Territorial Battalion A Cooperative Drill Association for Living History and Historical Reenactment in the greater Trans-Mississippi Theatre of the American Civil War. Article I: (D !"#$AT"%$ & R A!%$' SECTION 1 - The name of this organi(ation shall )e the *+.!. Territorial ,attalion*. The organi(ation- thereafter called the .,attalion/- or *+!T,* is a )asic 0nion and a loose nit alliance of vario0s company level +nion "nfantry Reenactment organi(ations in and aro0nd the Trans-Mississippi Region. The Reason for the ,attalion- is to 0nite said +nion "nfantry Companies into a larger and more a0thentic f0ll time ,attalion style organi(ation. "n addition the ,attalion 1or2s to accommodate st0dent )ased programs )ringing yo0nger people into the Reenactment ho))y in a safe and ed0cational environment. SECTION 2 - The ,attalion- may adopt other 0nit or historical designations on a temporary )asis for specific events or impressions 1itho0t altering these )y-la1s. Article II: (3+R3%! ) SECTION 1 - The 30rpose of the ,attalion shall )e to form and re-create a )asic and scaled do1n version of a +.!. Civil War 4ederal "nfantry Regiment. To coordinate and act as a higher level military organi(ation and command str0ct0re for mem)er 0nits in order to participate in historical Living History- Reenactments- and ncampments. SECTION 2 - The ,attalion shall participate in vario0s events in and aro0nd the Department of the 4rontier- Trans-Mississippi theater- and5or other designated national level events. Article III: (%,6 CT"7 ' SECTION 1 - The +!T, is a )asic (non incorporated' non-profit historical organi(ation (Living History'. %ther than recompense for e8penses inc0rred in cond0cting normal )0siness- no individ0al or mem)er 0nit is permitted to profit from its activities. Those in positions of leadership are e8pected to declare a conflict of interest and e8c0se themselves prior to consideration of any matter ca0sing a potential or act0al conflict of interest. SECTION 2 - "t9s o):ective is to provide an a0thentic ;<th cent0ry army e8perience- and a )etter 0nderstanding of the +nion "nfantry soldier of the 4rontier and Trans Mississippi Theater=s d0ring the 1ar commonly 2no1n as the American Civil War (;>?;-;>?@'. This o):ective 1ill )e accomplished )yA 1.) 4ielding a )asic scaled do1n version of a +nion "nfantry ,attalion- that fields m0ltiple companies- and allo1s each mem)er to feel li2e they are serving as part of an act0al Civil War Regiment- and not :0st part of an independent company. 2.) "mproving the 2no1ledge and 0nderstanding of its mem)ers )y the sharing of research- doc0mentation- and historical items of interest. 3.) 3resenting Acc0rate and a0thentic .living history/ demonstrations at ncampments!2irmishes- 3reservation Marches- ,attle Re-enactment=s- and other appropriate events in and aro0nd the )asic Trans-Mississippi region.

