MESSAGE
When I assumed office as the City Mayor of Lipa, I had the hopes and dreams of the Lipeos in mind. It is my fervent desire to fulfill them and to eventually change their lives, to see every Lipeo living their lives to the fullest, enjoying a healthy and good life. This cannot happen overnight. That is why I have laid down my Seven Point Agenda, which I believe, shall spell a better life for all of us. These are Health, Infrastructure, Livelihood, Peace and Order, Environment, Education and Information and Communications Technology. We have embarked on the establishment of the Ospital ng Lipa, an ambitious and difficult step I dared to take. This is to fulfill the vow I owe my dear Lipeos who brought me to this seat. We have done Phase I of its construction and we hope to have it finished and operational by the end of this year. We started the ground works of our plans for the years to come. We took strides to address the felt need of the people. We have sown the seeds of entrepreneurship through our livelihood trainings and projects. We maintained good ties with the private sector, the religious sector and the other sectors of society to ensure their support and cooperation in all our endeavors. All these can be gleaned in each area of service as outlined in this report. The coming years of our administration shall see more of my commitments coming to their fulfillment. By then, we shall see more lives changed for the better and more Lipeo hopes and dreams realized.

The Sangguniang Panlungsod is passionate about sustaining a city that residents and visitors experience as exceptional, on delivering a quality lifestyle for all. The past year had witnessed significant achievements with many encouraging performance in challenging circumstances. Our most exacting task has always been the enactment of laws that will guide our future decisions. In doing so, we have earnestly encouraged feedbacks to ensure our peoples participation in setting the scene for our development. In accomplishing our avowed agenda, we focused on making our community a unique brand and guaranteed that it impressed the minds of many as a city of vision and opportunity. This report will present a picture of all these endeavors. We hope the Citys Annual Report excites and energizes you, as it does us. These are very exciting times for the City of Lipa as we strive to achieve the vision of providing the ideal community for our residents and visitors!

EXECUTIVE SUMMARY
The city of Lipa did fairly well in all the areas of governance as evaluated through the LGPMS. The city is particularly strong in the areas of administrative governance, environmental governance and social governance, and placed high regard to the fundamental values of governance such as participation, transparency and financial accountability. On the other hand, the citys performance in economic governance needs more attention. Out of the 18 performance areas, five (5) obtained excellent ratings. These are: Customer Service Civil Applications, Human Resource Management and Development, Support to Education, Forest Ecosystems Management and Transparency. Eight (8) performance areas obtained high but not excellent ratings namely: a) Development Planning, b) Revenue Generation, c) Resource Allocation and Utilization, d) Health Services, e) Support to Housing and Basic Utilities, f) Peace, Security and Disaster Risk Management, g) Participation, and h) Financial Accountability. Fair ratings were obtained in the areas of a) Local Legislation, b) Support to Agriculture, c) Freshwater Ecosystem Management, and d) Urban Ecosystem Management. Only one (1) performance area, (2) Entrepreneurship, Business and Industry Promotion, obtained a low rating. The citys ratings under administrative governance reflect the high value that the city holds for the people, be it clients or employees. It also tells that the city is equipped with resources and management skills to run the city; however, there is still much room for improvement. Reflective of the citys efforts to completely raise the living standards in the city are its ratings on social governance. Priority services are on education and health. Though the citys ratings on Peace, Security and Disaster Risk Management and Support to housing and basic utilities show that there is where the challenge lie, it does not mean that they are least prioritized. The city is particularly challenged in the area of economic governance. The LGU has not left the economic sector behind its priorities but there is a need to exert more effort and be more creative in providing assistance and services to its sub-sectors such as agriculture and entrepreneurship, business and industry. High regard is also placed on the citys environment. The city remains vigilant in taking care of its forest. However, it has to focus on fresh water ecosystems and urban ecosystems management in order to attain excellent ratings. The LGU is only a few steps towards perfecting the fundamentals of good governance. It places high value on transparency but needs to improve on participation and financial accountability. On financial performance, the City of Lipa was found exceptional in four (4) indicators of revenue generation. The city did better in the said indicators than the average of first class cities and better than the national average of cities regardless of income class. These are a) Cost to collect revenues, b) Locally sourced revenue to total income, c) Regular income to total income, and d) Locally sourced revenue per capita. It went over the average of first class

cities in terms of locally sourced revenue level. It was however lower than the locally sourced revenue level of the national average of cities regardless of income class.

On resource allocation and utilization, the city did not exceed the 20% of the regular income debt servicing limitation set under the Local Government Code of 1991. The citys total expenditure per capita was higher than the average of first class cities but lower than the national average of cities regardless of income class. The citys Personal Services Expenditure Ratio remained within the prescribed limitation but went lower than both the national average of cities and the average of first class cities.

LIPA CITY
The City of Lipa through its city government has the following for its mission and vision. MISSION To provide Lipeos with better quality of life through the implementation of prompt, efficient and manageable programs and projects concerning health, environment, peace and order, livelihood, education and infrastructure development. VISION A progressive, livable and God-loving city committed to the promotion of the general welfare through consultative governance and meaningful administration of services.

DEVELOPMENTAL ROLE IN THE PROVINCE / REGION As one of the three cities of the province, the city serves as an Institutional Center. It is home to the provincial offices of the Department of Labor and Employment, Department of Trade and Industry, and Department of Agrarian Reform, and regional offices of the Land Transportation Office and National Statistics Office. Government research centers are also located in the city such as the Southern Tagalog Integrated Agricultural Research Center (DASTIARC), Regional Hemorrhagic Septicemia Vaccine Reconstruction Laboratory, International Training Center on Pig Husbandry and the Regional Animal Disease Diagnostic Laboratory. The city also functions as an educational center where seven (7) colleges provide quality tertiary education. These include De La Salle Lipa, Batangas State University, Lipa City Colleges, STI College, AMA Computer College, the Kolehiyo ng Lungsod ng Lipa and the Philippine State College of Aeronautics. Its pre-elementary, elementary and secondary schools cater not only Lipeo children but also those from nearby cities and municipalities. Two international schools for elementary students namely, Stony Hurst International School and Mckinley Hill International School and Leadership Academy for Children, Lipa Inc., are also located in the city. The presence of specialist medical facilities allows the city to take on the role of a medical center. It is the site of five (5) tertiary hospitals namely Mary Mediatrix Medical Center, Lipa Medix Medical Center, N. L. Villa Memorial Medical Center, Metro Lipa Medical Center and San Antonio Medical Center of Lipa Inc. and two government hospitals, the Lipa District Hospital and Fernando Air Base Hospital. Diagnostic laboratories and out-patient medical clinics abound in the city. Health and wellness places that are internationally known make the city a popular destination for tourists. History would tell of the citys economic role as a commercial center not only in the province. Way back in the 1800s, the city supplied majority of the world demand for coffee and made the city rich. This earned the city the title Villa given by the Queen Regent of Spain. Today, though the city no longer smells of the aroma of Barako coffee, it remains to carry the title that placed it on the world map. Lipeos today have engaged in retail trade and service oriented businesses which continue to dominate the citys economy. The citys agricultural

