iberia is rich in natural resources, as a research has indicated that Barite a valuable mineral which occurs in a large number of depositional environments, and is deposited through a large number of processes including biogenic, hydrothermal, and evaporation, among others is found in Liberia. With all attention in Liberia at the moment on the emerging oil sector, Frontpageafrica has gathered that Liberia is amongst a list of countries including Nigeria, Brazil, Canada, Chile and others where the mineral( Barite) can be found according to research but with such economic importance of the mineral, it is being mined in Liberia without public attention. Barite is important to the extent that some 77% worldwide is used as a weighting agent for drilling fluids in oil and gas exploration to suppress high formation pressures and prevent blowouts. Other uses of Barite are in added-value applications which include filler in paint and plastics, sound reduction in engine compartments, coat of automobile finishes for smoothness and corrosion resistance, friction products for automobiles and trucks, radiation-shielding cement,

said it was not aware. Fahnseth B. Mulbah, Inspector General for Mines at the Ministry of Land mines and Energy at the time termed such mining on the Cestos River as illegal because according to him miners with Class C license are prohibited from using machines to mine, and that the case was to be investigated. It has been gathered again that Barite, is being mined on a large scare in Margibi County leaving deep holes in the areas where they are being mined. The mining is being done using yellow machines, with the removal of tons and tons of Barite from the earth, leaving very big holes behind as the miners move on to other areas to drill the earth for more Barite. Large scale mining of Gold, Diamonds and other valuable stones in the Country has

attracted many citizens, business people and even foreigners to the industry, but as to whether Liberia is benefiting from these minerals abstracted, is another question. The Steinbock Minerals Company that is doing the mining of Barite is operated by a group of Chinese, who hardly speak English, but only operate machines to do the mining. They work day and night and sleep on the site under old tents and cars, while the Liberian workers go home to nearby villages after work, some villagers in the surrounding where the Barite is being mined told Frontpageafrica. These Chinese, who are mining the barite, are only contractors whose duty is to mine and take it to the Port of Buchanan for shipment to Europe, Says Dexhon Kpakilah, a Liberian Supervisor.

Kpakilah, who said he does not know the Country in Europe that the Barite is being shipped, supervises other Liberians at the site. When questioned as to whether the company is registered with the Ministry of Lands, Mines and Energy, and if it had any license to that effect, Supervisor Kpakilah said they are operating with a class B license from the Ministry and they have been operating for nearly two years. According to the Supervisor, the categories of license that the Ministry of Lands gives states that grade A or Class A license is for merchandise mining that deals with big companies like ArcelorMittal and Big machine like bull dozers, Dredges and other mining equipment are allowed to be used. While Class B or Grade B License is Semi

merchandise mining also using equipment but it should include some level of participation by Liberians. The Environmental Protection Agency EPA, responsible to observe the environmental laws and the impact on the citizens in the community, admitted knowing about the company and the issuance of permit to the company, but there was no inspector on site. I know Steinbock Minerals because it was once halted from mining activities for not getting all their documents correct before commencing work, says Mr. Earl Neblett, Assistant Manager of ESIS at Environmental Protection Agency (EPA). Mr. Neblett said there should be an EPA inspector at every mining site in the Country to see that the company does not violate the environmental

laws like spilled oil from the equipment, machine pollution and waste, but said due to lack of logistics, the EPA does not have an inspector on the Companys operational site. EPA only has just a fuel vehicle to cover the entire Country and less than 200 employees. We do not even have bikes for the workers to go to the various sites and one fuel truck cannot cover the entire country. He said the slashing of the Agency budget from 1.5 million a year to less than one million, has put a strain on the Agency and employees. We are supposed to operate laboratories and have offices in all of the Counties, but the funds we are getting is only enough to pay employees. When asked about the very large holes left after drilling for barite, Neblett said before the

company leaves, it will cover the holes and do re-vegetation on the site after covering the holes. It was also noticed on the site that the large machine washing the barite and sending it out from the other end of the machine, also has a component that mines gold, which does not come out from the same side of the barite. There was no inspector from the Ministry of Lands Mines and Energy to carry on the duty as to what leaves the country. Whereas, it is usually known that the Ministry of Lands Mines and Energy should have a representative from the Ministry deployed on every mining site but in this case, there was no one on the site that is close to Monrovia to see if it is only barite that is being abstracted and shipped out of the Country. The ministry of Lands Mines and Energy confirmed the operations of SteinBock company in Liberia, but as to having inspectors on the site to see what is being mined other than barite, the ministry says its hands are tie and cannot do much. The Ministry of Lands Mines and Energy is expected to be at all mining sites and at all times, but it is not like that, because we do not have the logistics needed to do the work, Says William S. Hines, Assistant Minister of Mines. There are no vehicles or even bikes for the Inspectors to cover these mining sites, some of them have to walk through the bushes to some sites, while other sites are not covered because of the long distance. There are 49 mining sites in the Country and we need twice the number of inspectors and patrol officers to inspect, but we have only 34 inspectors to cover these mining sites and that number is not enough to do the job. Minister Hines who was astonished to see photos of illegal miners in Rivercess, mining the Cestos River, said if the Ministry had logistics, it would do more in cracking down illegal miners around the Country. If we even arrest illegal miners, how do we bring them for investigation, do we carry them on our backs, when we have no vehicles for that operation? It is too much to talk, because the Ministry is stranded and we cannot do much. Until the government can address the issue of logistics for both the Ministry of Lands Mines and Energy and the Environmental Protection Agency (EPA), to tackle the situation of monitoring what leaves the country, illegal miners, who extract minerals for themselves, remains in limbo, and the entire Country stands to lose its resources.

