WHEREAS
WHEREAS, the new health care system passed under President Obama is a step in the right direction and
Single Payer Health Care or Medicare for Everyone would be a further improvement, and
WHEREAS, the advantage of Single Payer Health Care is that insurance companies along with their profits
and overhead would be replaced by the federal government as the single payer for health care services as is
now the case with Medicare, resulting in huge savings in health care costs, and
WHEREAS, Single Payer Health Care is not socialized medicine because the hospitals, doctors and other
providers would not work for the government but would remain in the private sector;

further evolution of our health care system into a Single Payer system, or Medicare for All, and

Resolution Topic LEGALIZATION OF MARIJUANA AND CANNABIS PRODUCTS.
WHEREAS
WHEREAS, despite prohibition, many Texans regularly consume marijuana and other cannabis products;
WHEREAS the failed prohibition of marijuana has exhausted countless billions of dollars spent on ineffective or
incomplete enforcement and has resulted in unnecessarily dangerous and expensive congestion in our judicial
system;
WHEREAS the legal status quo for the criminal regulation of marijuana continues to endanger Texans by
generating resources for violent criminal activity and weapons smuggling a reality which could be very easily
confronted by the regulation and legitimization of Texan's marijuana industry;

THEREFORE BE IT RESOLVED, legalized marijuana will ensure the regulation and taxation of its production,
distribution, and use, while enacting strict penalties for illegal trafficking, illegal importation and exportation, and
impaired driving;
BE IT FURTHER RESOLVED that we invest significant resources in prevention and education programs
designed to promote awareness of the health risks and consequences of marijuana use and dependency,
especially amongst youth;
FINALLY, BE IT RESOLVED to extend amnesty to all Texans previously convicted of simple and minimal
marijuana possession, and ensure the elimination of all criminal records related thereto

Resolution Topic RESOLUTION TO ESTABLISH REQUIREMENTS FOR TAR SAND PIPELINES
WHEREAS
WHEREAS, tar sand (a form of bitumen) is a solid which has to be diluted to a liquid for transport in pipelines
where it is highly pressurized (up to 1600 psi) causing high heat (158 deg) due to friction; and
WHEREAS, tar sand pipelines are more susceptible to deterioration and rupture than conventional crude due
to high concentration of salts, higher quantities of abrasive quartz particles, higher pressure and heat; and
WHEREAS, tar sand pipelines represent increased risk to public health and safety because the diluent
includes natural gas condensate (with additional risk of explosion), hydrogen sulfide, benzine, toluene and
other hazardous chemicals including toxins which can affect the central nervous system and others which over
long exposure times can cause cancer; and
WHEREAS, diluted bitumen (dilbit) spills are hard to detect because at these high temperatures the dilbit can
change from liquid to gas and often pipeline operators are unable to accurately discern a leak from a gas
bubble; and
WHEREAS, clean up of tar sand spills poses special challenges since dilbit contains components that are
heavier than water that will sink thus making conventional oil spill procedures ineffective, and in general, local
first responders are not prepared for a spill of diluted bitumen; and
WHEREAS, there is added danger of transporting dilbit in aging U.S. pipelines that have been re-purposed to
carry tar sand because of the potential that its coating, steel strength, or corrosive protections could be
compromised; and
WHEREAS, there are three tar sand pipelines in Texas putting water supplies at risk for millions of Texans,
and one of these, the 36+ year old Seaway crosses tributaries that feed Lake Lavon in Collin County, travels
west of Cedar Creek Reservoir in Kaufman County, crosses under both segments of Richland Chambers
Reservoir in Navarro County; and
WHEREAS, Lake Lavon is a major water source for Dallas; Cedar Creek and Richland Chambers are major
sources for Fort Worth and the Tarrant Regional Water District; and
WHEREAS, there are no Texas state agency approvals or environmental impact studies or emergency
response plans required for re-purposing existing pipelines to carry tar sand dilbit;

THEREFORE BE IT RESOLVED, that the Texas State legislature provide for the establishment of expanded
design, construction, and operation specifications for tar sand pipelines which reflect abrasive, corrosive, and
hazardous nature of diluted bitumen;
AND BE IT ALSO RESOLVED, that the Texas State legislature shall provide for assessment of environmental,
health & safety impact of all tar sand pipelines in Texas; this should include a requirement that the operator
specify character and amount of dilbit components;
AND BE IT ALSO RESOLVED, that the Texas State legislature shall require tar sand operators to establish
spill detection and emergency response plans for existing pipelines and for any future pipelines prior to
construction; these plans shall include training of local first responders and provide funding funding for
detection and response resources.

