Development Plans

The broad planning intension for New Chandigarh is a self-sustaining, medium density area to ensure quality living while preserving the natural environment. A grid-iron pattern has been adopted for this new township with focal points and key activity zones carefully juxtaposed with open spaces and buildings that relate to each other visually. Since there are no major existing developments, with the exception of the developments within the village of Mullanpur and other rural settlements, there is little hindrance and minimal need for urban renewal and redevelopment. Good connectivity plays an extremely important role in the success of a township. Apart from the existing MDR-B and MDR-C, for better planning and connectivity additional roads have also been planned. The major arterial roads are 60 mts wide and are supported by collector and primary roads, which are 45 mts and 30mts wide respectively. With the construction of the GMADA expressway, New Chandigarh will be easily accessible from Baddi and Anandpur Sahib. Open spaces and recreational areas are important elements in the overall planning of New Chandigarh (Mullanpur). The total area of land under recreation, parks and open spaces is about 900 ha, with about 250 ha additional area allocated for recreation and tourism. The green spaces including PLPA land makeup about 33 % of New Chandigarhs total area. Lands for parks and gardens have been set aside for regional, city and neighbourhood use. Quality living environment is created with a good distribution of green spaces with the residential areas. A sizable piece of contiguous land in the south-western side of New Chandigarh (Mullanpur) has been set aside as a sports and recreation zone which includes proposal for a Sports Stadium, Horse Riding Grounds and Golf Courses among others. Guidelines have been formulated to ensure that there are sufficient building setbacks and 3m 5m green buffers along all roads to present a pleasant and healthy environment. Intra-urban migration is expected to be the main catalyst in the population growth for New Chandigarh. Approximately 27% of the area is dedicated for residential use. The main private developers in the area are DLF, Omaxe, Altus Space Builders and Innovative Housing Infrastructure Private Limited. The Medicity (Health Zone) and the Education City (Knowledge Zone) are situated at the opposite ends of the fringe of New Chandigarh to yield a better environment by segregating the traffic movement and providing a balanced distribution of jobs and housing. An additional pocket has been earmarked for Education Zone for setting up of independent institutions to cater to the local needs of the residential areas. The Mixed Use development will provide a variation of retail, entertainment, accommodation and marketing convenience for residents, workers and tourists. These are primarily located along the rivers and the major arterial roads with emphasis on encouraging the livability and vibrancy of these places by making them pedestrian oriented and providing connected parks and open spaces. The location of the proposed 25 acres Transport Terminal along the major arterial road MDR-B heightens the easy connectivity and accessibility to Chandigarh and other LPAs, thereby enabling New Chandigarh (Mullanpur)s industries to tap into the pool of out of town worker s where the need arises. In the future, a Metro Station is proposed to come up next to this Transport Terminal. The forecast traffic for the next 30 years and the location of various development zones has guided the proposed hierarchy of roads and number of traffic lanes for each road. Industries in New Chandigarh (Mullanpur) will shift towards more service oriented businesses. A dedicated industrial zone, approximately 3-5% of the total area has been planned towards the south of the residential area along the PR-4. Adequate Utilities/ Infrastructure have been planned for this new city to cater to the forecast population of the next 25 years.

Eco City
The plotted residential development under GMADA, Ecocity is the upcoming Ultra modern Township at Mullanpur, New Chandigarh. Quite synonymous to its name, it is surrounded by lush green areas. The scheme

launched in the year 2011 for the allotment of 836 residential plots evoked overwhelming response as approximately 1, 60,000 applications were received. Planned to the south of MDR-B, Eco City Phase-I is being developed on an area of 400 acres, which has been acquired under 100% Land Pooling, thereby making the farmers as the stakeholders and none of the farmers have been uprooted. Development works are on a spree at the site and are likely to be completed by January, 2014. Development is being carried out by M/s Larsen & Toubro Ltd. Total area under development of the scheme is 400 acres and the total project cost of development is Rs. 151 crores, out of which Rs. 50 crores have already been spent on the construction of roads and providing Public Health, Electrical, Horticulture Services, etc. Around 450 acres of additional land is being acquired for Eco City Phase-II. Compensation will be paid as per the policy to the land owners whose land will be acquired for the project.