products such as poultry, meat and dairy, are supplied to neighboring towns and provinces. Three malls which include SM City Lipa, Robinsons Place Lipa and Fiesta World Mall provide vigor to the economic activities in the city aside from the public market. Famous food chains line the city proper as well as in the expansion area of the urban core. The city has attracted 61 domestic and foreign bank offices which makes it a suitable financial hub not only of the province. It also serves as a religious center. Dubbed as the Little Rome of the Philippines, the city is frequently visited for its churches, convents and retreat facilities. It is the seat of the Archdiocese and the site of the two popular apparitions, the shower of rose petals in 1948 and the Lady atop the coconut tree in 1993. Lipa City is an investment center. It provides sites for light industries through the LIMA Industrial Estate. A flourishing industry, BPOs (Business Process Outsourcing), has also budded in the city for the past five (5) years. Two big call center companies, Teletech and ACS (Advanced Contract Solutions, Inc.) have established sites in the city which currently employ more than 1,700 employees. RESOURCE ENDOWMENTS Many people find Lipa City as an ideal site for vacation spots and resorts because of its proximity to major highways, international airports and sea ports, and world class golfing, shopping and dining. Water and power resources are more than adequate to meet the demands of industries. The city is strategically located in a low risk area in a valley between Mt. Malarayat and Mt. Makulot thus making it less prone to typhoons. Its mild climate and clean and green environment offers a conducive place to invest, live, work and raise a family. The citys most important resource, its people is its pride. It has a pool of skilled and trainable manpower. In 2000, the citys literacy rates were posted at 98.46 (simple) and 87.41 (functional) which surpassed both the provincial and national averages.

POTENTIAL INVESTMENT AREAS The city has been identified as one of the ten cyber growth corridors of the Philippines or the Next Wave Cities for IT and business process outsourcing. Lipa was ranked 10th among the cities in 2009 and 6th in 2010 because it is one of the cities that obtained the highest scores for availability of graduates and workers, infrastructure, business environment and cost. The tourism industry while not a very vibrant sector continues to thrive in the city. Potential is seen in the development of family-oriented tourism and eco-tourism. The citys leading sub sectors: agriculture, agro-industrial and service sectors are seen to set the city into global competitiveness given the most conducive business climate and opportunities. The citys years of experience in these fields have allowed a number of people to grow in skill and expertise.

BUDGET PERFORMANCE AND FINANCIAL STATEMENTS


For the year 2010, the city government allotted a total budget of P843,421,000.00. After three supplemental budgets following the increase in the Internal Revenue Allotment and surplus of 2009 with a sum of P47,571,200.00, the total budget amounted to P890,992,200.00. The total budget was appropriated as follows:

The adjustment in the budget brought the percentage share of Personal Services down from 41% to 39% and Statutory and Mandatory Obligations from 19% to 18%. The share of Capital Outlay however increased from 17% to 20%. The citys total budget for the year was distributed by program of expenditures as follows:

General Public Services, with the biggest share of the pie, consisted of services related to administrative governance. This includes services of the line departments of the LGU, the legislative bodies and support to national agencies. The second biggest share went to economic services which included appropriations for departments and programs that promote economic development. It also included appropriations for environmental management and infrastructure development. Social services got the smallest share of the budget. However, it didnt mean that it was least prioritized. It included support to education, health services, community development, housing and other social welfare services.

INCOME The citys income for the year 2010 amounted to P828,118,648.49, only 56% higher than the previous years income P823.5 million. Of the citys total income for 2010, P363.5M or 44% came from local sources.

The top 5 local sources of income for 2010 include business taxes, real property tax, miscellaneous income, income from market and permit fees. The sum of these five sources accounts for 72% of the local sources of income and 32% of the total revenue for the year. TARGET VS COLLECTION The city collected 99.3% of the target or estimated income for the year. Collection from local sources was pegged at 94% while collection from national sources was 104% of the target.

EXPENDITURE The city governments expenditures remained within the budget for the year. It spent a total of P812.80 million or 91% of its P890.99 budget.

97% of the appropriation for Personal Services and Maintenance and Other Operating Expenses were spent. The expenditures for Capital Outlays accounted for 95% of its budget for the year. On the other hand, only 63% of the budget for Statutory and Mandatory Obligations was expended. The biggest share of the expenditures for the year went to Personal Services. This accounted for the salaries, wages and benefits of the local government employees. The expenditures for Maintenance and Other Operating Expenses came second which consisted of infrastructure projects, purchase of properties and equipment. Capital outlays, which include cost of supplies, materials, utilities and other services ranked third among the expenditure items. Statutory and Mandatory Obligations came in last. This consisted of the 20% Development Fund, loan servicing and the 5% Budgetary Reserve. The appropriation for Budgetary Reserve, however, remained untouched for the year.

It is important to note that the City Accounting Offices efforts to keep the citys financial reports reliable, correct, complete and prepared and submitted on time earned them their second award for being one of the Most Outstanding Accounting Offices of 2009. This was given by the Association of Government Accountants of the Philippines (AGAP) on November 2010 during the Convention Seminar at CAP Camp John Hay Trade and Cultural Center.

ACCOMPLISHMENTS
A. Administrative Governance Human Resource Management and Development Manpower strength has a vital role in an organization. This is the reason behind the City Government of Lipas having 1,091 regular employees. Employing two hundred seventy (270) casual employees and one hundred twenty-seven (127) under the JO (Job Order) scheme attests that the city government of Lipa also provides employment to our constituents. In the same year, personnel welfare services were handed to regular employees. One of which is the implementation of Salary Adjustment under the Second Tranche of Salary Standardization. This was supported by Appropriation Ordinance No. 2010-71 dated November 15, 2010, mandated under Executive Order No. 900, by the President of the Philippines on June 23, 2010 and Local Budget Circular No. 2009-02 dated September 3, 2009. Other benefits such as the Loyalty Pay and Service Award were given during the celebration of the 110th Founding Anniversary of the Civil Service Commission. Being blessed with commendable performance of the city government, Fringe Benefits equivalent to one month salary, at a minimum of ten thousand were also given to regular employees as incentive. Also, in line with the celebration, the city held several activities. A physical fitness program for the employees was one of these and was even extended until the end of year 2010. This endeavor by the city government gave importance to the bodily strength of the employees as they continue to service the people. Multicare Caravan for free medical service and wellness booth were also incorporated in the said celebration. The Lipa City Government Employees Union headed the Fun Games which was participated in by all government employees. Several trainings / workshops were conducted in 2010 to further enhance the skills and performance of the employees like the 5S Records Management, Managing Work Place Attitudes, and Skills Training with Values Orientation Workshop for Utility Workers. Career wise, seventy-one (71) personnel were given original appointments and seventy-four (74) with noncareer positions. Twelve (12) personnel were promoted to give merit to their quality performance. Also in 2010, one (1) position in the CSWDO was reclassified, two (2) positions were created in CCAO and SP, and one (1)

position in the latter office was abolished to improve manpower services. The continuous implementation of the biometric system or the finger scanning enhanced the visibility of every employee in his / her respective place of duty. Though problems in the employees GSIS data have been a burden to everyone, the assistance from the local government officials concerned, with the cooperation of the transacting members, made ends meet.