4.) #iving a home organi(ation to )e a part of and to fall in 1ith at national and large scale regional level events for ed0cational st0dent 0nits 1ho need affiliation for large scale participation. 5.) Honoring the valor and sacrifice of o0r ancestors )y doing it historically correct to the )est of o0r a)ilities- and giving an a0thentic impression to not only o0rselves- )0t to all 1ho see 0s. Article IV: (D 4"$"T"%$ "$ H%,,B) SECTION 1 - The +!T,- 1ill largely )e considered )y most as a 3rogressive Reenacting organi(ation. This 1ill typically )e )eca0se the )attalion 1ill modify its camping arrangement and 0niform impression for the needs of events. When events reC0ire encampment the )attalion 1ill normally 0se tents laid o0t in company streets and maintained )y military standards. vents reC0iring the ,attalion to camp campaign style 1ith no tents 1hen acc0rate are a possi)ility. The ,attalion also 1ill not reg0late a0thenticity to a scale that is considered to )e completely hard core )0t still paying attention to proper 1ear and 0se of impression eC0ipment and clothing. Assisting 1ith improvement and instr0cting 1ill improve a0thenticity more than lect0res or stitch co0nts. "f a mem)er 0nit has a fairly good loo2 and a historically correct impression- then the ,attalion 1ill not have any iss0e or ma:or concerns. Ho1ever the +!T,- 1ill maintain the official attit0de of trying to find a proper )alance )et1een progressive and mainstream re-enacting. "t 1ill strive to )ecome the most a0thentic )attalion as possi)le 1itho0t alienating its mem)er 0nits d0e to a0thenticity )ecoming too stringent. At the same time the +!T, 1ill )e a )attalion of scholars- that strives to perform o0r field d0ties acc0rately- and 1ill ta2e an active infl0ence in enco0raging its mem)er 0nits to research their impressions- and strive for a higher level of a0thenticity. Therefore officially- the +!T,- 1ill consider itself a *3rogressive d0cation* type of organi(ation. Article V: (%R#A$"DAT"%$) SECTION 1 - The +!T, is an "nfantry ,attalion- and its )asic organi(ation shall )e organi(ed as s0ch- 1ith 1hat ever mem)er 0nits that may )elong to the )attalion. The +!T, as a )attalion is to )e made 0p primarily of m0ltiple "nfantry companies- and mem)er 0nits 1ill )e assigned to and5or as companies to the ,attalion- depending on mem)ership strength- and the a)ility to field n0m)ers. SECTION 2 - At )attalion events- "nfantry +nits fielding at least ;E Rifles or more- 1ill )e g0aranteed separate Company stat0s and 1ill )e allo1ed to march as a stand alone company. The definition of n0m)er of Rifles is the n0m)er of Corporals and 3rivates in the ran2s- and not co0nting the n0m)er of !ergeants and %fficers. Mem)er 0nits fielding a detachment of less then ;E Rifles shall )e attached and5or temporarily Consolidated 1ith standing Companies- or formed 1ith other detachments to form a 3rovisional ;E Rifle or more Company. SECTION 3 - The ,attalion Commander shall appoint- approve or determine the Company Commander=s of Com)ined and5or 3rovisional Companies for any official )attalion level event. Com)ined and 3rovisional Companies 1ill generally )e allo1ed to 1or2 o0t its additional ran2 str0ct0re on its o1n and sho0ld )e one that is agreea)le to all 0nits5detachments involved. Ho1ever- on occasion if potential conflict co0ld arise- the

,attalion Commander might iss0e orders detailing 1hich 0nits5detachments 1ill provide partic0lar ran2 positions for the com)ined company at said events. SECTION 4 - ach Company of the ,attalion sho0ld ins0re that its ran2 str0ct0re is that of a proper ratio to reflect its si(e 1hile at )attalion level events. The ,attalion e8pects a common sense approach from its mem)er 0nits on this. Those holding ran2 sho0ld al1ays )e prepared to drop their respective ran2s and fall into the ran2s as privates. This 1o0ld of co0rse )e to help o0t their respective companies and the ,attalion as a 1hole. Those 0nits 1ith larger n0m)ers 1ill of co0rse receive priority on ran2s in the field. SECTION 5 - The +!T, as a ,attalion 1ill al1ays field a minim0m of F Companies. Ho1ever the goal of the ,attalion sho0ld )e to strive for at least G to @ Companies at any given event. "f the ,attalion can not for some reason field at least F companies- then it may consolidate all detachments and form a single consolidated company- and serve 1ith 1hat ever reenactment organi(ations