STANDARD PRACTICE

NATIONAL OCCUPATIONAL SKILLS STANDARD (NOSS) FOR; THREE PHASE ELECTRICAL INSTALLATION & MAINTENANCE LEVEL 3
1. INTRODUCTION This is a reviewed NOSS developed for the Electrical Installation & Maintenance area under the Electrical Sector. Based on the 3 rd Industrial Master Plan and The Tenth Malaysian Plan direction the need for s!illed personnel fro" the Electrical Industry is in #reat de"and. The Electrical sector can $e defined as dealin# with electrically powered "achine or vehicles. It also is related to producin# products or those operated $y electricity. Electrical products are cate#orised into three su$% sectors na"ely industrial e&uip"ent electrical co"ponents and household appliances. Manufacturin# activities in the electrical industry have evolved fro" "ere asse"$ly to desi#n and develop"ent of co"ponents and hi#h end products of forei#n $rands includin# '&( desi#n and "ar!etin# of local $rands for the re#ional and #lo$al "ar!ets. The Malaysian Ener#y )o""ission was created pursuant to the Malaysian Ener#y )o""ission *ct +,--./ as a new re#ulator for the ener#y industry in Malaysia. This law was pass to fulfill the need to re#ulate an increasin#ly ener#y industry. In 0anuary ,--, the Ener#y )o""ission also e"powered to re#ulate enforce and pro"ote all "atters related to the electricity and #as supply industry within the scope of the le#islation provided $y the Electricity Supply *ct .11- 2as Supply *ct .113 Electricity Supply 'e#ulations .113 2as Supply 'e#ulations .114 and 5icensee Supply 'e#ulations .11-. These functions previously were underta!en $y the for"er (epart"ent of Electricity and 2as Supply +0BE2/. This NOSS is developed focusin# on the electrical installation and "aintenance activities. Electricians wire $uildin# for electricity $y installin# fuses and wires and so"e electricians install and repair electrical e&uip"ent inside $uildin#s and factories. Electricians 6oin wires to outlets transfor"ers and circuit $rea!ers with each wire connected to $o7es with specialty connectors. Electricians use hand and power tools to co"plete their wor!. To test wirin# and connections for functionality and safety they use oscilloscopes volt"eters oh""eters and a""eters. Electricians usually speciali8e in repairs or construction $ut "any electricians are capa$le of doin# repairs and construction. Electricians i

involved with construction spend "ost their ti"e wirin# $uildin#s. Those who speciali8e in repairs spend their ti"e fi7in# and i"provin# e7istin# e&uip"ent. Based on the develop"ent wor!shop findin#s it was decided that the entry level for the electrical installation & "aintenance personnel career is at 5evel ,. The 6ustification is $ased on the nature of wor! that re&uires co"petency in perfor"in# a ran#e of co"ple7 technical wor! activities perfor"ed with a su$stantial de#ree of personal responsi$ility and autono"y.

3. DEFINITION OF COMPETENC LEVEL The NOSS is developed for various occupational areas. )andidates for certification "ust $e assessed and trained at certain levels to su$stantiate co"petencies. Below is a #uideline of each NOSS 5evel as defined $y the (epart"ent of S!ills (evelop"ent Ministry of :u"an 'esources Malaysia. Malaysia S!ills )ertificate 5evel .; of varied +Operation and Production 5evel/ )o"petent in perfor"in# a ran#e wor! activities "ost of which are routine and predicta$le. )o"petent in perfor"in# a si#nificant ran#e of varied wor! activities perfor"ed in a variety of conte7ts. So"e of the activities are non%routine and re&uired individual responsi$ility and autono"y. )o"petent in perfor"in# a $road ran#e of varied wor! activities perfor"ed in a variety of conte7ts "ost of which are co"ple7 and non%routine. There is considera$le responsi$ility and autono"y and control or #uidance of others is often re&uired. )o"petent in perfor"in# a $road ran#e of co"ple7 technical or professional wor! activities perfor"ed in a wide variety of conte7ts and with a su$stantial de#ree of personal responsi$ility and autono"y. 'esponsi$ility for the wor! of others and allocation of resources is often present. )o"petent in applyin# a si#nificant ran#e of funda"ental principles and co"ple7 techni&ues across a wide and often unpredicta$le variety of conte7ts. =ery su$stantial personal autono"y and often si#nificant responsi$ility for the wor! of others and for the allocation of su$stantial resources features stron#ly as do personal accounta$ilities for analysis iv