Customer Service Customer satisfaction is primary to any frontline services in the government. Thus, the city government of Lipa continues to enhance the services it offers to its clients. Today, issuance of civil registry documents takes only 30 minutes or less owing to its efficient Computerization Program. Steps in securing civil registry records are made known to clients through posters, leaflets, brochures and voiced campaigns in the barangays. During the year under review, a total of 8,888 births, 1,636 marriages and 2,015 deaths have been registered. Since the implementation of RA 9048 (Correction of Clerical Errors and Change of First Name) in 2001, the Office of the Civil Registrar has promptly acted upon petitions for clerical errors and change of first name. In 2010, the office received and processed a total of 239 petitions for correction of clerical error, 19 petitions for change of first name and 3 migrant petitions 261 legal instruments and 55 court orders were also processed and registered during the year. The offices yearly Wedding Program which aims to help legitimize irregular unions allowed 88 couples to be married. These marriages were solemnized by Hon. Meynardo A. Sabili. For the year 2010, the City Assessors Office gave more focus on newly constructed houses and buildings, fences machineries and other improvements subject for real property taxation. Field work operation was intensified and the computerized system was used to its full advantage. In 2010, records showed that there were 131,432 taxable Real Property Units with an assessed value of 13,262,183,460 and 1824 exempted Real Property Units with an assessed value of 1,093,797,520. Compared to that of 2009, taxable Real Property Units increased by 6.5% while exempted Real Property Units increased by 3%. The assessed value for taxable Real Property Units increased by 5.40% in 2010, while assessed value for exempted Real Property Units increased by 3.04%. The computer-aided operation provided an easy access of data base between City Assessors and Treasurers Office. Issuance of RPU document such as tax declaration and property holding takes only 30 minutes or less.

For the year 2010, the Assessors Office together with City Treasurers Office received an efficiency rating award for obtaining the highest RPT collection in Region IV. Development Planning Development planning plays an important role in the setting of priority programs, projects and activities a certain LGU wants to accomplish. The formulation of plans and programs that would pave the way for the development of the city was vested on the Office of the City Planning and Development Coordinator. In 2010, the city governments thrusts for development were clearly laid-out in the Local Development Investment Plan (LDIP), Annual Investment Plan (AIP) 2010, Executive-Legislative Agenda (ELA) 2008-2010 and Local Government Security Plan (LGSP) 2010. The AIP for the year 2011 was also prepared and approved by the Sangguniang Panlungsod (SP) as per Resolution No. 334-2010. Strict implementation of the zoning ordinance regulated the physical development of the city without endangering the environment and the human lives. Out of this measure, applications of 15 subdivisions that applied for development permits were granted; 1,359 locational clearances were issued to business/ building owners for various purposes; eight (8) special use permits were approved by the City Mayor as per SP approved resolutions. Compliance of land developments to existing laws was monitored and violators were charged accordingly. Ocular inspection of two thousand one hundred fifty-five (2,155) sites for development was conducted. Though Lipa is an agricultural city, economic developments continued to sprout all over the city as evidenced by the request for reclassifications received in 2010. For the year under review, a total of eighty (80) special ordinances pertaining to reclassification of land were approved by the Sangguniang Panlungsod. A total of around 90.80 hectares were reclassified from agricultural to residential, commercial, industrial, institutional and agro-industrial. Updating of the Geographical Information System (GIS) was started in 2010 to be used as a planning reference. Base maps of 4 barangays were prepared and printed. The Tax Map Control Roll was updated as per the data from the City Assessors Office. As per the Office of the City Social Welfare and Developments identified poorest barangays, the office conducted a survey of five (5) poorest of the poor barangays namely San Guillermo, Tibig, Pusil, Tipakan and Barangay 3 using the Community Based Monitoring System indicators. The citys progress in terms of attaining the eight (8) Millennium Development Goals (MDGs) by the year 2015 was monitored via the annual Progress Reports. MDGs consists of the following specific goals that aimed at reducing if not eradicating poverty: (1) eradicate extreme poverty and hunger; (2) achieve universal primary education; (3) promote gender equality and empower women; (4) reduce child mortality rate; (5) improve maternal health; (6) combat AIDS/HIV, malaria and other diseases; (7) ensure environmental sustainability and (8) develop global partnership for development.

Monitoring and evaluation of the city governments programs and projects for development were also undertaken. The citys accomplishments for CY 2009 were highlighted in the Local Government Annual Report 2009 while the Race to Day 100 of Mayor Meynardo A. Sabili embodied the accomplishments and how he faired during his first 100 days as City Mayor. The Local Governance Performance Management System (LGPMS), a self-assessment, development and management tool that measured the capabilities and limitations of a local government unit in the delivery of essential public services was also taken cared of. The generated reports such as the State of Local Governance Report and the State of Local Development Report showed the citys ratings in the five (5) areas of governance for the year 2009 namely: Administrative Governance, Economic Governance, Environmental Governance, Social Governance and the Valuing Fundamentals of Governance. Said reports were beneficial for it can be use as guides in the preparation of plans and programs for the next year. The State of the Children Report for the year 2009 was also prepared. To further encourage developments in the city, the 1,000 copies of the Lipa City Brochure were produced and distributed to investors, tourists and other interested parties. The Ecological Profile of the city was updated to have an accurate and available data for planning purposes. The Lipa City website, www.lipa.gov.ph was registered and its contents were regularly updated not just to provide information to the public but to promote transparency in government transactions as well. During Mayor Sabilis oath taking as the duly elected City Mayor, he immediately informed the public of his plans for the city. Initial steps were made to make his dreams a reality. A Seminar Workshop on Executive Legislative Agenda Formulation was facilitated by the Department of Interior and Local Government in coordination with the Office of the City Planning and Development Coordinator (OCPDC) last August 12-13, 2010 which was attended by the City Mayor himself, the honorable members of the Sangguniang Panlungsod, the department heads and the representatives of various departments. They deliberated on the sectoral programs and projects for implementation to attain maximum development and true enough, the citys mission, vision and plans of action for the years 2011-2013 were crafted. Right after the workshop, the citys Executive Legislative Agenda for the 2011-2013 was prepared and submitted to SP for adoption. Executive Order No. 02-2010 reorganizing the highest decision making body of the city, the City Development Council, was issued. On October 4, 2010, the CDC general assembly was convened and again, the City Mayor informed the body of his grand plans and solicited the support not just of the local government officials but all the other sectors of society. His plans include among others the construction of a tertiary hospital, the coliseum/ sports complex, the five-storey parking building, a theme-park and a solid waste management system.

To keep track of the citys financial capability, analysis of the citys actual against projected income and expenditure is regularly conducted by the OCPDC. This was on top of the financial reports prepared by the Office of the City Accountant and the Office of the City Treasurer. Four hundred sixty-five (465) work programs of various offices charged against the citys budget for CY 2010 were reviewed before endorsing for approval of the Chief Executive. Research and studies were also conducted during the year under review. A draft proposal on the establishment of Migrant Information Center (MIC) was also prepared. Through the MIC, government officials will have a clear understanding of the migrants profile and his previous abode, information that are significant in maintaining peace and order in a particular community. The OCPDC was also given the task of providing secretariat services to the ELA, CDC, LGPMS and other bodies, the latest of which, the Hospital Committee as per Executive Order No. 014-2010 More developments are expected to happen as the city moves towards accelerated public service and sustainable development.