Medicity
As it is crucial to integrate nature with health, the Medicity has been located adjacent to the restricted PLPA land. A total area of 350 acres has been marked for the Health Zone out of which 100 acres has already been acquired by GMADA under 100% Land Pooling , thereby making the farmers as the stakeholders and none of the farmers have been uprooted. Land owners of Medicity would be allotted residential and commercial plots/sites in Eco City as per their entitlement under the land pooling scheme. The remaining 260 acres is being acquired. Out of the already acquired 100 acres, 50 acres of land has been allotted for the development of the Tata Cancer Hospital, work on which is underway. Civil works are in progress at the site and target is to finish the project by 2015. The project so completed would provide facilities for clinical research, training and education.

Education City
The Education City has been proposed on an area of about 1700 acres, land acquisition process for which is underway. Its aim is to develop New Chandigarh as the learning destination for the Greater Mohali area by providing land for setting up schools, colleges and universities offering world class education, along with opportunities for establishment of a Film City within this zone. Reputed international universities and institutes in the area of computer science and engineering branches, tourism and hospitality, hospital administration, multimedia, pharmaceuticals, media and mass communication have shown interest to set up their campuses in the proposed Education City. Apart from allotment of land to various educational institutions, residential and commercial areas will be developed in the project for the convenience of the students and the faculty. The district will surely be a preferred destination among the aspirants of various educational streams, with the project getting into the shape.

Ongoing Projects

Total area under development of the scheme is 400 acres and the total project cost of development is Rs. 151 crores, out of which Rs. 50 crores have already been spent on the construction of roads and providing PH , Electrical & Horticulture services etc. Process of acquiring around 450 acres of land for Eco City, Phase-II is under process. Compensation will be paid as per the policy to the land owners whose land will be acquired for the project. Medicity, New Chandigarh, Mullanpur Located in the vicinity of ECO City, land measuring about 100 acres stands acquired for developing the Medicity. Out of total area, 50 acres has already been allotted for the construction of Tata Cancer Hospital. Land owners of Medicity would be allotted residential and commercial plots/sites in Eco City as per their entitlement under the land pooling scheme. Civil works are in progress at the site and target is to finish the project by 2015. The project so completed would provide facilities for clinical research, training and education. In phase-II of the scheme land measuring 160 acres would be acquired and Section 4 of the Land Acquisition Act, 1894 stands notified. Education City, New Chandigarh, Mullanpur Land acquisition process is underway for setting up of proposed Education City over an area of 1700 acres at Mullanpur. Land will be made available for setting up schools, colleges and universities offering world class state of the art facilities. The project so completed would offer education facilities in courses like Engineering, Management, Bio tech, Tourism, Hospital, Multimedia, pharmaceuticals etc. Aerocity, Mohali Land measuring 800 acres (approx.) on both sides of the approach roads of the upcoming International Airport, beginning from Sector 66/82 to Village Chatt was acquired for the development of state of the art aerotropolis comprising institutional/commercial and residential use. Around 5000 residential plots are planned in Aerocity. 80% of development works including construction of roads, water supply, electrical and public health works etc. have been completed by M/s Larson & Toubro Limited. Target is to complete the project in December 2013. The total project cost of the development on the right side of the airport road is Rs. 141.30 crores, out of which approximately Rs. 90.34 crores have already been spent on various development works. On the left side, an amount of Rs. 65.13 crores has been spent on development, while the total amount earmarked for the development works is Rs. 123.71 crores . Purab Premium Apartments, Mohali Work has been allotted to M/s Simplex Infrastructure for construction of 1620 apartments in Sector 88, Mohali. It will include 300 apartments of category-I, 600 apartments of category-II & 720 apartments of category-III. The total project cost is Rs. 800.00 crores and the construction is

