Important Information
New to the 2014 Big Game Seasons Application Eligibility Changes and several NEW Elk Hunt/Harvest Strategies were approved by the Wildlife Commission to increase elk harvest to meet population objectives. Application Eligibility and Draw changes allow an applicant to either: Apply for and draw both an Antlered Elk and Antlerless (Cow) Elk Tag in same draw. Apply for and draw both a Spike Elk Only and Antlerless Elk Tag in same draw. Apply for all antlerless elk hunts (Antlerless Elk, Antlerless Elk Management, and Antlerless Elk Depredation) in the same draw but only draw one (1) of these tags in the same year. You are not allowed to apply for both an Antlered Elk and Spike Elk hunt in the same draw. Spike Elk Only rifle and archery hunts in all Area 6 unit groups. Combination Antlerless Elk Management hunt and Mule Deer hunt - allows a successful mule deer tag applicant to draw an antlerless elk management tag for the same season dates and within the same unit group as the mule deer tag. This will hopefully increase cow elk harvest without additional hunters and added hunter congestion. Combination Antlerless Elk Management hunt and Antlered Elk hunt - allows a successful antlered elk tag applicant to draw an antlerless elk management tag for the same season dates and within the same unit group as the antlered elk tag. With the new Ewe hunts a person will need to choose between applying for ram or ewe hunts in the same subspecies. They will not be able to apply for both in the same subspecies. Wilderness Only antlerless elk rifle seasons were established in Unit 162, 222, and 231 where hunters may only hunt within the designated wilderness areas managed by either the Bureau of Land Management or U.S. Forest Service. Unit 144, 145 Depredation Bull Elk Hunt was expanded to 3 consecutive seasons to accommodate more tags. F or Hunt 4107, Antlerless Elk Depredation hunt, multiple season set for Unit 121 and Units 144, 145 to accommodate more tags and increase cow elk harvest and for Units 101103 only a single long season due to very low hunter success in past years. For desert bighorn ram hunt in Unit 212, Lone Mountain,2 split seasons to reduce hunter congestion. Nonresident desert bighorn ram hunts closed in Units 262 and 266. Nonresident California bighorn ram hunt closed in Unit 033. Resident Rocky Mountain bighorn hunt closed in Unit 091. Bighorn Ewe Hunts initiated in desert bighorn Units 212, 213, and 268 and in California bighorn Unit 068 due to herds exceeding their sustainable management levels and limited acceptable transplant opportunities.
Alternate Tag Process Every year hundreds of tags are returned to the Department prior to the start of the season. Most of these returned tags are not reissued. In an effort to give more hunters the opportunity to hunt big game, the process was changed last year. During the online application process an applicant will affirm their willingness to be an alternate and accept an alternate tag by marking a check-off box on each species they are applying for. For example: When someone applies for an antelope tag, they will be able to check a box that affirms If I am unsuccessful I will accept an alternate tag if it becomes available and (the/ my) charge card will be charged immediately. If you are unsuccessful in drawing an antelope tag you are then automatically placed on the alternate list for the choices on your application. To learn more check out NAC 502.4175 Application for tag or bonus point; fees (Page 13). Pre-Register Your Hunter Education The Department offers pre-registration of hunter education. The Department recommends hunters check to see if their hunter education records are on file. You can do so by going to www.huntnevada.com. Call 1-800-576-1020 to confirm your faxed records are received before April 14, 2014. Hunt Unit Advisories In an effort to improve your hunting experience, the Nevada Department of Wildlife has put together a table for hunter access restrictions and other advisories for specific hunts and unit groups. This information may affect your decision on where to apply this year. You can find the 2014 Hunt Unit Advisory on the NDOW website at www.ndow.org.
Changes to the 2014 Big Game Seasons Added an additional pronghorn doe hunt for Units 131 and 145. The early antlerless elk rifle season was moved to Sept. 17 Oct. 6 in place of the elk muzzleloader season to have a more successful weapon class to increase cow elk harvest to meet population objectives. The primary October antlerless elk rifle mid season runs Oct. 720. A late antlerless elk season was added for Unit Groups 061, 071 and 062, 064, 068, running Nov 21Jan 15. Shift both Area 6 unit groups bull muzzleloader hunts and the Unit Group 062, 064, 066-068 antlerless elk muzzleloader hunt to Sept. 116, and eliminate Unit 061, 071 antlerless elk muzzleloader season due to too much congestion with bull muzzleloader hunt. Shift Area 6 unit groups bull archery season to Aug. 1631 and antlerless elk archery to Aug. 1-15. All late antlerless elk rifle seasons were extended to January 15 to allow for more elk harvest.

