1.1 Scope
This document describes the State Transition feature. This document requires that readers know the dynamic channel configuration control (DCCC) mechanism. It is recommended that readers read the DCCC Feature Parameter Description beforehand.

2 Overview
After a radio resource control (RRC) connection is set up, the RNC monitors UE activities and uses the UE state transition function to change the UE state (WRFD-010202 UE State in Connected Mode). A UE state transition is triggered by the traffic volume, timer, or user mobility. The trigger conditions for UE state transitions are described as follows:
4A: The traffic volume is greater than the event 4A threshold. 4B: The traffic volume is less than the event 4B threshold.
Cell reselection If the number of cell reselections exceeds the specified threshold during the specified period (timer), the UE is considered to be in the state of frequent cell reselections.
Paging/Data There is data to be transmitted. Overload When a cell is overloaded, the RNC may transit the UE state from CELL_DCH (DCH/HS-DSCH/E-DCH) to CELL_FACH (FACH) to relieve the load.
Table 2-1 lists the UE state transition types. 3.1 UE State Transition Switches
SET UCORRMALGOSWITCH (DraSwitch) defines the following RNC-level switches for dynamic resource allocation:
DRA_PS_BE_STATE_TRANS_SWITCH: controls state transition for UEs performing BE services. DRA_PS_NON_BE_STATE_TRANS_SWITCH: controls state transition for UEs performing non-BE services (PS real-time service). DRA_HSDPA_STATE_TRANS_SWITCH: controls state transition from HS-DSCH to FACH. This switch is valid only when either DRA_PS_BE_STATE_TRANS_SWITCH, or DRA_PS_NON_BE_STATE_TRANS_SWITCH, or both of them are turned on. DRA_PS_BE_STATE_TRANS_SWITCH is turned on for BE services, and DRA_PS_NON_BE_STATE_TRANS_SWITCH is turned on for non-BE services.
DRA_HSUPA_STATE_TRANS_SWITCH: controls state transition from E-DCH to FACH. This switch is valid only when either of the following switches or both of them are turned on:

If DRA_DCCC_SWITCH is set to 1 and the dynamic channel adjustment strategy (DcccStg) is set to RATE_UP_AND_DOWN_ON_DCH, the UE state transition function starts working when the UL/DL rate is less than or equal to the UL/DL rate threshold for DCCC (UlDcccRateThd/DlDcccRateThd). If DRA_DCCC_SWITCH is set to 1 and DcccStg is set to RATE_UP_ONLY_ON_DCH, the UE state transition function always works.
If DRA_DCCC_SWITCH is set to 0, the UE state transition function always works. If the timers for online detection are set to be small values for inactive PS services, the RRC connection may be released before UE state transition. The timers for online detection can be set by using the SET UPSINACTTIMER command. SET UUESTATETRANS is used to set the UE RRC state transition parameters (RNC-level). SET UUESTATETRANSTIMER is used to set the UE RRC state transition timers (RNC-level).

When receiving a report on event 4B, the RNC starts the timer for D2F state transition and the counters for UL and DL event 4B reports. If the numbers of UL and DL event 4B reports are greater than or equal to the D2F transition threshold before the timer expires, then the D2F state transition is performed when the timer expires. The D2F state transition threshold is the rounded-down value obtained by using the following equation: D2F transition threshold = D2F transition time/(Time to trigger + Pending time after trigger) x State transition traffic redundancy coefficient In this equation:
The D2F state transition time, time to trigger, and pending time after trigger are specified by the parameters listed in Table 3-1. The state transition traffic redundancy coefficient is used to prevent false detection that a UE is in the low-activity state due to the loss of measurement reports. This coefficient is set to 80%.