Whereas President Barack Obama and Vice President Joe Biden have called for and affirmed equal rights
including marriage equality for all Americans; and
Whereas Seventeen states and the District of Columbia have now recognized marriage equality and have
legalized same sex marriages; and
Whereas Supreme Court struck down DOMA, the 1996 law blocking federal recognition of gay marriage stating
that the act wrote inequality into federal law and violated the Fifth Amendments protection of equal liberty;

WHEREAS
Whereas currently it is legal to fire or refuse to hire someone for being lesbian, gay, bisexual, transgendered or
intersexed in at least 29 states including Texas; and
Whereas transgender workers can legally be denied or refused jobs in 33 states including Texas; and
Whereas millions of workers lack basic protections against job discrimination due to their sexual orientation or
gender identity and this, in turn, marginalizes and threatens existing legal protections we do have against race
and gender discrimination;

Resolution Topic CONTINUING SUPPORT TO ABOLISH THE DEATH PENALTY IN TEXAS
WHEREAS
WHEREAS Texas leads the country in executions, having put to death 405 people since the death penalty was
reinstated, over one third of all US executions, and
WHEREAS there are growing revelations in Texas concerning official misconduct and racial bias by district
attorneys, police officers, and court appointed attorneys and errors by crime lab technicians that have
undermined public confidence in the criminal justice system, and
WHEREAS, in Texas, juries in capital murder trials have the option to sentence a defendant to life without
parole, and
WHEREAS innocent people have been sentenced to death as evidenced by 127 people being exonerated and
released from death rows in the US, including eight in Texas, and
WHEREAS the editorial board of the Dallas Morning News re-examined its century-old position on the death
penalty and concluded they had "lost confidence that the state of Texas can guarantee that every inmate it
executes is truly guilty of murder . . . that is why we believe that Texas should abandon the death penalty
because we cannot reconcile the fact that it is both imperfect and irreversible," and
WHEREAS there is a pattern of evidence indicating racial disparities in charging, sentencing and in the of
imposition of the death penalty in the US, according to the US General Accounting Office, and
WHEREAS studies also indicate that particularly race of the victim plays a major role in who is sentenced to
death in the United States (US: Death by Discrimination - The Continuing Role of Race in Capital Cases, April
2003, The Justice Project ) and
WHEREAS Black and Hispanic offenders make up 68% of the current death row population in Texas and the
current US Census for Texas indicates that the Black and Hispanic/Latino population of Texas is 46.5% and
WHEREAS there are hundreds of people on death row in Texas who were defended by attorneys whose
investigative and expert witness expenses were capped at $500 and in some rural areas in Texas, lawyers
have received no more than $800 to handle a capital case,

penalty was ranked last in ways to reduce violent crime,

WHEREAS The minimum wage in the State of Texas is $7.25 per hour, which for a full time worker, yields
$15,080 per year, which is $4450.00 below the poverty level for a family of three; and
WHEREAS The poverty level wage is approximately one half of what a family of three needs to have a living
wage, that is, to live without dependence on social services in Texas;
WHEREAS Studies have shown that raising the minimum wage does not result in the feared loss of jobs; and

legal for people holding a Texas Concealed Handgun License to carry a handgun openly;