Military Stationed in Nevada: The Department shall issue to any member of the Armed Forces of the United States who has been assigned to permanent duty, as opposed to temporary or casual duty, within the State of Nevada all necessary hunting or fishing licenses, tags or permits for fishing, hunting or trapping in the State of Nevada. A like privilege must be extended to spouses and dependents, under the age of 21, of such members of the Armed Forces. All such licenses, tags or permits must be issued on the same terms and conditions and at the same costs as licenses, tags or permits are issued to Nevada residents, except that the 6 months residence requirement must be waived.

Tag Fees
In Nevada, big game seasons are established for antelope, bear, deer, elk, bighorn sheep and mountain goat. Tags for all game species but mountain lion are allocated through a random computerized tag draw system held in early June. Mountain lion tags are available over the counter at license agents, online at www.huntnevada.com and at Department regional offices statewide. Mountain lion season is open year-round.

2. Of the following subspecies of bighorn sheep: (a) Nelson bighorn sheep; (b) California bighorn sheep; or (c) Rocky Mountain bighorn sheep.
R090-13A Ewe defined. Ewe means any female bighorn sheep having a horn or horns of at least 5 inches in length each as measured on the outside curve of the horn from the skull to the tip. NAC 502.054 Hunt number defined. Hunt number means the number designated by the Commission for a particular hunt pursuant to a regulation of the Commission. NAC 502.057 Hunter choice number defined. Hunter choice number means a number established by the Department that designates a choice of hunting area and season for which a quota of tags remains to be issued. NAC 502.063 Junior hunt defined. Junior hunt means a hunt authorized by a regulation of the Commission which is limited to an applicant who: 1. Possesses a hunting license or a combined hunting and fishing license; 2. Will attain his or her 12th birthday before the first day of each hunting season to which his or her application relates; and 3. Will not attain his or her 18th birthday until after the last day of each hunting season to which his or her application relates. Note: A person who is otherwise eligible to apply for a junior hunt may apply for a junior hunt not more than 5 years (NAC 502.333). NAC 502.1045 Spike elk defined. Spike elk means any elk without branching on either antler.
Legal Weapons
NAC 503.142 Hunting big-game mammal with firearm The Board of Wildlife Commissioners hereby establishes the following exceptions to paragraph (b) of subsection 1 of NRS 503.150: 1. During a type of hunt that is restricted to muzzle-loading firearms, a person may hunt a big game mammal only with a muzzle-loading rifle or muzzle-loading musket, and may use only a lead ball, a lead bullet, a semi-jacketed bullet or a metal alloy bullet that expands. The use of smokeless powder is prohibited. Only black powder or a black powder substitute such as Pyrodex or Triple 7 may be used as a propellant. A sabot round may be used. The muzzle-loading rifle or muzzle-loading musket must have the following characteristics: (a) A wheel lock, matchlock or flintlock ignition system, or a percussion ignition system that uses a primer or percussion cap; (b) A single barrel of caliber .45 or larger; and (c) (Except as otherwise provided in NAC 503.146) Open sights or peep sights. The use of a sight that is operated or powered by a battery, electronics or a radioactive isotope such as tritium is prohibited. The muzzle-loading rifle or the muzzle-loading musket is deemed to be not loaded if the priming compound or element, such as the priming powder or the unfired primer or percussion cap, is removed. 2. During a type of hunt that is restricted to muzzle-loading firearms, it is unlawful for a person hunting under the authority of a tag for such a hunt to carry in the field a firearm or longbow and arrow except for: (a) A muzzle-loading rifle or a muzzle-loading musket with the characteristics set forth in subsection 1; or (b) A flintlock or percussion handgun. However, it is unlawful to use such a handgun to hunt a big game mammal. 3. During a type of hunt in which the use of any legal weapon is authorized by a regulation of the Commission, a person may hunt a big game mammal with a muzzle-loading rifle or muzzleloading musket only if: (a) The muzzle-loading rifle or muzzle-loading musket has: (1) A single barrel of caliber .45 or larger; and (2) Open sights, peep sights or a rifle scope. NRS 502.010 License or permit required for hunting or fishing; exceptions; limitations on hunting by minors 1. A person who hunts or fishes any wildlife without having first procured a license or permit to do so, as provided in this title, is guilty of a misdemeanor, except that: (a) A license to hunt or fish is not required of a resident of this State who is under 12 years of age, unless required for the issuance of tags as prescribed in this title or by the regulations of the Commission. (b) A license to fish is not required of a nonresident of this State who is under 12 years of age, but the number of fish taken by the nonresident must not exceed 50 percent of the daily creel and possession limits as provided by law. (c) Except as otherwise provided in subsection 5 or 6 of NRS 202.300 and NRS 502.066, it is unlawful for any child who is under 18 years of age to hunt any wildlife with any firearm, unless the child is accompanied at all times by the childs parent or guardian or is accompanied at all times by an adult person authorized