The USA has confirmed it will provide $US500,000 ($F950,000) in aid to Fiji for the upcoming September polls. The assistance was reassured by US deputy assistant secretary for East Asia and Pacific affairs Dennise Mathieu. Ms Mathieu said the US Government looked forward to continuing and strengthening their relations with Fiji in the lead-up to the elections. She said the US was not beginning new relations with Fiji they were rather strengthening relations which had always existed between the two countries. "I recognise that this is a very important time in Fiji's history and at this step, we want to be part of the process to encouraging them in their transition to democracy, which is a work in progress," Ms Mathieu said. "There are still steps to be taken, but it looks as if the government, as of now, is on a positive trajectory and certainly the United States would like to support that process, encourages that process because we believe that the normalisation of relations with the United States will be to our mutual benefit and will be to the benefit of the larger Asia Pacific region." The ambassador clarified that the monetary assistance would mainly be invested into voter education in Fiji. "He (Prime Minister Voreqe Bainimarama) was very much in a mode of explaining his priorities currently and amongst those, he stated that there will be credible and transparent elections here in Fiji and that was good news and we certainly look forward to seeing the outcome of

Evacuation Centres Activated

A flood warning is now in force for lowlying areas downstream of the Waimanu station, including small tributaries downstream of the Waimanu River. An alert is now in force for low-lying areas downstream of the Wainibuka River. This comes as TD15F remains slow moving over waters in the northern Koro Sea close to Makogai Island or about 40km north of Ovalau at midday on Thursday and has barely moved in the past six hours or so. Having become almost stationary it is unlikely this depression will move north of Fiji as previously anticipated, but instead will stay slow moving at the same intensity through the rest of Thursday and Friday morning.

Bad weather has put an indefinite hold on the handover ceremony to end the tenure of Commodore Frank Bainimarama as head of the military. The much anticipated Republic of Fiji Military Forces ceremony was scheduled for Friday morning at the army camp. The handover would have allowed Commodore Bainimarama to formally announce and prepare his political party for the upcoming 2014 elections. Local reporter Samisoni Pareti says although people are disappointed at the postponement, the move is unavoidable. "He has got a very valid reason for the postponement," he said. Pacific Regional Environment Program climate adviser Neville Koop says residents should brace themselves for more heavy rains and squally winds. Mr Koop says a slow-moving depression about 80 kilometres north of Suva could intensify to a category one cyclone on Thursday. "That system is pretty much stationary, very slow moving and it seems to be slowly intensifying," he said. "We expected it will drift slightly northward Thursday towards the other main island of Venua Levu." Mr Koop is warning people to stay safe after a young girl died in the flash flood waters on Wednesday. He says most of the infrastructure in Fiji is built for strong winds but flooding will present the real danger. "There is very heavy rain," Mr Koop

Fiji Braces For Heavy Rain And Possible Cyclone Over The Weekend
Fiji is preparing for heavy rain and a possible category one cyclone to hit over the weekend, with locals advised to move away from low-lying ground and rivers. Evacuation centres are being prepared for wild weather and possible flood conditions. Tropical cyclone forecaster Ammit Singh told Pacific Beat on Wednesday that a tropical depression is currently moving slowly towards Fiji's north west. "Our expectation for this system is to develop into a tropical cyclone by Friday night or early Saturday when it will be over the northern Lau waters," Mr Singh said. On Tuesday, Fiji's Meteorological Service confirmed they were monitoring two tropical depression systems which were likely to form into a cyclone. A heavy rain warning is in place for the whole of the Fiji group. In 2012, Fiji was hit by a severe tropical cyclone with winds of more than 200 kilometres per hour sent thousands fleeing to emergency centres. The weather event destroyed homes, brought down trees, blocked roads and forced the cancellation of dozens of tourist flights.

They go down in Fiji's history as the first overseas couple to adopt a Fijian baby under the Hague Convention ratified by Fiji on August 1, 2012. Proud father Christian Kolling, of Indian origin, said: You cant describe the feeling, Im sure any parent knows what I am talking about. I was also adopted and its all completely natural. Thats nothing strange about being adopted, he said. Baby girl Hope Savannah Kolling, an iTaukei, was abandoned after her mother delivered her at the Anderson Maternity Unit, Colonial War Memorial Hospital, four months and 18 days ago. The unit was her home until Tuesday. Hopes new mum, Sangita Shalini Kolling, was born and raised in Nausori before moving to Australia. She met Mr Kolling in Australia when she was 18 and fell in love with him. They married and moved to Sweden. They have been together for 14 years and decided it was time to adopt a child. Mrs Kolling said they decided to come to Fiji to adopt a baby here because her roots were in Fiji.

Paradise Beverages has indicated plans to launch Fiji Bitter and Vonu Beer into the Australian market by April or May 3 Year Fixed this year. Pernix (Fiji) Limited is the successful bidder to supply Fiji Electricity Authoritys 30MW Heavy Fuel Oil (HFO) Generator for its Kinoya Power Station. The additional generator set costs $60 million. Student Gets More Than 10 Years For Underage Rape