that may )e present. "f this happens then the said consolidated company 1ill serve as a Detachment from the Territorial ,attalion. SECTION 6 - The ,attalion 1ill )e mostly "nfantry. Ho1ever it may have attached to its organi(ation- a ,attalion Hospital- a single ,attery of Artillery- and possi)ly a detachment of ngineers. These said organi(ations 1ill )e organi(ed into an a0thentic manner- 1hich 1ill properly reflect s0ch organi(ations historically correct. There shall )e no Cavalry (Mo0nted or Dismo0nted' organi(ations 1ithin the ,attalion. The only horses allo1ed- 1ill )e for ,attalion staff and5or Co0riers as needed. SECTION - The +!T, at minim0m 1ill fly at least ; flag and 1ill field some type of appropriate Color g0ard at any given event that the ,attalion Commander directs. The flag that shall )e 0sed 1ill )e the ,attalion=s $ational Color (!tars and !tripes'- and 1ill ideally )e a standard design 1itho0t any type of designation or )attle honors 0pon it. "t m0st )e a0thentic in design and material for a proper ;<th cent0ry army infantry flag of the Civil War era. When the ,attalion is a)le to sec0re its Fnd flag and )attalion t0rno0t 1arrants the 0se of it- then 0pon direction of the ,attalion Commander it may also )e flo1n alongside the national colors. This flag shall )e the ,attalion=s Regimental Color and it shall )e patterned after a standard dar2 )l0e army infantry flag 1ith the national eagle and a scroll 1ith the Territorial ,attalion designation painted on it. +ntil s0ch time as permanent flags can )e sec0red the ,attalion Commander may direct flags of Mem)er +nits to )e 0sed on a rotating )asis as he deems appropriate. 40rther more !pecial impression flags may )e flo1n for specific events and impressions as needed- 1itho0t altering these )y-la1s. %nly the )attalion flags may )e flo1n at any given event- and no individ0al companies may fly flags in their company streets or 1hile in formation 0nless )eing 0sed as the ,attalions colors for the said event. Article VI: (M M, R!H"3) SECTION 1 - Mem)ership in the +!T, is )y 0nits- and there shall )e no individ0al mem)erships in the ,attalion. All individ0als 1ho are mem)ers in good standing of a mem)er 0nit- shall also )e considered mem)ers of the ,attalion. Mem)er +nits shall1ith-in the a0thenticity and safety reg0lations of the +!T,- esta)lish their o1n mem)ership reC0irements.

SECTION 2 - +nits that field a stand alone company- and 1ho have attended at least one ,attalion event 1hile serving as part of the +!T, d0ring the last ;F months shall )e considered active mem)er 0nits of the ,attalion. +nits that fail to attend at least ; ,attalion event in stand alone company strength- )0t 1ho field a detachment of at least > rifles to one regional ,attalion event and ; ma8im0m effort ,attalion event in the last ;F months shall )e considered active mem)er 0nits. +nits 1ho on average send some type of smaller detachment of less then > rifles or troops to a ma:ority of )attalion events 1ill )e considered associate 0nits 0ntil s0ch time as they field as a stand alone company. +nits that completely fail to participate 1ith the )attalion as prescri)ed a)ove shall consider their active mem)ership 1ith the +!T, in :eopardy- and 1ill li2ely lose their active mem)ership. These 0nits 1ill )e revie1ed )y the ,attalion Congress- 1hich 1ill ma2e a recommendation to the )attalion commander on the said 0nits contin0ed stat0s 1ith-in the )attalion. These 0nits- if recommended to )e dropped from active mem)ership- may ho1ever- remain as affiliate mem)ers- )0t 1ith no voting rights. They may petition the ,attalion for re-admission 0nder g0idelines as stip0lated )y the ,attalion Congress. SECTION 3 - $e1 +nits 1ho 1ish to :oin the )attalion- m0st apply in 1riting to the )attalion- and m0st )e 1illing to prescri)e to these )y-la1s. They m0st )e sponsored )y a mem)er 0nit and m0st serve a pro)ationary stat0s of ; year or F f0ll )attalion events1hich ever may come first and 1ill consist of limited voting rights. $e1 0nits m0st also )e accepted )y the ,attalion Congress 1ith a ma:ority vote. The +!T, may esta)lish a )asic set of additional g0idelines for ne1 0nits 1ishing to :oin the )attalion. SECTION 4 - The +!T, is a Western ,attalion- and its mem)er 0nits need to reflect that in there impressions and home designations. +nits m0st reside in a state that is in the Trans-Mississippi Theatre. "n