The British Embassy is committed to increasing respect for human

security. The Grassroots Development Programme aims to pursue
these goals through strengthening civil society, including facilitat-
ing networking opportunities, upgrading skills and providing fund-
ing towards sustainable approaches.

The funding cycle of the Grassroots Development Programme is
based on the British nancial year (April 1st to March 31st). We
aim to make decisions on funding at least three times in each year,
in May, August and November (although subject to change).

To improve the food and livelihood security of poor and vulnerable
people in Myanmar.
LIFT currently has a Learning and Innovation funding window
that is open. Projects that meet any of the following outputs can be
submitted to the LIFT fund as a concept note on a rolling basis.
1. Increase agricultural production and incomes through improved
production and post-harvest technologies, improved access to in-
puts and markets. (Agriculture includes eld and horticultural
crops, livestock, farm forestry, aquaculture, and inputs include
credit)
2. Targeted households supported in non-agricultural livelihood
activities and/or trained in livelihood skills for employment. (In-
cludes credit to non-agricultural activities and marketing support.
Non-agricultural includes wild capture shery)
3. Effective social protection measures that increase the incomes,
enhance the livelihood opportunities or protect livelihoods assets
of chronically poor households.
4. Sustainable natural resource management and environmental
rehabilitation supported to protect local livelihoods.
5. Local capacity strengthened to support and promote food and
livelihoods security for the poor.
6. Monitoring and evaluation evidence and commissioned studies
used to inform programme and policy development.

Currently, LIFT works in the rural areas of Ayeyarwady Delta, the
Dry Zone and Chin, Kachin, Shan, Rakhine States.
The LIFT Donor Consortium and LIFT Fund Board have agreed
to establish a new LIFT funding envelope called the Innovation
and Learning Window. The funding window will make resources
available separately from formal funding rounds. Applications can
be received on an on-going basis.
Objective:
The Innovation and Learning Window will support innovation &
learning across all of LIFTs output areas.
Application procedures:
In order to simplify the application process, LIFT encourages ap-
plicants to submit a concept note with a budget attached for this
funding window. If the concept meets the criteria that have been
set out by the LIFT Fund Board, applicants will be invited to sub-
mit a more detailed proposal.
Who can apply:
The LIFT Innovation and Learning Window is open to specialized
UN agencies, international NGOs, local NGOs, professional asso-
ciations and community based organizations authorized to operate
in Myanmar, and, where appropriate and possible, local civilian
administrations.

Pyoe Pin is a Programme that supports local organisations and in-
dividuals to work cooperatively to address the needs and aspira-
tions of Myanmar people. The Programme focuses on issues that
are of concern to a range of different actors that have different
social and economic interests. Through these coalitions of interest
that include civil society groups, individuals, and the private sec-
tor, the Programme aims to undertake activities that contribute to
furthering the future basis for democratic and accountable gover-
nance within Myanmar.

sion, environment, economy and rule of law.

To restore and improve the living conditions and reduce vulner-
ability of people at risk.
Project Type 1 : Access to and quality of social infrastructure and
networks among vulnerable communities in the Ayeyarwady delta, in
Eastern Myanmar.
Description: : Reconstruction of schools/storm shelters in Nargis af-
fected area in delta including water and sanitation facilities. Benecia-
ries are sensitized towards increased disaster preparedness and have
access to safe buildings in case of emergency.
Construct Primary Schools and Rural Sub Health Centres in Mon and
Kayin State, South Eastern part of Myanmar. Sensitize and train of
national staff on protection skills and conict sensitive programme
management.
Project Type 2 : Food and livelihood security of IDPs, host commu-
nities and ex-poppy farmers in Eastern Myanmar are improved
Description: : Improve livelihood resilience and health of uprooted
people through access to safe drinking water & sanitation in Kayah
State.
Ex-poppy farmers in Kokang area apply improved food crop produc-
tion techniques. Improve value chain associated tea drying, processing
and marketing.
Donor Trust Funding to LIFT to improve food and livelihood security
of the poorest and most vulnerable populations in urban rural areas.
Multilateral funding to WFP to respond to food insecurity and en-
hance vulnerable households resilience and coping capacity through
food assistance.

Guidelines for Submitting Applications to the Small Grants Program
The Small Grants Program seeks to help the people of Myanmar by supporting local organizations
that identify, respond to, and advocate for the needs of their communities.

All types of projects will be considered, but a successful grant application will include the follow-
ing:
A clearly dened need that takes into account the input of local people;
Focused objectives, a detailed work plan, and a clear timeline;
Broad participation in the community;
Networking and advocacy activities;
Monitoring and evaluation activities that include community feedback;
An indication of the long-term impact of the project;
A reasonable budget (Average grant size is $10,000. Cost-sharing is viewed favorably).
Please note that charitable donations are outside the scope of this program. As a general rule,
grants are not for infrastructure projects; however, exceptions may be made if the program also in-
cludes compelling activities that build the capacity of local organizations and promote their broader
integration into society.
Applications are accepted at any time, but will be reviewed four times a year, on the 15th of Feb-
ruary, May, August and November. A committee reviews all applications, and successful applicants
will be notied approximately one month after the application deadline. Funding is usually available
a short time after that. Please keep these dates in mind when planning your projects.
An application form and detailed budget appendix are attached. Please answer each question as
best as you can in the space provided. Additional pages may be used, but we prefer concise applica-
tions. We are happy to answer any questions about the application process, but we cannot offer advice
about your specic proposal. We prefer to receive questions and completed applications by email at
