Foreword

Northern Rails strategy is very much in line with our policies and advice to Train Operators on how best to provide facilities that will not only encourage more bike and rail journeys which will be well used by cyclists. When I announced our 14m package of funding last September to transform facilities for cyclists at rail stations and encourage healthier, greener travel I was keen that those facilities became available to cyclists as soon as possible. Northern have put the ideas they first submitted to us last year into practice very quickly and are starting to deliver real improvements for cyclists. Both my officials and Cycling England are working closely with Northern and have been impressed with Northerns enthusiasm and commitment to the project. They have set themselves some difficult targets, with over 100 stations to receive improved facilities for cyclists. This, together with better marketing and publicity, will encourage more people to use their bicycles for part of longer bike and rail journeys. I look forward to hearing about how well the new facilities are being used by cyclists. I am also looking forward to seeing the Leeds Station Cycle Point up and running and I see this as an inspirational idea for other Train Operators to emulate. This is why I have made funds available for similar facilities to be provided around the country. Northerns strategy covers all areas of bike and rail journeys, including a clear and easily understood policy on bicycle carriage, a cycle users forum and work with local authorities to improve routes and signage to stations. Cycle hire at selected stations is included, as is providing for cycle tourism at stations such as Skipton, which Northern sees as being a cycle gateway to the Yorkshire Dales. I was also particularly impressed with Northerns proposed station hierarchy for cycle parking provision. This plan is something which other stations could copy and which would ensure that all know what cycle parking facilities they can expect to find at different category stations. If this is successful, I would hope that other train operators will take this up. I congratulate Northern on their strategy document which I hope will lead to more train companies publishing their own strategies in the future.

Executive Summary
Northern is strongly committed to promoting cycling. It is a sustainable and healthy form of transport and complements our train services. It is a key part of our integrated transport approach which is supported by our parent companies Serco and Abellio. Since we first launched our Cycling Strategy in 2007 we have achieved a lot but there is plenty more to do. The creation of the first UK Cycle Point at Leeds, which was introduced by one of our parent companies, Abellio, will be a landmark event, coupled with the provision of improved cycle facilities at over 100 stations in the Leeds City region. We will work with our partners to provide improved facilities at a wide range of stations across the Northern network. The development of Station Travel Plans has focused attention on the journey to and from the station. We will work with local highway authorities and cycling organisations to identify and promote safe routes to and from stations. We will maintain our policy of free cycle carriage on all our services, without the need for reservations. This is subject to space constraints. Each train unit (one, two or three-cars) can normally carry two cycles but more at the discretion of the conductor. During refurbishment, or in the procurement of new vehicles, we will endeavour to provide improved space for cycles and luggage. We will ensure that cycle space on our trains is clearly marked, externally and internally. We want to promote cycling for both utility journeys, as part of the journey to work or college, and for leisure. We will continue to develop opportunities to promote leisure cycling including cycle hire from stations. Our Cycle Users Forum has been of valuable in identifying and discussing the needs of cyclists, and in developing Northerns Cycling Strategy. It will continue to receive full support from Northern with the active involvement of managers and employee representatives. Cycling will be a key focus within Northerns integrated transport strategy and, over the next few years, we aim to establish it as a leading proposition within the rail industry.
Northern was delighted to have successfully bid to be one of Cycling Englands 4 Bike n Ride Demonstration Train Operators. Cyclists will see the benefits of the 1m grant by way of a variety of improved facilities for cyclists at many of our stations in the next year.
We will work with local authorities and major employers on travel planning programmes to promote alternative options to car dependence, both for journeys to and from work, and for leisure. The experience of station travel plans suggests there is a lot more scope for development. Northern has strong pro-cycling credentials. We are part-owned by Abellio, where an astonishing 30% of all rail passengers in The Netherlands arrive at their local station by bike with about 10% leaving their destination station by the same mode. We want to learn lessons from the experience of Abellio and The Netherlands, where cycling is very much a way of life. This Strategy is part of a continuing process of engaging with the cycling community and trying to make a practical change in how we accommodate the needs of cyclists. We very much welcome the views of cyclists and other rail users on this document, including suggestions which we can incorporate in future versions.

