Recommend to the Commission the appropriate actions to be taken on the nursing program that are found to be substandard and with low board performance percentage in the Nurse Licensure Examination (NLE). n. 5. The authority of the CHED-PRC Joint Monitoring Team shall be that provided under CIVO No. 28 s. 2010 entitled System and Procedures for the Joint CHED-PRC Inspection and Evaluation of Higher Education Institutions Offering Board Programs. 2. What are the steps to consider Section 10. Program Administration: 10.1 The College shall be administered by a full-time dean with the followingqualifications: .Filipino citizen; .Registered Nurse in the Philippines with current and valid PRC ID; .Holder of Masters degree in Nursing (MAN, MN, MSN) conferred by acollege or university duly recognized by the Commission on Higher Education; .Has at least one (1) year experience of clinical practice and a total of atleast five (5) years experience in teaching, administration and supervisionof nursing education; .Physically and mentally fit; .Of good moral character; .Has no other teaching assignments or administrative functions in other public/private institutions or higher education institutions; .Member of accredited professional nursing organization of good standing; .Upon appointment, he/she must be an active member of good standing of the Association of Deans of Philippine College of Nursing (ADPCN); and, .Upon appointment, he/she should have a duly notarized employmentcontract of at least one (1) academic year renewable annually. Thecontract should specify the academic rank. 10.2 The Dean shall have the following functions and responsibilities: a. Prepares short term and long term plans; b. Initiates curriculum development programs; c. Plans a rational faculty, academic and non-academic load; d. Leads in the faculty and staff development programs; e. Manages human, financial and physical resources; f. Manages student development programs; g. Manages department/college office operations; h. Leads development and utilization of instructional resourcematerials; i. Pursues personal and professional development; j. Collaborates with the health services, affiliation agencies and other academic units in the implementation of instructional programs; k. Monitors proper implementation of the programs; l. Initiates research and community extension projects/programs; m. Establishes internal and external linkages; n. Obtains recognition/accreditation of the nursing program; and

o. Evaluates the performance results of the nursing program. 0.3 The Dean shall have a teaching load not exceeding a total of six (6) units of lecture in a semester. Section 11. Faculty Qualifications/Requirements: 11.1 The faculty shall have academic preparation appropriate to his/her teachingassignment. In addition to being a Filipino citizen and having good moral character, thefollowing qualifications must be observed: For faculty members teaching professional courses: a.Registered Nurse in the Philippines with current/valid PRC ID b.Holder of Masters degree in Nursing (MAN, MN, MSN), Education or other allied medical and health sciences conferred by a college or university duly recognized by the Commission on Higher Education; c.At least one (1) year of clinical practice d.A member of accredited professional nursing organization of goodstanding For faculty members teaching other courses: e.At least a masters degree holder of other allied medical and healthsciences as specified under Section 4.3 of this CMO for those teachinghealth science courses; f.At least a masters degree holder in their area of specialization for facultymembers teaching general education courses and should only teachcourses in their area of specialization; 11.2 When vacancies occur in the teaching force of the college during the schoolyear, substitute or replacement with similar or higher qualifications shall be employed. 11.3The following conditions for employment must be observed: a.The salary of faculty shall be commensurate to his/her academicrank. b. Full time faculty member who teaches professional courses shall beresponsible for both classroom and Related Learning Experiences(RLEs). 11.4 Upon appointment, a faculty member should have a duly notarizedemployment contract of at least one (1) academic year, renewable annually specifyingacademic rank in accordance with his academic training and clinical expertise. Therecognized ranks are: instructor, assistant professor, associate professor and professor. 11.5 For the initial operation of the BSN program with two (2) sections of notmore than 50 students per section, a minimum of four (4) qualified faculty membersteaching professional and health science courses, two (2) of whom must be at leastholders of a masters degree in nursing, shall be employed. 3. Define four classification Classifications of Memberships There are four types of membership in PNA, they are as follows: 1. Regular membership is conferred upon a nurse who has paid the required fee for the current year. 2. Life membership is conferred upon a nurse who has been a regular member for three (3) consecutive years and who shall have paid the required fees (Php 5,000) regardless of age. 3. Honorary membership is conferred upon a person who is not qualified under Article II, Section 2, paragraph a and b hereof, but who has rendered distinguished service to the Association in the attainment of its goals subject to the approval of the Board of Governors. 4. Associate membership is conferred upon nurses residing abroad upon compliance of requirements for membership.

6. To ensure quality nursing care within the contemporary health care system, mechanisms for monitoring and evaluating care are under scrutiny. As the level of knowledge increases for a profession, the demand for accountability for its services likewise increases. Individuals within the profession must assume responsibility for their professional actions and be answerable to the recipients for their care. As profession become more interdependent, it appears that the power base will become more balanced, allowing individual practitioners to demonstrate their competence and expertise. Quality assurance programme will helps to improve the quality of nursing care and professional development.