addition said 0nits m0st have a home designation of an act0al 1estern 0nit- 1hich served in the 4rontier and5or Trans Mississippi Theaters of the 1ar. ast Coast designations 1ill only )e allo1ed if proven to have served in the a)ove mentioned theater of operations at one point d0ring the 1ar. +nits 1ho can not meet these g0idelines or 1ho 1ish not to )e f0ll mem)er 0nits- )0t rather 1ish to )e friends of the +!T, can apply to )e accepted as 4riends of the Territorial ,attalion (Which is a form of associate or provisional mem)ership'- and from time to time- )e allo1ed to march 1ith the )attalion as a 3rovisional company. !pecialty impressions- s0ch as Do0ave=s- sharpshooters- and other type of non traditional 0nits 1o0ld )e 1ill generally not )e allo1ed. !pecialist "mpressions appropriate for the 4rontier theater impression and +!T, events can C0alify for mem)ership as stated previo0sly. +nits 1ith 0niC0e themed impressions sho0ld 0nderstand that some events may precl0de their favored impression. Article VII: (,ATTAL"%$ C%$#R !!) SECTION 1 - All )0siness of the ,attalion shall )e cond0cted )y a ma:ority vote of the ,attalion Congress 1ith the colonel having the deciding vote in case of a tie. ach mem)er 0nit 1ill )e allo1ed one seat in the ,attalion Congress- and each Company Commander 1ill )e considered as each home 0nits mem)er of the )attalion congress (0nless that mem)er 0nit9s reC0est- someone else in their 0nit )e elected and allo1ed to serve'.

The ,attalion Congress serves as the representative governing )ody of the ,attalion. "n most instances each mem)er of the )attalion congress- 1ill ta2e any C0estions or iss0es )ac2 to their respective companies for consideration and a vote and 1ill ret0rn 1ith the mem)er 0nits decision and cast a vote as decided )y the home 0nit. %r if they 2no1 1hat their 0nit 1ill 1ant or decide- they may cast a vote on )ehalf of the 0nit. ,0t each mem)er 0nit in good standing is allo1ed ; vote on any iss0e or vote held. SECTION 2 - The election of ,attalion Commander- +!T, event selection- a0thenticity iss0eHs- safety reg0lations- and any amendments to these )y-La1s shall )e done in 1riting and )y mail or e-mail- thro0gh the mem)ers of the ,attalion congress- so all mem)er 0nits can participate SECTION 3 - Any Mem)er +nit or individ0al may in 1riting propose to the ,attalion Ad:0tant events for consideration as +!T, events. The Ad:0tant 1ill present the proposal to the ,attalion congress. These events sho0ld )e proposed as far in advance of the event as possi)le in order to allo1 for dissemination of information and for the voting to ta2e place. SECTION 4 - "n the event a special meeting needs to )e called to cond0ct )0siness of an 0rgent matter in 1hich )y 0sing the normal mailing process 1o0ld )e impractical- the )attalion commander may call for s0ch a meeting. The ,attalion Commander may also designate an event to )e the site of said special meetings as a ma:ority of 0nit representatives 1ill )e present. SECTION 5 - A C0or0m m0st )e met )efore any )0siness can ta2e place- other1ise it shall )e considered a meeting for disc0ssion. +nit Commanders or Representatives may designate in 1riting a pro8y for events or special meetings they are 0na)le to attend. The Ad:0tant shall receive all pro8ies to )e delivered to the mem)ership for any vote. "n any vote each 0nit in good standing is entitled to a single vote )ased on participation as stated in Article ? - !ection ;. The Ad:0tant is e8pected to 2eep records of events attended to incl0de the n0m)er fielded )y 1hat Companies. A copy 1ill )e 2ept on file- and for1arded to the ,attalion Commander periodically. Article VIII: (4" LD %44"C R!) SECTION 1 - The ,attalion shall )e commanded )y a ,attalion Commander 1hose ran2 shall )e that of Ma:or- Lt. Colonel- or Colonel depending on the si(e of the )attalion at the event. The availa)ility of other field staff positions shall largely depend on the n0m)er of Mem)er +nits- and the n0m)er of Companies )eing fielded on average at +!T, events as descri)ed )elo1I F -G Companies -------- ,attalion Commander fields as Ma:or 1ith Ad:0tant and5or !ergeant Ma:or E -? Companies -------- ,attalion Commander fields as Lie0tenant Colonel- 1ith a Ma:orAd:0tant -and5or !ergeant Ma:or J Companies K --------- ,attalion Commander fields as Colonel- 1ith a Lie0tenant Colonel- Ma:or- Ad:0tant - !ergeant Ma:or- and a f0ll ,attalion !taff.