A 23-year-old student who raped an eightyear-old girl and in the process passed on to her a sexually transmitted disease has been sentenced to more than 10 years imprisonment by a high court in Suva. High Court Judge Justice P Kumararatnam sentenced Abele Vakatawabai to 13 years in jail with a non-parole period of 10 years. The court heard that between January 25, 2010 and April 30, 2010 at Nasigatoka village in Namosi, while the girl was waiting for her aunt at the bus shelter, Vakatawabai on the pretext of picking guavas, pushed the girl to the ground and raped her. The court also heard that he later threatened her life with a view to prevent her from reporting the matter. The victim's mother came to know about the incident a year later when her daughter related it to her after she was admitted to the hospital to be treated for STD. Vakatawabai lives with his parents and younger brother in Nasigatoka village where he was pursuing vocational studies at Namosi Secondary School. In handing down the sentence, Judge Kumararatnam noted that the accused showed no remorse before and during the trial. He also considered that the accused was a first offender, had no previous conviction, and the eldest in the family who assist his parents who are both farmers. "Considering all aggravating and mitigating circumstances I take 12 years imprisonment as the starting point. I add 3 years for aggravating factors to reach the period of imprisonment at 15 years. I deduct 2 years for the mitigating factors," Judge Kumararatnam said. Vakatawabai has 30 days to appeal.

Ministry Takes News Steps To Alleviate Poverty In The Country


With the objective to alleviate poverty, the Ministry of Social Welfare, Women and Poverty Alleviation is now financially supporting income generating projects targeted towards assisting women in peri-urban and squatter settlements. The Ministry is working with the Fiji Womens Federation Advisory (FWF) Committee to implement livelihood projects to uplift the lives of those who are challenged with poverty and unemployment. The Minister for Social Welfare, Women and Poverty Alleviation Dr Jiko Luveni says that while her Ministry has focused on rural women, priority for this year also includes assisting those in periurban areas (Suva-Lami and Suva-Nausori corridor). The Ministry of Women has the budget allocation of $50,000 to facilitate these projects. Those living in peri-urban areas and squatter settlements also experience poverty and the Ministry will work with the Non-Government Organisations to provide income generating opportunities to reach out to the women in these areas. I am pleased to say that as a result of Ministrys networking with women groups, women have become progressive particularly in terms of alleviating poverty in their communities. Womens accessibility to banking facilities has been a challenge and through the construction of women centers we will open up banking services to them. The opening of projects like baking, canteens, tailoring, handicrafts, poultry, virgin coconut oil will see women becoming financially independent. The Ministry is glad to work with the FWF advisory members to provide the funding of $5000 to support income generating projects in the communities they hope to assist this year, Minister Luveni said. Dr Luveni said the projects funded by the Ministry are monitored to ensure that the benefits reach down to the grassroots level. The Fiji Muslim Womens League president, Ms Nisha Buksh has commended the Bainimarama governments effort to economically empower disadvantaged groups of Fijians in the country. We are trying to encourage and empower women to get into income generating projects so they can develop their skills and use available resources to earn money for their families. Women have great potentials and projects supported by the Ministry will enable them to venture into selfsufficiency and independent livelihood. Through a recent capacity building workshop organised by the Ministry, the women NGOs have learnt the skills of writing project proposals and monitoring projects to ensure its sustainability. This new initiative is a great incentive for women groups to contribute effectively towards economic development in Fiji, Ms Buksh said.

Government is working with key stakeholders to establish the first rehabilitation facility for street beggars who are both homeless and mentally challenged. The Interagency Taskforce on Beggars which is spearheaded by the Ministry of Social Welfare in partnership with the Fiji Police and relevant non-government organisations have embarked on a major plan to build this facility. Formed in June last year, the Taskforce had carried out a profiling exercise recently and gathered comprehensive information outlining the family background of 40 beggars found in Suva. The Minister for Social Welfare, Women and Poverty Alleviation Dr Jiko Luveni says that the evidence analysis has enabled the Taskforce to look at strategies of addressing street beggars in Fiji. The Taskforce had gathered information on each of the beggars in Suva and discovered that there are those who have good homes and own properties, while there are those who are mentally challenged and they are neglected by their families. Given these findings, the Taskforce has embarked on a major plan which is to build a rehabilitation facility for street beggars who dont have a place to stay. The facility will provide care services to those who are mentally challenged

The annual session of the United 8 Nations Special Committee on Peacekeeping Operations has commenced in New York. The Permanent Representative of Nigeria, Ambassador Joy Ogwu, was re-elected as Chair of the Special Committee. Fiji's Permanent Representative to the United Nations, Ambassador Peter Thomson, addressed the Special Committee, reaffirming Fiji's firm commitment to continuing to serve the UN in peacekeeping operations. He said that Fiji was justly proud it had been able to rise to the occasion and respond to the UN's urgent call last year for peacekeeping reinforcements for UNDOF in the Golan Heights. Noting the evolving conflicts requiring new and complex UN peacekeeping mandates around the world, Fiji's Ambassador called for UN attention to be given to clear exit strategies as part of all peacekeeping mandates. He also drew attention to the need for greater deliberation being given to the

Fiji Thrives On Tourism


FIJI has stamped its mark as the leading tourism industry in the Pacific. And according to ANZ's Asia Pacific Economics quarterly report, Fiji was one of the largest Pacific economies and was systemically important to the tourism industry in the region. With the tourism industry being one of the largest contributors to gross domestic product (GDP), the bank said data from the Fiji Bureau of Statistics regarding arrivals were available on a timely basis than most of the Pacific. "From 2002 through 2012 annual tourist arrivals into Fiji climbed from 397,859 to 660,590, averaging growth of 6.3 per cent per year," the bank said. It said the rapid growth in arrivals into Fiji were because of tourism infrastructure which had been built out over the past decade. "Eight airlines now fly to the country and the number of properties available to tourists is 4.4 times the average in the Pacific," the report said. It said Australia continued to provide Fiji with the most tourism flows, accounting for 48 per cent of all arrivals over the past five years. "New Zealand is the second largest source of visitors at a 16 per cent share," it said. However, the report said there were structural changes occurring to the makeup of Fiji's tourism sector, and those were likely to accelerate over the coming years. It said tourism arrivals into the Pacific topped 1.5million recently, with Fiji absorbing about 40 per cent of that number. Despite majority of visitors arriving from Australia, the report said bank notes were flowing in from Chinese tourists, who were becoming the fastest growing source of visitor arrivals. "The rate of China's outbound tourists is likely to grow more quickly over the coming years as the tipping point for rapid growth gets closer on the proliferation of low cost carriers and tour originators," the report said. It said Fiji had shown strong and continuous investments, which had driven the tourism industry to be one of the largest sources of GDP.

