According to ISO/TC156 resolution No.41 in the document of N5640, ISO/TC156 agree to proceed the project ISO 18086 to DIS direct, skipping the CD stage. The P-members listed above are the one was at ISO/TC156 plenary meeting in Berlin, 2013.

The definition of environmental conditions for measurements, personnel competences and assessments are missing. This NWIP is in the same area as the European standard EN 15280, with currently is under review. Sweden proposes a Vienna agreement will start to merge together EN 15280 and this NWIP. We disapprove the document as it is preferable to refer to CEN/TS 15280: 2006, which is a result of five years of experimentation and which will be confirmed as EN.

In Europe, CEN TC219 is currently organising a technical enquiry on prEN 15280. The scope of the standard is wider than the scope of this ISO/NP18086 because it covers general criteria measured directly on the pipeline in addition to criteria measured on coupons. It is the result of 5 years of long discussions between European members of several countries in CEN TC 219 WG 1. It corresponds to a consensus in Europe on how to address a.c. corrosion risks. This document has been established from a CEN Technical Specification (XP TS 15280) edited in 2007.

It is proposed not to accept this ISO/NP18086 because it is not useful in Europe and it would complicate the consensus achieved in the frame of CEN TC219. It is proposed that ISO TC156 WG10 organise an adoption of the EN 15280 when published through the fast track procedure.

We disagree to the following reason: At the moment the draft of the European standard prEN 15280 is published and send for inquiry. The scope of this standard includes limits, measurements procedures, mitigation measures and information to deal with long term a.c. interference and the evaluation of a.c. corrosion likelihood. This standard deals with possible a.c. corrosion of metallic pipelines due to a.c. interferences caused by inductive, conductive or capacitive coupling with a.c. power systems and with the maximum tolerable limits of these interference effects. It takes into account the fact that this is a long-term effect which occurs only during normal operating conditions. Short term a.c. interferences appearing during fault conditions in the a.c. power system will not cause a.c. corrosion.

prEN 15280 covers also the recommendations for the procedures to determine the a.c. corrosion protection criterion from coupon current densities as mentioned in the NWIP. Therefore in Europe is no need for such a NWIP. We recommend an assumption of prEN 15280:2011 as an ISO/TC 156/SC WG10 document.

AC corrosion is a practical problem for underground pipes with ac interference even with normal cathodic protection. Criterion on ac corrosion protection is very important to evaluate and solve ac corrosion of pipelines. Current densities measured from coupon are more practical and reliable than monitoring voltage. So it is needed to establish a standard on this issue. The cited standard DIN 50 925 is missing in clause 2. Please check all normative reference in the document. See also next comment. Considering the practical application, the exposed area of the coupon to simulate the coating defect should be given or suggested. 1.This figure shows the relation between the corrosion rate and the current densities Iac and Idc. It is interesting to note that the field data for corrosion rate less than 0.01mm/y are on the bottom of the figure, different from the data from the laboratory tests. Moreover, it would be better to have field data with corrosion rate no less than 0.01mm/y in the figure. The field data are very valuable. 2. Why take the corrosion rate of 0.01mm/y as the criterion for corrosion risk for pipeline? 3. Considering the localized corrosion feature suffered from ac interference on the pipeline, the corrosion rate related to the pit depth should be more suitable than the averaged corrosion rate derived from weight loss of the coupon. Giving the size or area of the exposed surface of the coupon in general case. Suggesting to add more data from field, especially the data with corrosion rate over 0.01 mm/y.
