chool E&it E&amination Article 1. 'eneral ( 12)). Definitions. For the purposes of the California High School Exit Examination (CAHSEE), the following definitions shall apply: (a) Accommodations! means any "ariation in the assessment en"ironment or process that does not fundamentally alter what the test measures or affect the compara#ility of scores$ (#) %C&E% is the California &epartment of Education$ (c) %&istrict coordinator% is an employee of the school district designated #y the superintendent of the district to o"ersee the administration of the CAHSEE within the district$ (d) %Eligi#le adult student% is a person enrolled in an adult school operated #y a school district who is wor'ing to attain a high school diploma and has not passed #oth the English(language arts section and the mathematics section of the CAHSEE$ )his term does not include pupils who are concurrently enrolled in high school and adult school$ (e) %Eligi#le pupil% is a person enrolled in a California pu#lic school in grade *+, **, or *,, including those pupils placed in a nonpu#lic school through the indi"iduali-ed education program (.E/) process pursuant to Education Code section 01210, who has not passed #oth the English(language arts section and the mathematics section of the CAHSEE$ (f) Excessi"e materials! is the difference #etween the sum of the num#er of tests scored and 3+ percent of the tests ordered #y the school district for the entire school year$ )he difference must #e greater than *++ to #e excessi"e materials$! (g) %4rade% for the purposes of the CAHSEE means the grade assigned to the pupil #y the school district at the time of testing$ (h) 4rade *+ census administration! is the administration of the CAHSEE during

which all eligi#le pupils in grade *+ are to ta'e the CAHSEE$ (i) 5odification! means any "ariation in the assessment en"ironment or process that fundamentally alters what the test measures or affects the compara#ility of scores$ (6) 7onpu#lic school (7/S)! is a nonpu#lic, nonsectarian school as defined in California Education Code section 01+28$ (') 9pportunity! shall refer to a chance an eligi#le pupil or eligi#le adult student is pro"ided to ta'e the section(s) of the CAHSEE not yet passed$ (l) :FE/! means reclassified fluent English proficient$ (m) %School district% includes unified and high school districts, county offices of education, any charter school that for assessment purposes does not elect to #e part of the school district or county office of education that granted the charter, any statewide #enefit charter, and any other charter school chartered #y the State ;oard of Education (S;E)$ (n) %Scri#e% is an employee of the school district, or a person assigned #y a nonpu#lic school to implement a pupil<s .E/ who has signed a )est Security Affida"it as identified in section *,**$0(d) and is re=uired to transcri#e an eligi#le pupil<s or eligi#le adult student<s responses to the format re=uired #y the CAHSEE$ A pupil>s parent or guardian is not eligi#le to #e the pupil>s scri#e$ (o) %Section,% %portion,% and %part(s)% of the CAHSEE shall refer to either the English( language arts section of the CAHSEE or the mathematics section of the CAHSEE$ (p) %Significant medical emergency% is a significant accident, trauma, or illness (mental or physical) that precludes a pupil in grade *+ from ta'ing the CAHSEE$ An accident, trauma or illness is significant if the pupil has #een determined #y a licensed physician to #e una#le to participate in the CAHSEE$ (=) %)est administration% is the period of time starting with the deli"ery of the secure testing materials to the district and ending with the return shipment of materials to the test contractor, and includes the period of time during which eligi#le pupils or eligi#le adult students ta'e one or #oth sections of the CAHSEE$ (r) %)est examiner% is an employee of the school district, or an employee of a nonpu#lic school who has #een assigned to implement the pupil>s .E/, who has signed a )est Security Affida"it as identified in section *,**$0(d) and has recei"ed training

