Draft UNSCR Ukraine The Security Council, PP1 Recalling the obligation of all States under Article 2 of the

e United Nations Charter to refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, and to settle their international disputes by peaceful means, Recalling its primary responsibility under the United Nations Charter for the maintenance of international peace and security, Reaffirming that no territorial ac!uisition resulting from the threat or use of force shall be recogni"ed as legal, Recalling the 1$%& 'elsin(i )inal Act of the Conference on Security and Co*operation in +urope, and the 1$$# ,udapest -emorandum, Stressing the importance of maintaining an inclusi.e political dialogue in U(raine that reflects the di.ersity of its society and includes representation from all parts of U(raine, 0elcoming the continued efforts by the Secretary*1eneral, the 2rgani"ation for Security and Cooperation in +urope, and other international and regional organi"ations, to support de*escalation of the situation in U(raine, Noting 3ith concern the intention to hold a referendum on the status of Crimea on 1/ -arch 241#, Reaffirms its commitment to the so.ereignty, independence, unity and territorial integrity of U(raine 3ithin its internationally recogni"ed borders5 Urges all parties to pursue immediately the peaceful resolution of this dispute through direct political dialogue, to e6ercise restraint, to refrain from unilateral actions and inflammatory rhetoric that may increase tensions, and to engage fully 3ith international mediation efforts5 Calls on U(raine to continue to respect and uphold its obligations under international la3 and to protect the rights of all persons in U(raine, including the rights of persons belonging to minorities, and in this regard, 3elcomes the statements by the transitional go.ernment in U(raine affirming its commitments to uphold the rights of all U(rainians, including those belonging to minorities, and to an inclusi.e national political dialogue5 Notes that U(raine has not authori"ed the referendum on the status of Crimea5 7eclares that this referendum can ha.e no .alidity, and cannot form the basis for any alteration of the status of Crimea5 and calls upon all States, international organi"ations and speciali"ed agencies not to recogni"e any alteration of the status of Crimea on the basis of this referendum and to refrain from any action or dealing that might be interpreted as recogni"ing any such altered status5 7ecides to remain acti.ely sei"ed of the matter8