SECTION 2 - The ,attalion Commander shall )e elected for a t1o year term in $ovem)er )y a ma:ority vote of the ,attalion Congress. Any individ0al 1ho is a mem)er in good standing of a mem)er 0nit (for at least ; year'- and 1ho has actively participated 1ith the ,attalion is eligi)le to file for this position. The candidate9s home 0nit is reC0ired to have )een in attendance and s0pported the ,attalion over the last year on ma8im0m efforts- incl0ding the last ,attalion event in company strength. The filing deadline shall )e the GLth of !eptem)er of said year. SECTION 3 - "n the event that the d0ly elected ,attalion Commander (for 1hat ever reason' cannot f0lfill his term- he 1ill appoint the ne8t senior field staff officer c0rrently availa)le to serve as an interim ,attalion Commander. The Lie0t. Colonel or Ma:or 1ill serve the remainder of the term at the respective ran2. "f no field !taff %fficers are availa)le at the time the )attalion commander steps do1nthen the senior Captain 1ill )e appointed to serve as interim ,attalion Commander at the ran2 of Captain. The "nterim ,attalion Commander may serve o0t the )alance of the term at his respective ran2- or reC0est that a special election )e held in accordance 1ith proced0res o0tlined in Article J. Appropriate notification m0st )e provided to the mem)ers of the ,attalion to allo1 interested parties to file for the position. SECTION 4 - The ,attalion Commander shall act as the Chief 8ec0tive %fficer for the ,attalion- and shall )e its spo2esman in dealing 1ith event sponsors- any type of ,rigade or Division level organi(ations- and of co0rse to Confederate 0nits. "n the fieldthe ,attalion Commander- shall command the ,attalion. He shall- thro0gh his staffinform all 0nit commanders of proposed ,attalion events- and s0pervise elections to select ,attalion events. He shall correspond 1ith event sponsors and see to the registration of the ,attalion for events. He shall preside at meetings of the ,attalion Congress- )0t shall cast no vote e8cept in case of a tie. SECTION 5 - "n the event the ,attalion Commander is 0na)le to attend an event- he shall appoint the ne8t senior officer to command as an acting ,attalion Commander (at that persons respective ran2' for the d0ration of event in C0estion. "f +!T, field staff is not a)le to )e at an event- then the ,attalion sho0ld fall 0nder the command of the senior Captain- 1ho 1ill command the ,attalion as s0ch. There 1ill )e $o ,revet promotions to Ma:or and a)ove- 0nless a0thori(ed )y the ,attalion Congress. SECTION 6 - The ,attalion Commander shall appoint his staff- consisting of the ,attalion Ad:0tant- !ergeant Ma:or- and as many Aid de Camps as he deems necessary for the cond0ct of ,attalion )0siness and field operations. They serve at the pleas0re of the Colonel and can )e released )y him at any time. SECTION - "f there is availa)le- the other field staff ran2s of Ma:or or Lie0tenant Colonel- then those positions 1ill )e nominated )y the ,attalion Commander and presented to the ,attalion Congress to )e voted 0pon and confirmed or declined )y that )ody of organi(ation. 40rthermore- if another mem)er- is interested in r0nning for s0ch positions- and 1ho has not )een nominated )y the ,attalion Commander- then said person- can still file to r0n for said positions- and )e incl0ded on the agenda- for the ,attalion Congress to vote on. The vote and 0ltimate decision of the ,attalion Congress shall determine 1ho 1ill hold these positions- as availa)le. "f no interested parties file to r0n for said position- and if the