Resolution Topic Reproductive Choice and Women's Health
WHEREAS
WHEREAS, the United States was founded on the principles of individual liberty, personal privacy and equality,
and these principles are meant to ensure that each individual is free to make intimate decisions free from
government interference and discrimination, and
WHEREAS, one of the most intimate decisions a woman ever faces is the decision to bear and raise a child, to
bear a child and choose adoption, or to end a pregnancy, and such a significant medical decision must be left
up to a woman, and
WHEREAS in Texas a woman's right to control her own body and her access to contraception and health
services is under constant attack; and
WHEREAS abstinence only sex education is a proven failure in Texas as the teen pregnancy rate ranks top 5
in the United States; and
WHEREAS, prior to 1973, an estimated 5,000 women died each year in the United States as a result of having
illegal abortions, and
WHEREAS, family planning services improve health care outcomes and wellness for women and families,
access to family planning is directly linked to declines in maternal and infant mortality rates, and women who
do not receive prenatal care are 3 to 4 times more likely to die after a live birth than are women who have
received even minimal prenatal care; and
WHEREAS, contraception enables women to better prevent unintended pregnancies and plan for pregnancy
when they do want to have a child, and publicly funded contraceptive services and supplies prevent nearly two
million unintended pregnancies each year in the United States and reduces the number of abortions; and
WHEREAS, racial and ethnic health disparities are particularly pronounced in reproductive health - including
disparities in rates of contraception usage, unintended pregnancies, maternal mortality, and sexually
transmitted infections - and these disparities reveal significant barriers to access to sexual health care
(including contraception), medical care, and medically accurate sexuality education; and
WHEREAS, a majority of American voters believe that matters related to women's reproductive rights,
including contraception and abortion, are personal issues that should be decided by women;
THEREFORE

THEREFORE, BE IT RESOLVED THE DEMOCRATIC PARTY OF Collin County asserts that a womans
personal medical decision-making about pregnancy is a fundamental right; and,
FURTHER BE IT RESOLVED that decisions about whether to bear and parent a child, to bear a child and
choose adoption, or to end a pregnancy must be left to a woman; and,
FURTHER BE IT RESOLVED to fully support access to safe and legal abortion, to effective birth control and
emergency contraception, to reproductive health services and education for all women; and
FURTHER IT BE RESOLVED, that we oppose attempts to restrict these rights through legislation, regulation or
Constitutional amendment, and support candidates and policies that will protect womens reproductive health
care; and
FINALLY BE IT RESOLVED that we call for the repeal of Texas Senate Bill 5 which calls for a ban on abortion at 20
weeks post-fertilization and also mandates that a doctor who performs abortions have admitting privileges at a
nearby hospital, and to require that clinics meet the same standards as other surgical health-care facilities in
the state.

Resolution Topic RESOLUTION ON RENEWBLE ENERGY STANDARDS
WHEREAS
WHEREAS, many people are concerned about the inability of the Texas energy market to ensure reserve
margin targets are met throughout the year and some pundits are talking about changing to a capacity market
where utilities are paid for reserve capacity; and
WHEREAS, a capacity market is not the answer because it could add as much as $394 a year to the electric
bills of every Texan, and it has not solved the capacity problems in other states; and
WHEREAS, capacity markets tend to prop up old and dirty nuclear, coal, and gas plants so that Texas, having
ample renewable resources would be better off moving toward greater use of these cheaper, cleaner, better
resources; and
WHEREAS, Texas leads the nation in the risks from climate change such as drought, wildfires, crop losses,
health impacts, and sea level rise; and
WHEREAS, Texas is also number one in greenhouse gas emissions (about 30% comes from our cars and
trucks; 33% industry and 29% power plants, the remaining from our homes, businesses, farms and ranches);
and
WHEREAS, 70% of Texans think global warming is occurring, 95% anticipate more heat waves, 92%
anticipate increased drought and water shortages in Texas due to global warming, 87% believe Texas will
experience worse storms, hurricanes, or tornadoes, 86% believe Texas will experience declining numbers of
fish and native wildlife, and 85% believe Texas will experience increased allergies, asthma, infectious
diseases, or other health problems due to global warming; and
WHEREAS, power plants such as gas, coal-fired, and nuclear power plants generate heat to produce
electricity and therefore have to be throttled back on the hottest days when the cooling water gets too hot, and
in Texas that corresponds to days of peak demand; and
WHEREAS, solar, coastal wind and geothermal energy all produce energy on peak, when we need it the most
and, if we would have had 5,000 MW of solar in place in the summer of 2011 we could have cut our electricity
cost by $500 million and reduced carbon emissions by 1.6 million tons per year;
WHEREAS, shifting annual energy production to more solar, wind and other from of renewable energy will
make significant reductions in the greenhouse gas emissions causing the climate crisis;