Sponsorship Boost For Jazz Festival

Appearing before Lautoka High Court Justice Sudharshana De Silva, John Doughty was initially sentenced to 11 years imprisonment before reducing it after considering mitigating factors. The court heard that the Doughty was not a first offender as he had six previous convictions and three of them were in the operational period. He was also convicted of rape in 1999 where he was sentenced for five years imprisonment. The court heard that on September 6, 2011 at Vunavutu in Sigatoka, the accused had carnal knowledge with the victim without her consent. A father of three whose wife is expecting has been sentenced to eight years imprisonment over the rape of a woman whose drink he spiked during a drinking session in Sigatoka in 2011. They were enjoying two bottles of rum and six bottles of beer when the victim after having cleaned up at the home joined the drinking party with her aunt. They later went to buy more beer from a store located about 100m away from the house. Doughty bought another four bottles of beer, one of which he added Fijian medicine 'ohe', a stimulant that

is as effective as a sleeping pill added to make the "beer stronger." After a few glasses, the victim felt dizzy and passed out. Doughty then volunteered to take her home. She woke up later in a bush 50m away from her home with Doughty forcing himself on her. She was able to identify Doughty with the aid of light from a nearby house. She identified Doughty in open court. A 52-year-old man who was drinking with the group told the court that Doughty did not return to join the group till half an hour later. And they had continued drinking for about 20minutes till police officers turned up at the scene. He accompanied the police officers and found the victim's slippers by the road side and her chain which was broken further in the bushes. He told the court he noticed the victim's "condition started to change after Doughty started serving the beer." Doughty is not eligible for parole until he has served seven years. The court also ordered that a restraining order be put in place for the safety of the victim.

Rakiraki Town, Roads Closed By Flooding

A flooded Rakiraki town at 11am on Wednesday A town in the Western Division and several roads have been closed because of flooding brought by adverse weather conditions. Rakiraki in northwestern Viti Levu has been closed since Wednesday morning because of flooding in lowlying areas. Police said there was about four feet of water on both sides of town at midday on Wednesday. Occasional heavy rain continues in Rakiraki as all schools in Rakiraki have also been closed and police are monitoring the situation. Roads closed in the Rakiraki area include Waimari Road, Korotale Valley Road, Mead Road, Rakiraki Access Road, Vatukacevaceva Road and Narara Road. A Government advisory sent by the Ministry of Information said the public would be advised when the roads would be reopened. The Vunitogoloa and Gallau bridges are also underwater. Meanwhile, a flood alert has been issued for low-lying areas downstream of the Nayavu Government Station, including streams adjacent to the Wainibuka River.

A 14-year-old girl who dropped out of school in class two and sold for sex by her mother to a sailor of one of the ships that would visit the country for business overcame the struggles and is now a teacher. This is but one of the many stories that were shared on day one of a weeklong summit organised by the Homes of Hope titled, "Creating safety nets to combat commercial sexual exploitation of children', that began Monday at Suva's Salvation Army building. For this particular young girl, her mother sold her for money to buy groceries and her supply of alcohol. Two years later, at the age of 16, her mother attempted to marry her off to another sailor. Later on the girl got pregnant, but the sailor had a change of heart and refused to marry the girl. With her class two level education, the girl had to resort to prostitution to feed herself, her family and her baby. She as referred to the Homes of Hope, a non-profit organisation in Wailoku that looks after young mothers and their babies who are victims of forced sex and domestic violence. She was referred to the homes campus in Wailoku where she was counseled, trained and empowered to be financially independent. She pursued a certificate in teaching and is now a teacher, doing well to cater for herself and provide for her baby a life her parents could not provide for her. The girl is one of the 176 girls and children from similar circumstances taken in and cared for by home since it was established in 1997 by co-founders and directors, Mark and Lynn Roche. In another case, a 15-year-old girl got pregnant. In her mind she accepted it as her fault and that her child was the result of incestuous sex. Through counseling, which took counselors a year to be able to help her break free from the clutches of guilt, the girl admitted she was raped and later manipulated by the perpetrator into a relationship with a view to get her to forget about the incident. And with the Fijian cultures taboo viewpoint on such issues, the girl had come to accept it as her fault. Currently, she is preparing to get her time before the court to bring to justice her perpetrator and fight not only for her right but also for her child. Other young mothers who were admitted to the home have gone on to find good employment and become good employees, while others have set up their own businesses, one such girl becoming a watermelon farmer,