Legal Services Legal service for the public has been the concern of the City Legal Office. As mandated, their participation in any legal concern presented was mainly to give legal advice, opinions and site legal implications on issues and the best course of action to take. The office was also responsible in the preparation of legal documents such as sworn statements, pleadings and other legal instruments. The City Legal Office served mostly indigent individuals who cannot afford to have legal counsel. Illegal dismissal from work, rights of employees relative to injuries and sickness, legal separation / annulment, adoption and scores of real property were among those issues attended. Any question of law, issues that the city government faces, contracts and agreement that the Local Chief Executive enter into were among those which the office took care of.

General Services The preparation of 2010 Annual Procurement Plan for supplies, equipment, furniture, drugs / medicines, dental, medical and laboratory supplies was made by the City General Services Office. Equipped with the Government Electronic Procurement System or the GEPS, invitations to bid were posted for easy access of interested suppliers and bidders in the procurement of various goods. Likewise, several projects by administration were facilitated under the General Fund.

B. Social Governance

Health Services The City of Government of Lipa responded to the needs of its constituents with regards to health care benefits through the City Health Office. Various health-related programs and projects were laid on the table to secure the peoples general welfare. And all of these were made possible through the budget allocated by the city government. Preventive health care services are continuously given to the people. In relation to this, services like maternal and child care are provided. There was no recorded maternal death in 2010 compared to four (4) in 2009. Newborn Screening is one of these services done to immediately determine any congenital metabolic disorder of a newborn. A total of two thousand nine hundred eighty-eight (2,988) newborns were screened for free. Curative health care services are likewise rendered to the residents; these are Dental Care, Disease Control (tuberculosis and leprosy) Program, Rabies Prevention and Control Program, Dengue Awareness and Prevention Program, Reproductive Tract Infection Program, Cardiovascular Disease / Diabetes program, Renal Disease Program, and Cancer Awareness and Prevention Program. The free diagnostic services with medicines offered by the City Health Office were also undertaken to attend to the medical needs of the indigent Lipeos. In order to decrease cases of malnutrition among infants and schoolers, supplemental feeding was conducted with the support of MAS Foundation being a partner-organization for charitable projects. There was an increase in the allocated budget for drugs and medicines for CY 2010 amounting to P16M from the 20% Development Fund compared to P 12M in CY 2009. The city government also spent P 3.3M for medical, dental and laboratory expenses. The citys 2010 budget allocation for Philhealth was P 4.2 M. A total of 10,875 Philhealth cards were granted to indigent Lipeos in order to lessen the hospital expenses. An additional 98 Philhealth cards were distributed by the Provincial Government to the city. And to prevent the transmission of diseases coming from food animals to humans, RA 9296 or the Implementation of the Meat Inspection Code of the Philippines was strictly undertaken by monitoring meat and meat-by-products. In connection to this, various inspections were done by the City Veterinarian Office at

the Lipa Slaughterhouse. Two thousand six hundred seventy-seven and ninety (2,677.90) kilograms of animal carcasses or parts were condemned and detected unfit for human consumption. Inspections were also done in the citys public market and other meat establishments. Those meats confirmed to be suitable for human consumption were issued Meat Inspection Certificates. Animal Vaccination Campaigns, in accordance with RA 9482 or the Anti-Rabies Act of 2007, were conducted to prevent the incidents of human deaths due to animal bites and scratches. In September 2010, World Rabies Day was celebrated and was sponsored by Lions Club International, Merial Philippines, Belman Laboratories, CDR-Pet One , Lakpue, Greenthumb Pet Clinic and Lajarca Pet Clinic.

Education The citys continuing quest for quality education is very much alive in Lipa even after the new City Mayor assumed office in July following the May, 2010 national and local elections. In fact, education has become one of the 7 point agenda of Hon. Meynardo Sabilis administration. The Chief Executive recognizes the importance of quality education as a fundamental tool in human development and poverty reduction, thus the local government continues to prioritize this particular sector. Day Care Program The basic principle that a child starts learning even before he/ she reaches school inspired the people behind the creation of day care programs. In Lipa, a pre-school education program known as the Day Care Program is directly under the supervision of the City Social Welfare and Development Office. For the year 2010, the city allocated a total of P1.5M for the enhancement of day care service. Children ages 3 to 5 years old were provided with early childhood care and development thru the OB Montessori Pagsasarili Learning System. The city has a total of 105 day care centers, 98 of which were already upgraded to OB Montessori Pagsasarili Centers. For the year under review, 104 day care workers attended to the needs of 4,222 pre-school children by providing them early childhood care and education. Children under this program were taught the importance of family values during their Family Day Celebration. Parents were also encouraged to get actively involved in the development of their children. The Coinbank project was initiated to instill in their young minds the values of being frugal. The children were also exposed to various social activities such as educational field trips and the festival of talents where 350 children competed in the storytelling, draw and tell and cultural dance contests.

Fifteen (15) day care workers completed their training on Program Materials (hands-on) under the tutelage of OB Montessori Child and Community Foundation to equip themselves with new teaching skills and knowledge the OB Montessori way. Basic Education System The City of Lipa maintained its support to a total of 66 public elementary schools, 15 public secondary schools and 1 public tertiary school, the Kolehiyo ng Lungsod ng Lipa. For the year under review, the city government allocated a total of P99M for the Special Education Fund. From the 2010 SEF budgets allocation to infrastructure amounting to P40M, twenty-seven (27) additional classrooms were constructed in 18 public elementary schools and six (6) classrooms for 6 public secondary schools to sustain the demands of the growing student population. Improvements of school buildings and facilities were also given preferential attention at 32 public elementary schools, 1 sped building and 4 national high schools. The city government expended a total of P17.4M for the improvement of school buildings and facilities while construction of additional classrooms for both the elementary and secondary levels amounted to P26.4M. As of SY 2010-2011, a total of five hundred seventy-two (572) computers were distributed to 66 public elementary schools while two hundred twenty-five (225) were provided to 15 public secondary schools to keep pace with the latest trends in technology. To provide quality education and to ensure that the standard student-teacher ratio is achieved, five additional local items were created thus making the total to 66 locally funded teachers (50 in elementary and 16 in secondary) in 2010. The city was able to record a total enrollment of 4,691 for pre-elementary, 34,768 for elementary and 17,361 for secondary levels for SY 2010-2011. DepEd Lipa also catered to the needs of persons with disabilities by partnering with City Social Welfare and Development in the conduct of a training course on Basic Sign Language for sixty-four (64) trainees who included SPED teachers, parents and community volunteers. The city governments efforts in providing quality education did not go in vain for in 2010, the city was able to record a literacy rate of 98.27%. The Grade VI students of the Division of Lipa City ranked no. 3 in the CALABARZON area in the National Achievement Test (NAT) held last SY 2009-2010 and the same students also ranked 3rd in Regional Achievement Test. On the secondary level, the second year students ranked 1st in the NAT and ranked 1st in the Regional Secondary Schools Achievement Test. Its pupils also gathered numerous awards in regional and national competitions. To serve as an advisory committee to the city on educational matters such as, but not limited to, the necessity for and the uses of local appropriations for educational

purposes, the Local School Board was reorganized by virtue of Executive Order No. 042010. Alternative Learning System Alternative learning programs were also provided to out of school youth and other adults through the DepEds Alternative Learning System which includes Basic Literacy Program and the Continuing Education Program- Accreditation and Equivalency System. The Open High School Program offered in Lipa City National High School gave a chance to students to finish their secondary education at their own pace and time. This scheme is slowly gaining the support of the studentry for in SY 2010-2011, two hundred fifty-six (256) enrolled for the said program.