THEREFORE BE IT RESOLVED, that Texas should pass legislation requiring 10% of the state's peak energy
to come from solar, coastal wind and energy storage;
AND BE IT ALSO RESOLVED, that Texas should pass legislation requiring a high enough percentage of the
state's annual energy production to come from solar, wind and other forms of clean renewable energy to
reduce greenhouse gas emissions from the electric power sector by 80% by 2050.

Resolution Topic RESOLUTION ON CLEANER ENERGY FOR CLEANER AIR
WHEREAS
WHEREAS, Texas skies should be clean and pristine, but the air in a number of areas in Texas (including
DFW and Tyler-Longview) fail to meet or are close to violating health based standards; and
WHEREAS, studies show strong links between air pollution and asthma, respiratory illness, strokes, and
deaths from lung cancer and heart disease, and that Texans die prematurely every year from power plant
particle pollution; and
WHEREAS, coal-burning power plants are the states largest industrial sources of smog-forming nitrogen
oxides, toxic mercury emissions, and emit significant quantities of acid rain producing sulfur pollutants; and
WHEREAS, according to a recent Texas Medical Association (TMA) study, 8 of Energy Future Holdings (EFH)
oldest coal plants have inadequate pollution controls and are a big source of the air pollution affecting health
in the DFW and Longview areas; and
WHEREAS, Texas can and should meet future energy needs and lead the nation by developing wind, solar
and other clean-renewable power technologies, adopting improved building codes, capturing waste energy
through combined heat and power, and by increasing energy efficiency, which benefits consumers, businesses
and industries while reducing power demand; and
WHEREAS, retiring old coal-fired power plants would assure that new generation can be built to take their
place;
THEREFORE

THEREFORE BE IT RESOLVED that the Democratic Party of Texas does not regard building new or
expanding old coal-fired power plants as a viable option for electric power generation;
AND BE IT ALSO RESOLVED, that the 8 old plants identified in the TMA report should be retired as soon as
practical;

Resolution Topic RESOLUTION ON NUCLEAR POWER
WHEREAS
WHEREAS, additional commercial nuclear reactors have been proposed for Texas via the Nuclear Regulatory
Commission's new combined licensing process (fast-track); and
WHEREAS, unsolved economic, security, safety, weapons proliferation, water use and radioactive waste
problems make nuclear power an undesirable option; and
WHEREAS, uranium mining for nuclear fuel has contaminated drinking water in some parts of South Texas,
putting the health of Texans at risk; and
WHEREAS, nuclear reactors in South Texas came in six times over budget and became operational eight
years late; and
WHEREAS, at a time when Texas is facing significant periods of drought which are likely to continue into the
future, nuclear power plants require large amounts of water for generation and cooling; and
WHEREAS, Texas can and should meet future energy needs and lead the nation by developing wind and solar
power technologies, adopting improved building codes, capturing waste energy through combined heat and
power, and by increasing energy efficiency, which benefits consumers, businesses and industries while
reducing power demand; and
WHEREAS, protecting our long term economic prospects, and protecting the health of all Texans (especially
our children) requires that Texas lead the nation into a clean, sustainable energy future instead of building new
nuclear power plants;

WHEREAS
WHEREAS, to ensure that seriously ill Texans have the right to obtain and use marijuana for medical
purposes where that medical use is deemed appropriate and has been recommended by a physician who
has determined that the person's health would benefit from the use of marijuana in the treatment of cancer,
anorexia, AIDS, chronic pain, spasticity, glaucoma, arthritis, migraine, or any other illness for which marijuana
provides relief, and
WHEREAS, to ensure that patients and their primary caregivers who obtain and use marijuana for medical
purposes upon the recommendation of a physician are not subject to criminal prosecution or sanction,and

