INVITATION FOR BIDS (IFB) INTERNATIONAL COMPETITIVE BIDDING 1.

The Himachal Pradesh Power Corporation Limited (HPPCL), Himfed Bhawan, Below old MLA Quarters, Panjri, Tutikandi, Shimla, Himachal Pradesh, India-171005 invites Bids for the construction of the works detailed in the table given below : Sr. No. 1. Construction of 5.00 m dia, D-shaped Head Race Tunnel (HRT) from RD 0.00 m to RD 11145 m complete in all respects for Sawra Kuddu Hydroelectric Project (111 MW) located in Distt. Shimla of Himachal Pradesh. Sub Head: Construction of Balance Work of HRT i.e. Underground Excavation of 1643 m, Concrete Lining of Overt 9057 m, Concrete Lining of Invert 10691 m, Support System in already excavated reach (wherever required), Steel Liner in 530 m tunnel length, 1 no. Inspection Gate etc.

International Competitive Bidding (ICB) will be conducted in accordance with Single- Stage: Two- Envelope procedure and is open to all eligible Bidders meeting the eligibility criteria as defined in Instructions to Bidders (ITB) of Bidding Documents. Bidders are advised to note the minimum qualification criteria to qualify for the consideration of the award of Contract. Bidding Documents may be purchased on any working day up to 5.00 P.M. from the office of General Manager (Contracts), HPPCL, Shanti Kutir, Kamna Nagar, Chakkar, Shimla, Himachal Pradesh, India- 171005 from 20-01-2014 to 07-03-2014 for a non-refundable fee of INR 15000/- (Rupees

fifteen thousand only) in the form of a crossed Demand Draft issued by any Nationalized/ Scheduled bank in India in favour of Himachal Pradesh Power Corporation Limited payable at Shimla. Interested Bidders may obtain further information at the same address. Bidding Documents requested by post will be dispatched by registered/ speed post on payment of an extra amount of INR 1000/- (Rupees one thousand) in India and INR 5000/(Rupees five thousand) outside India. The Employer will not be held responsible for the postal delay, if any, in the delivery of the Documents or non- receipt of the same. 4. A Pre-Bid meeting will be held on 12-02-2014 at 1200 hrs. in the office of undersigned to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Instruction to Bidders (ITB) of the Bidding Documents. Bids must be delivered at below mentioned address on or before 1400 hours, on 10-03-2014. If the office happens to be closed on account of National Holidays or any authorized closure notice, on the date of receipt of the Bids as specified, the Bids will be received on the next working day at the same time and venue. The Techno-Commercial Bids will be opened on the same day at 1500 hours in the presence of the Bidders who wish to attend. The Price Bids shall, however, not be opened on this day. Bids shall be entertained from only those Bidders who have purchased the Bid Documents as Individual or Joint Venture/ Consortium (JV/C) of firms/ companies etc. and submitted the Bids as the same entity. Bids must be accompanied by Bid Security of INR 10 (ten) million only in the shape as specified in the Bidding Documents. In case of the Bid submitted by the Joint Venture/ Consortium (JV/C) of two or more firms/ companies as partners:

the Lead Partner shall submit the Bid Security or each partner of the JV/Consortium shall submit the Bid Security as stipulated in the Bidding Documents. the Lead Partner of JV along with all partners shall submit a Joint Venture/ Consortium Agreement in original as per format given in Bid Documents wherein they shall be jointly and severally responsible for the performance of the Contract.

The HPPCL will not be responsible for costs or expenses incurred by Bidders in connection with the delivery or preparation of Bids. The Bid for the works shall remain open for acceptance for a period of 180 (one hundred eighty) days from the last date for submission of Bids. Employer reserves the right to cancel the Bidding process at any time before award of Work without assigning any reason (s) thereof.