Tertiary Education The city also provided for the college education not only to poor but deserving Lipeos but those from the neighboring cities and municipalities as well through the Kolehiyo ng Lungsod ng Lipa (formerly Lipa City Public College), a city-owned and operated tertiary school. In the first semester of SY 2010-2011, the college enrollment was recorded at 4,604 for the five courses it offers. In SY 2009-2010, there were a total of 1,356 graduates, 565 of which are Lipeos. Kolehiyo ng Lungsod ng Lipa (KLL) not merely teaches academic subjects but molds its students to be dynamic and worthy citizens through its various student development programs such as the Community Outreach Program, the Solidarity Program and the like. In 2010, the colleges very own Karen Manuel bagged the 2nd place in the First Calabarzon-wide Future Educators Congress and Micro Teaching Contest, enough proof that KLLs students are regionally competitive. They also bagged the Ika-11 Gawad Ernesto Rodriguez Jr. Natatanging Pagkilala Bilang Isang Mahusay na Makata during the 70th National Press Conference. For the comfort and safety of the students, the city government allocated P2.4M for the construction of ancillary facilities at Kolehiyo ng Lungsod ng Lipa and P2.5M for the construction of police outpost, common comfort rooms and refurbishing of perimeter fence. Floodway system was reconstructed while road leading to the college was concreted. Scholarship Program To help deserving but less privileged students finish college education, the city government provided fund for the scholarship program in the 2010 budget. For the year 2010, the city government allocated P5M for its scholarship program which came in

three schemes, the MAS Scholarship Program, the MAS Scholarship Program with Batangas State University and the Lipa City Government Scholarship Program in tandem with Sohbi Kohgei Philippines, Inc. Under the MAS Scholarship Program, cash incentives in the amount of P12,500.00 per semester were provided to 251 beneficiaries. The MAS Scholarship Program with the Batangas State University provided 100% discount on tuition fees and 50% discount on miscellaneous assessed value to 246 scholars while the Lipa City Government Scholarship Program in tandem with Sohbi Kohgei Philippines, Inc. provided cash assistance to three (3) recipients. Of the three scholars, one received P25,000.00 per semester while the other two got the amount equivalent to their tuition fees. On the belief that good teachers produce better students, scholarship program for teachers was also provided to 49 teachers in their pursuit for academic excellence. An amount of P700,000.00 was allocated for the scholarship program of teachers. Library Services The city government has been very supportive to the educational needs of its constituents. For the year 2010, the T.M. Kalaw Memorial Library was able to acquire 381 new books from the National Library, private individuals and non-governmental organizations for additional library collections. The Library Services Section under the Office of the City Administrator continued to provide free internet access to one thousand six hundred (1,600) researchers through its 11 computer units. It has also assisted and rendered tutorial services to nine thousand four hundred seventy-four (9,474) clienteles. It has also maintained its support to three (3) affiliated barangay libraries, the Kayumanggi Information Reading Center, the Tambo Barangay Library and Information center and the Barangay Dagatan Reading Center. Three (3) pre-schools were provided with story telling activities during their childrens educational tour. With the unending support of the City Government of Lipa in providing quality education, the Lipeos dream of producing widely acclaimed studentry is not very far from reality. Housing and Basic Utilities Housing being one of the basic needs of man is also being taken cared of by the City Government of Lipa. In 2010, one thousand five hundred twenty-seven (1,527) Certificate of Entitlement and Lot

Awards (CELA) were distributed under the Riles Land Acquisition Project (RLAP) to address the security of tenure among pre-qualified families occupying Philippine National Railroad (PNR) Lipa lines. The city government allocated five million pesos (P5M) for the provision of homes to RLAP beneficiaries. It also partnered with ANCOP-TEKTON FOUNDATION, INC. in building sixty-five (65) homes to attend to the housing needs of the homeless. ANCOP TEKTON Foundation, Inc. provided fund as their counterpart on top of the technical personnel they provided for the project. Family-beneficiaries were provided technical assistance so they can avail of lots through the National Housing Authoritys Community Land Acquisition and Support Project (CLASP) in some government-initiated projects. To date, the citys Lipeo Homeowners Association, Inc. located in Barangay Kayumanggi has two hundred twelve (212) family-beneficiaries. One hundred nineteen (119) families were given lots in Barangay Antipolo del Sur under the Land Tenure Assistance Project. Another socialized housing project in Barangay Balintawak was initiated by the First Philippine Industrial Corporation (FPIC) and Gawad Kalinga. The Solidarity Week celebration was attended by registered urban poor families. Thirty (30) barangays were surveyed to monitor the status of informal settlers and establish database of urban poor. As to power connection, all the seventy-two (72) barangays in the City of Lipa were covered and energized by Batangas Electric Cooperative (BATELEC) II. The total actual house connections were fifty-six thousand one hundred sixty-eight (56,168) while two thousand six hundred fifty-two (2,652) house connections were through the fifty-two (52) Barangay Power Associations (BAPAs). Six (6) of the seventy-two (72) barangays get their water supply from springs and barangay water works system. Of the forty-one thousand one hundred sixty-eight (41,168) number of water connections serviced by the Metro Lipa Water District (MLWD), thirty-eight thousand three hundred four (38,304) were residential. Communication is not a problem for the city is home to various companies providing communication services like PLDT, Digitel, Smart and Globe. Internet shops were all over the city thus making communication easier and faster especially for those who have families and relatives abroad. Peace and Order The generally peaceful atmosphere of the City of Lipa can be attributed not only to the agencies directly implementing and monitoring the peace and order situation but to the concerted efforts being exerted by all the stakeholders in the city. The City Public Order and Safety Office took the lead by directing the deployment of 91 personnel in two shifts to monitor the traffic situation in the city. Fifteen of them were assigned as motorcycle riders whose main function was to monitor and provide augmentation in critical areas and other operations that need support. Eleven (11) CCTV cameras placed at strategic locations in the city were used to monitor the traffic flow and peace and order situation in the city. The CCTV