Cyclepoint will not only provide passengers with a new travel option but will also give Leeds residents and commuters a high quality cycle rental and retail facility. The scheme complements local and national government policies to increase cycle usage.
We want to test out the Eco Station concept being developed with Lancashire County Council. This is effectively re-inventing the local station to be an environment friendly hub for the community. Having bike hire, and possibly cycle maintenance/purchase facilities, forms part of the concept. We will need to identify suitable space for cycle parking both at passengers home station and also where they get off the train so they can cycle to their final destination. Most potential for the latter will be at larger city or town centre stations with a large throughput.
In general, cycle storage at smaller stations will be free. We will continue to explore potential for bike locker user club facilities, as piloted by Greater Manchester PTE, where cyclists pay a small annual fee for access to safe storage facilities. This scheme was piloted at Stockport and won a highly commended award at the National Cycle Rail awards in 2006. We will also look at the secure compound approach which has worked successfully elsewhere. We will look for commercial sponsorship and advertising to help cover the cost of facilities. We will develop a station hierarchy based on the following criteria:
Busier, fully staffed stations: Lockers (with or without registered keyholders) at these stations and Sheffield stands. The secure compound approach would also be appropriate at some locations. These are likely to be where support from PTEs and local authorities is forthcoming. Less busy, staffed stations: Sheffield type cycle stands, or similar, under cover and in open view. In some cases, lockers could also be appropriate. Where access permits, these are best on platforms. At unstaffed stations (or those where the station is single shift or employs only one person) Sheffield stands may be appropriate in some locations but cyclists are likely to be reluctant to leave their cycles in open sites with no-one observing the stands. In these cases, stands should only be provided where there is CCTV or located in an area with other public activity. There may be scope for arrangements where adjacent businesses (pub, shop etc) could accommodate the stands. Equally, local authorities may be able to assist in identifying suitable storage space near to the station. The secure compound approach may also be appropriate at certain unstaffed stations where CCTV is provided. Abandoned cycles left on stations will be removed after 4 weeks.
Update our register of cycle-facilities at stations, which is shown under station facilities on our website. Identify locations which currently do not have cycle storage facilities and discuss opportunities to provide them, with PTE and local authority partners. In some cases a simple Sheffield Stand may be appropriate, with suitable cover, whilst in other locations more robust secure storage may be required. Open the Leeds Cycle Point Install cycle-parking at over 100 stations in the Leeds City Region, market the facilities and monitor their useage Make sure that where we have CCTV facilities these cover the area of the cycle lockers/stands Advertise the fact that stations do have facilities for bike storage Develop the Eco Station concept to include an integral bike hub at trial stations.
Ensure that staff, particularly conductors, are fully briefed on Northerns cycle policy Maintain our policy of not charging Maintain our policy of no formal peak restrictions Maintain our policy of no advance reservations When trains are refurbished we will explore opportunities for improving cycle space, on the principle of providing flexible space Ensure that all the Northern fleet is signed externally and internally showing where bike space is located In any future programme for new designs (e.g. Pacer replacement) we will ensure that flexible space is maximised.

6. Folding Bikes
This is a growing market and we are happy to work with cycling organisations to encourage the use of folding bikes for cycle commuting. They take up minimal space and there are no restrictions on the number carried per train.
In 2010-2011 we will:
In conjunction with others, seek to introduce cycle hire facilities at stations. Develop at least one package with a bike hire company Identify stations with potential for bike hire facilities Work with local authorities to conduct a modeling exercise to determine the long-term potential demand for bike-rail tourism

8. Promotion
The leaflet promoting Cycling with Northern in 2007 will be updated including the Cycling England / DfT funded Bike n Ride station cycle parking scheme being introduced in the Leeds City Region, The exciting new Dutch style CYCLE POINT at Leeds station introduced by Abellio, one of our parent companies, will take pride of place in this publication. We will consider on a case-by-case basis more localised publicity and promotions, e.g. cycle trails from stations, particularly where a station is at or near part of a National Cycle Network route. Opportunities will present themselves where a community rail partnership is operating. Where a station is on a National Cycle Route we will ensure there is appropriate signage. There is scope for community rail partnerships (CRPs) to collaborate on leaflets which promote rail access to particular cycleways which link into more than one CRP route for example Pennine Cycleway which covers six! We want to trial innovative approaches to promoting cycling along a line of route. We have selected the Caldervale Line between Manchester Victoria and Leeds via Halifax. We will work with the local authorities along this line, and the South Pennines Rail Partnership, to identify opportunities including welcome maps at stations (including isochromes showing distances from the station) and test out cycle storage options.

We will work with local authorities to promote use of more local trails which intersect with our services, e.g. The Middlewood Way which links Rose Hill (Marple) with Middlewood and Macclesfield.