another is now a professional counselor helping other girls find refuge and a better future while others have set up canteens to help cater for themselves and their children. Currently 14 mothers and 16 children call the home their home and according to Nanise Rasuaki, a co-ordianator at the home, most of these mothers are children themselves. Rasuaki said there are at least 300 cases reported. They would be able to get a definite figure once they have completed compiling cases into a database which the home expects to be completed in two months time. But, we are not here to report on the stats but to appeal to everyone and the nation to be aware that this is happening and take ownership to eradicate it, Rasuaki said. Its our duty together as a nation as Fijians to empower other Fijians and not to reduce these young women and others to the same kind of circumstances. We want to reach out and empower every woman and girl. As a small organisation we can only do so much so we need everyones involvement. Share the knowledge and the experiences to be able to save another. The home works together with the Ministry of Women, Ministry of Health, International Labour Organisation and with grant from EU target single mothers under 18 years, and single mothers and marginalised families with children under the age of 18 who are currently being trafficked or whose children are vulnerable to commercial sexual exploitation of children (CSEC) and trafficking. The home opened a week-long summit at the Salvation Army Hall in Suva, titled Creating Safety Nets to Combat CSEC where it aims to create awareness on issues affecting young women and girls, reach out to stakeholders and communities and share success stories as well as strategies that would help others reach out and change the lives of other young women and girls whose circumstances have not been reported for one reason or another. The participants for this summit are 67 gatekeepers from Fijian communities/ villages with which we are working; 4 from Malawi; 4 from Solomon Islands; HoH staff; stakeholders; PM's policy officer; Fiji Muslim League; Arya Sangam; head of Catholic, Anglican & Methodist churches; Fiji Council of Churches.

"One day polling requires massive organisational capacity and resources which the Elections Office will be unable to build in the short time before the polls," Mr Chaudhry said. The lives of more Fijian children with orthopedic problems could change for the better as a team of medics from the Shriners Hospital in Hawaii returns next month to conduct free health clinics with a view to refer children for surgery. A team of surgeons from the hospital will diagnose and evaluate children up to the age of 18 years with orthopedics problems. Poll Data Stolen


A laptop containing highly sensitive data regarding the electoral roll for this years general election has gone missing. Attorney-General Aiyaz SayedKhaiyum confirmed the laptop was taken out of the Elections Office by the Officer Information Technology Manager Rejieli Lesione without authorization from any official, and had been missing for 10 days before she informed her superiors about it. Mr Sayed-Khaiyum said: It was brought to the attention of our office last Friday evening that the IT manager at the Elections Office, without authorization, took one of the EVR (electronic voter registration) laptops. This contained very sensitive data such as the entire national register of voters in softcopy, the statistical analysis of the data including division by age, gender, distribution etc. What is very worrying, is that apart from the fact that this laptop was taken unauthorized, it was only brought to the attention of the Elections Office last week Tuesday that the IT Manager had taken this without authorization. She now claims the laptop was stolen from her house. She reported this to the Senior Administrative Officer last week Tuesday. The Administrative Officer, then, also did not see it fit to report this highly sensitive matter to the Permanent Secretary of Elections. She only told him last Friday, some four days after it became known to her. When this matter was brought to our Commission to treat this matter with seriousness. We are also now relying on the CID and the Fiji Police Force to ensure that those people who have access to this information and equipment are brought to justice. We are very concerned that there may be some people with political inclination or maybe even political parties who may be involved or try to access that information. It is quite sad to see that there are individuals within our society, who want to disrupt a programme that has been implemented for the first time in Fijis history where we are trying to put in place credible and transparent processes and they seem to engage in such activities. In these kind of matters where you have staff at senior level making such fundamental breaches, the Electoral Commission should not tolerate these kinds of behavior. Indeed, last year, when we found certain elections office staff engaged in political activities, we terminated their services immediately. In this case, the Electoral Commission would be failing in its duties, not just as Electoral Commissioners but also in their fiduciary duties to the Fijian people if they do not terminate the services of these people immediately. It is not a time to take such matters lightly. The Chairman and the Commission would be utterly doing a disservice to the people of Fiji if they treat this matter lightly and do not terminate these people immediately.

Couple Uncovers Rare Gold Coins Worth $11M On Dog Walk


Northern California couple choosing to remain anonymous after big discovery A Northern California couple out walking their dog on their property stumbled across a modern-day bonanza: $11 million Cdn in rare, mint-condition gold coins buried in the shadow of an old tree. Nearly all of the 1,427 coins, dating from 1847-94, are in uncirculated, mint condition, said David Hall, cofounder of Professional Coin Grading Service of Santa Ana, which recently authenticated them. Although the face value of the gold pieces only adds up to more than $31,000, some of them are so rare that coin experts say they could fetch slightly more than $1,100,000 apiece. "I don't like to say once-in-a-lifetime for anything, but you don't get an opportunity to handle this kind of material, a treasure like this, ever," said veteran numismatist Don Kagin, who is representing the finders. "It's like they found the pot of gold at the end of the rainbow." Kagin, whose family has been in the rare-coin business for 81 years, would say little about the couple other than that they are husband and wife, are middle-aged and have lived for several years on the rural property in California's Gold Country, where the coins were found. They have no idea who put them there, he said. The pair are choosing to remain anonymous, Kagin said, in part to avoid a renewed gold rush to their property by modern-day prospectors armed with metal detectors. They also don't want to be treated any differently, said David McCarthy, chief numismatist for Kagin Inc. of Tiburon. "Their concern was this would change the way everyone else would look at them, and they're pretty happy with the lifestyle they have today," he said. They plan to put most of the coins up for sale through Amazon while holding onto a few keepsakes. They'll use the money to pay off bills and quietly donate to local charities, Kagin said. Before they sell them, they are loaning some to the American Numismatic Association for its National Money Show, which opens Thursday in Atlanta. Near-perfect condition rare to find What makes their find particularly valuable, McCarthy said, is that almost all of the coins are in near-perfect condition. That means that whoever put them into the ground likely socked them away as soon as they were put into circulation. Because paper money was illegal in California until the 1870s, he added, it's extremely rare to find any coins from before that of such high quality. "It wasn't really until the 1880s that you start seeing coins struck in California that were kept in real high grades of preservation," he said. The coins, in $5, $10 and $20 US denominations, were stored more or less in chronological order in six cans, McCarthy said, with the 1840s and 1850s pieces going into one can until it was filled, then new coins going into the next one and the next one after that. The dates and the method indicated that whoever put them there was using the ground as their personal bank and that they weren't swooped up all at once in a robbery. Although most of the coins were minted in San Francisco, one $5 US gold piece came from as far away as Georgia. Kagin and McCarthy would say little about the couple's property or its ownership history, other than it's located in Gold Country, a sprawling, picturesque and still lightly populated section of north-central California that stretches along the western slope of the Sierra Nevada. But historians knew roughly where that gold was because the ship went down off the coast of North Carolina during a hurricane in 1857.