Command Service Center stationed at the Office of the City Mayor was operated on a 24/7 scheme. Traffic Management- Operation Seminar cum Values Formation and a Seminar on Traffic Rules, Laws and Regulations and Deputations for traffic aides and enforcers were held last September, 2010 to provide proper training on traffic management operations and to instill proper values and discipline to traffic enforcers. A consultant on traffic management was hired to provide assistance in the formulation of traffic related studies such as rerouting schemes. Close coordination with the Philippine National Police and the Land Transportation Office is maintained by the deputized traffic enforcers who were able to apprehend 7,980 violations using the Traffic Citation Tickets (TCT) and 1,828 violations using Temporary Operation Permit (TOP) which resulted to more than P1M additional revenue. This resulted to the Traffic Management Divisions recognition as 2nd placer as best group performing deputized agent in Region IV by the LTO Region IV-A. Traffic assistance from the private sector and other non-government organizations was also extended during special events. Terminals for PUJs and tricycles were designated to prevent the proliferation of illegal parking and terminals at the public market. Colorum vehicles and ambulant vendors were apprehended and advised to stay away from the streets during busy hours. Two hundred (200) signages and barriers were installed at various locations in the city to serve as guides to motorists. Illegal gambling dens, beer houses and other establishments operating without necessary permits were closed. Checkpoints were conducted to prevent the entry of lawless criminals in the city. Task Force Bantay Bayan was formed to provide additional manpower in monitoring the peace and order situation in the city. Working hand in hand with the city government in ensuring a manageable peace and order, security and disaster free environment are the 129 police force, the 23 fire marshalls and the 72 barangays through their 1,144 barangay tanods and 644 Lupong Tagapamayapa. For the year 2010, the Lupon was able to amicably resolve disputes brought before them. PNPs 10 mobile patrol cars and 8 motorcycles were visible not only in the poblacion but in the barangays as well. Logistics support was extended by the city government in terms of gasoline. The citys 4 operational fire trucks responded to the 11 fire incidences reported which resulted to minimum damage on properties. Various activities were lined-up by the Lipa City Fire Station to promote awareness on fire prevention and control such as the Fire Education Program and Fire Safety Seminar. The citys Peace and Order Council, the Peoples Law Enforcement Board as well as the City Disaster Coordinating Council were reorganized. The Local Disaster Risk Reduction and Management Council was organized by virtue of Executive Order No. 19-2010 following the signing of RA 10121 of then President Gloria M. Arroyo to institutionalize disaster risk management at all levels of the government.

Social Services One of the main thrusts of the city government is the provision of quality and meaningful social services to its constituents particularly the less privileged and disadvantaged sectors of society. In CY 2010, the Balik Eskwela Program catered to 34 child laborers/ workers (20 secondary/ 14 elementary) by providing them with educational financial assistance to keep them away from the streets and to prevent them from engaging in hazardous occupations that would be detrimental to their health and safety. One hundred forty-six (146) clienteles in difficult circumstances were referred to various institutions for the provision of temporary shelter and food subsistence. Six (6) clients rescued from abuse by the PNP and the barangay functionaries were guided for the reintegration and restoration of social functioning. Forty-six (46) children in conflict with the law (CICL) were provided rehabilitative training services and counseling. Fifty-two (52) women and children in extremely difficult circumstances (WEDC/ CEDC) were provided emergency assistance such as psychological/ psychiatric assessment and medico-legal. The family is a basic social institution which public policy cherishes and protects. However, when certain instances occur and the couples decide to go on separate ways, the state is left not to encourage but to understand and protect the one left in charge of parental obligations. So, to help single parents cope with the demands of raising their kids alone, registration of solo parents and provision of support services were undertaken. Fifty-seven (57) new registrants and 17 renewals were provided with identification cards so that they can avail of the benefits due them under RA 8972 or the Solo Parents Welfare Act of 2000. To lessen broken family incidences and to imbibe a positive and sensible attitude towards marriage and family, pre-marriage counseling seminars were provided to 799 couples. Emergency assistance in cash and/or in kind was provided to 175 indigent individuals/ families whose family member passed away. Forty-two (42) families who were victims of manmade disaster (fire) received financial assistance. Four thousand seven hundred thirty four (4,734) clients were referred to both government and non-government institutions for possible social welfare intervention. Full support to the improvement of the total well-being of the elderly was accorded to the senior citizens of Lipa to ensure their full participation in society considering that they are an integral part of it. Two thousand two hundred sixty five (2,265) IDs and purchase booklets were provided to the elderlies in 2010. During the year under review, the Office of the City Social Welfare and Development in coordination with the Office of the Senior Citizens Affairs, De La Salle Lipa and SM CityLipa implemented self and social enhancement programs to provide the seniors opportunities for socializing, organizing and self-improvement. Among those programs were the SAYA (Sigla, Aruga, Yakap at Atensyon) Alay kay Lolo at Lola, Senior Citizens Day Celebration, Annual Filipino Elderly Week Celebration, Senior Citizens Beauty Pageant and Socio-Cultural Presentation cum Musical Competition and Advocacy Forum for RA 9994 or Expanded Senior Citizens Act of 2010.

To cater to health care needs of the elderly, medical missions were conducted by the City Health Office and the Lipa Medical Society. Medicines were provided for them free of charge. For their Physical Fitness program, one hundred fifty (150) elderlies participated in the Fun Run sponsored by the Lipa City government and ABS-CBN Southern Tagalog. One hundred (100) elderlies competed in the dama and chess tournament that was sponsored by SM-Lipa. Three hundred fourteen families (314) were provided burial assistance and one hundred twenty two (122) families received death aid from the Pondong Damayan of the senior citizens. Persons with disabilities (PWDs) were assisted to develop positive self-image and to attain maximum improvement of their physical residual capacities to facilitate their integration to family and community. During the year under review, one thousand two (1,002) PWDs registered and were issued national ID cards and discount forms to avail the benefits due them under RA 9442 or the Magna Carta for the Disabled. Seven (7) PWDs attending special education were provided financial assistance while twenty-nine (29) availed mobility devices such as wheelchair. Sixteen (16) SPED students of Sen. Claro M. Recto Memorial School underwent Behavioral and Development Assessment. PWDs also actively participated in the Araw ng Lipenyong May Kapansanan, Disability Prevention and Rehabilitation (NDPR) Week Celebration and Advocacy Forum on RA 9442 (Magna Carta for Disabled Persons) and BP 344 accessibility. The passage of Special Ordinance No. 79-2010 last June provided free movie access to PWDs in two cinemas in the city during Mondays or Tuesdays, the SM City Lipa and the Robinsons Place Lipa. Lectures on womens reproductive health care were given and 100 women availed of the free pap smear and breast examination in partnership with Medical City, MOMCARES, INC., and BM Caloy Bolilia of the 4 th District of Batangas. Fifty (50) women benefitted from the two (2) livelihood training seminars sponsored by PSWD, AMA, STI, DepEd and TESDA who also provided transportation allowance. Project WOMB (Womens Mutual Benefit) continued to provide health insurance to its members. For the year 2010, three thousand seven hundred forty-seven (3,747) members were assisted with their membership while five (5) beneficiaries were given a hand in the processing of their claims for health insurance in the amount of P50,000.00/family. The city continued to provide support in the fight against poverty thru its poverty alleviation program. Indigent out of school children aged 6-12 years were provided services by the De La Salle College-Lipa. SM Foundation sponsored the film showing, fun games and Christmas party of Balik Eskwela beneficiaries. As part of the national governments program to