proposed to be completed by September 2015. The scope of work includes construction of Community Centre, convenient shopping booths, UGSR, a swimming pool, 2 basket ball courts, 2 volley ball courts, a skating rink, provision of lifts, fire fighting equipments and piped metered LPG/NPG. The work of preparing the structural designs of these apartments was entrusted to M/s Mahimtura Consultabts Private Ltd., Mumbai. GMADA possess 50 acres of land for the project which is likely to take off in July, 2013. IT City / Knowledge Park, Mohali Land measuring around 1700 acres was acquired for development of IT City/ Knowledge Park close to Sector 66, 82 and 101 on Kharar-Mullanpur road. The facility being developed on land worth Rs. 3000.00 crore would offer Industrial, Institutional, Commercial and Residential property. The township being in the vicinity of the proposed International Airport is expected to cater to huge demand for variety of properties, the city intended to offer. The Knowledge Park consists of residential plots, commercial establishments those including hotels, expo centre and group housing, EWS and area for setting up of various institutions. Development works worth Rs. 450 crores are expected to start here from October 2013 and proposed to be completed in May 2015. The scope of work includes laying of roads, PH & Elect. Works etc. Knowledge City, Mohali Land measuring 453 acres stands acquired for setting up Knowledge City in Sector-81. Renowned educational groups such as IISER, Institution of Nano Technology, NABI and MNCS have shown interest in expanding their activities in the State by setting up campuses here. Recently, the campus of Indian school of Business was inaugurated here.

Golf Academy and Golf Club, Mohali Around 85% development of Golf Academy and Golf Club has been completed by M/s Tulip Build Infra Pvt. Ltd, New Delhi. The academy is coming up in Sector 65 and the project is worth Rs. 8.52 crores. The construction kick started on 6-5-2010 is nearing completion.

Kajouli Water Works, Mohali To augment the potable water supply to the residents of Mohali and surrounding areas, work of laying pipeline from Kajouli overhead Water Works has been undertaken. Work pertaining to the laying of water supply pipelines (2200 mm dia) costing Rs. 155.88 crore is being carried. This will bring additional 40 MGD water for domestic, commercial and institutional use in the Greater Mohali Area. The project kick started on 1-3-2012 is proposed to be completed on 31-8-2014. Out of total 22.5 KM pipeline, 5.5 KM has already been laid.

Bus Terminus-cum- Commercial Complex, Mohali

The project of construction of the Bus Terminus-cum- Commercial Complex worth Rs. 355 crores, over 7.00 acres in phase-VI, Sector 57 is nearing completion. The Bus stand may be completed by September 2013, however, the commercial towers would be ready by September 2014. Brick work is being carried at the first floor of the complex. Work of MEP services and faade is also in progress.

Sports Complexes, Mohali To cater to the recreational needs of the city residents sports stadiums are being constructed at a cost of Rs. 66.00 crore in Sectors 59, 61, 63, 65, 69, 71 & 78. The construction of these stadiums is expected to complete soon. Stadiums so completed will offer various indoor and outdoor sports facilities including badminton, table tennis, gymnasium, squash, skating rink, football, swimming, basketball, volleyball etc.

Road Network

Construction of 200 wide road from NH-22 to NH-64 is underway. The app. Cost of construction of this 3.50 km road is Rs. 27.63 crores and the target is to complete the construction in September 2013.

Construction of balance work of 200 wide and 8 km long road from Sector junction 66/67/80/81 to NH-64 is going to start soon. Construction of 200 wide road from junction Sector 73/74 to NH-21 (Chandigarh Kharar Road) is underway. The app. Cost of construction of 3.5 km road is Rs. 64.25 crores. Construction of 200 wide road PR-9 (From Aerocity Jn. to Kharar-Banur road):- about 12% work of construction of this 6.10 KM long road has been completed including Civil, PH and electrical works. The target is complete the project in May 2014. Construction of 200 wide Mullanpur-UT Boundary to T Junction of Kurali Siswan road. The total cost of construction of 8 KM long main carriage way is 71.00 crore. Work of construction of road was allotted to M/s Omax Infrastructure Ltd.