A wave of reports from America point to signals that cannot and must be ignored. But Sirleaf appears resigned to leaving the fate of her legacy in the hands of a few corrupt officials and a circle of friends and family matriarch determined to drive her political life to the ground
IN THE PAST FEW months, Liberias longstanding stepfather, the United States of America has sent a number of intriguing but unmistakable signals to the administration of President Ellen Johnson-Sirleaf that while it recognizes some of its accomplishments, yet things are not going as well as the post-war nations international stakeholders would want them to go. LAST MONTH, Secretary of State John Kerry unveiled the 2013 US Human Rights report in which the US frowned on a culture of impunity which is hurting the post-war nation recovery. The report noted that the most serious human rights abuses were those tied to a lack of justice: judicial inefficiency and corruption; lengthy pretrial detention; denial of due process; and harsh prison conditions. Violence against women and children, including rape and domestic violence, and child labor are also serious problems. THAT REPORT WAS followed days later by a travel alert highlighting the poor health, sanitation and other conditions prevailing in Liberia. On the health sector, the alert stated Hospitals and medical facilities in Liberia are very poorly equipped and are incapable of providing many services. Emergency services comparable to those in the U.S. or Europe are non-existent, and the blood supply is unreliable and unsafe for transfusion. For serious medical problems, U.S. citizens in Liberia should consider traveling to the United States, Europe, or South Africa for treatment. Medicines are scarce, often beyond expiration dates, and generally unavailable in most areas. ADDED THE ALERT: As there is neither an effective garbage removal service nor a functioning sewer system, sanitation throughout urban areas is very poor, which increases the potential for disease. Upper respiratory infections and diarrhea are common, as well as more serious diseases such as typhoid and malaria. NOW COMES another US-backed report, the Liberia Governance Stakeholder Survey which has slammed a system dominate by elites, suggesting that a few elites benefit financially from the current system to the detriment of those at the bottom of the economic ladder. Information systems designed to manage information about concessions lack appropriate data on which multiple companies have claims to the same piece of land, either for the same type of concessions or different ones. These problems are driven by a sense of urgency to improve Liberias economic condition, almost at any cost. In simple speak, it means Liberias elite are in a hurry to mortgage most of the country and most often give multiple mineral licenses for the same piece of property, and in some instances the cases have ended up in court as was the case of the Canadian investor, who wrote of his experience in a book, Liberia, Coruption 101. THE REPORT GOES as far as to suggest that the post-war nation risks sliding back into a civil crisis unless the government deals with many of the issues which drove the country to war. SAID THE REPORT: A culture of impunity that already existed before two civil wars, according to the report, is in some ways, worsened by the conflict, which destroyed the social and moral fabric of certain aspects of society and fundamentally-altered notions of right and wrong. Many of the issues that drove the country into violence remain just below the surface waiting to bubble up when the right combinations of factors align. Washington, DC nly 10 years ago, Liberia began to emerge from a quarter-century of instability, punctuated by what Liberians call World Wars I and II. The names reflect the lived realities of two generations widespread atrocities by feuding factions, child soldiers drugged and forced to fight, women raped and dismembered, and nationwide destruction of infrastructure. More than 250,000 people are thought to have died, out of a population of less than three million. Two-thirds of the population was in near-constant flight. When President Ellen Johnson Sirleaf took office in 2006, there was hardly a bridge, power line, dam, factory or paved road. Now, many of the children who grew up on the run - including those who had a chance to build lives elsewhere - are back in Liberia, where a sense of purpose is replacing the trauma they experienced. Gyude (pronounced ju'-day) Moore has found his place in the office of the president, where he is deputy chief of staff and head of the President's Delivery Unit. In a recent interview with AllAfrica, he talks about the chance to attack the poverty still dominating the lives of most Liberians. Liberians who were alive during the war years have so many stories - and sometimes those stories explain who they are now. What's one of yours? I'm from Cape Palmas, the southeastern-most cape of Liberia; very beautiful and very nice. All the kids - thinking back, it was an amazing time. It sounds boring, but it was a great time! During the war we fled to Cote D'Ivoire. The first time we left, my mother had just given birth to set of twins - a boy and a girl - and we walked a very long distance. I carried the boy, she carried the girl, and we reached the village where we were going to hide. I saw thousands of people on the road, just walking, and it was dark. I was calling out to my mom, and she heard my voice and answered. I took the second baby from her. But the second baby, the girl, was frail. I have told this story a couple of times but[pauses]. We were sleeping in a dark hut, and my mom was crying because the baby, my sister, had passed away. My mom was trying to cry quietly so she wouldn't wake the other kid. There was a sense of helplessness, because I was the oldest boy - might have been 14 or 15 at the time - and there was this sense of responsibility that I could not protect my mother. The next morning, we walked through the bush to go and cross into Cote D'Ivoire, and I made a decision, but it was pretty vague, that someday I will be a big man and I will make sure that other kids and their mothers do not go through that experience. So when I came to the U.S. to go to school, that's what drove me. Now looking back, it seems that I have always been coming back. And now you head the President's Delivery Unit. Give an example of what you do. We set out to monitor and track development projects happening in the country - ranging from ports, to roads to energy infrastructure. Once we began to monitor progress, it became necessary to remove bottlenecks that occurred, and the job merged into driving delivery. So on behalf of the president, we do not simply monitor the progress of development projects, we drive delivery. Every two weeks, we brief the president and the vice president, and whoever they decide to invite, on the progress of these projects. All