WHEREAS, the state of Texas requires local school districts to offer health insurance coverage for teachers
and educational employees, either through the Teacher Retirement System or by a local school districts

not increased in over a decade, but premium increases during that time has caused the employee share of
premium cost to increase from 32% to 57% during that time; and

insurance premiums have often eaten up any pay increases for educational employees; and

WHEREAS, when the legislative majority imposed $5.4 billion in budget cuts on Texas schools in 2011, some
25,000 teachers and support staff were laid off and a growing student population was crammed into crowded
classrooms while over 6 billion state tax dollars were left sitting in the bank in Austin; and
WHEREAS, the 2011 cuts left Texas 49th in per pupil funding among the 50 states and the District of
Columbia, some $3,000 per pupil below the national average; and
WHEREAS, the cuts left Texas teacher pay some $8,000 below the national average, a fact that discourages
many bright young people from entering the teaching profession, young people needed to educate a growing
student population whose education is vital to our states future; and
WHEREAS, a state District Judge found the Texas school finance unconstitutionally inadequate and
inequitable; and
WHEREAS, in response to demands from educators, parents and concerned citizens, in Democratic legislators
fought heroically in 2013 to restore a significant portion of the funds cut in 2011, but Texas per pupil funding
still ranks 43rd nationally, some $2,600 below the national average, and Texas teacher pay lags over $7,000
below that national average; and

WHEREAS, the Teacher Retirement System pension program is under attack from special interests who want
to replace teachers well-earned defined benefits with risky 401(k)s; and

only want to enrich themselves by managing these 401(k) plans; and

WHEREAS, a fundamental role of government is to protect the health, safety and welfare of the people; and
WHEREAS, in recent years, corporations drilling for natural gas and oil within the State of Texas, have
employed a technique of deep injection well disposal of used waste water relating to industry practices known
as saltwater disposal; and
WHEREAS, it is known that large amounts of used frac fluid is disposed of at an industry standard rate of
more than 20,000 barrels of 55 gallon drums per day, 7 days a week 24 hours a day per injection well which
the State of Texas shows tens of thousands are currently permitted; and
WHEREAS, some of this disposed of frac fluid arise known to have high levels of chemicals that are known
carcinogens; and
WHEREAS, citizens throughout Texas have suffered injury to their health , decrease in property values as a
result of insufficient regulation of these class II injection wells; and
WHEREAS, class II commercial injection disposal wells are suspected of being the reason for the recent
earthquakes in the Wise/Parker/Tarrant County area during 2013 and 2014 which has caused significant
property damage to Texas Residents property; and
WHEREAS, many homeowner insurance policies do not cover properties with damage as a result of
earthquakes nor do they offer coverage for this area; and
WHEREAS, the State of Texas has failed to protect their citizens from the real adverse effects to health and
financial well-being that the gas and oil industry has created - do to a general lack of concern as evidenced by
state representative for district 61, Phil King (a member of the Energy Resources Committee) during an Austin
NPR Forum in Austin in January 2013; and
WHEREAS, there is noted concern by Texas residents that the growing epidemic of sinkholes in and around
homes and businesses and certain structures meant for flood control around water reservoirs might be the
result of the practice of deep well saltwater disposal practices;

permitting of class II saltwater disposal wells in the State of Texas until the Texas Railroad Commission hires

Resources sub-Committee charged with investigating the earthquakes receives the studies done internally and
compares their studies with those done by the Southern Methodist University geophysics department and it is
determined that the earthquakes are not responsible by a unanimous decision of all studies involved;

determined that the earthquake activities in Texas have not been a naturally occurring event, that immediate

WHEREAS, several other industries as well as people need the use of Texas natural resource of good clean
water to sustain themselves; and
WHEREAS, the Texas Railroad Commission has not adopted rules mandating recycling when it is a viable
alternative to disposal, and instead allows operators to make their own water and waste management
decisions; and
WHEREAS, technology has been developed that will allow flow-back waste water to be recovered, reclaimed
and recycled at an 85% rate; and
WHEREAS, recycling has been determined to save producers money on trucking and disposal as well as the
benefit of water resources being made available for future fracking without depleting fresh water sources;

