Business Case for L.A. River Demographic Map Date: 9/24/13 Prepared by: Minda Greenberg and Anabel Serrano
1.0 Introduction/ Background: Analyze population demographics such as Ethnicity, Household Income, and Education Levels as they are presented within a 1 mile buffer of the Los Angeles River. To our understanding the communities surrounding the river, since its cementation in the early 20th century, have been characterized as disadvantaged and an unpleasant location to reside. 2.0 Business Objective: To visually expose the truth behind our understanding of the communities. Based on our results we hope to initiate programs that will help bring the necessary resources to the communities in need. 3.0 Current Situation and Problem/Opportunity Statement: Investigation pending. 4.0 Critical Assumption and Constraints: We are assuming the following will be our constraints: Time, funds, availability of geographic and demographic data, access to the river, and minimal knowledge on target area. 5.0 Analysis of Option and Recommendation: 6.0 Preliminary Project Requirements: Project work schedule, Base maps, census tract data, ArcGIS program access, Tour of river 7.0 Budget Estimate and Financial Analysis: Time estimate- 1.5 2 hours/ weekly. Financial Analysis: $10 for Tour of river, gas money- $20, parking fees- $15, food and refreshments- $20 8.0 Schedule Estimate- Tuesday nights 7:30-9pm approx. 9.0 Potential Risks- over exertion of the mind, loss of time management on other projects, miscommunication, car accident en route to the Tour 10.0 Exhibits Exhibit A: Financial Analysis

LA River Demographic Map

We analyzed population demographics such as Ethnicity, Household Income, and Education Levels as they are presented within a 1 mile buffer of the Los Angeles River. To our understanding the communities surrounding the river, since its cementation in the early 20th century, have been characterized as disadvantaged and an unpleasant location to reside. We wanted to visually expose the truth behind our understanding of the communities. Based on our results we hoped to initiate programs that would help bring the necessary resources to the communities in need. Our planned scope was to map the demographics of the communities surrounding the LA River within a 1 mile buffer zone. Our actual scope achieved our plan. We initially planned to work on the project once a week for at least 2 hours. Time ran away from us as we had unexpected events which hindered our time management. Due to the poor time management we were forced to cram our work into longer hours in fewer days. Our initial budget was $4,500 and we went over by $500. The stakeholders were hesitant at first to increase the budget and let the project continue. We were effective at communicating the importance of the deliverables and convincing the stakeholders it wasnt that much over the budget, only an 11% increase. Also, since we were both the Project managers as well as the team members we were over allocated as resources. The main challenge was time management and turning reports in on time. We learned when creating a time management report we should account for sick time off, and think more in depth about road blocks that may occur. In addition, we would set aside a contingency budget. As

we didnt use progress reports, we will next time use them after every milestone to keep better track of work being done. The final deliverable created was a demographic map visualizing household income statistics within the boundaries of a one mile buffer surrounding the LA River. Despite challenges along the way our project was a success. We managed to deliver what we had promised the stakeholders on time and within a reasonable budget. In order to be successful with this project, the team had to create a final map displaying comprehensive results showing demographic statistics within census tracts surrounding the LA River. The team had to work together in a timely manner and use proper communication skills. The deliverables must be submitted on time and signed off by all stakeholders accordingly. The budget has minimal flexibility, thus success depended on staying within budget limits. Microsoft project management program was utilized to visualize in one place the entirety of the project, such as the network diagram, the WBS, and the resource sheet. It was helpful with guiding us in keeping track of our resources and budget throughout the project. Other documents we used include the charter, IPD report, Business case report, and a Scope Statement. These other documents were helpful because they were repetitive and as a result reinforced the project purpose in our minds. We worked significantly fewer hours than originally planned, but were very pleased with the end result of our project. Our map displayed the expected results and the stakeholders were

very satisfied. We were also able to submit it on time despite our time set-backs. However, we had a few hindrances along the way which prevented timely report submissions. By completing this project we learned the importance of keeping track of project progress. We also learned the significance and effect that creating contingency budgets for both time and cost can have on the success of a project. We worked very well as a team, as both of us had the same expectations and desires towards being successful with our deliverables.

Lessons Learned Report

Prepared by: Minda Greenberg & Anabel Serrano Project Name: LA River Demographic Map Project Sponsor: City of Los Angeles Project Manager: Minda Greenberg & Anabel Serrano Project Dates:11/26/13-12/10/13 Final Budget: $ 5,000 Date: 12/1/13

1. Did the project meet scope, time, and cost goals? The project met scope but ran behind on time and went over on cost. 2. What was the success criteria listed in the project scope statement?
In order to be successful with this project, the team must have a final map displaying comprehensive results showing demographic statistics within census tracts surrounding the LA River. Team must work together in a timely manner and use proper communication skills. Deliverables must be submitted on time and signed off by all stakeholders accordingly. Budget has minimal flexibility, thus success depends on staying within budget limits.

3. Reflect on whether or not you met the project success criteria. To some degree we were successful in that we created all of the final deliverables on time. However, throughout the project we did run into time management problems and went over our desired budget.

4. In terms of managing the project, what were the main lessons your team learned? The main lesson our team learned was that filling out the proper reports at the proper time

22

LA River Demographic Map

is very important for the successful progress of the project. Also, it also helps to stick within budget limits to reduce stress put upon the stakeholders wallets. 5. Describe one example of what went right on this project. Our final demographic map looks fantastic and the data is accurate to our expectations. 6. Describe one example of what went wrong on this project. We didnt account for possibilities of illness in our time management. 7. What will you do differently on the next project based on your experience working on this project? When creating a time management report we should account for sick time off, and think more in depth about road blocks that may occur. In addition, we would set aside a contingency budget. As we didnt use progress reports, we will next time use them after every milestone to keep better track of work being done.
