1. INTRODUCTION
1.1 Origin. The Petroleum Equipment Institute (PEI)
has produced this document as an industry service. The
recommended practices described herein represent a
synthesis of industry procedures, manufacturers recommendations, and regulatory standards relating to gasoline vapor-recovery equipment. These practices are the
consensus recommendations of the PEI Vapor-Recovery
Installation Committee. The Committee is made up of
representatives from petroleum marketing, equipment
manufacturing, service, testing, and installation contracting companies. In addition, the Committee has had
the benefit of reasoned comments submitted by parties
interested in the vapor-recovery-equipment industry.
1.2 Background. Large quantities of volatile organic
compounds (VOCs) can be released into the atmosphere
when gasoline is transferred between bulk tanks, fuel
delivery trucks, underground and aboveground storage
tanks, and vehicle fuel tanks. These compounds are
significant contributors to air pollution. Vapor recovery
is a general term describing methods for preventing the
emission of VOCs into the atmosphere in order to preserve air quality and protect human health. In this document, vapor recovery refers specifically to the processes
used to capture VOCs during gasoline delivery to storage
tanks and vehicles at sites such as convenience stores
and automotive service stations.
1.3 Purpose. The purpose of this document is to
provide concise recommended practices for the installation, testing, and decommissioning of Stage I and Stage
II vapor-recovery systems at vehicle-fueling sites. The
recommendations are intended to:

conform to sound engineering and construction


practices
meet environmental requirements
minimize system failures
ensure reliability
avoid unnecessary installation and decommissioning costs.
1.4 Scope. The recommended practices in this publication are limited to those relating to the installation,
testing, and decommissioning of Stage I and Stage II
motor-fuel vapor-recovery systems located at retail,
commercial, and government vehicle-fueling facilities.
The storage tanks at these facilities may be located
underground or aboveground. This document does not
address practices associated with the installation, test-

ing, or decommissioning of vapor-recovery systems at


terminals or bulk plants, nor does it address marina- or
aircraft-fueling facilities.
Operation and maintenance procedures for vapor-recovery systems are also outside the scope of this document.

provide interpretation of regulatory or legislative

endorse or recommend particular materials, equipment, suppliers, or manufacturers

of new equipment or procedures.
The inclusion of procedures for the installation of equipment or devices does not imply that such equipment or
procedures should always be used. Alternative procedures not described in this document may be equally
effective.
This document addresses established vapor-recovery
technologies that are currently in use throughout most of
the United States. These recommended practices do not
address CARB enhanced vapor-recovery (EVR) requirements.
1.5 Sources. The procedures outlined in this document constitute a synthesis of regulations and recommendations published by federal and state environmental
agencies, particularly CARB. In instances where there
were disparities or omissions in the material available,
the PEI Vapor-Recovery Installation Committee has
included its own consensus recommendations, based
on practical experience in the installation, testing, and
decommissioning of Stage II vapor-recovery systems.
1.6 Use of Other PEI Recommended Practices.
Vapor-recovery systems are only a part of underground
or aboveground storage tank and piping installations.
There are many other aspects of fuel-storage and dispensing systems that are not described in this document.