eradicate poverty, identification of qualified indigents was conducted in the 72 barangays. A total of 6,958 indigents applied for the program. To be able to fully provide meaningful social services to its constituents, various organizations like Senior Citizens, Womens Associations, Active Mens Association for Progress and Unity (AMAPU), Pag-asa Youth Association (PYA) and the Bantay Karahasan Volunteers in the barangays and city levels were reorganized, strengthened and empowered. Constant monitoring as well as year end evaluation and planning were held. The city government fully supports the barangays, the smallest unit of government, in their pursuit of local development. One of the most notable programs for community development implemented in 2010 was the Search for the Model Barangay. Respected people from the academe, national agencies, private sector and non-government organizations were tapped to provide impartiality to the judging of winners. Participated in by all the 72 barangays, the competition awakened the desire of the entire community into building their capacities. They became active in bringing progress to their respective communities by demonstrating exemplary performance in varied aspects of governance. Of the selected outstanding barangays in 10 areas of concern, three proved to be the toughest to beat. They were Barangays Pinagkawitan, San Lucas and Bulaklakan who bagged the 3rd, 2nd and 1st place respectively. The 3rd placer got P20,000.00 cash and P250,000.00 worth of barangay projects, the 2nd placer got P30,000.00 cash and P0.5M worth of barangay projects while the champion got P50,000.00 cash and P1M worth of barangay projects on top of the plaques of recognition awarded to them. Cash incentives and certificates of recognition were also accorded to the winners per category. To ensure the harmonious relationship between the local and barangay governments, constant and open communication was maintained. Barangay/ cluster meetings and barangay assemblies/consultations were regularly conducted. The City Mayor also encouraged full coordination among the LGU, the barangays, the PNP and other stakeholders. To attain sustainable development, barangay development plans were anchored on the Comprehensive Development Plan of the city. Flagship programs of the city government were relayed to the barangay officials via Seminar Workshop on Disaster Management and Preparedness cum Lipa City Flagship Program. Lakbay Aral on Good Governance cum Seminar on Value Setting and Progressive Leadership was conducted to equip the barangay officials with knowledge and leadership skills and to form their values for effective governance. Barangays were provided with a seminar on Government Procurement Act (RA 9184) and its implementing rules and regulations to educate them on the general provisions, procurement planning, accountability measures, bidding process, procurement of goods and services and alternative methods of procurement. Technical assistance was also extended by the City Budget Office in the preparation of barangay annual and supplemental budgets.

Year 2010 also marked the entrance of new sets of barangay officials following the October barangay and SK elections. Barangay organizations such as the Barangay Tanods and Lupong Tagapamayapa were re-organized to ensure maximum cooperation and camaraderie among barangay officials and functionaries. Technical assistance was provided to barangay governments in the oath taking of the newly elected/ newly appointed barangay officials and functionaries and other concerns. The Mutual Benefit System provided medical and burial assistance to barangay tanods and their families. In 2010, the city allocated a total of P2.5M for the community enhancement and development program. Tourism, Culture and Arts Despite Lipas state of progress and commercialization, the city continues to preserve and promote its religious and vast cultural traditions through various programs, projects and activities undertaken in 2010. The city government of Lipa allocated a portion of its budget for the promotion of tourism, culture and arts in the city. Known as the Little Rome of the Philippines, Lipa City is home to various religious congregations and magnificent and historical churches and convents such as the Metropolitan Cathedral of San Sebastian and the Our Lady of Mount Carmel Church. Lipa City is indeed a pilgrims paradise for in 2010, the Archdiocese of Lipa, the Philippine Mariological Society and the Lipa City Culture and Arts Council hosted the 7th National Day of Prayer wherein more than 4,000 pilgrims flocked to the city. The Sangguniang Kabataan sponsored the conduct of the Santacruzan festival, one of the most colorful Filipino traditions. The annual fiesta celebration was not merely a gathering of prominent Lipeos and local folks but also a way of reviving the past and sharing the culture. The Lipa City Youth Society in commemorating the great history of the city sponsored the FIESTAlino quiz bee which was participated in by 13 secondary schools in the city. The Foundation Day celebration, the Rizal Day celebration, the Independence Day celebration and the DepEd Cultural Night showcased not just the natural talents of the Lipeos in the performing arts but also its great cultural heritage. The city government in coordination with the Lipa City Culture and Arts Council spearheaded the singing and dancing competitions for Lipeo talents who have potentials in the performing arts. The Lipa Integrated Performing Arts (L.I.P.A.), the citys cultural ambassador took the lead in being the citys representative in various cultural presentations such as the Annual Sayaw Filipinas and tributes to prominent Lipeos who gave service to the city like Major Mauricio Casanova, former PNP Chief and Ex-Officio Fire Chief and former Mayor Carlos Solis. They were also given the task of welcoming the Divine Mercy National Convention participants by sharing to them Lipeo talents and culture through dance performances. Aside from the historical churches and convents, other significant places of interests often visited by tourists/visitors were the marker of the burial grounds during Japanese occupation and the Peace Tower in Barangay Lumbang, the Casa de Segunda (home of

Segunda Katigbak, Dr. Jose Rizals first love) and the Museo ng Katipunan in Barangay Bulaklakan which housed the flag claimed to be the original flag with blood stain used by the Katipuneros during the Philippine Revolution. The Lipa City Tourism and Museum Council took charge of maintaining the Museo ng Lipa where old memorabilias, relics and artifacts showing our ancestors way of life was stored. Photographs and artworks of some Lipeo artists were also displayed in a certain portion of the museum. Two trainings entitled Basic Environment and Tourism Course and Lipa City Tourism Planning Workshop were conducted in 2010 attended by the council members, non-government organizations, local agencies and members of the academe. To acquire new marketing strategies in promoting the City of Lipa and the beautiful country Philippines, a Lakbay Aral to the Historical City of Intramuros was held. The Search for Miss Lipa Tourism 2010 was conducted with the aim of developing the potentials of Lipea beauties and be the official representative of the city in national and international competitions. Winners would act as the tourism ambassador of Lipa. Also in the year 2010, the exchange of technology and cultural traditions became official as the City of Lipa entered into a sister-city relationship with Banton, Romblon. The city was also given the noble task of hosting the 429th Founding Anniversary of the Province of Batangas wherein various municipalities and cities displayed their unique talents and skills in different activities. Diverse products representing each participating municipalities and cities were put on display during the trade fair. Other activities supportive of promoting tourism, culture and arts in the city were the Lomi Festival and the DepEds Festival of Talents.

Sports Lipa City on its continuous desire to become the center of live sports entertainment continues to provide avenues for local athletes to shine and be recognized in their chosen fields. Lipa Citys budget for 2010 allocated P3M for the Sports Enhancement Program of the city. Through this, the city became a witness to the successful staging of various sports activities. There was the annual Lipa City Summer Sports Fest whose primary objective is to promote physical fitness, camaraderie and sportsmanship among participants particularly the youths. This event was participated in by teams from various barangays competing in 5 sports discipline, basketball, volleyball, softball, chess and dama. On top of the trophies and medals awarded to the winners, the city also set aside cash prizes and millions worth of barangay projects for the winners. Also under the Sports Enhancement Program was the 4th free self-defense and karatedo training participated in by kids and youth alike in partnership with the Karatedo Brotherhood of

the Philippines Society (KBPS). To develop other potentials and talents, free guitar and dance lessons were also offered. Also in 2010, more than 5,000 participants ran with Hon. Meynardo A. Sabili in the Takbo Para sa Pagbabago, a fun run activity spearheaded by the city in partnership with TV10 Batangas. It was also during this time that a basketball exhibition game with the famous showbiz personalities and PBA players was held. Sports activities in the barangays were also very alive during summer where almost all the 72 barangays conducted basketball/ volleyball tournaments through the sponsorship of the Sangguniang Kabataan. The city government also allocated funds for the improvement and construction of gymnasiums and covered courts in the barangays. Through these sports activities, the city continues to hope that more youth will be taken away from vices, more youth will be developed into national athletes and more youth will eventually be the representatives to various competitions abroad. C. Economic Governance