A UK schoolboy has admitted he and his older brother stabbed their stepfather more than 60 times as he slept. Jerome Ellis, 14, admitted that he and 22-year-old Joshua killed Neil Tulley as he lay on the sofa in their Surrey living room. Their 'frenzied' attack almost severed the 54-year-old's head. But the pair deny his murder, arguing that they feared for their family's safety after he had apparently threatened their mother. The siblings fled after the killing and discussed killing themselves with the large knives they had used on Mr Tulley but eventually handed themselves in to police with the aid of a church bell-ringer, who Joshua told: "We're murderers." Taking the witness stand behind a screen at Guildford Crown Court, Surrey, Jerome Ellis told the jury of the events of the night of August 12 last year. Joshua, now 23, and who suffers from depression, was living as a virtual recluse in the attic at the time. The court heard he told his sibling that during an argument with their mother downstairs, Mr Tulley had threatened to go and get an axe from the garden shed. Jerome said: "He (Joshua) told me we had to kill him." Mark Wyeth QC, representing the young defendant, asked: "Did you agree?". "Yes," he replied, adding: "I saw that as the only option, because he was a threat to everyone in the family, including me, my brothers, my mum and even his own children." He said he and Joshua went downstairs and got two knives from the kitchen drawer before "attacking" Mr Tulley as he lay on the sofa he slept on in the living room. "I wasn't thinking properly and it was all a blur," said Jerome, who could not recall how long the attack took. The jury heard that afterwards the pair had left the house and walked to a nearby forest, still covered in Mr Tulley's blood and with the knives in a Sainsbury's bag with baby wipes the pair claimed were for covering their injured hands. "There was a discussion of suicide, I don't remember who started it," Jerome told the jury. "I considered it. We were going to commit suicide with them (the knives)." At 9.15am the following day Marie Ellis called her mother-in-law, Patricia Ellis, and told her Neil Tulley was dead. Mrs Ellis told her to ring 999 but it was not until half an hour later that she did, lying to ambulance controllers that she was calling about a heart attack victim. When paramedics arrived at the property, in Guildford, Marie Ellis took some time to open the door and then led them to the body on the sofa. There were still three young children in

The brothers evaded police for several days before turning up dishevelled at a church a few miles away, where the older brother told a bell-ringer: 'We're murderers' and asked him to contact police. Prosecutors have already outlined how Mr Tulley had been acquitted the previous year of attempting to murder Joshua by swinging an axe at him. Jerome and another brother had been kicked out of their natural father Gary Ellis' home on January 29, 2012, after he discovered they had been sneaking off to visit their mother and Joshua in secret. Marie and Joshua were said to be happy they had returned, but Mr Tulley had argued that they could not stay in the small home already occupied by him, his partner, Joshua and Mr Tulley's three daughters with Marie. As the argument became heated, Mr Tulley was alleged to have walked out to the shed and picked up an axe, bringing it inside and threatening Joshua. "I saw Mr Tulley try to kill my brother with an axe," said Jerome. "He lunged at him," he added, demonstrating a chopping motion. "It didn't connect, Josh knocked it out of they way and tackled Mr Tulley to the floor." Once Mr Tulley was arrested, tried and eventually acquitted, he returned to the family home. The court heard he drank daily and was abusive towards Joshua, Jerome and Marie regularly in the lead up to them attacking him. Justin Rouse, defending Joshua, said Mr Tulley had previously had a restraining order taken out against him by Marie and had also received a caution for strangling her. Philip Katz QC, prosecuting, questioned whether Mr Tulley had in fact threatened to use the axe, which Jerome had seen after breaking into the garden shed a week earlier. He asked why the police were not called during the argument, to which Jerome said: 'We had tried the police before, he was acquitted and came back to the house and continued to be abusive. "I wanted to protect my family and if that meant doing that (killing Tulley) then that was the only option." As father Gary Ellis sobbed in the public gallery, Mr Katz QC questioned Jerome's recollections and said he was trying to protect Joshua. "Things were going from bad to worse in that house after his acquittal and I suggest that you were angry," he said. "An element of revenge was involved in what subsequently happened. On the night in question the decision was made that Neil Tulley was to die and you agreed to take part in that." Jerome denied any planning or element of revenge in the attack.

