IT Project Manager Workforce and Information Services Information Services Supervisor/Team Leader

ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: IT Projects Portfolio Manager Titles of Positions which report to the IT Project Manager are: Staff in project teams Contractors for which this position is responsible: Projects are staffed primarily by contractors and service providers. Business members may also be seconded to projects.

PRIMARY PURPOSE OF POSITION The primary purpose of the IT Project Manager is to plan, lead, monitor and manage the successful delivery of IT projects according to the Citys IT project methodology.

POSITION OBJECTIVES The objectives of the position are to: Create, develop and lead effective project teams Ensure projects are conducted according to the Citys methodology, policies and procedures. Deliver projects on time and budget which meet business requirements Ensure projects and the resultant systems are well documented Implement projects appropriately ensuring that there is effective business change management and that technical deployment is appropriate and documented. Work to City policy and procedures to deliver quality outcomes Be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity

POSITION ACCOUNTABILITIES Leads a team of staff, contractors and outsourced service providers to: o o o o o o o o Plan projects and secure necessary endorsement and approvals Ensure projects are appropriately resourced Establish and support project committees and working parties Analyse business requests and develop detailed requirements and specifications. Undertake appropriate procurement processes Acquire and configure appropriate solutions Implement solutions ensuring effective change management and technical deployment Produce and maintain all necessary and appropriate project documentation.

Plans and allocates work, sets priorities and deadlines and obtains adequate resources and manages progress to ensure IT projects are completed on time, within budget, according to standards and quality requirements and deliver facilities which meet client business needs. Provides technical and strategic advice and assistance to business clients in defining their business system needs and strategies, in line with ISU procedures and standards. Is responsible for establishing and managing relationships and contracts for project delivery. vendor and supplier

Ensures project documentation, plans and progress reports are accurate and up to date and creates updates and exception reports as necessary to ensure management have full information regarding project the statuses and issues . Provides secretariat services to project Steering Committees as well as providing progress reports to those committees. May be required to be on call and/or work outside of standard office hours. Ensure compliance with legislative, industrial and Council policy requirements and standards in the areas of Equal Employment Opportunity, Work Health, Safety, rehabilitation and Records Management.

WORK HEALTH & SAFETY RESPONSIBILITIES Supervisors/Team Leaders are responsible for the health and safety of all persons under their direction. As such they are responsible for assisting their managers in implementing the WHS Policy and Safety Management System (SMS) by: Inducting all new and transferred workers Implementing risk management activities Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Actively promoting consultation, WHS training and access to information to ensure safe work procedures are understood and followed Managing, implementing and advising workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Reporting hazards and any work-related injuries/illness as soon as practicable; taking reasonable care; and taking immediate steps to investigate and rectify any risk to health, safety and welfare.

AUTHORITY TO ACT The Project Manager will act under the general guidance of the IT Projects Portfolio Manager but will often be expected to act with considerable independence and initiative. The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury.

SELECTION CRITERIA Demonstrated and proven knowledge and experience in leading IT Projects in a substantial IT and business environment. Proven experience in IT project management, with a track record of on time and within budget project delivery. Relevant Tertiary qualifications, at degree level, and/or significant experience in IT project management positions. Experience in vendor management. Ability to verbally communicate clearly and effectively as well as proven ability to write appropriate and accurate documentation, memos and reports. Knowledge of business process re-engineering and change management and ability to implement process improvement programs. Demonstrated knowledge and hands-on experience managing applications development projects throughout the Systems development lifecycle.

Demonstrated experience in development methodologies, e-business technologies and applications, relational database development and management, programming tools and techniques. Experience in Microsoft technologies, .Net, SharePoint, SQL Server, Dynamics CRM Proven experience leading technical team establishing and updating IT infrastructure and systems software Demonstrate a commitment to Equal Employment Opportunity, Work Health and Safety and Cultural Diversity principles