by the childs parent or guardian to have control or custody of the child to hunt if the authorized person is also licensed to hunt. (d) A child under 12 years of age, whether accompanied by a qualified person or not, shall not hunt big game in the State of Nevada. This section does not prohibit any child from accompanying an adult licensed to hunt. (e) The Commission may adopt regulations setting forth: (1) The species of wildlife which may be hunted or trapped without a license or permit; or (2) The circumstances under which a person may fish without a license, permit or stamp in a lake or pond that is located entirely on private property and is stocked with lawfully acquired fish. (f) The Commission may declare one day per year as a day upon which persons may fish without a license to do so. 2. This section does not apply to the protection of persons or property from unprotected wildlife on or in the immediate vicinity of home or ranch premises. NRS 502.015 Qualifications for resident licenses, tags and permits 1. For the purpose of issuing and using resident licenses, tags or permits pursuant to this chapter, a person is considered to be a resident of the State of Nevada if: (a) The person is a citizen of, or is lawfully entitled to remain in, the United States; and (b) During the 6 months next preceding the persons
Bonus Point Program Guidelines Hunters will have the option to apply for a bonus point without applying for a tag for a species. Participation requires a nonrefundable $10 application fee for each bonus point only application, and the purchase of the hunting or combination hunting and fishing license. An applicant cannot receive a refund on their hunting license. There is a special bonus point code for each hunt and it is listed above the season table in this book. Resident and nonresident tag applicants receive a bonus point for each hunt category that has a quota set by the Wildlife Commission when they are unsuccessful in drawing a tag through the computerized random draw system. Bonus points are awarded by specific species categories, each encompassing all separate weapons hunts available in that category. Those categories are: antlered mule deer; antlerless mule deer; antelope horns longer than ears; antelope horns shorter than ears; bull elk; spike bull elk; cow elk; ram and ewe categories for desert (Nelson) bighorn sheep; California bighorn sheep; Rocky Mountain bighorn sheep; mountain goat and black bear. (See NAC 502.4188) Bonus points cannot be transferred to another person, or to another species category. Applicants are only able to accumulate one bonus point per species category each year. For example, if you applied for an antlered deer any legal weapon tag and were unsuccessful, and then applied for an antlered deer archery tag in a separate drawing, and were unsuccessful, you still only accrue one point because these are both in the antlered deer category. However, if you apply for an antlered deer any legal weapon tag and are unsuccessful, and then apply for a antlerless deer tag and are unsuccessful, you would receive a bonus point for each because they are in two different categories - antlered deer and antlerless deer. Any bonus points accrued in the junior hunt will automatically transfer to the antlered deer category at the time the junior hunter becomes ineligible for the junior hunt by either age, or after 5 years of application for the junior hunt. Those applying as a party hunt for deer or antlerless elk will have their points averaged (total points of all hunters in the party, divided by the number of hunters) and rounded to the closest whole number. Bonus points are squared by species category, resulting in the number of draw numbers that an individual hunter or hunt party will receive in that drawing. A hunters bonus points revert to zero in a particular species category when he is successful at obtaining a tag or fails to apply for that species category for two consecutive years. If a person requests a hunting license refund, they will not earn bonus points for the current year. Depredation Hunts and Management Hunts do not earn bonus points. NAC 502.4188 Bonus points: Categories of species 1. Except as otherwise provided in subsection 2, any bonus points awarded by the Department pursuant to the bonus point program must be awarded in one of the following categories of species, subspecies and gender: (a) Antlered mule deer; (b) Antlerless mule deer; (c) Mule deer, either antlered or antlerless; (d) Antlered Rocky Mountain elk; (e) Antlerless Rocky Mountain elk; (f) Rocky Mountain elk, either antlered or antlerless; (g) Spike Rocky Mountain elk;

(c) The Department approves the request for the transfer. Bonus points transferred pursuant to this subsection apply to the same species or category of species to which they applied before the transfer. 4. The number of bonus points applicable to applications submitted by a group pursuant to NAC 502.4185 for tags is the quotient of the total number of points held by the members of the group divided by the number of members in the group, rounded to the nearest whole number. 5. If a person has applied for a junior hunt for deer for 5 years or becomes ineligible to participate in a junior hunt for deer because of his or her age, each unused bonus point accumulated by that person for a junior hunt for deer automatically transfers to the category for antlered mule deer. The provisions of this subsection do not apply to a bonus point accumulated by the person for a junior hunt for deer in a year in which the person also accumulated a bonus point in the category for antlered mule deer.