MALA SIAN SKILL CERTIFICATION )andidates after $ein# assessed verified and fulfilled Malaysian S!ill )ertification re&uire"ents shall $e awarded with Malaysian S!ills )ertificate +S>M/ for 5evel 3. )ertification will $e $ased on the candidates co"petency in perfor"in# the )ore )o"petency ?nits +)?/ and Elective )o"petency ?nits+ )?/ as deter"ined $y the (epart"ent of S!ills (evelop"ent with reference to current industrial needs defined $y their Occupational *rea. )ertification $ased on wor!in# e7perience and prior trainin# is allowed. @ "onth practical with contractor for level , and @ "onth practical with industry for level 3. 'e#ulatory *#encies such as the Ener#y )o""ission and A?nit Merinyu Sarawa!B are responsi$le for awardin# co"petency certificates in the electrical industry. Cith the develop"ent of the National Occupational S!ills Standard +NOSS/ synchronised with the re#ulatory a#enciesB co"petency sylla$us the (epart"ent of S!ills (evelop"ent will $e a$le to provide a platfor" for trainin# and certification of s!illed and &ualified personnel for the electrical industry in line with the re#ulatory a#enciesB re&uire"ents. The synchronisation $etween the Malaysian S!ills )ertificate and the sylla$us of the re#ulatory a#encies will in turn ena$le Malaysian S!ills )ertificate holders $ased on 5evel and )o"petency ?nits to o$tain e7e"ption +accordin# to cate#ory/ of sittin# for the co"petency e7a"ination conducted $y the re#ulatory a#encies. !. &ORKING CONDITIONS 2enerally Electricians wor! with a type of power co""on to al"ost everyone%electricity. Specifically electricians set up connect chec! and preserve "any different types of electrical syste"s. Electricians usually speciali8e in one of two areas; "aintenance or construction. The electricianFs speciali8ation typically deter"ines where the electrician will wor!. Maintenance electricians wor! in industrial environ"ents while construction electricians wor! in the co""ercial and residential environ"ent. Even thou#h electricians all deal with electricity they handle it in different ways. 9or e7a"ple co""ercial and industrial electricians are concerned with wirin# hu#e facilities if the $uildin#s are $rand new. Otherwise a "aintenance electrician will repair "ove or create electrical wirin#Ge&uip"ent at an e7istin# facility. 'esidential electricians "ay have to rewire e7istin# ho"esE specifically older ho"es where fuses were used for overload protection and the wires providin# electricity to the house were typically wrapped in a special cloth. 'esidential electricians rewire the previously%"entioned ho"es with circuit $rea!ers for overload protection and they use wires covered with special dura$le plastics. In addition to rewirin# residential electricians also trou$leshoot and repair pro$le"s and install switches and li#hts. Personnel in this field of wor! also re&uired to adhere to safety and security procedures $ecause the wor!in# environ"ent in Electrical industry "ay lead to e7posure to various accidents while carry out installation and "aintenance for electrical wirin# syste".

7. EMPLO MENT PROSPECTS Electricians are trained to wor! in a variety of industries. They install and "aintain electrical appliances or power syste"s in ho"es offices and factories. Electricians can speciali8e for careers as industrial electricians "aintenance electricians co""ercial electricians or #eneral electricians. *s Malaysia had identified in the 3rd Industrial Master Plan and stated in the Tenth Malaysian Plan electrical & electronic will $e an i"portant ena$ler for Malaysia to position itself at the international level. E"ploy"ent #rowth in the electrical industry is si#nificant and is always in de"and.