have definite cut off dates, and our responsibility is to ensure that nothing takes away from those dates. Restoring electricity is one of Liberia's many development goals, along with providing jobs, education and health care. Where does power fit into that set of aims, and is there meaningful progress? If we are going to rebuild our country, we have to provide energy that is affordable and reliable. The core of that is the restoration of the hydro-plant at Mount Coffee. Before the war, it was 64 megawatts, but we've done enough optimization so that now it's going to be 80 megawatts. The plan is by December 2015 the first power will flow from Mount Coffee. It means we have to keep a tight schedule. Before some of the works can begin, we have to pay resettlement for people's properties and crops that are affected. As long as that money is not paid, the work cannot go forward. There was a point where, during the war, the basin at the hydro plant got emptied, and people planted rubber trees in the basin. Now we're going to flood the basin again. You can't just cut down people's trees; you have to repay them. You have to give them something. The initial price set by the ministry of agriculture was so high we were going to be paying somewhere around $27 million. There was no way we could have afforded that. So we worked with the PDU, worked with the Ministry of Agriculture to say that in instances where these crops occur illegally, either on private lands or on public lands, here is the range of what you will be paid. By adjusting that figure, it became affordable. That's part of what we're doing that allows the project to move forward. Before the interview began, you mentioned a Japanesefunded road as an example of PDU intervention to move projects to completion. Would you say something about that? Yes, sure. So Madame President visited Japan, and one of the commitments we got from the Japanese government is to pave 13 kilometres of road from the Freeport of Monrovia to Redlight [a peri-urban commercial area]. One of the things the Japanese government required is that because this road goes through a heavily populated area, there's about 416 structures that have to be demolished - and all of those 416 families or owners have to be reimbursed. As the time drew closer, we had to find a way to get the ministry of finance to give public works the money needed to do this. So a part of it is: public works is going to go to the ministry of finance and say, "We need the money to be able to pay for this". Well, the ministry of finance has many demands from all over the government. So the PDU arises and says, "Public works is going to need that money because of the implications. This is about $60 million that the Japanese government is going to be spending, and we cannot have any action that impedes progress of this work. Stuff like that. In other instances, we arrange a meeting with the president and two ministers, because we believe that those two ministers meeting with the president will enhance the operation of government. Even though Liberia hopes to produce much of its domestic energy needs from renewable sources, exploration for exploitable deposits of offshore petroleum is underway. Does this risk being a curse rather than a blessing, because of potentially large earnings that distort the economy and fuel corruption?

Some even suggest that she or members of her family may be benefiting from the high level of corruption in the administration. ALL OF THESE reports point to signals that cannot and must not be ignored. But Sirleaf appears resigned to leaving the fate of her legacy in the hands of a few corrupt officials and a circle of friends and a family matriarch determined to drive her political life and legacy into the ground. Therefore it shouldnt surprise anyone that most of her former political allies are preparing to distance themselves from her. The Unity Party, a conduit which brought her to power is woefully split into many camps and it is hard to discern which party or political arrangement she might use to ensure that a political ally succeeds her in 2017.

TO THE CONGRESS OF THE UNITED STATES: Section 202(d) of the National Emergencies Act (50 U.S.C 1622(d) provides for the automatic termination of the national emergency unless, within 90 days prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I (Barack Obama) have sent the enclosed notice to the Federal Register for publication stating that the national emergency and related measures dealing with the former Liberian regime of Charles Taylor are to continue in effect beyond July 22, 2013. Although Liberia has made advances to promote democracy, and the Special Court for Sierra Leone recently convicted Charles Taylor for war crimes and crimes against humanity, the actions and policies of former Liberian president Charles Taylor and other persons, in particular their unlawful depletion of Liberian resources and their removal from Liberia and secreting of Liberian funds and property, could still challenge Liberias efforts to strengthen its democracy and the orderly development of its political, administrative, and economic institutions and resources. These actions and policies continue to pose an unusual and extraordinary threat to the foreign policy of the United Sates. For this reason, I have determined that it is necessary to continue the national emergency with respect to the former Liberian regime of Charles Taylor. What prompted this yearly warning that went into effect in 2004, and more than eight years into the presidency of Ellen Johnson Sirleaf that the warning is not yet lifted? That led me to take a careful look into reports issued by key US governmental institutions: The State Department Annual Human Rights Report and the latest that came out last month and was harsh in its criticism of the Liberian government for alleged human rights abuses, corruption in all three branches of government and a judiciary where judges take bribes to award cases/judgments. And for the purpose of this article, I downloaded the US Justice Department/FARA Reports to Congress from the Attorney General on Liberias hired lobbyists and the outrageous amount of money the war torn countrys government is dishing out to powerful DC law firms in the millions of dollars. This goodwill largesse by Ellen despite a country so devastated by a 14-year civil war that 12 years after the war ended in 2003 the country still lacks electricity and safe drinking water for its citizens. In campaigning for the presidency in 2005, candidate Ellen Johnson vowed to restore electricity and safe drinking water to its prewar levels in just 150 days upon taking office as president. Sirleaf has been in office,--if my math is correct which is the subject of this article2995 days and we are just days shy of her 3000th day mark in office as president. Talking about promises unfulfilled? There is currently a debate raging in Liberia about millions of dollars Liberia supposedly spent with documented evidence from US government agencies reports for which Ellen took to the airwaves to denounce her perceived enemies as irresponsible and uninformed about US$200 million her government doled out in lobbying fees. In a letter to the Speaker of the House of Representatives of Liberia, the Liberian leader singled out her most vocal critic, the outspoken Maryland County Representative Bhofal Chambers of doing the country a great harm that it is simply preposterous to believe that with a budget under US$600 million and under a transparent and accountable financial system, the government could spend such an amount, the president said angrily. Well, looking at the US Dept. of Justice/FARA, www.fara.gov (Foreign Agents Registration Act) Report of the Attorney General to the US Congress, no one is saying, not even Rep. Chambers that US$200 million was dished out in just one year from a single years budget. But rather, this has been a pattern over the years even before Ellen took office as the FARA documents will show. It