specifically designed to prepare him or her to administer the CAHSEE$ (s) %)est materials% are materials necessary to administer the CAHSEE, including #ut not limited to test manuals, pupil test #oo'lets, answer documents, special test "ersions, and other materials de"eloped and pro"ided #y the test contractor$ (t) %)est proctor% is an employee of the school district or an employee of a nonpu#lic school who has #een assigned to implement the pupil<s .E/, who has signed a )est Security Affida"it as identified in section *,**$0(d) and has recei"ed training specifically designed to prepare him or her to assist the test examiner in administration of the CAHSEE$ (u) %)est site coordinator% is an employee of the school district designated #y the district coordinator or the superintendent or a person assigned #y a nonpu#lic school to implement a student<s .E/ who o"ersees the administration of the CAHSEE at each test site at which the CAHSEE is gi"en$ (") )ranslator! is a person who has #een assigned to translate the test directions into the pupil>s primary language pursuant to section *,*?(d), who has signed a )est Security Affida"it as identified in section *,**$0(d), and who has recei"ed training specifically designed to prepare him or her to assist the test examiner in the administration of the CAHSEE$ A pupil>s parent or guardian is not eligi#le to #e the pupil>s translator$ A translator must #e: (*) An employee of the school district@ (,) An employee of the nonpu#lic school who has #een assigned to implement the student>s .E/@ or (2) Super"ised #y an employee of the school district or an employee of the nonpu#lic school who has #een assigned to implement the pupil>s .E/$ (w) %Aariation% is a change in the manner in which a test is presented or administered, or in how a test ta'er is allowed to respond, and includes, #ut is not limited to, accommodations and modifications as defined in Education Code section 1+30+$ 79)E: Authority cited: Section 22+2*, Education Code$ :eference: Sections 0,0+8, 01210, 1+30+ and 1+30*, Education Code@ ,+ B$S$C$ Section 12**$

Article 2. $i%h !chool E&it E&amination Administration ( 12)2. E&cessive *aterials Costs. )he school district is responsi#le for the cost of excessi"e materials ordered #y the school district$ .n no case shall the cost to the school district for excessi"e materials exceed the amount per test #oo'let and accompanying material that is paid to the contractor #y the C&E as part of the contract with the test contractor for the current year #illed$ 7ote: Authority cited: Section 22+2*, Education Code$ :eference: Section 1+30*, Education Code$ (12)+. upil or Adult !tudent Identification. )est examiners at the test site shall #e responsi#le for the accurate identification of eligi#le pupils or eligi#le adult students who are to #e administered the CAHSEE through the use of photo(identification or positi"e recognition #y an employee of the school district$ 7ote: Authority cited: Section 22+2*, Education Code$ :eference: Section 1+30*, Education Code$ (12),. (a) School districts shall pro"ide eligi#le pupils in grade ** at least two opportunities per school year to ta'e the section(s) of the CAHSEE not yet passed$ Eligi#le pupils in grade ** may ta'e the section(s) of the CAHSEE not yet passed up to two times per school year and may ta'e the CAHSEE in successi"e administrations$ (#) School districts shall pro"ide eligi#le pupils in grade *, at least three

(12)#. ermanent -ecord Information. (a) School districts shall maintain in each pupil<s permanent record the following information: (*) )he date on which the pupil too' each section of the CAHSEE$ (,) Chether the pupil has satisfied the re=uirement to successfully pass the CAHSEE for each section or sections of the CAHSEE ta'en$

(a) Annually, the district coordinator or the superintendent of the school district shall designate a test site coordinator for each test site$ )he designee shall #e an employee of the school district or the person assigned #y a nonpu#lic school to implement a student<s .E/$ (#) )he test site coordinator shall #e a"aila#le to the district coordinator for the purpose of resol"ing issues that arise as a result of the administration of the CAHSEE$ (c) )he test site coordinator shall o"ersee the administration of the CAHSEE to eligi#le pupils or eligi#le adult students at the test site in accordance with the manuals or other instructions pro"ided #y the test contractor for administering the CAHSEE including, #ut not limited to, the following responsi#ilities: (*) &etermining test site and test material needs@ (,) Arranging for test administration at the test site@ (2) )raining the test examiner(s), test proctors, and translators as pro"ided in the test contractor<s manual@ (8) Completing a )est Security Agreement and )est Security Affida"it as set forth in section *,**$0 prior to the receipt of test materials@ (0) 9"erseeing test security re=uirements, including collecting and deli"ering all completed )est Security Affida"it forms to the school district office from the test examiners and other site personnel in"ol"ed with testing$ All )est Security Affida"its shall #e maintained for *, months from the date signed@ (1) 9"erseeing the ac=uisition and in"entory of test materials from the school district and the distri#ution of test materials to the test examiner(s)@ (?) 5aintaining security o"er the CAHSEE and test data as follows: (A) &eli"ering the test materials only to those persons who ha"e signed the )est