,attalion Commanders nominations are declined )y the ,attalion Congress- then the ,attalion Commander 1ill )e free to ma2e additional nominations- 0ntil s0ch time as the ,attalion Congress gives a vote of confirmation. SECTION ! - %ther specialty impressions- s0ch as ,attalion !0rgeon- ,attalion Chaplain- Color !ergeant and s0ch 1ill largely )e appointed )y the ,attalion Commander. SECTION " - The ,attalion Commander shall la)or to ens0re that the )attalion staff is trained- and 2no1ledgea)le in their d0ties and he 1ill s0pervise them- and ens0re that they are doing their :o)s. This incl0des the ran2s of Ma:or and Lie0tenant Colonel ("f s0ch positions are availa)le'- !0rgeon- Chaplain- and ,attery Commander of the ,attalion=s Artillery ,attery. These positions may )e e8panded as the sit0ation demands. SECTION 1# - The ,attalion Ad:0tant- shall 2eep and p0)lish the ,attalion !ched0le and comm0nicate the orders of the ,attalion Commander. The Ad:0tant 1ith the conc0rrence of the ,attalion Commander 1ill spea2 to the +!T,. He may in the a)sence of the ,attalion Commander sign and iss0e necessary orders as needed for ,attalion f0nctions. %rders iss0ed )y the ,attalion Ad:0tant- in the name of the ,attalion Commander shall )e received as if iss0ed )y the ,attalion Commander himself. The Ad:0tant shall attend all officers calls 1ith the commander to 2eep notes and 1ill 2eep notes of the ,attalion Congress meetings- organi(e and s0pervise ,attalion formations. The Ad:0tant of the )attalion is not a standing mem)er of the ,attalion Congress )0t is to )e present at any ,attalion Congress meeting held. He is toact as the !ecretary and 1ill 2eep a record of any meetings. He 1ill p0)lish meeting notes (+nless directed not to do so' and 1ill 2eep all meeting notes on file. "n addition- the Ad:0tant receives items to )e disc0ssed and prepares a meeting agenda )efore any meeting is to ta2e place. The ,attalion Ad:0tant shall hold the ran2 of ;st Lie0tenant- )0t on occasion may hold the ran2 of Captain at the ,attalion Commander9s discretion. Article I$: (M T"$#! & L CT"%$!) SECTION 1 - Reg0lar meetings of the ,attalion Congress are to )e held 1hen possi)le and are for the p0rpose of selecting events- determining 0nit mem)ership stat0s- adopting a0thenticity and safety reg0lations- considering amendments to the )yla1s- or other items of normal )0siness other than elections. They may )e held either in person- )y email- or conference call. Reg0lar )attalion meetings 1hen held sho0ld have a C0or0m consisting of a ma:ority of the 0nit representatives )eing reC0ired. +nit commanders may designate pro8ies for those meetings they are 0na)le to attend. SECTION 2 - 4or any ,attalion elections The Ad:0tant receives candidate filings and prepares and distri)0tes the )allot. He receives )allots and presents election res0lts to the ,attalion commander and the ,attalion Congress for certification and p0)lishes the res0lts to the ,attalion. lections are held )y mail- phone- fa8 or email so that all mem)ers of the ,attalion Congress can participate. SECTION 1 - A0thenticity is a 6o0rney- not a Destination. "t is ass0med and e8pected that each mem)er 0nit- shall set its o1n standards regarding )asic A0thenticity in their ran2s. Ho1ever- the ,attalion Congress may )y a ma:ority vote esta)lish a0thenticity g0idelines- recommendations- and5or reg0lations for the entire ,attalion. 