The inclusion of this home-based husband and wife business in our oil policy discussion has a smell of fraud. JACKSON GEORGE ST. PETER CLAVER HIGH BUCHANAN Mr. Quaye - 60% of Americans have home base businesses. 30% of those businesses are successful. Many scholars of great importance write books from their homes. That home in Alaska if serving as a business center is much better than some of the offices I have come across in Liberia. I have seen clinics, pharmacies and restaurants and some government offices not fitting for normal operations. Instead of focusing on the messenger, we should focus on the process. Great inventors created stuff from home. It is not the building but the insight of the mind and I think the argument is that the boy is too little for Liberian standard. It is hypocritical for Liberians to see Liberia differently but can accept 19 year old supervisors in the US. I do not care if he was 10. He could be 10 years old and be a genius. The question is, did he impact the mind? Many of you were turned off before getting the message. You did not address his presentation at all. I want to hear contents of his presentation and not the foolishness we preach. What are the PhDs doing in Liberia? It is shame that is killing them. A high school student making a presentation at a higher level that a Masters Degree holder cannot do eloquently. It is a shame. JOHN WILLIAMS EASTERN UNIVERSITY, ST. DAVIDS, PA Jackson George, nobody is making Bernard's age or the inadequacy of Liberian institutions the issue. The issue is based on NOCAL's stated reason for bringing him to make a presentation on a subject that Liberians consider very important. First, they said it was in furtherance of the citizen participation clause in the "Oil Law". But the man is not a Liberian citizen, allegedly according to himself. Secondly, Khoury said she "discovered" him on the internet as an oil expert. People just want to know the website. Thirdly, she said NOCAL asked Alaska for oil experts and Bernard was one of the experts that was "given" to Liberia to help NOCAL with their expertise. And then she said NOCAL did not foot the bill for these people coming. These are the things that the Liberian people are concerned about. It is always a pride to have anyo...ne connected to Liberia to excel and to me the young man seems like a bright kid with a good future. If they wanted to exhibit his genius, they would have organized something else and not at that forum. But I think the Sirleaf clan is overplaying their hand. For a government that is constantly in the news for corruption, cronyism, patronage and other vices, I would think they would be more prudent in their actions. Many things that people got away with 50 years ago, are just not possible today. Unfortunately, it appears that some people have not understood this basic reality. I think for the remaining years of Ellen's term, the clan needs to meet and draw up a"Code of Conduct". The "sins and blessings" of parents live on for generations. Anyone running against a Kennedy starts with an initial disadvantage. Let the Sirleaf clan not create problems for future generations, some of whom may be nice people!

he Chief Executive Officer of Cellcom GSM Mr. John Vasikaran has announced the companys largest discounted bundle for SMS, voice, and 4G data. Mr. Vasikaran made the announcement this week at the companys Headquarters on Capital Bypass. The new bundle, which has been named the *231combines three services for one significantly lowered price. The *231 bundle gives customers 2,000 free minutes, 3,000 SMS and 1GB of internet data. The total value of the package is $240 but has been discounted to $10. Mr. Vasikaran said that the 2,400 percent discount on the price of the package is in furtherance of Cellcoms commitment to ensure that all Liberians have access to quality and affordable telecommunications. We have introduced this special package, which is our largest discounted combination package ever because we want to see more Liberians especially students being able to communicate and use the internet for browsing without being worried about not being able to afford it. Mr. Vasikaran says the *231 was created in honor of Liberias country code and the star in the Liberian flag. Mr. Vasikaran noted: around the world, each country has a unique telephone code, which identifies that country internationally. With Liberias code being 231, we want to help brand it in a way that truly promotes an already internationally recognized identity for the country. He went on to say that the 231 campaign would be promoted through the rest of the year across Liberia. Our goal is that the message of 231 is heard through the length and breadth of Liberia through every form of communications mechanism including music, comedy, roadshows debates and other programs that will help foster a sense of national pride in this symbol, Vasikaran said. The new program comes weeks after Cellcom announced a major decrease in the prices of its mobile internet devices. Internet sticks once sold for $19 are now on sale at Cellcom headquarters and at Total Service stations for $9. The company is also selling mobile internet hotspots (which allow up to ten computers to connect and share internet for $19 instead of the prior price of $25. To activate the *231 campaign, customers on the Cellcom network simply need load $10 credits to their phone and dial *231 to activate. Thousands of subscribers are expected to benefit from this new discounted rate.