Having been led by several administrations, Lipa City has constantly continued to strive for economic stability. The city, in partnership with other concerned sectors, aggressively seeks and offers a basket full of economic opportunities to the public. The city, being agricultural in nature, constantly gave a hand to medium and small scale farmers. A number of rice farmers were assisted for the improvement of their irrigation system. Agricultural extension services were contributory factors in the increase in crop production and quality. The assistance of the LGU in detailing one (1) tractor to farmers, and the support from the Office of the Provincial Agriculturist (OPA-Bats) in providing one (1) multipurpose sheller for rice and corn have notably added to the increase of their yield for the year. Four hundred eighty-four (484) packets of Bio-N were given to forty (40) corn farmers which resulted to corn yield increase from 3.5 MT to 5 MT/ha, and consequently an increase in income by 30%. Additional sources of livelihood have been continuously shared through the cattle and hog dispersal. There were with seventeen (17) recipients of cattle and one hundred ninetythree (193) of hogs for breeding. In addition, a total of 609 benefited from distributed free vegetable seeds and seedlings. Through the integrated effort of the City Agriculturist Office and the UPLB-Bee Program, bee keepers in

the city increased from five (5) to twenty-two (22) under the Honey Bee Keeping Project. The collective efforts of the city government and its partner agencies, the implementation of these programs took a notable part in uplifting the livelihood of the people and the citys agricultural side. On the other hand, there were fifty (50) women who benefited in the Practical Skills Training program to augment family income. This was under the community-based programs for women empowerment coordinated with Technical Education & Skills Development Authority (TESDA), Provincial Social Welfare & Development (PSWD), AMA Computer College, System Technology Institute, Inc. (STI), and Department of Education.

The City Cooperatives Office continues to be the leader in strengthening the organized cooperatives in the city thru its trainings and seminars. These trainings provided updates on new laws, regulations, circulars, and practices that govern every cooperative. Also taking an important part in this endeavor is the LCCDC or the Lipa City Cooperative Development Council as a committee that protects the interest of its members. In 2010, Lumbang Multi Purpose Cooperative availed of a loan restructuring amounting to P 175,000.00. The City Cooperatives Office also continued to extend loans to cooperatives. As of December 31, 2010, a total loan portfolio amounted to P 1,305,386.28 where loan was pegged at 99%.

Inspite of the presence of huge shopping malls in the city, the public market remains to be a popular option for shopping. In 2010, one thousand one hundred ninety-six (1,196) business establishments renewed their businesses while twenty-five (25) new entities placed their businesses in the citys public market. Locating ambulant vendors in more appropriate places added to the portrait of a more convenient market to go and to shop. The One-Stop-Shop provided the public a convenient way to complete their requirements and have their business permits approved. To ensure the regulated and lawful operation of these businesses, violation letters / demand notices to business operators who failed to renew / secure business permit were served by the duly Licensed Inspectors. Thru this effort, two hundred ninety-six (296) business establishments responded resulting to three million four hundred thirty eight seven hundred ninety seven & 28/100 (P 3,438,797.28) revenue collection for 2010. Infrastructure projects have always been part of the citys continuing progress for it continues to improve the image and marketability of the city.

In 2010, about P 50M was allotted to concreting of various barangay roads and construction and maintenance of a number of canals and drainage. The installation of streetlights amounting to P 4,992,142.29 was an added safety measure for motorists. A total of P 18M were spent for the construction and improvement of barangay facilities such as barangay halls, covered courts and stage. Construction of Health center and botika sa barangay were also included in this amount.

To augment the employment rate of the city, jobs fair was conducted by the City Community Affairs Office through the Public Employment Service Office (PESO) dated August 4, 2010. Fifty (50) companies offered job vacancies and a total of one thousand eighteen (1,018) applicants were accommodated.

Ecological Solid Waste Management Project The citys Ecological Solid Waste Management Project focused on cleanliness particularly on the maintenance of city streets, public market, Plaza Independencia and cultural center. The drainage systems around the public market were declogged to avoid flooding and unpleasant odors. Unwanted posters, tarpaulins and streamers that pose as eyesores were removed. Garbage was collected by a private hauler, Hain Enterprises and was transported to a private sanitary landfill in Cabuyao, Laguna. Collecting, sorting and shredding of recyclable materials were done to minimize garbage and continuously promote the protection of the environment. Several proposals of Solid Waste Management technologies were evaluated in order to find the most suitable one for the city. National environmental laws and local sanitation ordinances were strictly enforced in the city. Approximately 1,204 persons were reprimanded and 524 were issued citation tickets for violating the anti-littering and illegal dumping ordinance.

Water Resource Management Project This project aims to protect and conserve water resources for sufficient ground water and fresh water supply for residents. This included the Bantay Ilog Project which brought visible improvement in river water quality at the Pamintahan River. Sanitation and cleanliness at the riverbank of Pamintahan River was also regularly done through the aid of barangay officials and residents of barangays San Carlos, Barangays 2, 3, 5, 9, 9-A, 10, Balintawak, Sabang, Latag, Antipolo del Norte, Antipolo del Sur, and Pinagkawitan.

Forest Resource Management The Tree planting project under the Forest Resource Management Program included planting of around 3000 trees of several species at the proposed Eco Park in Barangay Dagatan. Two hundred (200) dwarf caballero trees were planted by the SK Federation along the road of Balintawak while 5,000 suitable trees were also planted along roads of selected rural barangays of Lipa. The barangay officials, in support of the project, signified their commitment in the maintenance of the trees planted. One significant accomplishment during the year was the apprehension of an illegal logger who was operating at Barangay San Benito. The case was brought to the attention of the Mayor through the vigilance of barangay residents who filed the complaint in his office. Through the team effort of the CENRO, PNP, and local officials, the operator was reprimanded and the operation was automatically stopped.

Mining Resource Management The city remains vigilant in monitoring the mining activities in its jurisdiction. To this effect, the CENRO conducted ocular inspection in mining areas to check their conformity to existing mining laws. One mining firm was found non-conforming and such case was forwarded to the Batangas Provincial Mining Regulatory Board for their appropriate action.

Park and Protected Area Management The City ENRO organized a coastal clean up activity at Sitio Tagbakin, Halang in line with the International Coastal Clean up Month. This was participated in by several companies from LIMA Land Inc and by barangay officials and residents. The LIMA Pollution Control Officers Organization (LPCOO) supported this activity by providing the materials needed as well as the food of the participants.

Conversion of Close Dumpsite into Natural Butterfly Garden Since the closure of the citys dumpsite in barangay San Isidro in February 5, 2005, rehabilitation efforts were continuously done in the area. It was further converted into a Natural Butterfly Garden and now the old dumpsite hardly left a trace.