3roposals for s0ch g0idelines may )e proposed at any ,attalion event or )y mail to the Ad:0tant. 7oting on any proposal shall )e done )y mail- giving all eligi)le 0nits the opport0nity to vote. SECTION 2 - The ,attalion commander shall have company commanders cond0ct an a0thenticity inspection at the )eginning of each event. ,ased 0pon their recommendations- the ,attalion Congress representatives present may vote to )ar individ0als and5or 0nits from participation 1ith the ,attalion if they are fo0nd not to conform to minim0m standards. "ndivid0als or 0nits so )arred shall not )e given credit in t0rning o0t in s0pport of the ,attalion. Article $I: (!A4 TB) SECTION 1 - ach Mem)er 0nit shall follo1 a common sense approach as regarding safety in the ran2sI ho1ever the ,attalion may impose specific g0idelines it 1ishes to follo1. "n addition the ,attalion Congress may )y a ma:ority vote- esta)lish safety reg0lations for the entire ,attalion. 3roposals for s0ch reg0lations may )e made )y any individ0al of a mem)er 0nit and may )e proposed at any ,attalion event or )y mail to the ,attalion Ad:0tant. 7oting on any proposal shall )e done )y mail- thro0gh the )attalion congress- giving mem)er 0nits the opport0nity to vote. SECTION 2 - The ,attalion Commander shall ca0se Company Commanders and5or the ,attalion to hold a0thenticity and safety inspections at the )eginning of each ,attalion event. ,ased on their recommendations- the ,attalion Commander and5or the ,attalion Congress (those 1ho are present'- may vote to )ar any individ0als and5or 0nits from participating 1ith the )attalion if they are fo0nd not to conform to minim0m standards. "ndivid0al50nits so )arred shall not )e co0nted in determining 0nit participation stat0s. The ,attalion Commander- may iss0e standing orders o0tlining safety or a0thenticity concerns not covered )y the )yla1s or its amendments. The ,attalion Commander may also iss0e an e8ec0tive order 1hich 1ill )e enforced 0ntil s0ch time as that the ,attalion Congress can meet and accept it or over ride this 1ith a veto. SECTION 3 - A ,attalion !afety %fficer 1ill )e appointed )y the ,attalion Commander. This 1ill )e an additional d0ty of one of the normal field staff officers- Aid de camps- or ,attalion $C%=s. This individ0al 1ill )e doing e8tra d0ty- as the !afety %fficer=s position- and 1ill not )e a separate officer9s position. "f in the event that the a)ove mentioned positions are 0navaila)le or 0na)le to )e 0sed for an appointment to ,attalion !afety %fficer- then the ,attalion Commander can appoint a Company Commander or a Lie0tenant from one of the companies to )e !afety %fficer. Article $II: (H"#H R L 7 L M M, R!H"3) SECTION 1 - "f and 1hen the +!T,- :oins any type of larger affiliation- s0ch as a ,rigade- Division- or Army level organi(ation- then this move 1ill need to )e approved

)y the ,attalion Congress 1ith a simple ma:ority vote of the Mem)er 0nits. Any s0ch mem)ership 1ill have to follo1 the follo1ing minim0m g0idelines as descri)ed in the follo1ing !ections of this article. SECTION 2 - "n order for the +!T, to :oin a larger organi(ation s0ch as a ,rigadeDivision- or Army- then said organi(ation m0st )e organi(ed in an a0thentic and )elieva)le 1ay for that level of organi(ation. SECTION 3 - The +!T, 1ill never :oin any higher level organi(ation that reC0ires mem)er companies of the ,attalion to :oin its organi(ation separately. The +!T, :oins as a ,attalion and leaves as a ,attalion of any organi(ation as decided )y the mem)er 0nits and the vote of the ,attalion Congress. SECTION 4 - The +!T, m0st )e recogni(ed as a separate and stand alone ,attalion