ime Darby Plantation Liberia Inc (SDPL) would like to clarify media reports on the incident of fire in our estates. Due to the very dry weather that started in December 2013, there have been fires in our Bomi, Matambo and Grand Cape Mount estates. This has affected about 214 hectares of land planted with oil palm. SDPL has been working with the local authorities and the Liberian government to manage these incidents. The measures taken include: i) Briefing communities on the hazards of a fire outbreak. The company also requested for their cooperation to suspend all charcoal burning and burning related to farming. ii) The suspension of all charcoal burning and farming related burning within plantation areas until early June 2014. iii) Establishing a hotline to report fires. iv) Increasing the number of staff involved in fire surveillance within the plantation area. v) Planned radio broadcasts with Ministers, Senators and the local police to urge communities to cooperate with SDPL in ensuring that there are no fires within the estates. SDPL is also working closely with the Liberian government to investigate the cause of these fires. It has to be noted that media reports of local community dissatisfaction with SDPL is not true. Any suggestions that SDPL has entered into traditional land without consent is simply false. SDPL strictly observes the Free, Prior and Informed Consent process and this has been refined to include participatory mapping where community elders are involved in drawing the boundaries of areas considered as sacred or for farming, among others. SDPL has a good working relationship with our Project Affected Community (PAC) and other key stakeholders. However, if the fires have been caused by arson, SDPL will work closely with the authorities to ensure the safety of all its employees and to protect the integrity of its investments. "We have condemned this fire thing from the first day. What is happening is very bad. What we like to make clear is that the fire is not coming from the PAC residents. We have been with Sime Darby helping to create awareness in the communities. Sime Darby is our friend and we hope the fire incident stops soon so that the company can move ahead with its development," said Mustapha Foboi, chairman of the PAC. SDPL would like to call upon community residents to kindly assist with information regarding any fire throughout the plantation to ensure that it is managed effectively. As a responsible long term investor, SDPL believes that the local communities are our biggest stakeholders. This is why we are committed to providing medical care, educational facilities, access to drinking water and sanitation, and roads to the communities within our concession area. Sime Darby has provided more than 2,900 jobs over the last three years and has the potential to provide 35,000 jobs once the project is fully operational.

Accra (AFP) hana's opposition leader Nana Akufo-Addo, who narrowly lost the country's last two presidential polls, announced Thursday that he would again seek his party's nomination for the 2016 general election.

Akufo-Addo of the New Patriotic Party (NPP) secured 47.7 percent of the vote in the December 2012 election and launched a legal challenge to the results that gave President John Dramani Mahama the win with 50.7 percent support. The Supreme Court upheld those results last year, after which Akufo-Addo spent six months in Britain before returning to Ghana earlier this month. Malaysia's government said the search would continue elsewhere despite the sighting in the southern Indian Ocean. The area where the objects were spotted is around 2,500 km (1,500 miles) southwest of Perth, roughly corresponding to the far end of a southern track that investigators calculated the aircraft could have taken after it was diverted. "Yesterday I said that we wanted to reduce the area of the search. We now have a credible lead," Malaysian Transport Minister Hishammuddin Hussein told reporters in Kuala Lumpur. Saddled by the crisis surrounding the governments spending of millions of dollars in lobbying fees to United States firms, the President is again being criticized for allowing what critics term as her zest for nepotism to overshadow Liberias oil Dialogue. The President and her siblings key among them the Bernards (Jennie and Estrada Bernard) decision to allow the Bernard child to make a key presentation during the just ended oil dialogue is sending waves of anger across the country even leaving coNobel Laureate Laymah Gbowee to write her asking some frank questions. But this letter has not gone unnoticed by the governments chief spokesperson, Information Minister Lewis Brown, who thinks that instead of criticizing the first family or the decision to allow the kid to speak at the oil dialogue, Liberians should be proud that a young boy of Liberian origin could use his time valuably unlike many of the kids back in Liberia who would rather wield placards around for politicians. The question is how many 17-year-olds can make such a presentation? Thats the crust of the matter, said Brown at the Ministry of Information regular press stakeout. How many Liberians are 17 years old that we are not using today to hold placards that they cant even read? And none of us must be satisfied in this country until we provide the space; like the President said that they can acquire that quality of education to make them competitive, not only in Liberia but anywhere else in the world. Brown chides Gbowee that she could not look beyond mere criticism and see that a young Liberian native no matter his parents could speak before a group of such nature making the salient points that he made in terms of national ownership of the Liberias oil resources drawing parallels on the margins of an oil producing country like Alaska in the United States of America. It should be of concern and it is such a concern that a distinguished citizen, non less than our esteemed Nobel Laureate drew attention, but if you read the letter, it is more about NOCAL and other transparency processes. That is why Im bold enough to have heard and repeat what many are talking about without wanting to say what the real issue is, he said. Brown said if Gbowee was so concerned about transparency as she claims in her letter to President Sirleaf, she should have raised the issues long ago as these consultations on Liberias oil is not just beginning. The only thing that has happened in this oil reform process has not been this round table, Ive not seen an open letter talking about the consultations in other parts of the country, he said. Continued Brown: When the legislature began this process, and went from place to place across this country, I didnt see any open letter published. I didnt see a guy in Saniquelliee or Fissibu giving his view about oil being measured according to

