(P)'*+AS ' or the &,-& ' as to the validity of his design with reference to the re!uirements of Statutory *ode Authorities" /rawings submitted for approval shall be signed by responsible representatives of the . &/O'(*O&T'A*TO' and shall be to any one of the following si@es in accordance with -ndian Standards #Ao5 AA5 AC5 AD or A=" All drawings shall show the following particulars in the lower right hand corner in addition to the . &/O'9S(*O&T'A*TO'9S name# &ame of the P)'*+AS '" Project Title" Order &o"(*ontract &umber" Title of /rawing" Scale" /ate of /rawing" . &/O'9S(*O&T'A*TO'9S /rawing &umber" Space for the &,-& '9S drawing number"

-n addition to the information provided on drawings5 each drawing shall carry a revision number5 date of revision and brief details of revisions carried out" %herever any revision is carried out5 correspondingly revision number must be updated" All dimensions on drawings shall be in metric units5 unless otherwise specified" The O%& '(P)'*+AS ' or the &,-& ' will return to the . &/O' ( *O&T'A*TO' 7a$ one print stamped 9Approved9 or 7b$ one print stamped 9Approved with comments as noted95 or 7c$ one print marked with comments" -n the case of 7a$ no further submission of the drawings is re!uired" -n the case of 7b$ the . &/O' (*O&T'A*TO' shall correct his original /rawing to conform with comments of the O%& ' (Purchaser5 the &,-& ' and furnish the corrected drawings to the O%& ' ( P)'*+AS ' or the &,-& ' for the purpose of records" 7c$ -n the case of the . &/O' ( *O&T'A*TO' shall correct his original drawing to conform with comments and corrections of the O%& '( P)'*+AS ' or the &,-& ' and resubmit the drawings to the P)'*+AS '( &,-& ' within two 7C$ weeks after receipt of the marked1up print for approval" %hen the . &/O'(*O&T'A*TO' resubmits the drawing5 he should incorporate &,-& '9S drawing number which corresponds to the . &/O'9S(*O&T'A*TO'9S drawing number in the respective drawing" The &,-& '9S drawing number shall be used thereafter for all purpose of reference"

shall be at the risk of the . &/O'(*O&T'A*TO'" After print of any drawing has been returned 9Approved95 the . &/O'(*O&T'A*TO' may release all parts covered by the drawing5 for production" 1.1< *ompact discs where called for in the distribution schedule5 Section13 shall be submitted after the approval of drawings" )pon completion of the installation5 the . &/O'(*O&T'A*TO' shall furnish a complete set of drawings on *ompact discs as called for in the distribution schedule5 Section1315 or other parts of the specification on which the . &/O'(*O&T'A*TO' shall make in a neat and accurate manner5 a complete record of all changes and revisions to the original design5 as installed in the completed work" These drawings shall be submitted to the O%& '(P)'*+AS ' or the &,-& ' for records5 these become the property of the O%& '( P)'*+AS '"

The . &/O'(*O&T'A*TO' shall submit to the &,-& ' preliminary instruction manuals for all the !uipment5 covered under the 9*ontract9 as specified from the date of his acceptance of the Letter of Award" The final instruction manuals complete in all respects shall be submitted by the . &/O'(*O&T'A*TO' as specified" The instruction manuals shall contain full details and drawings of all the !uipment furnished5 the erection procedures5 testing procedures and operation and maintenance procedures of the !uipment" These instruction manuals shall be submitted as per distribution schedule in Section131of the Specification"

-f after the commissioning and initial operation of the Plant5 the instruction manuals re!uire any modifications(additions(changes5 the same shall be incorporated and the updated final instruction manuals shall be submitted by the . &/O'(*O&T'A*TO' to the O%& '(P)'*+AS ' as per distribution schedule in Section13 of the Specification" The Operating and 2aintenance -nstructions together with drawings 7other than shop drawings$ of the !uipment as completed5 shall be in sufficient detail to enable the O%& '(P)'*+AS ' to maintain5 dismantle5 reassemble and adjust all parts of the !uipment" They shall give a step by step procedure for all operations likely to be carried out during the life of the Plant( !uipment including erection5 commissioning5 testing5 operation5 maintenance5 dismantling and repair" ach manual shall also include a complete set of approved drawings together with performance(rating curves of the !uipment and test certificates wherever applicable" The ?*ontract9 shall not be considered to be completed for purposes of taking over until such instructions and drawings have been supplied to the O%& '( P)'*+AS '" A separate section of the manuals shall be devoted to each si@e(type of !uipment and shall contain a detailed description of construction and operation5 together with all relevant pamphlets5 drawings and a list of parts with procedure for ordering spares" 2aintenance instructions shall include checking5 testing and replacement procedures to be carried out daily5 weekly5 monthly and at longer intervals to ensure trouble1free operation" %here applicable5 fault location charts shall be included to facilitate finding the cause of mal1operation or breakdown" A collection of the 2A&)3A*T)' '9S standard leaflets will not be accepted5 to mean compliance of this clause" The manual shall be specifically compiled for the concerned Project" The . &/O'(*O&T'A*TO' shall submit as called for in the /istribution Schedule5 Section13 preliminary copies of -nstruction 2anuals for review and approval before issue of final copies" )nless otherwise specified5 three 7D$ copies of the final manual shall be mailed at the time of dispatch of !uipment and remaining shall accompany the !uipment"

GENERAL The Plant and !uipment covered by this *ontract shall be subjected to inspection and testing" The . &/O'(*O&T'A*TO' shall provide all services to establish and maintain !uality of workmanship in his %orks and that of his S)01. &/O'S(S)01*O&T'A*TO'S to ensure the mechanical accuracy of components5 compliance with drawings5 identification and acceptability of all materials5 parts and !uipment" The &,-& ' and(or his duly authori@ed representative shall have at all reasonable times access to the . &/O'9S(*O&T'A*TO'9S premises or %orks and shall have the power5 at all reasonable times to inspect and examine the materials and workmanship during manufacture and if part of the !uipment is being manufactured or assembled on other premises or %orks5 the . &/O'( *O&T'A*TO' shall obtain for the &,-& ' and for his duly authori@ed representative5 permission to inspect as if the !uipment were manufactured or assembled on the . &/O'9S( *O&T'A*TO'9S own premises or %orks" The minimum inspection re!uirements for all components( !uipment shall conform to the design and fabrication re!uirements as defined in the referenced *odes and Standards" The type of inspection shall be prescribed or agreed upon by the O%& '(P)'*+AS '5 and shall include5 if applicable5 inspection procedures prescribed by *odes and 'egulations recogni@ed by the ,overnmental Authority having jurisdiction over the installed goods" Approval or passing of any such inspection by the O%& '( P)'*+AS ' or his authori@ed representative 7the &,-& '$ shall not5 however5 prejudice the right of the O%& '(P)'*+AS ' to reject the Plant if it does not comply with the Specification when erected or give complete satisfaction in the service" The . &/O'(*O&T'A*TO' shall give the &,-& '(-&SP *TO' fifteen7AB$ days written notice of any material being ready for inspection and testing" Such inspection and tests shall be to the . &/O'9S( *O&T'A*TO'9S account except for the expenses of the -&SP *TO'" The &,-& '(-&SP *TO' unless the inspection of the tests is virtually waived5 shall attend such tests within fifteen 7AB$ days of the date on which the !uipment is notified as being ready for test( inspection failing