India's Last Rickshaw Pullers

Hand-pulled rickshaws in the city of Kolkata have an iconic aura, though authorities are bent on phasing them out. Many saw them as symbols of collective shame, but ironically, handpulled rickshaws in Indias eastern city of Kolkata also had an iconic aura around them. Few cities in the country after all boasted of such a quaint mode of transport: hefty men and women sitting atop a carriage pulled by an often frail, but almost certainly profusely sweating, man through the narrow streets of the city. In recent years though, they are sighted less often. In 2005, the provincial government declared it to be an inhuman practice. A law was thereafter passed amending the Calcutta (Kolkatas earlier name) Hackney-Carriage Act of 1919 with the purpose of phasing them out. Only about 6,000 rickshaws survive

today, with the authorities having stopped giving out new licenses. While human rights activists have welcomed the move, the rickshaw pullers are dismayed. Mostly poor migrants from the neighbouring states of Jharkhand and Bihar, the government clampdown threatens their livelihoods. By some estimates, the livelihoods of more than 20,000 people are at stake as the same rickshaws are used in shifts. Police and civic officials of the city have made matters worse. The rickshaw pullers are routinely harassed and subjected to extortion, and sometimes their carriages are confiscated. Most of them therefore prefer to ply on the inner-most streets of the city, to avoid the officials and resultant trouble. But very occasionally, inner Kolkata is still woken up by the jangling of a small bell that a passing rickshaw puller uses as the horn. Indeed, the bell tolls for Kolkatas last-surviving rickshaw pullers.

A month-old baby who was on life support after he was allegedly assaulted in Bunbury last week by his 15-yearold father, has died in hospital. Child Protection director general Terry Murphy confirmed the baby boy had died in Princess Margaret Hospital in Perth with his family at his bedside. A British man facing deportation from Canada has admitted at an immigration hearing that he once led the banned Sikh separatist group Babbar Khalsa in England. Gurmej Singh Gill testified at the hearing in Vancouver that he was one of five founding members of Babbar Khalsa in the United Kingdom, and that he led the group for a period of time in the 1980s. Gill, who is in his early 70s, says the group sought a separate homeland in India for Sikhs, and his role as leader was to highlight the cause through legal means. Vancouver Ends 2013 With Highest Consumer Debt In Canada


TransUnion shows consumer debt in Vancouver hit $41,077 at the end of last year, up 7% from 2012 Canadians are still on target for a record year of personal debt despite ending 2013 by making a small dent in the money they owe, says credit monitoring agency TransUnion. At the end of last year, Canadians owed a total of $27,368 on such things as lines of credit, credit cards and car loans, TransUnion said in a study released Wednesday. That's down $117, or 0.42 per cent, from $27,485 in the fourth quarter of 2012 the highest level of nonmortgage debt on record. "We've been told over and over and over again from so many places that we've got to get this debt down and we can't make it happen," said Thomas Higgins, TransUnion's vice-president of analytics and decision services. TransUnion is sticking by its prediction that average consumer's total nonmortgage debt will hit an all-time high of $28,853 by the end of 2014. "There's nothing to give us any indication that the debt levels are going to start to come down in any noticeable chunk," Higgins said. "Right now, we're still trending in that direction (to higher debt), for sure." Paying enough so 'still in good standing' Higgins said Canadians started to pile on debt in the years before the 2008 recession. He said he'd have to see Canadians' personal debt being reduced consistently by $500 to $1,000 over four to six quarters before he would say "we're sorting of heading somewhere." In the last quarter of 2013, consumers' credit card debt and debt on lines of credit were down a bit, Higgins said. But consumers spent a little less on holiday shopping only because they got "better deals" rather than consciously cutting spending, he said. The study also found that loan delinquencies in the quarter ended Dec. 31 were down, meaning that consumers were making minimum payments on their debts. "We may not be paying all of it, but we're paying enough down so that you're still in good standing." But Higgins cautioned that if anything impacts the economy, the markets or interest rates, delinquency rates are usually impacted first. In a report on Tuesday, Statistics Canada said Canadian families have become wealthier over the past several years, with net worth rising despite the well-documented growth in household debt and a setback from the recession. However, there were big differences across age groups, regions and family types and economists noted that the biggest single reason overall for the improvement was rising house prices, which are widely expected to moderate or even fall in the next few years.

Target Canada Loses Nearly Us$1B Since Opening


A lukewarm reception to Target's first expansion outside the United States contributed to a nearly $1-billion loss for the Canadian operations of the discount retailer last year. In the fourth quarter alone, Target Corp. said its Canadian segment suffered a US$329-million loss before interest and taxes. The retailer generated US$623 million of sales in Canada but said it struggled with gross margins of 4.4 per cent, reflecting efforts to lower prices to clear excess inventory. Overall, the Minneapolis-based retailer said Wednesday that it earned US$520 million, or 81 cents per share in the quarter, down from $961 million, or $1.47 per share a year earlier. Revenue fell to US$21.5 billion from $22.7 billion as revenue at stores open at least a year, an important retail measurement, fell 2.5 per cent. Analysts had expected a profit of 80 cents on revenue of $21.5 billion, according to FactSet estimates. It said the costs associated with moving to Canada reduced the company's quarter's net income by 40 cents per share and full-year net income by US$1.13 per share. Gregg Steinhafel, chairman, president and CEO of Target, told analysts that markdowns during the holiday period helped the retailer reduce average inventory rates at Canadian stores by 30 per cent in the quarter. "While 2013 was a disappointing year financially, we've entered the new year with the right plans in place to grow profitably and generate meaningful improved financial performance in 2014 and beyond," he said in a conference call. For the full year, the Canadian segment lost US$941 million before excluded items on US$1.3 billion of sales, with its annual gross margin at 14.9 per cent. Canadians who visited U.S. Target stores during this period could've also been victimized, but unlike the affected U.S. customers, who had payment data from their debit and credit cards taken, the Canadian information was limited to contact information, according to the company. The number of Canadians affected is estimated to less than 700,000 customers. Since the discovery of the breach, Target has committed to providing a year's worth of credit monitoring in Canada and the U.S. It also said it will invest US$100 million into equipping its U.S. stores with Target branded chip credit and debit cards, and put $5 million towards a coalition with the Better Business Bureau that will help educate consumers about retail fraud prevention.