his name. Now a 17-year-old kid called Estrada Bernard, III and somebody wants to frighten us; somebody wants to bring the ghost of our past to haunt us and rather than what was communicated which is the value of owning something together and how we must cherish what we own together and how we must leverage it so it benefits all of us; all of that is lost in the conversation. Somebody at such esteemable place, not just in Liberia but in the world is saying we must fear. Gbowees letter Gbowees open letter to President Sirleaf was unambiguous; about the negative ramifications of the President allowing her family to overshadow Liberias oil reform process and to add insult to injury allow her grandnephew to address an oil round table. It raises serious questions to learn that NOCAL entrusted your grandnephew Mr. Estrada Bernard, III, a South Anchorage High School student in the State of Alaska, USA, to make a presentation on the development of the National Oil and Gas Industry of Liberia, a country of three and a half million citizens, stated Gbowee in her letter which sent the government panicking. It is my understanding that Mr. Bernard did an internship with Malcolm B. Roberts & Associates, a firm in Alaska, through his participation in an extracurricular program, the Anchorage School District Gifted Mentorships. I am curious how the 90-day after-school program. The co-Nobel Laureate maintains that in 2000, the National Legislature established the National Oil Company of Liberia (NOCAL) to hold all of the rights, titles and interests of the Republic of Liberia in the deposits and reserves of liquid

and gaseous hydrocarbons within the territorial limits of Liberia, whether potential, proven, or actual, with the aim of facilitating the development of the oil and gas industry and therefore the kids inclusion in a special spot at these consultations spells doom for Liberia. My concern is that the inclusion of Mr. Bernard without further clarity on his expertise undermines your stated efforts to build a transparent process to developing the oil and gas industry, she said. As your fellow Nobel Laureate, I supported your first and second term campaign platform to build an open, accountable government committed to rooting out corruption. Therefore, I join Liberians in keeping a keen eye on the NOCAL process. Gbowee wants greater transparency on who is selected to speak at NOCAL roundtables adding that the expertise NOCAL brings will help buttress Liberians faith that NOCAL is fulfilling its mandate. It is my hope that you will invest in greater transparency to alleviate concerns of all Liberians that NOCAL and every government entity is acting in their best interests, she said. Liberians are rightfully optimistic about the great benefits an accountable, effective management of Liberias natural resources, especially the energy sector can bring to their lives higher paying jobs, greater infrastructure development, and wider access to electricity and clean water among other benefits. The National Petroleum Policy report echoes this optimism. The debate about the Bernard kids participation in the oil roundtable will continue but as it seems the government has no regret and it believes it was a move rightfully taken.

In Liberia, we have 7 dentists, one to seven hundred thousand and we have fifteen counties and 12 out of those counties, do not have dentists. In JFK we will have 10-15 deaths yearly, Dr. Ayele Ajavon Cox Monrovia- As a way of creating awareness, World Oral Health Day on Thursday was observed at the Ministry of Health and Social Welfare where school children teeth were cleaned and hundreds of toothbrushes and toothpaste were distributed among the school kids. Celebrating the first world oral health Day in Liberia, Dr. Ayele Ajavon Cox, DMD Hygienist Dental Therapist/practitioner, known to be the foot soldier in collaboration with Smile for Liberia, observed the day through the reaction of awareness. Looking at Liberias statics of one dentist to seven hundred Thousand and her own story of how she became a foot soldier, Dr. Cox said ninety percent of the world suffers toothache sixty percent have access. Why I am the foot soldier is because when I was 12 years old, my cousin Yede Baker and I lived in Grand Cape Mount County with her father and my Uncle JDK Baker. And one year he decided to bring my cousin and I to Monrovia because all during the year we were complaining about our teeth. There were no roads to Monrovia, only boats and canons but we walked two days to come to Monrovia because my uncle said the boats and canoes were safe to travel. And we arrived in Monrovia to a Dentist called Dr. Townsend and he extracted our teeth. She said it was then, that she realized that she and her cousin were lucky because they had the opportunity to see a dentist. There were several others in Cape Mount who would have never been able to afford a dental treatment. So I decided to become a dentist. This is why I am the foot soldier. Mrs. Yah Martor Zolia, Deputy Minister of Planning and Research Development, Ministry of Health and Social Welfare, gave the keynote address, with theme Do you know that your oral health could affect your over body health? She said the aim of the day is to create a need for a robust sensitization campaign local and internationally. According to her, ninety percent of the world population will suffer oral health problem in their lifetime, which could be avoided. The incident of oral cancer is between one to ten cases per hundred thousand in most countries, because oral cancer is the eighth most common form of cancer in the world and the most costly to treat. Therefore we need a robust oral health sensitization campaign because the risk for oral cancer, is fifteen times higher when the two main risk factors which are tobacco and alcohol consumption which are common in Liberia. She said Liberia needs this campaign because over ninety percent of children here have not seen a dentist or had a dental treatment. We need it because we have only seven dentists in Liberia and the ratio is one dentist to seven hundred thousand persons. A free government support, health and association, societal support, forming of prevention, infections and treatment programs can help avoid these problems. We also need to create social relevant programs to sensitize the public. At the program, little Daniel Ireland, gave a testimony of his friend who died from toothache. Our friend had tooth and we told our grandmother and she sent him to see Dr. Cox at JFK for treatment and after his treatment, he was due back to the hospital on Monday when Dr. Cox did not see him at the hospital, she called Grandma, and when Grandma called his home to find out what happened, she found out that he was taken to the sick bush. Grandma made them bring him back to the hospital, but sadly a few days later, he died. The people in the community said it was poison because tooth could not just kill people like that. Kormassa Baysay, a baby mother who had toothache when she was pregnant also gave her experience of toothache during her pregnancy but she survived. Dr. Cox said they dont normally give pregnant women antibiotic but due to Kormassas case that survived a surgery, she took very strong antibiotics and it did not harm the baby whom she named Mr. JFK. Dr. Taylor Neal who is another Dentist said he and Dr. Cox are the only two Liberians dentists in the country and they are nearing retirement because they are old and cannot go on forever. We are fading out, so we need more dentists and many of the Liberian dentists are in the US, so the government will have to offer salaries that will attract them home to come and work. Some recommendations at the end of the program included calls for the ministries of health and Education to infuse oral health into the schools curriculum. This, many believe to make more medical persons be trained locally and internationally to become dentist.

