WHEREAS there is a need to strengthen the echanis for coordinating the efforts of govern ent officials and non!govern ental organi"ations to accelerate econo ic and social gro#th and local develop ent$ WHEREAS% greater participation fro the private sector and non!govern ental organi"ations is relevant in the develop ent planning process$ WHEREAS% Section &'( of R)A) *&(' or the Local +overn ent Code andates that each local govern ent unit shall have a co prehensive ulti sectoral develop ent plan to be initiated b, its develop ent council and approved b, its Sanggunian$ WHEREAS% the Cit, -evelop ent Council shall assist the Sangguniang Panlungsod in setting the direction of econo ic and social develop ent% and coordinating develop ent efforts #ithin its territorial .urisdiction$ WHEREAS, pursuant to Title /I% Section &'* 0b1 of R)A) *&(' other#ise 2no#n as the Local +overn ent Code% the Cit, -evelop ent Council shall be headed b, the a,or and shall be co posed of the follo#ing e bers3 0&1 All Punong 4aranga,s in the cit,$ 051 The chair an of the co Panlungsod concerned$ ittee on appropriations of the Sangguniang