Daily Aspirin Protects Women Against Ovarian Cancer: Study


Taking aspirin every day might lower a woman's risk of developing ovarian cancer by one-fifth, a new study suggests. Researchers from the U.S. National Cancer Institute analyzed data from 12 studies that involved nearly 8,000 women with ovarian cancer and close to 12,000 women without the disease to determine how the use of aspirin, other nonsteroidal anti-inflammatory drugs (NSAIDs) and acetaminophen (Tylenol) affected the risk of ovarian cancer. About 18 percent of the women used aspirin regularly, 24 percent used nonaspirin NSAIDs (which include drugs such as ibuprofen and naproxen/Aleve) and 16 percent used acetaminophen. Those who used aspirin daily had a 20 percent lower risk of ovarian cancer than those who used aspirin less than once a week, the study found. The risk of ovarian cancer was 10 percent lower in women who used nonaspirin NSAIDs at least once a week, compared to those who used them less often. However, this difference was not statistically significant, the researchers said. There was no link between acetaminophen use and ovarian cancer risk, according to the study. The findings add to the growing list of cancers and other diseases aspirin might help protect against, the researchers said. Although the study showed an association between aspirin use and a lower risk of ovarian cancer, it did not prove a cause-and-effect link. "Our study suggests that aspirin regimens, proven to protect against heart attack, may reduce the risk of ovarian cancer as well," Britton Trabert, of the National Cancer Institute's division of cancer epidemiology, said in a U.S. National Institutes of Health news release. "However intriguing our results are, they should not influence current clinical practice," Trabert said. "Additional studies are needed to explore the delicate balance of risk and benefit for this potential chemopreventive agent, as well as studies to identify [how] aspirin may reduce ovarian cancer risk." A Mumbai sessions court has fixed March 26 as the date for the fresh trial of Bollywood actor Salman Khan in the hit-and-run case. The ruling came at a hearing of the case Tuesday when the prosecution submitted a list of 17 witnesses who will be examined and cross-examined again. Last year, July 24, the sessions court framed charges against Salman for the more serious charge of culpable homicide not amounting to murder, which entails a 10-year prison term. Earlier, the 48-year-old actor was tried for the less stringent charge of rash and negligent driving, which attracts a two-year sentence. Later, in November 2013 Salman moved the sessions court seeking a fresh trial in the case since the magistrates court had not given him an opportunity to cross-examine witnesses in the context of the new charge of culpable homicide not amounting to murder. Salman was previously charged and tried by a Bandra magistrates court under the Indian Penal Code Section 304(A) (rash and negligent driving). After nearly 10 years, the magistrate had held that a case under IPC 304 (2) was made out against Kick actor and sent the case to a sessions court for trial, which he challenged. Besides IPC Section 304(2), Salman also faces charges of causing death by negligence, causing hurt by an act, causing grievous hurt and damage or mischief to property, and charges under the Motor Vehicles Act and the Bombay Prohibition Act. Its easy to spread out the cost of your insurance with a payment plan. You can choose monthly or quarterly payments on a 12-month policy. Who can use the payment plan Youre eligible for the payment plan if: youre the registered owner (or the named lessee) of the vehicle youre insuring, and have a Canadian chequing or savings account that allows pre-authorized automatic withdrawals. Apricot Chicken Casserole


Ingredients 1 tbsp Oil 1 Chicken, whole cut into pieces 2 Onions, chopped 2 cloves Garlic, chopped 3 tbsp Tomato paste 1 tbsp Sweet chilli sauce 1 tbsp Fresh thyme, chopped 1 can Crushed tomatoes 8 Apricots, fresh, halved, or a 400g can of apricot halves 1 cup Water 1 tsp Chicken stock, powder Method Heat oil in a large frying pan or saucepan and brown chicken pieces for 2-3 minutes on both sides until lightly browned. Set chicken aside. Drizzle a little more oil into the same pan and fry onion and garlic until soft, about 3-4 minutes. Return the chicken to the pan, along with the tomato paste, sweet chilli sauce, herbs, tomatoes, apricots, water and stock powder. Roughly break up the apricots with a wooden spoon. Stir all ingredients together and partially cover with a lid. Simmer on medium heat for 15-20 minutes, until the chicken is cooked through. Serve hot with rice and greens.

Ingredients 2 cups all-purpose flour 1/4 cup granulated sugar 4 tsp baking powder 1/2 tsp salt 1/2 cup cold unsalted butter, cubed 1/4 cup raisins 1 egg 3/4 cup milk Preparation In large bowl, whisk together flour, sugar, baking powder and salt. With pastry blender, 2 knives or fingertips, cut in butter until in coarse crumbs with a few larger pieces. Mix in raisins. In glass measure, beat egg with fork; add enough of the milk to make 1 cup, stirring to blend. Remove 2 tbsp and set aside. Pour remaining mixture, all at once, into centre of flour mixture. Stir with fork just until dough comes together to form wet dough. Using hands, shape into ball. Transfer to lightly floured surface; pat out into scant 3/4-inch thickness. Using floured 2-inch round cutter, cut out biscuits. Repeat with scraps once. Place on parchment paperlined baking sheet; brush with reserved milk mixture. Bake in 425F oven until risen, golden and firm to the touch, about 14 minutes.