organi(ation- 1ith its o1n )y-la1s- ran2 str0ct0re- and internal organi(ation )eing left alone. "n addition the +!T, also m0st have the right to display its o1n Colorsif a)le to field a stand alone )attalion. SECTION 5 - $o higher level organi(ation 1ill have a say in the +!T,=s internal organi(ation- ran2 str0ct0re- and5or the choosing of its leaders- or iss0e any type of directive that 1o0ld force the +!T, to violate these ,y-La1s or the )asic organi(ation of the ,attalion. The ,attalion is a mem)er of that organi(ation as a mem)er ,attalion- and not individ0al mem)er companies. Mem)er 0nits of the +!T, can not )e reC0ired to :oin a higher level organi(ation individ0ally in order for the +!T, to )ecome a mem)er ,attalion. SECTION 6 - "f the +!T, as a ,attalion can not m0ster eno0gh companies at an event in 1hich it )elongs to a larger organi(ation- then the +!T, (as a 1hole' may Consolidate temporally into ; or F companies- and com)ine 1ith another ,attalion- as a detachment of the Territorial ,attalion. "f this ta2es place then it m0st )e a fair Consolidation- and all +!T, companies m0st )e 2ept intact. 40rthermore the +!T, commander m0st )e allo1ed to serve in that ,attalions field and !taff 1ith a red0ced ran2- )0t one 1hich still gives the +!T, leadership and fair representation. !aid organi(ation that the +!T, is serving 1ith m0st also give the +!T, proper detachment recognition. SECTION - "n no 1ay can any detachment of the +!T, )e )ro2en 0p and distri)0ted amongst other companies and5or )attalions- of any other ,attalion or ,rigade to strengthen other 0nits. The +!T, serves together as a 1hole. Article $III: (TH"$#! %4 M"!CALLA$B' SECTION 1 - At any event- that is not an official +!T, event- )0t 1hich there are m0ltiple mem)er 0nits of the )attalion in attendance- then those 0nits sho0ld see2 o0t fello1 +!T, 0nits- and )and together in some type of detachment organi(ation of the Territorial ,attalion. The senior %fficer sho0ld ta2e command- and lead the detachment for the said event or 1ee2end. After the event is concl0ded- then said officer 1ill s0)mit an after action reports to ,attalion HeadC0arters. 40rther more- individ0al mem)er 0nits- are enco0raged to s0)mit After Action Reports to the ,attalion Ad:0tantat the concl0sion of individ0al company events- in 1hich they may participate in. SECTION 2 - The +!T,- as a ,attalion- has a responsi)ility to its mem)er 0nits- and 1ill ta2e an active part- and actively enco0rage recr0iting for each of its mem)er 0nits. 3otential recr0its 1ill )e referred to mem)er 0nits 1hen discovered )y s0ch so0rces li2e

the internet- or thro0gh ,attalion recr0iting efforts- and if the recr0it resides in the home region of any said mem)er company. SECTION 3 - The +!T,- 1ill strive to have at least F or G MAM 44%RT events each year. Ho1ever- the +!T, 1ill rarely have more then G events in a year9s time 0nless special circ0mstances dictate a necessity to do so. Additional events not listed as Ma8im0m ffort- 1ill )e considered- and listed as either !anctioned events or listed events for the information of mem)er 0nits. Article $IV: (AM $DM $T! & RAT"4"CAT"%$) SECTION 1 - Amendments to these ,y-La1s may )e proposed )y any mem)er 0nit of the ,attalion in 1riting to the Ad:0tant and shall )e ratified )y a simple ma:ority of all mem)er 0nits via mail )allot. "n the event that an amendment is proposed at a special meeting- the amendment 1ill )e considered approved if it receives a simple ma:ority of 0nit representatives at said special meeting.
