To be cold-blooded is to have cold blood and you cant regulate your own temperature e.g.

if humans get cold our body warms ourselves up but reptiles have to keep warm all the time by sun bathing because they cant regulate their own temperature.

In hot environments, cold-blooded animals can have blood that is much warmer than warmblooded animals.