Monroviahe ongoing court case over the ownership of Vamoma House has taken another trend with revelation from the Jones family accusing officials of the Ministry of Foreign Affairs of issuing articles of incorporation for two ownerships. Maxwell Jones the son of former Finance Minister Alvin Jones concluding his testimony at the Civil Law Court Thursday on his familys behalf told the court and jury that Foreign Ministry officials were the ones who have caused the hullabaloo for ownership of Vamoma between the Jones and the Does families. According to Maxwell since the Vamoma House was constructed in 1987 former President Samuel Kanyon Doe did not come out at any point in time to claim any ownership until lately when his widow Nancy B. Doe has come out to claim same. He told the court that the two articles of incorporation for ownership of Vamoma before the court was prepared on the same date and time and wondered how possible could such thing happen. Jones and Doe families are not in court fighting for Vamoma rather the Jones is in court with the Ministry of Foreign Affairs which prepared the two articles of incorporation said Maxwell Jones. Energy and transport officials from Liberia and Guinea are holding consultations on deriving an agreement for the use of the Nimba rail by Sable/ WAE which could result into the investment of millions of dollars and creation of about 840 jobs for Liberians and additional jobs on the Guinea side. At a one day discussion held at the Royal Grand Hotel in Monrovia Thursday under the theme-A partnership for prosperity, an insight into the planned near-term development of the Nimba Detritallron (Canga) project and its benefits to Guinea and Liberia ministers of Lands, Mines and Energy and Transportation along with other stakeholders from the two countries highlighted the importance of transcending from a Memorandum Understanding to the signing of an agreement on the use of the rail by WAE to the two countries. Chris Parry, Director General of WAE said when the agreement is signed; his company will invest over 300 million as initial investment. Parry said the investment will run for three to four years and the company will make further investment as over 840 people are expected to benefit job opportunities with bulk coming from Liberia. H.E. Kerfalla Yansane, Minister of Mines and Geology of the Republic of Guinea speaking through an interpreter said the signing of an agreement allowing WAE, expected to mine from Guinea to use Liberias rail to transport its products through the Port of Buchanan will bring huge economic benefits to the two countries. Patrick Sendolo, Liberias Minister of Lands, Mines and Energy said besides the initial investment by the WAE when the agreement is signed there will be other long term benefits derived from such agreement. Look at the long term benefits, the rail will be constructed better to suit the activities of the users, fees will be paid to the Government of Liberia and there will be construction of different kinds of facilities and significant benefits could flow beyond the initial investment, said Minister Sendolo. Minister Sendolo said following the consultations, further awareness will be carried out within the local communities to seek the input of the locals into the agreement to ensure the success of the rails usage. Liberia owns Nimba Rail Liberias Minister of Transport, Tornorlah Varpillah said the rail is owned by Liberia and as such a third party has access to the rail once set criteria are mett. Once a third party meets all conditions set by the Government of Liberia, such party can use the rail because the rail is owed by Liberia, Minister Varpillah stated in response to a question by a Guinean journalist as to whether Mittal Steel currently using the rail will consent to its usage by another company. Said Minister Varpillah If you have a road, all transport companies can use the road, so it is the same with the rail, we just need to work out the details on how the parties will use the rail, it could be through scheduling the usage by all parties.

Helping to fight poverty The company said inspite of other benefits from its activities in Liberia; it also hopes to work with the Government of Liberia in fighting poverty through social development centered projects and protecting the environment. Through its Pan African driven socioeconomic partnership concept WAE, reckons strong collaboration with the Government of Liberia in the fight against poverty and stands as a towering partner in harnessing the prospects for prosperity, growth and development. Communitiesled projects for improved livelihoods will inform WAEs practical engagement for changing lives through sustainable employment opportunities, WAE promised. Amongst others WAE listed several benefits that will accrue to the Government and people of Liberia including benefits in terms of indirect taxes to government, promising that WAE will vigorously undertake social development centered projects as already manifested by the renovation of schools in its Guinea Project locales, the provision of incentives such as school buses for disadvantaged rural youngsters who are also future leaders. one year progress report on the implementation of Governments five-year development strategy known as the Agenda for Transformation (AfT) will highly feature when stakeholders convene a one day Steering Committee meeting of the Liberian Development Alliance (LDA) in the Port city of Buchanan, Grand Bassa County Saturday, March 22, 2014. According to the Ministry of Finance Press Release, the Steering Committee meeting is expected to bring together about 100 heads of ministries, agencies and commissions as well as development partners, private sector and the civil society actors who will discuss the one year implementation progress report that will be presented for the Committees review and acceptance. The Release also said the Steering Committee meeting will advance recommendations to accelerate the AfTs implementation within the second year. The Agenda for Transformation (AfT) is the Governments fiveyear development strategy which follows the Lift Liberia Poverty Reduction Strategy (PRS) and is the first step in achieving the goals set out in Liberias long-term vision of socio-economic transformation and development. The Agenda for Transformation was launched along with the National Vision 2030 at a national conference in Gbanga, Bong County on December 12, 2012. After a year of implementation, the Government of Liberia intends to report back to the Liberian People on the progress made so far and to this end, a one day Steering Committee Meeting is planned to be held at the Fair Grounds in Buchannan, Grand Bassa County on Saturday, March 22, 2014. The AfT sets out precise goals and objectives that Liberia will achieve in the next five years in order to take the necessary steps toward its long-term goals, which are to become a more prosperous and inclusive society. It is structured along five pillars (Peace, Security & Rule of Law, Economic Transformation, Governance & Public Institutions, Human Development and Cross-cutting Issues). The Government works along with development partners to make major investments in priority areas to deliver the results promised in the AfT. The Liberia Development Alliance (LDA) is the high level coordination mechanism for the implementation of the Agenda for Transformation (AfT). The LDA Steering Committee, chaired by the President of the Republic of Liberia, is comprised of key Cabinet Ministers, heads of development partner organizations, private sector actors, and civil society representatives. The LDA Steering Committee meets regularly to review progress on the implementation of the AfT. The Minister of Finance serves as the national coordinator of the LDA overseeing the Technical Secretariat which runs the day-to-day affairs of the LDA. The Secretariat works with Ministries, Agencies and Commissions in the various sectors to coordinate the implementation of the AfT.