Special Regulations
Antelope Special Regulations NAC 502.341 1. Unless his or her privilege is limited or revoked pursuant to law, any resident of Nevada or nonresident is eligible to apply in any year for a tag to hunt antelope. 2. Except as otherwise provided in NRS 502.215 and NAC 502.321 and 502.4293, any person who harvests an antelope with horns longer than its ears using a tag specified in subsection 1 is not eligible to apply for another tag to hunt antelope with horns longer than its ears during the next 5 years. Black Bear Special Regulations NAC 502.373 1. Unless his or her privilege is limited or revoked pursuant to law, any resident or nonresident of this State is eligible to apply for a black bear tag to hunt black bear. Except as otherwise provided in this subsection, a person is eligible to apply for a black bear tag in any year. A person who obtains a black bear tag or a replacement black bear tag and who is successful in harvesting a black bear is not eligible to apply for another black bear tag during the next 5 years. 2. The fee for: (a) A resident black bear tag is $100. (b) A nonresident black bear tag is $300. 3. A person who harvests a black bear shall: (a) Within 24 hours after harvesting the black bear, call the Department to report the harvest; and (b) Within 72 hours after harvesting the black bear, personally present the skull and hide to a representative of the Department for inspection. 4. If a person accidentally traps or kills a black bear, the person shall: (a) Within 48 hours after trapping or killing the black bear, report the trapping or killing to a representative of the Department; and (b) Dispose of the remains of the black bear in accordance with the instructions of the representative of the Department. 5. It is unlawful for any person to: (a) Kill a female black bear that is accompanied by a black bear cub; or (b) Kill or possess a black bear cub. As used in this subsection, black bear cub means any black bear which is less than 1 year of age or less than 50 pounds. 6. The Commission will annually specify the number of black bears and female black bears it determines to be appropriate for harvesting in a management unit or group of management units. The open season for black bears in each such management unit or group of management units will end on: (a) The last day of the season as determined by the Commission; or (b) The day on which the Department determines that the number of black bears or female black bears harvested in that management unit or group of management units is equal to or greater than the number specified by the Commission pursuant to this subsection, whichever occurs earlier. 7. The Department shall maintain and annually publish a tollfree telephone number for ascertaining whether the open season for black bears has been closed pursuant to subsection 6. To implement the closure of the open season for black bears, the Department shall: (a) Notify the Commission of the closure; (b) Provide notice of the closure to the general public through the news media; and (c) Mail notice of the closure to all persons who hold black bear tags. Deer Special Regulations NAC 503.170 1. In the fenced or cultivated lands of the Smith and Mason Valleys, in the Mason Valley Wildlife Management Area and in the zones within the Fort Churchill State Historic Park and the Lahontan State Recreation Area that are designated for hunting by the Administrator of the Division of State Parks of the State Department of Conservation and Natural Resources: (a) Deer may be hunted only with: Continued on following page

*** Portions of Hunt Units 252, 280, 281, 282 are within the Nevada Test and Training Range (NTTR) where public access is restricted. Hunters and everyone in their respective hunting parties, must comply with all Nevada hunting requirements and all NTTR safety and security requirements including the following: 1) consent to and pass a criminal history background check, 2) be at least 14 years old on opening day of the respective hunting season, 3) attend the Nellis Air Force Base hunter safety briefing, and 4) within the NTTR portion of Unit 252 limit party size to 5 including tag holder. Additional party members may complete background check and safety briefing, but only maximum of 5 party members including tagholder may be present within the NTTR portion of Unit 252 at any given time. Hunters and members of their parties who fail to comply with these requirements may be denied access to the NTTR. Hunters and members of their parties may not access the NTTR after a tag is filled and animal has been removed and in possession of tagholder. No pets are allowed on NTTR. It is the hunters responsibility to meet and/or comply with all NTTR eligibility requirements. In some units there may be adjustments to season dates to accommodate Department of Defense operations. The Nevada Board of Wildlife Commissioners hereby delegates authority to the Nevada Department of Wildlife to adjust season dates to accommodate Department of Defense operations so long as there is no change to the overall length of the season.

