1.0 PURPOSE
This Method Statement provides guidance to prevent injury to persons
engaged in excavation works on ANSA Technologies worksite.

2.0 SCOPE
This document outlines the procedures and method related to construction
of road crossings.

3.0 PROCEDURE - Road Crossing:

Deliver construction materials to site i.e. formworks, PVC pipes. BRC


fabric etc.;
Store in areas set aside;
Clear work areas of all obstacles;
Set out work area;
Remove existing asphaltic surface area, average 9 inches;
Manually excavate to an average depth of 47 inches;
Compact base area;
Fabrication/Installation of formwork, reinforcement and placement of 4
Nr. 6 SCH 40, PVC pipes;
Pour concrete (3000 PSI);
Remove formwork ( 72 hours after pour);
Backfill and compact area, approximately 27 inches;
Placement and compaction of blue limestone, approximately 6 inches;
Application of tack coat and placement of hot mix, approximately 3
inches.

METHOD STATEMENT
Consultation
The Client, ANSA Technologies and Sub contractors doing the work will
consult with each and determine the provision of all safeguards. The
consultation process will be used during the planning and preparation
stages to determine safe systems of work based on the assessment of the
risks. Engineers will be involved in the consultation process when
appropriate.
The consultation process will at least cover the following:
(a) Nature and condition of the ground or working environment;
(b) Nature of the work and other activities that may affect safety;
(c) Static and dynamic loads near road crossing excavation;
(d) Interaction with other trades;
(e) Workplace access;
(f)

Management of surrounding vehicular traffic and ground vibration;

(g) Work force safety;


(h) Type of equipment used for excavation; and
(i)

The provision of appropriate amenities, which will depend on the type


of work space.

Planning
Planning and preparation will be the first essential step in ensuring that
work is done safely.

Planning and preparation will involve consultation with all relevant persons
engaged in the work and will include hazard identification, risk assessment
and risk control processes. Where appropriate, the advice of the
ANSA Technologies in its capacity will:
1. Provide such information, instruction, training and supervision as may
be necessary to ensure the health and safety of its employees
/subcontractors; and
2. Provide or maintain means of access to and egress from the work
place safe and without risks.

4.3

Before Work Commences


Before work commences a Competent Person must be identified and
assigned to the project/ work to be undertaken. The Competent Person
must have the authority to stop the work being undertaken, if required,
when a hazard is identified. The competent person will act as the Site
Supervisor.
If the Competent Person ceases to be the site supervisor before the work
is completed, work on the site SHALL cease until (1) another Competent
Person has been assigned to the project/ work;
The Competent Person SHALL carry out the following pre-planning:
1. Obtain all relevant information and drawings and then inspect the
proposed work site.
2. Determine if the excavation and its protective systems must be
designed by an Engineer.
3. Contact all utility companies (e.g. electricity, phone, gas, sewerage
/water) and identify any existing services on or near the proposed work
site.
These services may be buried below ground level or located above
ground level. The location of these services SHALL be marked on all
documentation related to the project/work to be undertaken.

4. Locate and flag overhead power lines on or near the work site to be
avoided by plant equipment.
5. Create an emergency plan and discuss the plan with all team members.
6. Determine the soil type and anticipate what worker protection will be
required.
7. Arrange to have barricades and warning signage delivered to site
before work commences.
9. Arrange the delivery to the worksite before work commences of ladders
of the correct length (or other equipment) required for correct
access/egress into the excavation/trench
10. Ensure that all team members are trained appropriately.
11. Ensure that all team members have the appropriate Personal
Protective Equipment.
12. Review proposed work & safety controls.

4.4

Hazards
Before the initial construction work starts, hazards shall be identified, and
assessed by the competent person assigned to the work or project. All of
the control measures made by the competent person shall be in writing
and kept on file, (refer to JHA for potential hazards).
A copy of the control measures shall also be kept on site at all times until
after the completion of the work. These control measures shall be
establish and maintain before and during the construction works in
accordance with the scope of works and drawing specifications.
The competent person assigned to the project shall inspect all control
measures including those for existing hazards at least once a day,
preferably more.

All surface encumbrances which are identified to be potentially a hazard to


employees shall be removed or supported (refer to JHA for control
measures).

4.6

Safety measures to comply with during construction works


Undertaking construction works can cause or introduce additional hazards
to the worksite. It is the responsibility of the competent person assigned to
the project to inspect all aspects of the worksite and during the work
activities to ensure that:
1. All safety devices and systems are in place, being used correctly and
operating correctly;
2. All personnel on site are accounted for;
3. Any new hazard is identified and the appropriate safety measures put
in place;
4. Any potential hazard is identified and the appropriate safety measures
put in place;
5. Employees and management are informed of any new and/or potential
hazards which have been identified;
6. A written record of any new or potential hazard and the steps to be
taken to rectify the problem is put on file;
7. Any new or potential hazard which was identified in the previous
inspection has the appropriate safety measures in place.

4.7

Visual Test
The visual test is to be carried out by the competent person before, during
and after construction works. In a visual test, the entire work areas are
observed, including the surroundings adjacent to the site. During the
visual test, the competent person shall:
1. Look for existing petroleum lines, electrical cables, water lines etc.

2. Observe the open side of the road crossing excavation works for
indications of possible cave in;
4. Look for signs of surface water seeping from the sides of the
excavation.

4.8

Safe Access/ Egress


Excavation which is 1.2m or greater in depth, safe access or egress into
the excavation shall be installed. This may be provided by installing
ladders or stairs.
The ladders or stairs shall be checked daily by the competent person,
ensuring that they continue to meet all safety requirements.

4.9

Completion of Work
When the construction of the road crossings have been completed,
backfilling shall start and support systems shall be removed from the
bottom of the excavation. It shall be carried out in a manner that protects
employees, the public and any equipment or adjacent structures from
cave-ins, structural collapses or being struck by components of the
support system.