Daye a graduate of the Louis Arthur Grimes School of Law at the University of Liberia goes to his new portfolio with a lot of legal experience for many years within the Judicial system. He has served as Clerk of the Monrovia Magisterial Court now Monrovia City Court where after several years of service he was elevated to serve as Clerk of Criminal Court E responsible for the adjudication of rape cases, the position he served prior to his appointment to his new job as public defender in Grand Gedeh County.

As you may be aware, The Costa Show has been taken off the air at least four times by management in the last two years since it started. On many occasions we were banned from discussing certain issues. Recently for example, last Tuesday when we began to discuss a US diplomatic cable leaked by Wikileaks, of a conversation between Madam Ellen Johnson Sirleaf and former US diplomat Howard F. Jeter held in Abuja, Nigeria in 2002 about the LURD insurgency and her involvement, one of the stations staff walked into the studio with a note saying that Mr. Benson wanted us to drop

the subject immediately, which we did to the disappointment of our valued audience. I felt very bad and belittled. My dear friends, I want to also say here that Mr. Benson is a good friend and has done a lot by allowing us to use their station to serve you the people for the last two years, irrespective of the situation, but we cannot continue to be censored or controlled in this manner, to be taken off the air for weeks and sometimes months has become unbearable for me in particular. Therefore, I regret to inform you that The Costa Show will not be heard ever again on Hott FM 107.9. I am tired, and I am moving on!!!! Let me also inform you that I am facing an investigation by the Ministry of Justice on a complaint filed against me by Fombah Sirleaf with a bogus charge of terrorist threat on his life. Bility in the LFA elections slated for Saturday, March 22, 2014. I had hoped that Mr. Bility would have exonerated himself from two separate criminal charges involving fraud and corruption (for which he on bail) respectively, by this time before the LFA elections. Due to my commitment to the development of football and the integrity of the LFA, I am constrained to write, through you, to the elections committee for the immediate disqualification of Mr. Bility in the pending elections due to the following: 1. That according to FIFA Code of Ethics under count 1, it states that This code shall apply to conduct that damages the integrity and reputation of football and in particular to illegal, immoral and unethical behavior. The code focuses on general conduct within association football that has little or no connection with action on the field of play. 2. That according to FIFA approved 2013 statutes under 132-intergirty check, count one states that the candidate for the offices of the president, the vice presidents, the female member and other members of the executive committee, the representative of womens football, the chairman, deputy chairmen and members of the judicial bodies, who require election by the congress, shall be subjected to a prior integrity check prior to their elections. 3. That despite public knowledge of the guilty verdict of tax evasion by the private corporation owned by Mr. Bility, through which the government of Liberia was defrauded by this company, found guilty by the tax court and restitution plan violated, the elections committee failed to disqualify the said candidate up to now. 4. That despite public knowledge of a criminal indictment for economic sabotage, criminal conspiracy and theft of property against Mr. Bility for which he is on bail at Criminal Court C, the elections and elections committee failed to disqualify the said candidate up to now. Mr. Chairman and members of the elections committee, I pray your urgent action in this regard and ask that you, with immediate effect, disqualify Mr. Bility due to the reasons listed above. The Chelsea striker, who turns 30-years-old today, has scored 35 goals in 106 appearances for Spain. As a member of Spains 2006 World Cup team Torres scored three goals in four matches before La Furia Roja was knocked out of the tournament by runners-up France in the second round. At the 2010 World Cup in South Africa, Torres played in all seven of Spains matches to the title but failed to score.

t the ministry of Information regular press briefing on Thursday, Information minister Lewis Brown raised a fundamental question about the education status of the Liberian youth and their capabilities. This question has left many pondering. Replying Nobel Laureate Laymah Gbowees assertions about the grand nephew of President Ellen Johnson Sirleaf, Brown said: The question is, how many 17-year-olds can make such a presentation? Thats the crust of the matter. How many Liberians are 17 years old that we are not using today to hold placards that they cant even read? And none of us must be satisfied in this country until we provide the space; like the President said, that they can acquire that quality of education to make them competitive, not only in Liberia but anywhere else in the world. Thats the crust of my presentation today. Many of our young people continue to be used by politicians but the information ministers question means it is time for many to rethink and stop being used by people in power because at the end of the day, it is the poor and disadvantaged who continue to suffer, while the kids of the elites confine themselves to better systems abroad fueled by Liberias taxpayers dollars.