*Special Regulations (See page 17 for additional regulations): The limit is one animal per tag. Hunting hours are one-half hour before sunrise to sunset. Tag holders, or their licensed guide if applicable, must call the Black Bear Harvest Information Hotline prior to hunting to determine if the hunt has been closed due to the harvest objective being reached. The number is 1-800-800-1667 and is accessible 24 hours a day. At least one mandatory Black Bear Indoctrination class will be held and that one will be held in Reno (location to be announced) on Saturday, August 16, 2014, from 1 p.m. to 4 p.m. Attendance at a Black Bear indoctrination is mandatory for tag holders or their representative guides or subguides. A person represented by a guide or subguide at the indoctrination may only hunt under the direct supervision of the guide or subguide who attended the class for them. Tags will only be issued upon completion of an indoctrination class. The junior youth hunt is an either sex hunt; tag holders can harvest a buck or a doe. This tag allows the junior hunter to hunt during the longbow archery season when the unit is open for longbow archery only; to hunt with a muzzleloader when the unit is open for muzzleloader only; and to hunt with any legal weapon (including crossbow) when the unit is open for any legal weapon. If a junior hunt applicant is unsuccessful in drawing a tag, bonus points will be awarded for the junior hunt. Note: Any bonus points accrued in the junior hunt will automatically transfer to the antlered deer category at the time the junior hunter becomes ineligible for the junior hunt by either age, or after 5 years of application for the junior hunt. Youth must be 12 prior to the opening of the first hunt season applied for (usually longbow archery), and will not attain their 18th birthday until after the last day of the last season applied for (usually rifle). A person who is otherwise eligible to apply for a junior hunt may apply for a junior hunt for not more than 5 years.

*Special Regulations (See page 17 for additional regulations): The limit is one animal per tag. Hunting hours are one-half hour before sunrise to sunset. Tag holders, or their licensed guide if applicable, must call the Black Bear Harvest Information Hotline prior to hunting to determine if the hunt has been closed due to the harvest objective being reached. The number is 1-800-800-1667 and is accessible 24 hours a day. At least one mandatory Black Bear Indoctrination class will be held and that one will be held in Reno (location to be announced) on Saturday, August 16, 2014, from 1 p.m. to 4 p.m. Attendance at a Black Bear indoctrination is mandatory for tag holders or their representative guides or subguides. A person represented by a guide or subguide at the indoctrination may only hunt under the direct supervision of the guide or subguide who attended the class for them. Tags will only be issued upon completion of an indoctrination class. The Department phone number to call to report a harvested black bear is 1-800-800-1667. The Nevada Dream Tags Program is a raffle that allows resident and nonresident sportsmen a chance at the hunt of a lifetime while also contributing to Nevadas wildlife habitat. The tags are similar to other western states raffle tags and hunt of a lifetime tags. All that is required to get started in the raffle is to first purchase a Resource Enhancement Stamp (RES) for $10. Once you have your stamp, you can purchase an unlimited number of raffle tickets for each species available for only $5 each. You can purchase both the RES Stamp and the raffle tickets at www.NVDreamTag. org. One of the best aspects of this raffle is the ability to purchase tickets for your family and friends. Anyone can go online and purchase their favorite hunter chances at the hunt of a lifetime for their birthday or Christmas or any special occasion. Tickets for the Nevada Dream Tag raffle are available now and will be sold until June 30. The winners will be announced in early July. You can hunt anywhere in the state. All other rules for weapon class and seasons for that weapon must be followed. $5 each, purchase an unlimited number of raffle tickets.