The parameters related to event 4B are set to their respective values for the UL and DL. The parameters include the time to trigger, pending time after trigger, and threshold. An example for BE services: if the UL channel is DCH and the DL channel is HS-DSCH, the parameter configurations for BE services on the DCH as listed in Table 3-1 are used for the UL, and the parameter configurations for BE services on the HS-DSCH as listed in Table 3-1 are used for the DL. State transitions from E-DCH to FACH and from DCH to FACH are similar. The difference is that the event 4B measurement for state transition from E-DCH to FACH is based on the throughput with the throughput measurement period being specified by E2FThrouMeasPeriod. In addition, the threshold of event 4B is based on the throughput and is specified by E2FThrouThd. To prevent ping-pong state transitions between CELL_DCH and CELL_FACH, turn on the switch PERFENH_H2F_OPT_SWITCH under the PerfEnhanceSwitch parameter in the SET UCORRMPARA command and disable HSUPA DCCC in the uplink. After the switch PERFENH_H2F_OPT_SWITCH is turned on, starting event 4a measurement also starts event 4b measurement. If the RNC receives an event 4a report before the D2F state transition timer expires, the uplink throughput is higher than HSUPA4AThrouThd or the downlink throughput is higher than HSDPA4ATvmThd. In this case, the RNC stops the D2F state transition timer to prevent unnecessary state transitions.
For BE service on the DCH (UL and DL), the UL and DL rates can be changed to the low-activity rate threshold (LittleRateThd). For BE service on the DCH (UL) and HS-DSCH (DL), only the UL rate can be changed to LittleRateThd. For BE service on the E-DCH (UL) and DCH (DL), only the DL rate can be changed to LittleRateThd.
Note that if LittleRateThd is greater than or equal to UlDcccRateThd or DlDcccRateThd, the rate cannot be changed to LittleRateThd. If LittleRateThd is excessively high, excessive resources are occupied for a long time even when no data is transmitted, leading to network congestion. If LittleRateThd is excessively low, the throughput is lower than the expected value when the UE starts transmitting data again, even though less radio resources are consumed. For combined services:
If a CS service is involved, the UE stays in the CELL_DCH state and D2F state transition is not allowed. If a PS service meets the conditions for D2F state transition, the RNC reduces the data rate of PS services to the low activity rate.

A fallback from E-DCH to DCH occurs only in the current cell, which means the inter-frequency directed retry decision (DRD) is not performed. If the switch for coverage-based fallback from the E-DCH to the DCH (ReservedSwitch0: RESERVED_SWITCH_0_BIT7) is enabled, the algorithm for coverage-based dynamic TTI adjustment of BE services automatically disables. The service connection release procedure is as follows: 1. When the PDCP entity of a service is set up, timer T1 is started. 2. If the PDCP entity still detects that there is no UL or DL data packet when the T1 timer expires, the PDCP entity sends a service connection release request to the RRC layer and starts the T2 timer. 3. If the CN does not initiate the service connection release, the PDCP entity continues to detect data packets. If the PDCP entity still detects that there is no UL or DL data packet when the T2 timer expires, the PDCP entity sends a service connection release request to the RRC layer.

there is only one RAB for the UE in the PS domain, the RNC sends an IU RELEASE REQUEST message to the CN. there is more than one RAB for the UE in the PS domain, the RNC sends a RAB RELEASE REQUEST message to the CN.
The two messages indicate the release causes in the User Inactivity IE. 4. Upon receiving the message, the CN initiates the release procedure. At the same time, the CN reserves the PDP context for the service. When the UE reinitiates the service of this PDP context, it does not have to apply for the PDP context again.
The service connection release request from the PDCP entity may not be processed in time because the associated processor in the RNC is busy.
When a UE is to transit from the CELL_DCH or CELL_FACH state to the CELL_PCH or URA_PCH state, the RNC determines whether the UE's TAC is on the PCH blacklist. If so, the RNC forbids the state transition for the UE and directly releases the RRC connection with the UE. An IMEI consists of 14 decimal digits plus a check digit. It includes 8-digit TAC, 6-digit serial number (SNR), and 1-digit spare digit.
TAC identifies an authenticated device type. SNR defines serial number of the UE.