WHEREAS the Social Security Fairness Act (S. 896 and H.R. 1795) would repeal two unfair federal Social
Security offsets that harm Texas school employees and a million-plus public workers in more than a dozen
states;
WHEREAS these two Social Security pension offsets unjustly deprive Texas school employees and other
public employees, including many police officers and firefighters, of their fully earned pension benefits;
WHEREAS the Government Pension Offset can wipe out the entire, duly earned spousal Social Security
benefit of a retired school employee who also draws a Texas Teacher Retirement System annuity, while the
so-called Windfall Elimination Provision can cut up to $395.50 a month from the Social Security benefit directly
earned by a school employees own Social Security contributions if that employee also draws a TRS pension;
WHEREAS Congress should be helping retired public employees, not authorizing the Social Security
Administration to penalize them for their dedicated service;
WHEREAS these unjust offsets put a decent standard of living in retirement out of reach for many public
employees, and these offsets also hinder recruitment and retention of qualified teachers and other essential
education personnel;
WHEREAS just by properly enforcing current tax laws to capture taxes owed but lost annually due to underreporting of income by corporations, Congress could raise $30 billion annuallynearly four times the amount
needed to fund the Social Security Fairness Act;

1. All owners and caretakers of domesticated house pets shall take care that no abuse, torture, neglect or
pain be inflicted on any domesticated house pet. Violation of this provision shall be punishable by fine. After
three convictions under this provision, the violator may further be subject to imprisonment and/or be required to
obtain psychological counseling.
2. A state wide database shall be established identifying habitual animal abusers, for the sole purpose of
aggregating convictions in various counties for purposes of implementing (1) above, as well as to develop a
statistical database for the purpose of drafting and implementation of new laws and ordinances governing
animal welfare. The data collected shall not be made public at the individual level, but only at the aggregate
level, reported by county.
3. Animals raised for purposes of sport, such as racing, shall be treated humanely. Such animals shall not be
subjected to any performance enhancing drugs, other than medically necessary.
4. The raising, exhibition, and training of any animal for the purpose of sport-fighting shall be punishable by
fine and imprisonment.
5. The raising of livestock for human consumption shall be done humanely. Overcrowding is prohibited, as
well as failure to maintain the livestock in a reasonably clean and healthy environment. The slaughter of such
animals shall be done in a manner consistent with minimizing pain and suffering of the animal.
6. Hunting and fishing for purposes of sport are exempt from these provisions; provided, however, that
instances of cruelty or torture shall be subject to punishment.
7. Service animals, such as guide dogs, security dogs, horses and other animals used on farms, or other
agricultural enterprises shall be exempt from these provisions; provided, however that actual abuse of such
service animals will be a violation of the law.
8. Use of animals for testing shall be limited to medical purposes only, and shall be conducted with the aim
of minimal pain or abuse to the animal. Testing of any product on animals other than medical products, and
specifically the testing of cosmetics, is banned.

WHEREAS, women in the United States have the right to seek restitution for pay discrimination through the

United States Congress and signed by President Barack Obama on January 29, 2009, the first bill he signed
into law; and
WHEREAS, the Texas Legislature passed the Lilly Ledbetter Fair Pay Act for Texas in the 83rd legislative
session with bipartisan support in both the Texas Senate and the Texas House, to establish the exact same
provisions for equal pay in Texas state law as exist in federal law, thus reducing financial and personal
burdens in pursuing equal pay cases by extending them to Texas state courts; and
WHEREAS, Governor Rick Perry vetoed the Lilly Ledbetter Fair Pay Act for Texas on June 14, 2013, the final
day of the veto period, without the courtesy of contacting the bills House and Senate authors, Representative
Senfronia Thompson (D-Houston) and Senator Wendy Davis (D-Fort Worth), in advance, thus depriving them
and the bills supporters the opportunity to voice their support for the bill and ask the governor to reconsider;
and
WHEREAS, unequal pay continues to pose a serious threat to Texas families economic security, with Texas
women earning on average 77 for every dollar earned by Texas men, and with even more profound impacts
on women of color, with African-American women earning 64 for every dollar, nationally, and Hispanic women
earning just 53 compared to the average male; and