Match-Fixing And Corruption Under Spotlight


Raising awareness and understanding of the threat to football posed by matchfixing is the focus of an INTERPOL Integrity in Sport-FIFA conference co-hosted by the Oceania Football Confederation (OFC), the Fiji Football Association and the Fiji Police. The two-day meeting (February 26 and 27) brings together nearly 100 regional football administrators, players associations, referees, football club owners, government agencies and police officials from 11 countries across the region. Identifying the strategies used by match-fixers, the methods used to recognize, resist and report them and sharing best practice in protecting the integrity of sport are among the topics to be addressed in addition to the importance of information collection and sharing. Delivering the keynote address, Fijian Minister for Youth and Sports, Vilame Naupoto said; The relevant sports stakeholders here in Fiji are looking forward to the outcome and recommendations of this conference, and will certainly use them to put in place or enhance existing mechanisms that are more effective in fighting against this threat and help maintain and preserve the integrity and beauty of sports. OFC Vice President and Cook Islands Football Association President, Lee Harmon, said the OFC was committed to protecting football from the threat of match-fixing. OFC looks forward to hearing the views of the experts who will present at this conference and hearing the views from all of the participants from our region so that we can work together to tackle this threat. One very logical possibility would be to get him heavily involved with WWE Network, as McMahon mentioned. WWE will take full advantage of its massive video library, and Hogan is obviously a huge part of WWE's history. In fact, WrestleZone.com reported that Hogan's return was initially expected to be announced in conjunction with WWE Network. Wrestling a match is also something to consider from Hogan's perspective, but there are understandably some concerns due to his age. Hogan would be limited, but he could potentially blow the roof off the MercedesBenz Superdome in New Orleans at WrestleMania XXX. The best feud of Hogan's illustrious career arguably came against Piper, and the 59-year-old Piper hasn't been shy about pushing for a potential WrestleMania rematch, as evidenced by this tweet: Hogan and Piper didn't technically go one-on-one at WrestleMania I, but their feud was the vehicle for that famous tag-team match. A Hogan vs. Piper match at WrestleMania XXX wouldn't be a technical masterpiece by any means, but it would ooze nostalgia and could potentially steal the show if done right. If WWE is torn about putting Hogan on the card because of his age, putting Hogan in a tag-team match is something worth considering, as well. That would limit his in-ring action and bumps, and he could simply do his "hulk up" routine to send the fans home happy. Even if Hogan doesn't end up wrestling, there is little doubt that he'll do an excellent job as host of WrestleMania. Regardless of what WWE decides to do with Hogan, the Hulkster clearly has some big plans for 2014. Most of the focus when it comes to Hogan centers on WrestleMania, but

After more than six years away from WWE, "The Immortal" Hulk Hogan is officially back with the company that facilitated his meteoric rise three decades ago. Hogan appeared at the very beginning of Monday's episode of Raw in a move that was announced on Feb. 21. The WWE's Twitter account welcomed him back with a YouTube video of his entrance song. According to WWE, Hogan's first official role with the company will be hosting WrestleMania XXX in New Orleans. Hogan is arguably the most popular and recognizable figure in the history of professional wrestling, so there is a great deal of excitement surrounding his return to WWE. It remains to be seen what type of role the 60-yearold Hogan will have beyond hosting WrestleMania, but most would probably agree that he is back where he belongs. Vince McMahon is one of many who feel that way as he expressed his excitement regarding Hogan's return. "We are thrilled that Hulk Hogan has returned home to WWE," McMahon said. "It's fitting to have him help us celebrate 30 years of WrestleMania and usher in a new era with the launch of WWE Network." Not surprisingly, Hogan echoed McMahon's sentiments. "Words cannot express how excited I am to be back in the WWE family," Hogan said. "I only have one question for the WWE Universe: Whatcha you gonna do when Hulkamania runs wild as the host of WrestleMania XXX?" It's possible that WWE and professional wrestling as a whole

that only represents a small piece of the pie. Hogan is a guy who can potentially be used in an on-screen capacity throughout the year, and he will also provide a huge boost in terms of merchandising, media attention and so many other things that fans often fail to recognize. Over the past several years WWE has become more flexible from a contract perspective as they have accommodated the likes of Brock Lesnar, Batista, Chris Jericho, The Rock, The Undertaker and a host of others. WWE almost certainly won't allow Hogan to influence booking decisions like he did during his time in TNA, and that is unquestionably a good thing. Hogan still has a place in professional wrestling, and leave it to WWE to figure out exactly what that place is.

Nadi Withdraws As OFC Champions League Venue


Prince Charles Park in Nadi has been withdrawn as a venue for the OFC Champions League group stages scheduled for April 7-15 in Fiji. OFC Head of Competitions Michael Song says the decision was not taken lightly. On February 12, 2014, an inspection group from OFC and the Local Organising Committee, carried out a thorough evaluation of the stadium site of Prince Charles Park in Nadi. Following the inspection and internal meetings held in Fiji and Auckland, a decision was taken by OFC, that Prince Charles Park will not be ready to host six matches on April 8, 11 and 14.
