NZ-RT Skill Level discussion document – NZ-RT National Register 2007

Considerations
This document was written over a few hours in response to the MCDEM’s NZ-RT
National Register information request (appendix 1). The documents supplied lacked
clear guidelines on what outcomes, equipment and standards were required before a
team can be considered to have met a level.

This document is meant to provide a starting point for further development and to
generate discussion.

Team Typing should be based on needs. Considerations should be made to what


outcomes (task or roles), equipment, standards and minimum numbers of qualified
members are required. Until this is done, any attempt to build an accurate database
of team’s capabilities will be based on unreliable information.

It is suggested that Working Groups be convened with suitably qualified people from
the relevant industry / disciplines to develop appropriate team typing which comply
with various Acts (CDEM, HSE, etc)

This document doesn’t go into how many members need to be qualified for each
level, and whether only qualified team members should be deployed operationally.
This is an area the Working Groups should address.

Where a level has a prerequisite level, a team is required to meet all of the previous
standards, equipment and capabilities.

It is my opinion that “Welfare (self)” should be part of “NZ-RT Core Requirements”


which this document does not attempt to address. All NZ-RT’s must meet the same
core requirements regardless of their specialisations. Until the USAR review is
complete it is difficult to address this further.

All levels that were purely awareness are not included as awareness can not be
considered a response level. For database use, Level 0 could be used to indicate a
team has an awareness level. The current Level 0 indicates a teams is in training
towards that specialisation, I don’t see the need to include this information as the
team still can’t be utilised in that specialisation until complete. There is no assurance
the team will ever complete the training or equipment purchases.

For Incident Management, CIMS2 was excluded as it isn’t incident management; it’s
an awareness module to provide an understanding of terminology, not training to
participate in an IMT.

“Animal Rescue” is a very specialised field and only three people in NZ have the
international qualification. The SPCA Animal Rescue Unit is the only NZ organisation
that comes close to having the required capability. Perhaps there should be more
emphasis on caring for animals during evacuations rather than rescuing animals?

Flood Protection
Level 1 – Basic
Prerequisite: Nil
Capability: Teams can correctly install sandbags as flood protection in non
flooded environments. Protection being installed must be more
than 3 meters from flood waters. Are capable of simple self rescue
techniques should flood waters rise quickly and members get
swept away
Equipment: • Access to sandbags

Level 2 - Intermediate
Prerequisite: Level 1
Capability: Teams can install sandbags as flood protection in inundated areas
(still water).
Equipment: • 2 additional throw bags
• wetsuit or dry suits
• PFDs for each member in the water
• Flood pumps

Level 3 - Advanced
Prerequisite: Level 2
Capability: Teams can install alternative flood barriers in both flooded and non
flooded environments. Products include Geodesign Barriers, Aqua-
barrier, Water Gate.

Flood Rescue
Level 1 - Responder
Prerequisite: Nil
Capability: Shore based rescue
Equipment: • 5 Throw bags
• 4 PFDS
Standards: • Rescue 3 Swiftwater Responder or equivalent (SARINZ?)

Level 2 – Boat Ops


Prerequisite: Level 1
Capability: Able to provide either motorised or non motorised boat operations.
Can also carry out rescue swim if required, although boat
operations are preferred.
Equipment: • 2 PFDs must be technical (with Quick Release System)
• Wetsuits or dry suits
• Rescue cache (ropes, carabiners, etc)
At least one of the following:
• Rapid Deployment Craft (RDC)
• Suitably reinforced Raft
• Motorised Boat (RHIB, IRB, Jet)
• Personal Water Craft (Jetski)
• Hovercraft
Standards: • Rescue 3 Swiftwater Technician or equivalent (Rafting Assc?)
• Day Skipper

Level 3 – Helo Ops


Prerequisite: Level 1
Capability: Aquatic helicopter operations.
Equipment:

• Specific helo training (skid insertion, winch or long line)

Level 1 - Basic

Capability: Basic temporary damage repairs to roofing and windows. Property
salvage from leaks.
