Overview
The videophone service is the universal mobile telecommunications system (UMTS) circuitswitched (CS) domain multimedia service defined in the 3GPP protocol. This service supports integration of voice, data, and video. The transmission rate of this service is up to 64 kbit/s. Videophone service complies with 3G-H.324M protocol. 3G-H.324M is based on ITU-T H.324 recommendation and 3GPP modified it for purposes of 3GPP circuit switched network based video telephony.

3 Technical Description
l l l
The RNC prohibits videophone service setup including originated call and terminated call in the cell with videophone restriction during service establishment The RNC releases videophone services when the UE is handed over to the cell with videophone restriction The RNC releases only videophone service in combined services and retaining other services
The processing of inter-RNC handover is the same as that of intra-RNC handover but the RNC needs to consider the capability of videophone in the cell in the neighboring RNC. The VPLimitInd(BSC6900,BSC6910) parameter in ADD/MOD UEXT3GCELL indicates whether the videophone service is limited in a neighboring RNC cell.
3 Technical Description
The time to trigger event 6A1, 6B1, or 6D is specified by the parameter UlVpTrigTime6A1 (BSC6900,BSC6910), UlVpTrigTime6B1(BSC6900,BSC6910), or UlVpTrigTime6D (BSC6900,BSC6910) respectively.
Actions
When the link stability control function switch for videophone services (UlQosVpInterFreqHoSwitch(BSC6900,BSC6910)) is set to YES, the RNC triggers an interfrequency handover measurement if it receives a report on event 6A1 or 6D. When the conditions for handover are met, the RNC hands over the UE to inter-frequency cells.
Actions
When the link stability control function switch for videophone services (DlQosVpInterFreqHoSwitch(BSC6900,BSC6910)) is set to YES, the RNC triggers an interfrequency handover measurement if it receives a report on event Ea. When the conditions for handover are met, the RNC hands over the UE to inter-frequency cells.

6.3.3 Activation
Using MML Commands
Step 1 Run the RNC MML command DEA UCELL to deactivate the cell. In this step, set Cell ID to an appropriate value. Step 2 Run the RNC MML command MOD UCELLSETUP. In this step, set Cell VP Limit Indicator to TRUE. Step 3 Run the RNC MML command ACT UCELL to activate the cell. In this step, set Cell ID to an appropriate value. Step 4 Run the RNC MML command MOD UEXT3GCELL on another RNC that controls the neighboring cell. In this step, set Cell VP Limit Indicator to TRUE. ----End
When configuring the Videophone Service Restriction feature on the CME, perform a single configuration first, and then perform a batch modification if required. Configure the parameters of a single object before a batch modification. Perform a batch modification before logging out of the parameter setting interface.
Step 1 Configure a single object (such as a cell) on the CME. Set the parameter described in Table 6-2 on the CME. For instructions on how to perform the CME single configuration, see CME Single Configuration Operation Guide. Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center) on the CME to start the batch modification wizard. For To modify objects in batches, click instructions on how to perform a batch modification through the CME batch modification center, press F1 on the wizard interface to obtain online help. ----End
